Well, I can't really speak for the OP but the old Dreamcast used discs that held more than a standard CD. This created one more hurdle to pirate games on the Dreamcast. Of course, it wasn't a huge enough hurdle because piracy on the Dreamcast was/is rampant.
Theoretically, if Xbox 360 games took up more space than a standard DVD (DL?) then it could make piracy a bit harder for the ordinary user. That's just my guess of what he meant, though. I don't know.
It's possible that that was internally the plan and maybe even speculated upon by others very early on but back when the xbox 360 was coming out in the US in late 2005 I didn't hear much mention from Sony of the PS3 coming out a YEAR later. No, then it was hyped--"you COULD buy the 360 now OR you could wait for a much better system that's coming out in the spring!"
I think there's a lot of people who don't have HD-TV yet but expect to upgrade eventually. So if you have a choice between two game systems and one comes with a drive that will play great on HD-TV when you eventually upgrade, that leans you in that direction.
That said, it may still not be that much of an advantage. It depends on how much the average gamer knows and is apprehensive about the format war between HD DVD and Blu Ray.
Do those old games really cost $10? I imagine that more people would be willing to buy them if they were at half that price but it's hard for me to imagine people shelling out ten bucks unless it happened to be one of their all time favorites from that era. To each their own, I guess.

I don't think it was about protecting the minority. I think the majority voted against it in part because the majority educated Utahns would be against it. The LDS church isn't as anti-evolution as you might think.
I know this doesn't make a whole lot of sense but I thought it'd be interesting if some in the consortium behind blu-ray are arguing and forcing the blu-ray back because they don't like how Sony's planning to sell an early drive (the PS3) for such a low price. Of course, this would be dumb financially because it would hurt them, too, but some people can just be spiteful and when hurt want to hurt back (even if it will hurt them, too).
I'd bet that developers know what is still being finalized and what range those stats will fall between. If they know that the BD consortium are arguing over whether the read speeds should be X or Y then the developer will assume the lower of the two and go off of that. Sure, in the end it may not be the ultimate in optimization but what early release game is?
I'm okay with someone being better because they have more experience but some games with odd hidden combos can make it too unfair.
I don't enjoy playing games where I'm not told all the rules. "Haha, I beat you! You suck!" "Hey, I didn't know you could do that!" My brother-in-law used to always try to change the rules of the game whenever he started losing a game. It's lame.
Likewise, games tend to be less fun if it takes hours to really even understand all the rules.
Expect it to be delayed for about 5 more years. At that point those stats won't seem so ridiculous.
In some instances it speeds up aging but in other cases it turns you into a superhero(tm). I'll take my chances!
They must have confused this universe with a parallel dimension where only DC and Marvel make superhero comics. :)
