No, actually Steam IS a part of HL2 as the filesystem is set up now. In fact the SDK in its current form requires steam to be installed not for business reasons, but because the game resources are so tied into the steam filesystem that making it independantly would require quite a bit of extra work.

Either make the BBC fee a "for-real" tax that applies to everyone, or do what regular companies do and only provide it for those who pay.
That will bias google news towards those news organizations that are willing to pay the fee. One of the great things about google news now is that there is comparatively low bias.
