I've seen theres a lot of speculation on whether the observed network connections from Windows 10 with privacy options on are actually spying or not, and figured some actual evidence would be in order.
Anyone can recreate this for themselves:
Fresh install of Windows 10.
Set all privacy options to off, disable cortana, disable web search
Ensure all updates are done. Close all programs.
Install Fiddler, and enable HTTPS sniffing. (If you use wireshark, you wont be able to view the HTTPS)
Press stream in fiddler.
Click the windows search bar, type any letter, watch the HTTPS session to bing.com appear.Im still trying to figure out exactly what it is that it is transmitting, but its for sure sending a user-agent string that identifies itself as Cortana.
Some observed behaviors:
Clicking on a link from an application (in this case, a download link from within Fiddler) submits the URL you are visiting to urs.microsoft.com.
Opening applications-- even with SmartScreen disabled-- opens sessions to apprep.smartscreen.microsoft.com and, among other things, submits the hash of the application. EDIT: Apparently you must also disable smartscreen in edge. Even so, it will initiate a connection to w.apprep.smartscreen.microsoft.com
Typing anything into the search bar will, regardless of settings, initiate an HTTPS session to www.bing.com. It will transmit a cookie, though so far I have not seen anything in there that looks like keystroke monitoring, as the only thing that appears to change between attempts is an HV section of the cookie. It appears to be downloading javascript, and submitting identifying data (screen resolution, install date, SID). The URL it uses is https://www.bing.com/manifest/... [bing.com]
Opening the settings app and going into account options sometimes opens a session to public-family.api.account.microsoft.com:443. I suppose this would be expected. -

It's funny how everyone seems to "know" that benefit tourism exists, well by everyone I mean those who read The Daily Mail/Express/Telegraph, but the actual evidence seems to be harder to find.

I WIPED ARSTECHNICA OFF THE MAP in 2003-2006 @ Windows IT Pro easily - Jeremy Reimer got his website removed by Shaw of Canada his ISP & hosting provider + he was put on a tracking ticket by them for email harassment... his "henchman" Jay Little said "I am an EXPERT on Exchange" which much to his dismay worked against him @ "The Memory Optimization Hoax" where I proved to them AND Dr. Mark Russinovich (former "co-worker" of mine @ Sunbelt where we retailed our wares there & he bitched I outsold his work, awww) that that technology unhalted & sped up frozen Exchange Servers USING MICROSOFT'S OWN DOCUMENTATION TO DO IT (clearmem.exe is the same tech, but not GUI, & I designed the 1st program of that nature in GUI no less).
Jay Little then trolled & stalked me to other websites where I annihilated him on ramdrives as well - he was banned + had his website @ CrystalTech removed by that hosting provider for libeling me.

The black box situation ebbs and flows. The car diagnostics apparently used to require a specialized apparently rather large computer at a mechanic to run through paces or maybe just for the code, I'm not sure, but now a car parts store will hook a handheld device up to the car to read the codes stored in the car and give you a printout of their values and meaning for free. My brother-in-law said he could fix her Kia based on the codes and explanations, what he already knew and what he could read off the internet. She had to pay $160 bucks for two coils, but look what a search turned up. I even just put in kia coil and it offered the other search terms.

Reputable source (not): They had to sell off their PC security suite too (crap too) LOWERING the 'threat level' on THAT program (not my hosts file engine) TO ZERO!
