Internet Freedom Wanes As Governments Target Messaging, Social Apps (npr.org)
Roughly two-thirds of the world's internet users live under regimes of government censorship, according to a report from Freedom House, a pro-democracy think tank. The report adds that internet freedom declined worldwide for a sixth consecutive year in 2016 with the governments increasingly crack down on social media services and messaging apps. From a report on NPR: "In a new development, the most routinely targeted tools this year were instant messaging and calling platforms, with restrictions often imposed during times of protests or due to national security concerns," the report says. WhatsApp emerged as the most-blocked app, facing restrictions in 12 of the 65 studied countries. The report's scope covers the experiences of some 88 percent of the world's Internet users. And of all 65 countries reviewed, Internet freedom in 34 -- more than half -- has been on a decline over the past year. Particular downturns were marked in Uganda, Bangladesh, Cambodia, Ecuador and Libya. Facebook users were arrested in 27 countries, more than any other app or platform. And such arrests are spreading. Since June of last year, police in 38 countries have arrested people for what they said on social media -- surpassing even the 21 countries, where people were arrested for what they published on more traditional platforms like blogs and news sites. "Some supposed offenses were quite petty, illustrating both the sensitivity of some regimes and the broad discretion given to police and prosecutors under applicable laws," the report says. -
Dungeons & Dragons Inducted Into Toy Hall of Fame (npr.org)
Snowgen writes: NPR reports that Dungeons and Dragons has been inducted into the Toy Hall of Fame at the Strong National Museum of Play in Rochester, NY: "The nomination process for the Toy Hall of Fame is open to the public -- but to get in, a toy has to be approved by 'historians, educators, and other individuals who exemplify learning, creativity, and discovery through their lives and careers.'" "More than any other game, Dungeons and Dragons paved the way for older children and adults to experience imaginative play," says Curator Nic Ricketts. "It was groundbreaking. And it opened the door for other kinds of table games that borrow many of its unique mechanics. But most importantly, Dungeons and Dragons' mechanics lent themselves to computer applications, and it had a direct impact on hugely successful electronic games like World of Warcraft." The report adds: "The list of 12 finalists for this year's honors had included bubble wrap, Care Bears, Clue, the coloring book, Nerf ball, pinball, Rock 'Em Sock 'Em Robots, Transformers and Uno. When it emerged in 1974, Dungeons and Dragons was groundbreaking, says curator Nic Ricketts of The Strong. In addition to its own merits, the game created by Gary Gygax and Dave Arneson established a pattern for how similar role-playing games might work -- both on table-tops and, eventually, on computers and other devices." -
Why America Needs India's Rockets (bloomberg.com)
Since 2005, U.S. satellite manufacturers have been prohibited from hiring India's space agency to launch their equipment. Private American launch companies, such as SpaceX, are quite happy with this arrangement, which was intended to protect them. But the ban is not only wrong in principle -- it's actually impeding an exciting new American industry, according to Bloomberg. From the article: Last month, under pressure from satellite operators and manufacturers, U.S. trade officials began reviewing the decade-old policy. They should heed the pressure and overturn it. Emerging India may seem like an unlikely competitor for Silicon Valley rocket companies. Yet since 1969, the Indian Space Research Organization has consistently punched above its modest weight class, racking up a series of cheap and practical achievements. One of its most important feats was the development of the Polar Satellite Launch Vehicle, which was designed to carry satellites for monitoring agriculture and water resources, among other things. What made the PSLV unique was that it was designed to launch small satellites. And that's a good niche to occupy at the moment. Over the past few years, the small-satellite market has boomed as advances in miniaturization made space accessible to governments and companies that might never have considered it. The uses for such gear seem almost limitless, from shoebox-sized climate-monitoring devices to Samsung's plan to use thousands of micro-satellites to provide global internet access. Some $2.5 billion has been invested in the industry over the past decade. But getting all those satellites into space is now proving to be a problem, and U.S. policy is partly to blame.The article adds that apart from SpaceX, no other U.S. company has offered a rocket for small satellite launches, even though the demand has surged. This in turn, has resulted in American satellite companies with few choices. Though the U.S. Trade Representatives has offered occasional waivers from the moratorium, India continues to offer a far cheaper reliable option, and it's not even being considered.

Noisy Coworkers And Other Sounds Are Top Distraction in Workplace, Study Says (npr.org)
Sounds, especially those made by other humans, have ranked as the top distraction in the workplace, according to design expert Alan Hedge of Cornell. A staggering 74 percent of workers say they face "many" instances of disturbances and distractions from noise. Hedge says the noise is generally coming from another person, though it's much more disturbing when it's a machine that is making it. NPR reports: The popularity of open offices has exacerbated the problem. The University of California's Center for the Built Environment has a study showing workers are happier when they are in enclosed offices and less likely to take sick days. This does not bode well for some workers facing cold and flu season, when hacking coughs make the rounds. [...] Rue Dooley, an adviser at the Society for Human Resource Management, says HR professionals often call in, asking how to manage co-worker complaints about various bodily noises. -
Schiaparelli Mars Lander May Have Exploded On Impact, European Agency Says (npr.org)
Instead of drifting gently onto Mars' surface, the Schiaparelli Mars lander hit the planet hard -- and possibly exploded, the European Space Agency said today. NPR adds: The NASA images, taken on Oct. 20, show two recent changes to the landscape on Mars' surface -- one dark blotch, and one white speck -- which are being interpreted as Schiaparelli's parachute and its crash site. With the warning that analysis is still ongoing, here are the details the ESA is sharing Friday: "Estimates are that Schiaparelli dropped from a height of between 2 and 4 kilometers, therefore impacting at a considerable speed, greater than 300 km/h [186 mph]. The relatively large size of the feature would then arise from disturbed surface material. It is also possible that the lander exploded on impact, as its thruster propellant tanks were likely still full." That sequence of events followed the lander's largely trouble-free approach to the Martian surface, a trip that was being widely watched on Wednesday, when the craft lost contact with the ESA and its Mars mothership, the Trace Gas Orbiter, just before its touchdown. -

Thursday Texas police officers arrested the CEO of Backpage.com, a web site allowing escorts to post classified ads, on a felony charge accusing him of pimping. Slashdot reader whoever57 writes: It is likely that the charges will not stick because of section 230 of the Communications Decency Act, under which publishers are protected from liability for the postings of their users. However, this could just be the first shot in the battle to weaken section 230. This could endanger other sites, such as Craigslist, and ultimately, any site with user-written content.
Backpage calls the prosecution "frivolous," arguing that the site's classified ads for escorts are protected by the First Amendment. But a law professor at the University of Santa Clara suggests prosecutors may argue that the site had been "optimized to facilitate online prostitution ads," establishing some level of complicity. -
Teens' Penchant For Risk-Taking May Help Them Learn Faster, Says Study (npr.org)
An anonymous reader quotes a report from NPR: The teenage brain has been characterized as a risk-taking machine, looking for quick rewards and thrills instead of acting responsibly. But these behaviors could actually make teens better than adults at certain kinds of learning. "In neuroscience, we tend to think that if healthy brains act in a certain way, there should be a reason for it," says Juliet Davidow, a postdoctoral researcher at Harvard University in the Affective Neuroscience and Development Lab and the lead author of the study, which was published Wednesday in the journal Neuron. But scientists and the public often focus on the negatives of teen behavior, so she and her colleagues set out to test the hypothesis that teenagers' drive for rewards, and the risk-taking that comes from it, exist for a reason. When it comes to what drives reward-seeking in teens, fingers have always been pointed at the striatum, a lobster-claw-shape structure in the brain. When something surprising and good happens -- say, you find $20 on the street -- your body produces the pleasure-related hormone dopamine, and the striatum responds. But the striatum isn't just involved in reward-seeking. It's also involved in learning from rewards, explains Daphna Shohamy, a cognitive neuroscientist at the Zuckerman Mind Brain Behavior Institute at Columbia University who worked on the study. She wanted to see if teenagers would be better at this type of learning than adults would. To test this, Shohamy and her colleagues used an fMRI scanner to watch brain activity in a group of adults and teenagers. They were looking at the striatum, but also in a different part of the brain called the hippocampus. The hippocampus (which looks like, and is named after, a seahorse) helps people remember things like dates and times: the who, what, when and where. As the adults and teens had their brains scanned, they played a game that rewarded players for guessing correctly. Between questions, participants saw random pictures of neutral objects. As expected, the reward-hungry teenagers figured out the game faster than the adults did. Surprisingly, the striatum was equally active in both teenagers and adults. But in teens, it also worked closely with their hippocampus. -
India Ratifies The Paris Climate Change Agreement (npr.org)
"India just ratified the Paris climate deal -- bringing it extremely close to taking effect," reports the Washington Post, calling India the world's fourth-largest producer of greenhouse gas. An anonymous Slashdot reader quotes NPR's update on the Paris agreement: It will not become binding until it's ratified by 55 countries that contribute a total of at least 55% of global greenhouse gas emissions. The 55-country requirement has already been fulfilled -- India is No. 62 -- but...the current signatories account for about 52 percent of global greenhouse emissions, according to a statement released by the U.N. on Sunday.
India currently produces about 4.5 percent of the world's greenhouse gas emissions [and] has set a goal of producing 40 percent of its electricity with non-fossil fuel sources by 2030. India also promised to plant or preserve enough tree cover to act as a sink for at least 2.5 billion tons of carbon dioxide, and has called on the U.S. and other fully developed countries to share technologies that help decrease emissions. -

This is the first region in the world to be declared measles-free, despite longtime efforts to eliminate the disease entirely. The condition -- which causes flu-like symptoms and a blotchy rash -- is one of the world's most infectious diseases. It's transmitted by airborne particles or direct contact with someone who has the disease and is highly contagious, especially among small children. To be clear, there are still people with measles in the Americas, but the only cases develop from strains picked up overseas. Still, the numbers are going down: in the U.S. this year, there have been 54 cases, down from 667 two years ago. The last case of measles that developed in the Americas was in 2002. (It took such a long time to declare the region measles-free because of various bureaucratic issues.) Health officials say that credit for this victory goes to efforts to vaccinate against the disease. Though the measles, mumps, and rubella (MMR) vaccine is recommended for all children and required by many states, anti-vaxxers have protested it due to since-discredited claims that vaccines can cause autism. NPR interviewed Dr. Seth Berkley, the CEO of GAVI, a Geneva-based nonprofit organization whose mission is to improve and provide vaccine and immunization coverage to children in the world's poorest countries. She says that 90 to 95 percent of people in a given region need to be vaccinated in order to stop transmission in a region. The rate worldwide is about 80 percent for measles, which means that 20 percent of people around the world are not covered. -

Jupiter's Moon Europa May Have Water Plumes That Rise Up About 125 Miles (npr.org)
NASA's Hubble Space Telescope released new images Monday, which will be published in The Astrophysicial Journal later this week, that show what appears to be plumes of water vapor erupting out of the icy surface of Jupiter's moon Europa. The discovery is especially intriguing as it means that the ocean below Europa's surface could be probed without having to drill through miles of ice. NPR reports: Europa is one of the most intriguing places in the solar system because it's thought to have a vast subterranean ocean with twice as much water as Earth's oceans. This saltwater ocean is a tempting target for astrobiologists who want to find places beyond Earth that could support life. The trouble with exploring this ocean is that the water is hidden beneath an icy crust that's miles thick. But if plumes are indeed erupting from Europa, a spacecraft could potentially fly through them and analyze their chemistry -- much like NASA's Cassini probe did recently when it sped close to Enceladus, a moon of Saturn that has small geysers. Scientists used Hubble to watch Europa's silhouette as the moon moved across Jupiter's bright background. They looked, in ultraviolet light, for signs of plumes coming from the moon's surface. They did this 10 separate times over a period of 15 months, and saw what could be plumes on three occasions. NASA says the plumes are estimated to rise up about 125 miles, and presumably material then rains back down onto Europa's surface. Using Hubble in a different way, scientists previously saw hints that salty water occasionally travels up to the moon's surface. In 2012, the telescope detected evidence of water vapor above Europa's south polar region, suggesting the existence of plumes that shoot out into space. The agency's Juno spacecraft is currently in orbit around Jupiter, but it isn't slated to take any observations of Europa. -

When Blind People Do Algebra, the Brain's Visual Areas Light Up (npr.org)
People born without sight appear to solve math problems using visual areas of the brain. NPR has a fascinating report on this: A functional MRI study of 17 people blind since birth found that areas of visual cortex became active when the participants were asked to solve algebra problems, a team from Johns Hopkins reports in the Proceedings of the National Academy of Sciences. "And as the equations get harder and harder, activity in these areas goes up in a blind person," says Marina Bedny, an author of the study and an assistant professor in the department of psychological and brain sciences at Johns Hopkins University. In 19 sighted people doing the same problems, visual areas of the brain showed no increase in activity. "That really suggests that yes, blind individuals appear to be doing math with their visual cortex," Bedny says. The findings, published online Friday, challenge the idea that brain tissue intended for one function is limited to tasks that are closely related. -

guises writes: By making a giant petri dish out of bands of increasingly antibiotic-laced agar, a couple of microbiologists have created a means to watch bacterial evolution as it happens: colonies introduced to the dish expand to fill the areas in which they can survive and then mutate and spread into the areas in which they can not. It takes only eleven days for the bacteria to evolve sufficient resistance to survive in an area with a thousand times the concentration of antibiotics that would have killed the original colonies. And it makes a pretty neat video. -

Among the changes: de-emphasizing the role of user photos in arranging stays. Here are some of the other changes Airbnb announced Thursday: Providing assistance to people who feel they've experienced discrimination; Anti-bias training for all staff; Setting public diversity goals for staff; Partnering with historically black colleges and universities to strengthen their recruitment pipeline. The move comes after longstanding complaints from African-American Airbnb customers who said their booking requests were turned down at a high rate. Black Airbnb users vented their frustration with the phenomenon of being rejected for a booking date -- only to see the same place get listed once again -- spawning the hashtag #AirbnbWhileBlack on Twitter. And those frustrations were borne out in a study that sent 6,400 requests to AirBnb hosts in five large U.S. cities; the requests were identical except for the customer's name. As the Hidden Brain podcast reported, "requests with African-American sounding names were roughly 16 percent less likely to be accepted than their white-sounding counterparts." -

Should We Kill All The Mosquitoes? (bbc.com)
If scientists could send Zika-carrying mosquitoes into extinction, should they do it? Several science and business journals are now exploring the question, and Slashdot reader retroworks asks if scientists will ultimately target "not just the most deadly species of the animal, but all 12 species of human-biting mosquitoes in the world, responsible for 500,000 deaths per year." The headline on today's [paywalled] Wall Street Journal article begs the question, "Why Not Kill Them All...?" [M]ore business journals are exploring private sector investments to eradicate the species of mosquito entirely, [and] most articles seem to find extinction of the indoors-attacking, dengue fever- and malaria-spreading Aedes aegypti a tantalizing prospect...
The BBC weighed the approach more carefully, noting that mosquitoes make rain forests uninhabitable (and consequences of human populations in rain forests are usually disastrous)... Will capitalism make the itch of mosquito bites be forgotten... Forever? -
NASA Releases First-Ever Close-Up Images of Jupiter's North Pole (npr.org)
NASA has released the first close-up images of Jupiter's north pole captured by the Juno spacecraft, taken during the probe's first flyby of the planet with its instruments switched on. "The images show storm systems and weather activity unlike anything previously seen on any of our solar system's gas-giant planets," writes Tony Greicius via NASA. NPR reports: "NASA also released an image of Jupiter's southern aurora, a unique view that could be captured only by a spacecraft close to Jupiter. The aurora occurs when energized particles from the sun interact with Jupiter's atmosphere near the planet's poles. The space agency also released audio of what the aurora sounds like if you convert it to a frequency the human ear can hear. The pictures and data were collected Aug. 27, when June made the first of some three dozen scheduled close encounters with Jupiter. At its closest approach, the spacecraft was a mere 2,500 miles above the planet's cloud tops." The images can be found here. You can also listen to Jupiter's auroras via YouTube. Falcon 9 Explodes On Pad (npr.org)
Reader Mysticalfruit writes: NPR is reporting that a Falcon9 carrying the AMOS-6 satellite that was supposed to launch on Sat exploded during it's scheduled static fire. No injuries are reported. They're reporting that this was going to be the first reflown first stage.
The Verge adds:SpaceX's Falcon 9 rocket, meant to launch a satellite this weekend, exploded on the launch pad at Cape Canaveral, Florida this morning. The explosion occurred during the preparation for the static fire test of the rocket's engines, NASA told the Associated Press. The blast reportedly shook buildings "several miles away." The company confirmed to The Verge the loss of the Falcon 9 an hour later: "SpaceX can confirm that in preparation for today's static fire, there was an anomaly on the pad resulting in the loss of the vehicle and its payload. Per standard procedure, the pad was clear and there were no injuries." -
FAA Expects 600,000 Commercial Drones In The Air Within A Year (npr.org)
The drone industry is expected to expand dramatically in the coming months and years with the passing of a new rule (PDF) that makes it easier to become a commercial drone operator. The Federal Aviation Administration predicts there to be roughly 600,000 drones to be used commercially within the next year. NPR reports: "For context, the FAA says that 20,000 drones are currently registered for commercial use. What's expected to produce a 30-fold increase in a matter of months is a new rule that went into effect today and makes it easier to become a commercial drone operator. Broadly, the new rules change the process of becoming a commercial drone pilot: Instead of having to acquire a traditional pilot's license and getting a special case-by-case permission from the regulators, drone operators now need to pass a new certification test and abide by various flying restrictions (and, well, be older than 16). The rest of the drone safety rules still apply: No flights beyond line-of-sight, over people, at night, above 400 feet in the air or faster than 100 miles an hour. Drones also can't be heavier than 55 pounds, and all unmanned aircraft have to be registered. Businesses, however, may get special wavers to skip some of the restrictions if they can prove they can do so safely. The drone association expects the industry will create more than 100,000 jobs and generate more than $82 billion for the economy in the first 10 years of being integrated into the national airspace. The FAA is also working on new rules that eventually will allow drone flights over people and beyond line of sight." -
X-Rays Reveal Hidden Portrait Under Painting By Edgar Degas (npr.org)
An anonymous reader quotes a report from NPR: Using specialized X-ray imaging, a team of researchers in Australia has revealed a striking painting of a woman's face hidden under French Impressionist Edgar Degas' Portrait of a Woman. The researchers believe the auburn-haired woman in the hidden work -- which they also attribute to Degas -- is Emma Dobigny, who was reportedly one of Degas' favorite subjects and modeled for him in 1869 and 1870. "Degas painted directly on the underlying portrait with no intermediate ground paint layer using exceptionally thin paint layers, thus little pigment is present to provide hiding power," the researchers explained in the journal Nature. "The hiding power of paint layers often decreases as oil paintings age." Even as the traces of a ghostly form emerged over the course of decades, conventional imaging technology could only provide hints of what the hidden portrait looked like. Now, an enhanced process known as X-ray fluorescence elemental mapping gives a far better picture. The technique allowed the researchers to scan for the individual elements -- such as iron, zinc and copper -- found in different colors of paint. The team said the maps "can be used to deduce pigment use based on the elements observed within the context of the painting." For example, "Fe and Mn are co-located in the hidden sitter's hair [...] strongly suggesting the use of the brown pigment umber." The researchers detected cobalt in the face, and deduced that it is "probably present as a blue pigment, which is useful in defining flesh tones." This chart shows maps of elements the researchers tested in an effort to create a representation of the hidden work. -

'Sister Clones' Of Dolly The Sheep Have Aged Like Any Other Sheep, Study Says (npr.org)

"Daisy, Debbie, Denise and Diana," says Sinclair, a developmental biologist at the University of Nottingham in England. "'Sister clones' probably best describes them," Sinclair says. "They actually come from the exactly the same batch of cells that Dolly came from." In an article out Tuesday in the journal Nature Communications, Sinclair and his colleagues write that the ewes' age, along with their strapping health, might be a reason for people to start feeling more optimistic about what cloning can do. Dolly's life did not turn out as scientists in the cloning field hoped it would. She died young -- 6 1/2 -- with a nasty lung virus. "That was really just bad luck," Sinclair says, and had "nothing to do" with the fact that Dolly was a clone. It was a daunting concept for those in the cloning field, because, says Sinclair, "If you're going to create these animals, they should be normal in every respect. They should be just as healthy as any other animal that's conceived naturally. If that is not the case, then it raises serious ethical and welfare concerns about creating these animals in the first place." But, the good health of the 13 clones in the Nottingham herd suggest better prospects for the procedure. Sinclair and his colleagues evaluated the animals' blood pressure, metabolism, heart function, muscles and joints, looking for signs of premature aging. They even fattened them up (since obesity is a risk factor for metabolic problems including diabetes) and gave them the standard tests to gauge how their bodies would handle glucose and insulin. The results? Normal, normal, normal. "There is nothing to suggest that these animals were anything other than perfectly normal," says Sinclair. They had slight signs of arthritis (Debbie in particular), but not enough to cause problems. "If I put them in with a bunch of other sheep, you would never be able to identify them," he says. -

Tour de France To Use Thermal Cameras To Spot Cheats (npr.org)

Commercial versions of such devices can provide a steady power stream of around 200 watts -- the lower range of a pro cyclist's average output in a stage race. They can also be set to assist riders automatically if their pedaling cadence falls below a certain threshold. Tour de France officials explain how the detection system will work: 'Developed by the CEA (the French Atomic Energy Commission), the method consists of using a thermal imaging camera capable of detecting mechanical anomalies on the riders' bikes. The checks can be made in the race and on the side of the roads.'" -
Uber Knows Exactly When You'll Pay Surge Pricing (yahoo.com)

Uber's head of economic research, Keith Chen, recently told NPR on an episode of The Hidden Brain podcast that people are willing to accept up to 9.9 times surge pricing if their phones are about to go dead. Data about user batteries is collected because the app uses that information to know when to switch into low-power mode. The idea being: If you really need to get where you're going, you'll pay just about anything (or at least 9.9 times anything) to ensure you're getting a ride home and won't be stranded. A person with a more fully charged device has time to wait and see if the surge pricing goes down.The company insists that it won't use this information against you. -
Scientists Find Gut Microbe That Survives Without Mitochondria (npr.org)
An anonymous reader writes: Scientists have found a eukaryote microbe that completely lacks mitochondria, which are the powerhouses inside eukaryotic cells, the type of cells that make up humans, animals, plants and fungi. All eukaryotic cells contain a nucleus, organelles and mitochondrion. Scientists believe they were once free-living bacteria that got engulfed by primitive, ancient cells that were evolving to become what they are today. Anna Karnkowska, a researcher in evolutionary biology at the University of British Columbia in Vancouver, found a gut microbe that contains no trace that it made any mitochondrial proteins at all. "That should theoretically kill the cell -- it shouldn't exist," she said. The researchers learned that these cells use a kind of machinery that is different than relying on mitochondria to assemble iron-sulfur clusters, which is thought to be a mitochondrial function. Michael Gray, biochemist at Dalhousie University in Halifax, Nova Scotia, calls the discovery of a eukaryote without any vestige of mitochondrion, "unprecedented." He adds, the results do not negate the idea that the acquisition of a mitochondrion was an important and perhaps defining event in the evolution of eukaryotic cells, because this organism's ancestors had mitochondria that were then lost after the cells acquired their non-mitochondrial system for making iron-sulfur clusters. -
Harvard Scientist: Rio Olympics Could Spark 'Full Blown Global Health Disaster' (independent.co.uk)

The World Health Organization has declared a health emergency in response to the disease's spread through Latin America. Rio has the highest number of cases of any state in the country. Dr Amir Attaran said in the Harvard Public Health Review the Olympic Games could increase the spread of the virus, suggesting the Games should be hosted by a different city in Brazil. "While Brazil's Zika inevitably will spread globally, given enough time, viruses always do -- it helps nobody to speed that up," he said. "In particular, it cannot possibly help when an estimated 500,000 foreign tourists flock into Rio for the Games, potentially becoming infected, and returning to their homes where both local Aedes mosquitoes and sexual transmission can establish new outbreaks." It's highly unlikely the virus will cause officials to take drastic action since the Games start on August 5th. With economic and political issues in the country, the Zika virus is just one more thing undermining confidence in the country's ability to host the Olympics. It was reported earlier this year that Rio has given up on its promise to eliminate 80 percent of the sewage found in the city's notoriously filthy water. -
Medical Errors Are Number 3 Cause of US Deaths, Researchers Say (npr.org)

The authors, led by Johns Hopkins surgeon Dr. Martin Makary, call for changes in death certificates to better tabulate fatal lapses in care. In an open letter, they urge the Centers for Disease Control and Prevention to immediately add medical errors to its annual list reporting the top causes of death. Based on an analysis of prior research, the Johns Hopkins study estimates that more than 250,000 Americans die each year from medical errors. On the CDC's official list, that would rank just behind heart disease and cancer, which each took about 600,000 lives in 2014, and in front of respiratory disease, which caused about 150,000 deaths. Medical mistakes that can lead to death range from surgical complications that go unrecognized to mix-ups with the doses or types of medications patients receive. The study was published Tuesday in The BMJ, formerly the British Medical Journal. -

It's when you call an Uber, and the price of a ride is two, three, or four times more as a result of greater demand brought on by a sporting event or weather event nearby. For riders, it's an annoyance, but for drivers, it's a perk as it usually results in more pocket change. Inside Uber, surge pricing is considered a market failure, and a problem to be solved. "That's where machine learning comes in. That's where the next generation comes in," says Jeff Schneider, engineering lead at Uber Advanced Technologies Center. "Because now we can look at all this data, and we can start to make predictions." Everyone knows that when a Beyonce concert ends, for example, there's going to be a lot of demand for Uber drivers. Schneider explains, "[What's harder] is to find those Tuesday nights when it's not even raining and for some reason there's demand -- and to know that's coming. That's machine learning." With enough of the right data inputs, computer algorithms can do the research that Uber drivers already do -- only better, "so the surge pricing never even has to happen," Schneider says. -
Scientists Discover Three Potentially Habitable Planets (mit.edu)
Scientists have discovered three Earth-sized planets that look ideally suited to search for signs of life beyond our solar system. A team of astronomers from MIT and the University of Liege detected three planets orbiting an ultracool dwarf star -- just 40 light years from Earth using a prototype telescope called TRAPPIST which is capable of looking at 60 nearby ultracool stars. NPR reports: The closest planet to the star orbits in about one and a half Earth days. From the planet's surface, the star would look like a reddish ball fixed to one spot in the sky. Scientists don't yet know the mass of the planets or what they're made of. Astronomers have discovered more than a thousand planets outside our solar system, but it's still rare to find ones that look promising in terms of habitability."These planets are Earth-sized, they are temperate -- we can't rule out the fact that they are habitable -- and they are well-suited for atmospheric studies," says Julien de Wit, a researcher at MIT. -
US Steel Says China Is Using Cyber Stealth To Steal Its Secrets (npr.org)

The Chinese industry has used its government to steal U.S. Steel's closely guarded trade secrets and uses those trade secrets to produce advanced steel products it could not make on its own." The steelmaker based in Pittsburgh argues its Chinese rivals must be investigated and that they will "use every tool available to fight for fair trade." The ITC has 30 days to review the complaint and determine whether or not it's worth investigating. In the meantime, China's Commerce Ministry said the complaints "have no factual basis," urging the ITC to reject U.S. Steel's case. The investigation will likely take a while if the ITC decides to proceed with an investigation, as they'll be dealing with three separate issues: price fixing, false labeling to avoid duties, and theft of trade secrets. -

A study published by Psychological Science and transcribed on NPR explores the science behind note-taking. As technology becomes smaller, cheaper and more functional than ever before, it's not uncommon to see people taking notes on their laptop or tablet, especially in a school or work-related environment. In fact, it may be even more common to see people taking notes with an electronic device than with a pen and paper. The study shows that the process of taking notes by hand is slower, thus allowing the information being written to better soak into your brain. However, it's a double-edged sword. While using something like a laptop to type notes may be faster and allow for people to better transcribe what they're hearing, writing longhand generally allows people to better process the information they are writing, but at the expense of length. That is to say, writing longhand doesn't provide people with as much to look back on since the process is slower.
Now everyone is different and everyone has their own formula and routine that works for them, so we thought we'd ask the question: Do you prefer to handwrite notes or type notes on a computer? Does one form of note-taking work better than the other or is it a combination of the two that is best? -
Obama Urges Opening Cable TV Boxes To Competition (npr.org)

Basically, the proposal would require TV channels to sell their content to third-party groups, like Google and others who would sell their own devices. The president's backing of the FCC proposal is part of a broader White House initiative to spur competition. In a Yahoo News interview, Obama compared the cable box issue to earlier moves by the government to open up the telephone system in the 1980's. Obama said, "Across the board, if we have more players who can potentially participate, fewer barriers to entry, the rules aren't rigged, then you get more people trying to get your business and you get better products at cheaper prices." -
Life Expectancy Study: It's Not Just What You Make, It's Where You Live (npr.org)

The study, published in JAMA, the Journal of the American Medical Association, bolsters what was already well-known -- the poor tend to have shorter lifespans than those with more money. But it also says that among low-income people, big disparities exist in life expectancy from place to place, said Raj Chetty, professor of economics at Stanford University. "There are some places where the poor are doing quite well, gaining just as much in terms of life span as the rich, but there are other places where they're actually going in the other direction, where the poor are living shorter lives today than they did in the past," Chetty said, in an interview with NPR.The New York Times' take on the same study: New York is a city with some of the worst income inequality in the country. But when it comes to inequality of life spans, it's one of the best. Impoverished New Yorkers tend to live far longer than their counterparts in other American cities, according to a detailed new research of Social Security and earnings records published Monday in The Journal of the American Medical Association. They still die sooner than their richer neighbors, but the city's life-expectancy gap was smaller in 2014 than nearly everywhere else, and it has shrunk since 2001 even as gaps grew nationwide. That trend may appear surprising. New York is one of the country's most unequal and expensive cities, where the poor struggle to find affordable housing and the money and time to take care of themselves. -

Martin Kaste, reporting for NPR: FBI Director James Comey gave a speech this week about encryption and privacy, repeating his argument that "absolute privacy" hampers law enforcement. But it was an offhand remark during the Q&A session at Kenyon College that caught the attention of privacy activists. Kaste points to a tweet by The Kenyon Collegian, "Comey admits he puts a piece of tape over the webcam lens on his laptop." The thought of the FBI chief taping over his webcam is an arresting one for many. His comment Wednesday was in response to a question about growing public awareness of the ways technology can spy on people, and he acknowledged sharing in the surveillance anxiety. "I saw something in the news, so I copied it. I put a piece of tape -- I have obviously a laptop, personal laptop -- I put a piece of tape over the camera. Because I saw somebody smarter than I am had a piece of tape over their camera." Not everyone is a fan. Security and privacy activist Christopher Soghoian said, "FBI Director Comey has created a "warrant-proof webcam" that will thwart lawful surveillance should he ever be investigated. Shame on him." -

The Case Against Algebra
HughPickens.com writes: Dana Goldstein writes at Slate that political scientist Andrew Hacker proposes replacing algebra II and calculus in the high school and college with a practical course in statistics for citizenship. According to Hacker, only mathematicians and some engineers actually use advanced math in their day-to-day work and even the doctors, accountants, and coders of the future shouldn't have to master abstract math that they'll never need. For many math is often an impenetrable barrier to academic success. Algebra II, which includes polynomials and logarithms, and is required by the new Common Core curriculum standards used by 47 states and territories, drives dropouts at both the high school and college levels. Hacker's central argument is that advanced mathematics requirements, like algebra, trigonometry and calculus, are "a harsh and senseless hurdle" keeping far too many Americans from completing their educations and leading productive lives. "We are really destroying a tremendous amount of talent—people who could be talented in sports writing or being an emergency medical technician, but can't even get a community college degree," says Hacker. "I regard this math requirement as highly irrational." According to Hacker many of those who struggled through a traditional math regimen feel that doing so annealed their character while critics says that mathematics is used as a hoop, a badge, a totem to impress outsiders and elevate a profession's status. "It's not hard to understand why Caltech and M.I.T. want everyone to be proficient in mathematics. But it's not easy to see why potential poets and philosophers face a lofty mathematics bar. Demanding algebra across the board actually skews a student body, not necessarily for the better." -

A few days ago, we posted reports that a major finding -- the discovery of the long-predicted gravity waves -- was expected to be formally announced today, and reader universe520 is the first to note this coverage in the Economist : It is 1.3 billion years after two black holes merged and sent out gravitational waves. On Earth in September 2015, the faintest slice of those waves was caught. That slice, called GW150914 and announced to the world on February 11th, is the first gravitational wave to be detected directly by human scientists. It is a triumph that has been a century in the making, opening a new window onto the universe and giving researchers a means to peer at hitherto inaccessible happenings, perhaps as far back in time as the Big Bang. Reader DudeTheMath adds: NPR has a nice write-up of the newly-published results: "[R]esearchers say they have detected rumblings from that cataclysmic collision as ripples in the very fabric of space-time itself. The discovery comes a century after Albert Einstein first predicted such ripples should exist. ... The signal in the detector matches well with what's predicted by Einstein's original theory, according to [Saul] Teukolsky [of Cornell], who was briefed on the results." NPR reports on astrophysicist Neil deGrasse Tyson calling out rapper B.o.B. in a Twitter (& rap) argument over the status of the earth (are we round or flat?). Rapper B.o.B. references the usual conspiracy theories to support his case in his throwdown (music). Neil deGrasse Tyson responds (actually, his nephew does), on why B.o.B.'s points are not very well-informed (music). As Tyson puts it, "Duude — to be clear: Being five centuries regressed in your reasoning doesn't mean we all can't still like your music." A Small Secret Airstrip In Africa Is the Future of America's Way of War
HughPickens.com writes: Reuters reports that the Pentagon is quietly building up a small airstrip in a remote region of east Africa that is a complex microcosm of how Washington runs military operations overseas — and how America's way of war will probably look for the foreseeable future. Chabelley Airfield is less than 10 miles from the capital of the small African nation of Djibouti but the small airport is the hub for America's drone operations in the nearby hotspots of Somalia and Yemen as part of its war against Islamic militants. "The U.S. military is being pressured into considering the adoption of more of a lily pad basing model in the wake of so much turbulence and warfare across the region," says Dr. Geoffrey Gresh. "Djibouti is a small, relatively safe ally that enables the U.S. special operators to carry out missions effectively across the continent." In September 2013, the Pentagon announced it was moving the pilotless aircraft from its main base at Camp Lemonnier to Chabelley with almost no fanfare. Africom and the Pentagon jealously guard information about their outposts in Africa, making it impossible to ascertain even basic facts — like a simple count — let alone just how many are integral to JSOC operations, drone strikes, and other secret activities. However a map in a Pentagon report indicates that there were 10 MQ-1 Predator drones and four larger, more far-ranging MQ-9 Reapers based at Camp Lemonnier in June 2012 before the move to Chabelley.
The Pentagon does not list Chabelley in its annual Base Structure Report, the only official compendium of American military facilities around the world. "The Chebelley base [is] a reflection of the growing presence of the U.S. military in Africa," says Dr. David Vine, author of 'Base Nation: How U.S. Military Bases Abroad Harm America and the World". "The [U.S.] military has gone to great lengths to disguise and downplay its growing presence in Africa generally in the hopes of avoiding negative attention and protests both in the U.S. and in African countries wary of the colonial-esque presence of foreign troops." American drones fly regular missions from Chabelley, an airstrip the French run with the approval of the Djiboutian government. Washington pays Djibouti for access to Paris' outpost. Part of the reason for this circuitous chain of responsibility could be the fact that the Pentagon's drone missions are often controversial. Critics contend targeted strikes against militants are illegal under American and international law and tantamount to assassination. "The military is easily capable of adapting to change, but they don't like to stop anything they feel is making their lives easier, or is to their benefit. And this certainly is, in their eyes, a very quick, clean way of doing things. It's a very slick, efficient way to conduct the war, without having to have the massive ground invasion mistakes of Iraq and Afghanistan." -
The President Wants Every Student To Learn CS. How Would That Work? (npr.org)

While the President wants every student to learn CS, NPR notes that getting a new, complex, technical subject onto the agendas of our public schools is a massive challenge, prompting it to ask, How Would That Work? That Microsoft CEO Satya Nadella attended the SOTU address as Michelle Obama's guest suggests the President is counting on the kindness of tech titans to help make things happen. Microsoft and Obama have worked together to try to get CS in the schools since at least 2006, when Microsoft announced a $1 million donation to NCWIT, which it indicated would facilitate "taking the discussion to a national stage" at a Washington, D.C. Innovation and Diversity Town Hall co-sponsored by the NSF and keynoted by then-Senator Barack Obama. "Most of all, what inspires me about this program [NCWIT] are the prospects of my two daughters," Obama said at the time (video). "I want them to go as far as their dreams may take them. And, unfortunately because of long historic discrimination in the areas of gender, we can't be assured of that."
