You realize how bad foriegners cheat on the GREs don't you? Most profs I know HATE having to deal with Chinese applications because a very large majority of the Chinese cheat on their GRE and TOEFLS. But the government of China doesn't consider it cheating, they think that their students have a right to the best the US has to offer, and they get mad when the US demands to have someone competent in return. The cheating by Chinese and Indians in my school is insane, but everybody is to weak willed to do anything about it. The reason they get the best grades is they all cheat, they get answers to the homework online, they steal other people's code from the garbage can, they find copies of the tests.....

Well, there is a cost/benefit analysis here. Media that lasts longer will probably cost you more. Do you want to pay that cost? For example, childhood photos are something most people want to keep for a very, very long time, but the production reports of ConGyps Co's Colorado factory for the month of May 1987 probably aren't anything that people 100 years from now would have any sort of interest in. Should they have to pay extra for longevity you want for your photos though?
The reason most people don't feel guilty about "stealing" music is that they have been ripped off by the music industry and consider it getting back at them.

AFAIK, foriegn students do receive SSN #s, but an SSN # doesn't entitle you to social security benefits. Everyone who is not on a short term visa is required to get one. I hosted a student intern from Argentina here at my school and had to help her get all this stuff.
Probably the #1 reason that these viruses have peaked is because people protect themselves better. If they use windows they (usually, yes there will always be idiots) know not to click on random attachments, have filters, and regularly run a virus/spyware checker. Why? Probably because they got burned before or know someone who got burned.
Kind of reminds me of how in the late 90's people thought HIV was declining in the US because the rate of new infections was dropping. But then people got complacent and started doing stupid shit again and now the virus is making a comeback in the US as the rate of new infections is increasing once again.
Lesson learned: Somoeone is always trying to fuck you, so be vigilant with your protection.

Now, they could always charge you when you buy the phone, but it's a one time charge and a)phone prices are to a certain extent set by the manufacturer(though you can always jack them up) and b) Most telcos use neat feature laden phones to sucker people in to long term shitty contracts so they tend to price them cheap if you are getting a contract(and way too fucking expensive if you are not)

BBC Languages is great for starting out any of the major European langues(they even have a little Chinese in there as well), it's free, and most importantly there is plenty of audio.
I am moving to Germany in June for 2 years and started learning it using that. Let me impart a bit of advice to you, make sure you learn to listen and speak before you delve deep into grammar and vocab. I made the mistake with learning Japanese purely by book until I took a few classes at my college. Even though I lived there for 6 months, to this day I can still write/read Japanese with ease but I have trouble listening to it.
