You can download the source code for a GPLed application and do whatever you want with it without agreeing with the license. However, if you want to distribute your version of the code afterwards then you must abide by the GPL.
If you remove the "use" from the second line of your post it becomes much more accurate. The GPL only imposes restrictions on how you can distribute software. Anyone can use it however they want.

Its extreme low-budgetness does show through at times, and the fact that it's been in development for several years means that you're going to see some fairly jarring differences in quality between the various models and textures, but in gameplay terms it's basically X:Online.
Uwe Boll's movies are filmed in Canada and funded primarily by European investors. The Clone Wars was self-funded and created in-house by Lucasfilm, which is not Hollywood-based. Not all movies are made by Hollywood.
Might be a bit too little, too late though, with the Pandora coming out within a few months. Maybe this will work as a small, cheaper alternative in the open handheld market.
