News Corp Will Charge For Newspaper Websites

Rupert Murdoch expects to start charging for access to News Corporation's newspaper websites within a year as he strives to fix a 'malfunctioning' business model. Encouraged by booming online subscription revenues at the Wall Street Journal, the billionaire media mogul last night said that papers were going through an 'epochal' debate over whether to charge. 'That it is possible to charge for content on the web is obvious from the Wall Street Journal's experience,' he said." -
Small Nuclear Power Plants To Dot the Arctic Circle
Vincent West writes with news of a Russian project currently underway to populate the Arctic Circle with 70-megawatt, floating nuclear power plants. Russia has been planning these nuclear plants for quite some time, with construction beginning on the prototype in 2007. It's due to be finished next year, and an agreement was reached in February to build four more. According to the Guardian: "The 70-megawatt plants, each of which would consist of two reactors on board giant steel platforms, would provide power to Gazprom, the oil firm which is also Russia's biggest company. It would allow Gazprom to power drills needed to exploit some of the remotest oil and gas fields in the world in the Barents and Kara seas. The self-propelled vessels would store their own waste and fuel and would need to be serviced only once every 12 to 14 years." -
Apple Rejects Nine Inch Nails iPhone App
jarrettwold2002 writes "Trent Reznor of Nine Inch Nails announced via his Twitter account today, 'Apple rejects the NIN iPhone update because it contains objectionable content. The objectionable content referenced is "The Downward Spiral."' The initial NIN Access iPhone app garnered much fanfare (Wired article, Guardian article) and was approved by Apple. The update has been rejected due to an album reference. If Nine Inch Nails is having problems with censorship and approval what kind of problems are you having with the iPhone app approval process?" -
Blackwell Launches Print-On-Demand Trial In the UK
krou writes "In Dec. 2006, we discussed the Espresso Book Machine. Well, on April 27 the bookseller Blackwell will launch a three-month trial of the machine in its Charing Cross Road branch in London as a 'print on demand' service for shoppers in an effort 'to consign to history the idea that you can walk into a bookshop and not find the book you want.' When the trial begins, it will be able to print any of some 400,000 titles; Blackwell's overall goal is to extend this to a million titles by the summer, and to spread out more machines to the rest of its sixty stores once it works out pricing. Currently, they charge shelf price for in-print books, and 10 pence per page for those out of print (about $55 for a 300-page book), but are analyzing customer behavior to get a better pricing model. Says Blackwell chief executive Andrew Hutchings: 'This could change bookselling fundamentally. It's giving the chance for smaller locations, independent booksellers, to have the opportunity to truly compete with big stock-holding shops and Amazon ... I like to think of it as the revitalization of the local bookshop industry.' Their website notes that in addition to getting books printed in-store, in future you will be able to order titles via their site. (They also mention that one of the titles you can print is the 1915 Oxford Poetry Book, which includes one of Tolkien's first poems, 'Goblin's Feet.')" You'll also be able to bring in your own book to print — two PDF files, one for the book block and one for the cover. -
NASA Moon Launch May Be Delayed After 2020
krou writes "The Guardian is reporting that NASA is quietly revising its internal estimates of a 2018 launch for its Ares V rocket. Although publicly the date given for the launch was 2020, the internal launch date was set for 2018. The shift in dates seems to be linked to 'growing budget woes,' and 'engineers say that means the public 2020 date to send humans back to the moon is in deepening trouble.' NASA administrator Mike Griffin blamed the White House, and the previous Bush administration, saying funding for Ares V and other projects fell from $4bn through 2015 to just $500m. 'This was to be allocated to early work on the Ares V heavy-lifter, and the Altair lunar lander. With only a half-billion dollars now available, this work cannot be done.'" -
COBOL Turning 50, Still Important
Death Metal writes with this excerpt from a story about COBOL's influence as it approaches 50 years in existence: "According to David Stephenson, the UK manager for the software provider Micro Focus, 'some 70% to 80% of UK plc business transactions are still based on COBOL.' ... Mike Gilpin, from the market research company Forrester, says that the company's most recent related survey found that 32% of enterprises say they still use COBOL for development or maintenance. ... A lot of this maintenance and development takes place on IBM products. The company's software group director of product delivery and strategy, Charles Chu, says that he doesn't think 'legacy' is pejorative. 'Business constantly evolves,' he adds, 'but there are 250bn lines of COBOL code working well worldwide. Why would companies replace systems that are working well?'" -
Microsoft and Yahoo Discussing Search Partnership
An anonymous reader writes "The Guardian reports that Microsoft and Yahoo are talking about a search engine partnership as they desperately try to come up with something, anything, to take on Google. 'Although there is no suggestion that Microsoft's failed bid will be resurrected, the two companies are believed to be discussing ways they can link up to combat the growing power of their chief rival, Google. Quoting sources close to the discussions, the authoritative Dow Jones All Things Digital blog said that "the talks between the pair are preliminary and wide-ranging."'" -
Scientist Forced To Remove Earthquake Prediction
Hugh Pickens writes to mention that Italian scientist Giampaolo Giuliani, a researcher at the National Physical Laboratory of Gran Sasso, recently gave warning about an earthquake that was to happen on March 29th of this year near L'Aquilla. Based on radon gas emissions and a series of observed tremors he tried to convince residents to evacuate, drawing much criticism from the city's mayor and others. Giuliani was forced to take down warnings he had posted on the internet. The researcher had said that a 'disastrous' earthquake would strike on March 29, but when it didn't, Guido Bertolaso, head of Italy's Civil Protection Agency, last week officially denounced Giuliani in court for false alarm. 'These imbeciles enjoy spreading false news,' Bertalaso was quoted as saying. 'Everyone knows that you can't predict earthquakes.' Giuliani, it turns out, was partially right. A much smaller seismic shift struck on the day he said it would, with the truly disastrous one arriving just one week later. 'Someone owes me an apology,' said Giuliani, who is also a resident of L'Aquila. 'The situation here is dramatic. I am devastated, but also angry.'" -
Baby Chicks Have Innate Mathematical Skills
Hugh Pickens writes "Chicks can add and subtract small numbers shortly after hatching, says Rosa Rugani at the University of Trento. Rugani reared chicks with five plastic containers of the kind found inside Kinder chocolate eggs. This meant the chicks bonded with the capsules, much as they do with their mother, making them want to be near the containers as they grew up. In one test, the researchers moved the containers back and forth behind two screens while the chicks watched. When the chicks were released into the enclosure, they headed for the screen obscuring the most containers, suggesting they had been able to keep track of the number of capsules behind each by adding and subtracting them as they moved. It is already known that many non-human primates and monkeys can count, and even domestic dogs have been found to be capable of simple additions but this is the first time the ability has been seen in such young animals, and with no prior training in problem solving of any kind." -
The Guardian Shifts To Twitter After 188 Years of Ink

Quoting: "A mammoth project is also under way to rewrite the whole of the newspaper's archive, stretching back to 1821, in the form of tweets. Major stories already completed include '1832 Reform Act gives voting rights to one in five adult males yay!!!;' 'OMG Hitler invades Poland, allies declare war see tinyurl.com/b5x6e for more;' and 'JFK assassin8d @ Dallas, def. heard second gunshot from grassy knoll WTF?' Sceptics have expressed concerns that 140 characters may be insufficient to capture the full breadth of meaningful human activity, but social media experts say the spread of Twitter encourages brevity, and that it ought to be possible to convey the gist of any message in a tweet. For example, Martin Luther King's legendary 1963 speech on the steps of the Lincoln memorial appears in the Guardian's Twitterised archive as 'I have a dream that my four little children will one day live in a nation where they will not be judged by the colour of their skin but by,' eliminating the waffle and bluster of the original." -

US Nuclear Sub Crashes Into US Navy Amphibious Vessel
Kugrian writes "Showing that it's not just the British and the French who have trouble seeing each other on the high seas, a US Nuclear submarine yesterday crashed into a US Navy heavy cruiser. The USS Hartford, a nuclear-powered attack submarine, was submerged as it crashed into the USS New Orleans in the strait of Hormuz, resulting in the spillage of 95,000 litres of diesel fuel. Both vessels were heading in the same direction when the collision occurred in the narrow strait and were subsequently heading to port for repairs. A spokesman for the 5th Fleet said that the USS Hartford suffered no damage to its nuclear propulsion system." According to the USS New Orleans' Wikipedia page, it's actually an amphibious transport dock. -
Shell Ditches Wind, Solar, and Hydro

Instead Shell is going to focus on carbon sequestration technologies and biofuels. Not surprisingly, and perhaps unfairly, bloggers have been quick to savage the company: 'Between Shell's decisions to stop its clean energy investments and to increase its debt load to pay for dividends, the company is solidifying an image of corporate greed over corporate responsibility.' Is Shell short sighted, or is it just a company trying to make its way in an uncertain world?" -
US Forgets How To Make Trident Missiles
Hugh Pickens writes "The US and the UK are trying to refurbish the aging W76 warheads that tip Trident missiles to prolong their life and ensure they are safe and reliable but plans have been put on hold because US scientists have forgotten how to manufacture a mysterious but very hazardous component of the warhead codenamed Fogbank. 'NNSA had lost knowledge of how to manufacture the material because it had kept few records of the process when the material was made in the 1980s, and almost all staff with expertise on production had retired or left the agency,' says the report by a US congressional committee. Fogbank is thought by some weapons experts to be a foam used between the fission and fusion stages of the thermonuclear bomb on the Trident Missile and US officials say that manufacturing Fogbank requires a solvent cleaning agent which is 'extremely flammable' and 'explosive,' and that the process involves dealing with 'toxic materials' hazardous to workers. 'This is like James Bond destroying his instructions as soon as he has read them,' says John Ainslie, the co-ordinator of the Scottish Campaign for Nuclear Disarmament, adding that 'perhaps the plans for making Fogbank were so secret that no copies were kept.' Thomas D'Agostino, administrator or the US National Nuclear Security Administration, told a congressional committee that the administration was spending 'a lot of money' trying to make 'Fogbank' at Y-12, but 'we're not out of the woods yet.'" -
UK Government To Back Off Plans To Share Private Data
Richard Rothwell writes with news that Jack Straw, Britain's Justice Secretary, has made public plans to drop provisions from the Coroners and Justice Bill which would have allowed the government to take information gathered for one purpose and use it for any other purpose. "A spokesman for Mr Straw said the 'strength of feeling' against the plans had persuaded him to rethink. The proposals will be dropped entirely from the Coroners and Justice Bill, and a new attempt will be made to reach a consensus on introducing a scaled-back version at an unspecified stage in the future." After defending the government's intentions, Straw bowed to pressure from a variety of groups and individuals who presented objections to the bill. -

A few days ago, we discussed Sony's announcement of a slew of new titles for the PSP, part of their plan to reinvigorate the platform. Unfortunately, according to analyst Nicholas Lovell, it may be too late for the PSP to achieve what Sony had hoped. He says gaming on the iPhone and iPod Touch are rapidly expanding to fill that section of the market. Despite this, rumors have been swirling once more that the PSP2 is under development, and while Sony wouldn't confirm or deny, they were at least willing to talk about the rumors. Meanwhile, the App Store is dealing with a flood of titles that shows no sign of slowing, making it somewhat difficult to keep tabs on the higher-quality games. An Apple spokesperson discussed this in an interview with Pocket Gamer, and also mentioned that they'd be OK with a community gaming service similar to Xbox Live, should somebody decide to make one. It's likely that Apple will soon see more serious competition from Android Market; now that a pricing system is going online, the major publishers have more of an incentive to bring games to the platform. The Guardian's games blog recently went over some of the top games available on Android. -

Doctorow Suggests Simple EULA Solution
Cory Doctorow, writing for the Guardian, has suggested an easy way for EULAs to become more user-friendly and less of a legal quagmire. He recommends reducing agreements for games, music, and ebooks to simply: "Don't violate copyright law." Quoting: "'Don't violate copyright law' has a lot going for it, but the best thing about it is what it signals to the purchaser, namely: 'You are not about to get screwed.' The copyright wars have produced some odd and funny outcomes, but I think the oddest was when the record industry began to campaign for more copyright education on the grounds that young people were growing up without the moral sensibility that they need to become functional members of society. ... it's not the entertainment industry's job to tell me what are and are not fair terms of sale for my downloads. If loaning an MP3 should be illegal, let them get a law passed (they're apparently good at that — the fact that they haven't managed it to date should tell you something about the reasonableness of the proposition)." -
Drug Giant Pledges Cheap Medicine For World's Poor
bmsleight writes in with a Guardian piece on the decision of the world's second biggest pharmaceutical company, GlaxoSmithKline, to radically shift its attitude towards providing cheap drugs to millions of people in the developing world. "[The new CEO] said that GSK will... cut its prices for all drugs in the 50 least developed countries to no more than 25% of the levels in the UK and US — and less if possible — and make drugs more affordable in middle-income countries such as Brazil and India; put any chemicals or processes over which it has intellectual property rights that are relevant to finding drugs for neglected diseases into a 'patent pool,' so they can be explored by other researchers; and reinvest 20% of any profits it makes in the least developed countries in hospitals, clinics, and staff." -
Google Earth To Show Ocean Floor
f1vlad writes "Google is expected to announce the addition of ocean floor imagery to its Google Earth project, which will complete digital representation of our planet. 'The existing site, to which an estimated 400 million people have had access, already includes three-dimensional representations of large cities around the world and includes images from street-level and aerial photography covering thousands of miles across Britain and elsewhere. The new additions to the website are expected to include views of the ocean, and portions of the seabed. They will also provide detailed environmental data that will enhance information about the effect of climate change on the world's seas and oceans.'" -
Red Dwarf To Return, Find Earth

The new two-part series Red Dwarf: Back to Earth will appear on digital channel Dave, will be written and directed by Red Dwarf co-creator Doug Naylor, and will reunite the line-up. 'It will sit alongside two further new episodes — the improvised Red Dwarf: Unplugged, which will feature the cast dealing with no sets, effects or autocue, and Red Dwarf: the Making of Back to Earth, a behind the scenes look at the new production.' Personally, I think this is pretty smegging fantastic." -

For example, when Barack Obama was inaugurated as US president last week, all traces of George W. Bush disappeared from the White House website. There were more than 150 websites relating to the 2000 Olympics in Sydney that vanished instantly at the end of the games and are now stored only by the National Library of Australia. 'If websites continue to disappear in the same way as those on President Bush and the Sydney Olympics... the memory of the nation disappears too,' says Brindley. The library plans to create a comprehensive archive of material from the 8M .uk domain websites, and also is organizing a collecting and archiving project for the London 2012 Olympics. 'The task of capturing our online intellectual heritage and preserving it for the long term falls, quite rightly, to the same libraries and archives that have over centuries systematically collected books, periodicals, newspapers, and recordings...'" The Art of Downloadable Game Development
The Guardian's Games Blog looks at how the development of downloadable games has shifted over the past several years. As an example, they point to Capcom, its recent reinvention of the Mega Man franchise, and an upcoming game called Flock. Quoting: "[CEO Paddy Sinclair said], 'The first thing we realised was, it wouldn't be as easy as we thought. Luckily we're funded privately so we had the luxury of getting it wrong. It was very... educational. We learned very quickly that, no, you can't write a game in three months. We also realized we'd need a bigger team than just two or three.' 'The XBLA market has really evolved,' continues business development head, Chris Wright. 'If you look at the very early games they were simple ports — single-player, retro emulation titles, and you can kick those out very quickly. That market is disappearing. If you're going to do retro remakes you have to extend it, you have to add multiplayer. If you're going to do something new, it has to be bigger. We've got a team of 10-12 people working on this title. If you look back, it's what we would have had on PS1, and the game is probably of the same sort of size. It's not the huge budgets of a retail title, but it's not a trivial undertaking, either.'" -
The Future of Independent Game Development
The Guardian's Games Blog has an article discussing where indie game development will go in the next few years after its recent resurgence. The story follows the success of one small game studio, and suggests that the games industry will move to further embrace low-cost development. Quoting: "The likes of XBLA, ... PSN and WiiWare represent a reasonable revenue stream for publishers and developers, especially with a recession looming. However, in-house staff may not have the skills required to punch out cool, hugely intuitive budget games, with little or no management. If you look at something like Geometry Wars from Bizarre Creations, the project was started in the free time of experienced coder Stephen Cakebread, and may never have happened had he been shunted on to different, larger projects. Instead, big industry players are reaching out to the indie scene to source talent." -
UK Government To Outsource Data Snooping and Storage

Survival-Horror Genre Going Extinct?
Destructoid is running an opinion piece looking at the state of the survival-horror genre in games, suggesting that the way it has developed over the past several years has been detrimental to its own future. "During the nineties, horror games were all the rage, with Resident Evil and Silent Hill using the negative aspects of other games to an advantage. While fixed camera angles, dodgy controls and clunky combat were seen as problematic in most games, the traditional survival horror took them as a positive boon. A seemingly less demanding public ate up these games with a big spoon, overlooking glaring faults in favor of videogames that could be genuinely terrifying." The Guardian's Games Blog has posted a response downplaying the decline of the genre, looking forward to Ubisoft's upcoming I Am Alive and wondering if independent game developers will pick up where major publishers have left off. -
IWF Backs Down On Wiki Censorship
jonbryce writes "The Internet Watch Foundation, guardians of the Great Firewall of Britain, have stopped censoring Wikipedia for hosting what they considered to be a child porn image. They had previously threatened to block Amazon for hosting the same image." Here is the IWF's statement, which credits the Streisand Effect for opening their eyes: "...in light of the length of time the image has existed and its wide availability, the decision has been taken to remove this webpage from our list. Any further reported instances of this image which are hosted abroad, will not be added to the list. ... IWF's overriding objective is to minimize the availability of indecent images of children on the internet, however, on this occasion our efforts have had the opposite effect." -
What the Papers Don't Say About Vaccines
jamie tips an article in The Guardian's "Bad Science" column which highlights recent media coverage of the MMR vaccine. A story circulated in the past week about the death of a young child, which the parents blamed on the vaccine. When the coroner later found that it had nothing to do with the child's death, there was a followup in only one of the six papers who had covered the story. "Does it stop there? No. Amateur physicians have long enjoyed speculating that MMR and other vaccinations are somehow 'harmful to the immune system' and responsible for the rise in conditions such as asthma and hay fever. Doubtless they must have been waiting some time for evidence to appear. ... Measles cases are rising. Middle class parents are not to blame, even if they do lack rhetorical panache when you try to have a discussion with them about it. They have been systematically and vigorously misled by the media, the people with access to all the information, who still choose, collectively, between themselves, so robustly that it might almost be a conspiracy, to give you only half the facts." -
Censorship By Glut
Frequent Slashdot contributor Bennett Haselton writes "A 2006 paper by Matthew Salganik, Peter Dodds and Duncan Watts, about the patterns that users follow in choosing and recommending songs to each other on a music download site, may be the key to understanding the most effective form of "censorship" that still exists in mostly-free countries like the US It also explains why your great ideas haven't made you famous, while lower-wattage bulbs always seem to find a platform to spout off their ideas (and you can keep your smart remarks to yourself)." Read on for the rest of Bennett's take on why the effects of peer ratings on a music download site go a long way towards explaining how good ideas can effectively be "censored" even in a country with no formal political censorship.
In a country where you're free to say almost anything in the political arena, I think the only real censorship of good ideas is what you could call "censorship by glut". If you had a brilliant, absolutely airtight argument that we should do something -- indict President Bush (or Barack Obama), or send foreign investment to Chechnya, or let kids vote -- but you weren't an established writer or well-known blogger, how much of a chance do you think your argument would have against the glut of Web rants and other pieces of writing out there? Especially if your argument required people to read it and think about it for at least an hour? Perhaps your situation could be compared to that of a brilliantly talented band submitting a song for Matthew Salganik's experiment.
What Salganik and his co-authors did was recruit users through advertisements on Bolt.com (skewing toward a teen demographic) to sign up for a free music download site. Users would be able to listen to full-length songs and then decide whether or not to download the song for free. Some users were randomly divided into eight artificial "worlds" in which, while a user was listening to a song, they could see the number of times that the song had been downloaded by other users in the same world -- but only by other users within their own world, not counting the downloads by users in other worlds. The test was to see whether certain songs could become popular in some worlds while languishing in others, despite the fact that all groups consisted of randomly assigned populations that all had equal access to the same songs. The experiment also attempted to measure the "merit" of individual songs by assigning some users to an "independent" group, where they could listen to songs and choose whether to download them, but without seeing the number of times the song had been downloaded by anyone else; the merit of the song was defined as the number of times that users in the independent group decided to download the song after listening to it. Experimenters looked at whether the merit of the song had any effect on the popularity levels it achieved in the eight other "worlds".
The authors summed it up: "In general, the 'best' songs never do very badly, and the 'worst' songs never do extremely well, but almost any other result is possible." They also noted that in the "social influence" worlds where users could see each others' downloads, increasing download numbers had a snowball effect that widened the difference between the successful songs and the unsuccessful: "We found that all eight social influence worlds exhibit greater inequality -- meaning popular songs are more popular and unpopular songs are less popular -- than the world in which individuals make decisions independently." Figures 3(A) and 3(C) in the paper show that the relationship between a song's merit and its success in any given world -- while not completely random -- is tenuous. And if you're a talented musician and you want to get really depressed about your prospects of hitting the big time, Figures 3(B) and 3(D) show the relationship between a song's measured merit and its actual number of sales in the real world. (Although those graphs may cheer you up if you're a struggling musician who hasn't made it big yet -- maybe it's not you, it's just the roll of the dice.)
As the Richard Thaler and Cass Sunstein put it in their all-around fascinating book Nudge , where I first read about the Salganik study:In many domains people are tempted to think, after the fact, that an outcome was entirely predictable, and that the success of a musician, an actor, an author, or a politician was inevitable in light of his or her skills and characteristics. Beware of that temptation. Small interventions and even coincidences, at a key stage, can produce large variations in the outcome. Today's hot singer is probably indistinguishable from dozens and even hundreds of equally talented performers whose names you've never heard. We can go further. Most of today's governors are hard to distinguish from dozens or even hundreds of politicians whose candidacies badly fizzled.
Is the blogosphere, or the "marketplace of ideas" in general, any different? If a random sample of bloggers were rated based on some independent measure of merit -- for example, independent ratings from a random sampling of blog readers, who were looking at the bloggers' writing samples for the first time, analogous to users in Salganik's "independent" world -- and then correlate that with the bloggers' traffic or some other measure of success, it's not hard to imagine the results would be similar to those of the 8-worlds experiment: the best often rise to the top, the very worst rarely do, but success in the vast middle would be close to random. In fact, while music listeners would have no logical reason to like a song just because others did, users in the blogosphere and other public forums would have several rational reasons to cluster around writers who are already popular: (1) errors are more likely to have been spotted and pointed out by someone else; (2) as an extension of that, others are more likely to have provided comments and other value-added content; (3) if you are the first person to spot an error, it's more important on a popular blog to point out the error and stop the misinformation from spreading, than on a minor blog that nobody has ever heard of. So the "snowball effect" of popularity in the blogosphere would be even more pronounced.
Then why do so many people believe in what Thaler and Sunstein call the "inevitability" of success based on merit, in domains like music, politics, and writing? I think it's because the belief is what scientists call an unfalsifiable one -- if the "best" acts are assumed to be the ones that end up on the top of the pile, then the marketplace has always sorted the "best" content to the top, by definition. Since the definition is circular, the premise could never be disproved by any amount of counter-evidence -- even if an act that used to be popular, suddenly falls under the radar, that could be seen as "proof" that they lost whatever magic touch they used to have, not as evidence of the arbitrariness of the market! The only disproof would be an artificial experiment like Salganik's, showing that once you get beyond a certain threshold of quality, commercial success has little relationship to independently measured merit -- but such experiments, which in Salganik's case required the cooperation of over 14,000 users, don't come along very often. And as long as most people don't realize how arbitrary the existing marketplaces are, there isn't enough demand to justify building a system that could work better -- indeed, to even justify asking the question of whether a system could be designed that would work better.
And that, I think, is how "censorship by glut" really works. It's not just the sheer amount of written content that censors small voices -- if you happen to know about a particular writer that you consider a fount of wisdom, then the existence of a billion other Web pages won't stop you from reading that writer's content. And it's not as if there aren't plenty of people who realize that success can be highly arbitrary. The problem is that as long as most people assume that the existing marketplace of ideas does a good job of sorting the best content to the top, then they'll be more inclined to stay with the most popular news sites and blogs, and even the minority who know that it's largely a lottery, will have no effective way of finding the best content among everything else, so they'll end up sticking with the most popular sites as well. Worse, as a secondary effect, most people with something useful to contribute won't even bother, if they don't already have a large built-in audience. I know plenty of people who could write insightful essays about social and technological issues, essays that would give most readers a new perspective such that they would definitely say afterwards: "That was worth my time to read it." But it wouldn't be worth it to the writers, because they know that their content isn't going to get magically sorted into its deserved place in the hierarchy.
(My own favorite blog that nobody's ever heard of is Seth Finkelstein's InfoThought, which is usually logical and insightful and is only about 25% of the time about how "nobody ever reads this blog, so what's the point". His Guardian columns are also good and usually don't have that subtext, perhaps because it's considered impolite to use a newspaper's column-inches (column-centimeters?) to complain that you have no voice.)
So can this problem be avoided, or is inequality and arbitrariness just a permanent part of the marketplace for content and ideas? You could create an artificial world that would sort user-submitted content according to some other algorithm -- and even if it didn't give good writers the fame that they theoretically deserved in the larger world, it might still provide them with enough of an audience within the artificial universe, to make it worth their time to keep writing. One option would be to use Salganik's "independence" world model, where users would read content without being able to see the ratings that other people had given to it, or without even seeing recommendations from similarly-minded friends within the system. The trouble is that without any information about what other readers liked, without any starting point to sort good content from bad content, it may not be worth the reader's time to read through all the dreck to find the occasional buried treasure. I believe about as strongly as a person can believe, that the existing marketplace for content is far from meritocratic, for example that there are probably thousands of songs on iTunes that I've never heard of but would nonetheless love -- but even I don't spend time listening to the 30-second clips of random songs on iTunes, because it takes too long to find the stuff I would like.
But I submit there is a solution -- a variant of an argument that I've suggested for stopping cheating on Digg, or building Wikia search into a meritocratic search engine, or helping the best writers rise to the top on Google Knol. The solution is sorting based on ratings from a random sample of users. The remainder of this speculation will be very theoretical, and will at times seem like a Rube-Goldberg approach to what should be a simple problem. But at each juncture, the complications to the algorithm are motivated by an argument that anything simpler would not work. At many points along the way, it will be tempting to throw up one's hands and say, "Why go to all this trouble, the existing system works well enough." But this statement is hard to quantify with any actual evidence -- unless you're just using the circular definition above, that whatever rises to the top is automatically the "best".
For music listeners, the gist of the algorithm is: When an artist submits a new song in the alt-rock category for example, the song is distributed to a random sample of 20 users who have indicated an interest in that genre. If the average rating from those users is high enough, the song gets recommended to all of the site's users who are interested in alt-rock. If the average rating is not high enough, then the artist receives a notification, perhaps with a list of comments from the listeners suggesting what to improve. As long as the initial random sample of users is large enough that the average rating is indicative of what the rest of the site's alt-rock fans would think, the good content will get to be enjoyed by all of the site's alt-rock customers, while the bad content would fizzle after only wasting the time of 20 people. If it turns out that a random selection of 20 users are typically too lazy to rate the songs that are submitted to them, you could even make artists submit $10 to have their songs rated by the focus group, and pay each of the 20 raters $0.50 each for their trouble. Artists can't withhold payment as revenge for a bad rating, so the average ratings should still be proportional to the song's actual quality.
At this point, you might object that this system suffers from the same unfalsifiable, circular reasoning as the belief that the marketplace rewards the "best" content, if the best content is the content that wins in the marketplace. If I define the "best" content to be the content that gets the highest average score in a random focus group, then of course this algorithm sorts the best content to the top, because that's how "best" was defined! But this system does actually have a non-trivial property: If you implement the system in multiple separate "worlds" (similar to those that Salganik created), then provided your focus groups are large enough to provide representative random samples, the same content should rise to the top in each of the worlds, unlike the results in Salganik's experiment.
This actually wouldn't be the case if the initial focus groups were not big enough -- then random variations in a few voters' opinions could cause many songs to succeed in one world and fail in another. So it's a non-trivial property that is not automatically true, and would not be true if you made an error in designing the system, like making the focus groups too small. But the larger the size of the random sample, the smaller the variance in the expected value of the average of their ratings, and the greater agreement you would expect between the results from different worlds.
As Salganik pointed out to me, this system does under-reward songs that might require repeated listenings over time to gain an appreciation of their qualities. But even this, strictly speaking, can be modeled in exchange for cash -- I'll pay 20 users $2 each if they listen to my song once today, once in three days, and once again a week after that (the site could stream the song to them to provide at least some likelihood that the users weren't cheating). This assumes some things, such as that repeated exposure has the same growing-on-you effect even if the exposure is forced -- but in the real world, songs often grow on you from repeated listenings that are "forced" anyway, if they're played in the doctor's office or on the radio when you don't bother to change the channel. And this might be more complicated than necessary -- often when a song grows on you, it at least interests you enough the first time you hear it, that you'd give it a positive rating on the first listen, which is all that the site requires for the song's success.
However, if you try to adapt this trick to a meritocracy for written content, you run into different problems. With a song, if you poll a random sample of users, the odds are very small that anyone being polled will be a vested interest in the success of the song, like one of the band members or one of the song's producers (assuming the population of users is large enough, and the song's producers have not been able to create a huge number of "sockpuppet" accounts to manipulate the voting). So you can assume the ratings will be free of any prior bias. But with a political post, for example, if you write a pro-Bush or anti-Bush essay, it's quite likely that among a random sample of users, there will be people who are biased to vote up (or vote down) any post that has anything good to say about the President. The essays voted to the top may not be the best-written ones, but simply the ones that pander to the most popularly held opinions.
But if the "best" essays are not the ones that receive the highest percentage of positive votes, even when polling a random sample of independent users -- which I was advocating as the gold standard for measuring merit -- then how do you define what makes the "best" essays, anyway? There are many possible answers, but I suggest: A necessary condition for being among the "best" essays would be to convince the most people of something that they didn't believe before, without resorting to tricks such as blatantly fabricating statistics or attributing made-up quotes. This is not a sufficient condition for merit -- maybe the point of view that you're convincing people of, is still wrong -- but I submit that if you're not at least changing some people's minds, then there's no point. An essay that changes a lot of people's minds in a random focus group, is usually worth reading, if only to see why it has that effect.
Unfortunately, this doesn't suggest a better way to poll users about the merit of an essay, because if you ask users, "Were you a Bush supporter before reading this essay?" and "Were you a Bush supporter afterwards?", Bush supporters are eventually going to figure out that the way to give the essay a high score on the mind-changing scale, would be to (falsely) say that they were not a Bush supporter before reading the essay, but they were one afterwards. So you'd still end up rewarding the essays that reinforce pre-existing opinions instead of the ones that change people's minds.
From here the counter-measures and counter-counter-measures get increasingly complicated. For each category of essays that a user wants to rate, such as Bush opinion pieces, you could require new users to enter their current opinion: either pro-Bush or anti-Bush. Then if they were asked to rate a pro-Bush essay, they would only be able to vote that the essay "changed their minds" by switching their registered opinion from "anti-Bush" to "pro-Bush". But Bush supporters could sign up initially as anti-Bush, just in the hopes of being part of a random focus group so they could cast their mind-changing vote for a Bush essay by changing their registration to "pro-Bush"! However, each user would only be able to do that once -- or do you allow users, after they've switched from anti-Bush to pro-Bush, to "reload" by spontaneously switching back to anti-Bush for no reason at all, so they're all set to cast a mind-changing vote for the next pro-Bush essay? Or would they only be allowed to switch back to anti-Bush, by casting a mind-changing vote as part of a random focus group for an anti-Bush essay -- thus giving a boost to an anti-Bush screed, as part of the price they pay for the next vote they cast for a pro-Bush piece? Then users could still game the system, by switching to "anti-Bush" when casting a vote for a very poorly written anti-Bush essay that they don't think anybody else will vote for anyway, and then switching back to "pro-Bush" only for the good essays that have a shot, hoping that their votes will coalesce around the decently-written pro-Bush essays and push them to the front page...
Am I over-thinking this? I submit this is an area where there's been too much under-thinking. Haven't we all been tempted to believe that the marketplace of ideas -- not to mention bands, blog posts, and business ventures -- efficiently sorts content to the place in the hierarchy of rewards that it deserves, without having any real evidence for this, except the circular definition of "quality" as being proportional to success? And the more people believe this, the more that marginalized voices will effectively be censored, even when they have something brilliant to contribute. We should at least think about ways that we could do better. Or else, prove logically that it can't be done (a logical proof can only approximate the real world, but it could show that such a pure meritocracy would be very improbable, or wouldn't work well). However I think the ideas above make it seem unlikely that a meritocracy is logically impossible. Maybe they're a step in the right direction. Maybe someone else's ideas would be better. The important thing is that a meritocratic algorithm be judged by something other than a circular definition, which simply decrees by fiat that the winning content is the best. -

Colossus of Rhodes To Be Rebuilt As Giant Light Sculpture
The people of Rhodes will once again be able to gaze upon one of the world's seven ancient wonders with the help of East German artist Gert Hof, and international funding. Like the original, the new Colossus will adorn an outer pier in the harbor area of Rhodes, and be visible to passing ships. Unlike the original Colossus, this one will be made of light. "We are talking about a highly, highly innovative light sculpture, one that will stand between 60 and 100 meters tall so that people can physically enter it," said Dr Dimitris Koutoulas, who is heading the project in Greece. "Although we are still at the drawing board stage, Gert Hof's plan is to make it the world's largest light installation, a structure that has never before been seen in any place of the world." -

Royal Society and Creationism In Science Classes
An anonymous reader writes "The Reverend Professor Michael Reiss, a biologist and Anglican priest, is the education director for the Royal Society, the venerable British science institution. He recently called for creationism to be discussed in science classes, not just in religion or philosophy classes. Science journals reacted with a world of 'WTF' and the Royal Society backpedaled furiously. Now Nobel laureates are gathering to get him fired: 'The thing the Royal Society does not appreciate is the true nature of the forces arrayed against it and the Enlightenment for which the Royal Society should be the last champion.' The blogs, of course, are loving it."
