To be relatively brief. Teaching ability is not a major criterion at universities that emphasize research. Why you might ask? Overhead which is an approximately 50-100% additional fee tacked on to the cost of a research proposal. This fee is kept by the university to fund the support functions to the grantee.

Let's say Newton got a grant for $200K with an additional $133K overhead at a rate of 67%; this is about the norm. Hmmm, $133K is not too shaby.

Finally, "weirdo scientific" profs are acceptable by university admins. Politically charged profs cause them more problems.

I just want to point out a few things. What you see on CSPAN is only part of the testimony to Congress. Witnesses usually submit a written version in advance of their appearance. Congressional staffers read these reports and help their bosses come up with suitable questions to ask. In some instances, the Congressman's staff may not be fully qualified to assess the pure technical nature of the subject matter.

Sub-Committees also have their own staff who are usually more experienced and have a better understanding of the subject matter.

BTW, in case you don't remember, President Clinton held a one day summit meeting at the White House on the subject of cyber-security. It included PHB's from MCI, Cisco, AOL, etc... and one long-haired fellow named Mudge.

After the development of the atomic bomb, several physicist had a slight attitude adjustment. Ever hear of the Bulletin of the Atomic Scientist?

Leo Szilard who first conceived the concept of a nuclear chain reaction became a biologist after the war. Szilard, BTW, tried to keep the concept of a chain reaction secret by assigning the patent to the British Admiralty.

Hans Bethe refused Edward Teller request to help in the development of the H-bomb. He later was a leading advocate for non-proliferation, the nuclear test-ban treaty and for stopping all research on atomic bomb design.

Isidor Rabi was against the development of the H-bomb, as was Enrico Fermi. Fermi did do a bit of work on the H-bomb in an attempt to show that it was not feasible.

Jacob Bronowski (mathematician and the force behind the Ascent of Man series) was so appalled by the devastation that he saw at Nagasaki, that he eventually switched to biology.
