Is Cyber Arms Control a Lost Cause?
Nicola Hahn writes In light of a classified document regarding state-sponsored cyber ops, the editorial board at the New York Times has suggested that the most constructive approach to reducing the spread of cyber threats would be to "accelerate international efforts to negotiate limits on the cyberarms race, akin to the arms-control treaties of the Cold War."
While such advice is by all means well-intentioned there are significant differences between nuclear weapons and malware that would make treaty verification problematic. Not to mention that the history of the Cold War itself illustrates that certain countries viewed arms control treaties as an opportunity to secretly race ahead with their own covert weapons programs. Rather than take on the Sisyphean task of trying to limit the development of offensive cyber technology, why not shift national priorities towards creating robust, fault-tolerant, systems that render offensive tools ineffective? -
Ask Slashdot: Should I Let My Kids Become American Citizens?
An anonymous reader writes "Can you help me decide whether to allow my small daughter and son to become American citizens? I am American and my partner is Swedish. We have both lived in Belgium for many years and have no plans to leave. I became a Belgian citizen some years ago and kept my American citizenship. My partner has both her original Swedish and now Belgian citizenship. We are not married. Instead we have a registered partnership, which is common in northern Europe, confers most of the benefits of marriage, and raises no eyebrows. However, the American government does not recognize such partnerships, so in their eyes I am still single. Generally, children of American citizens abroad automatically become American citizens themselves at birth. But our kids fall under an exception. Male American citizens who live abroad and have children out of wedlock with a non-citizen mother do not automatically transmit citizenship to their children unless they sign an "affidavit of support" promising to support their children until the age of 18. If you don't sign before the child reaches 18, the child is not considered an American citizen. This has been upheld by two Supreme Court rulings (Nguyen v. INS and Flores-Villar v. United States). For legal beagles, the relevant statutes are 8 U.S.C. 1401 and 1409. (Read on below for the rest.) The kids have Swedish and Belgian citizenship. We could go down to the American consulate and get American citizenship for them any time, but I keep putting off the decision and I am not sure I want to do it at all. Sentimentally I would like the kids to have American citizenship, but there is really only one practical pro to it: American citizenship would allow them to live, work, or study in America more easily, if they choose, when they get older. The cons:- They would be immediately enmeshed in the U.S. tax bureaucracy, which would require them to file U.S. tax returns for life even if they never set foot in the U.S. This, as I know from experience, is a huge bother, even when you don't owe anything.
- Sometimes they would owe U.S. tax, though, for example for capital gains, unearned income, and in some countries self-employment income.
- My son would have to register for the draft.
- The decision, once made, is difficult to back out of: renouncing one's U.S. citizenship costs $2300 and a lot of paperwork.
- They can easily travel to the US for family visits as Belgian/Swedish citizens.
- There are lots of good universities in Europe. And if they really wanted to study in the U.S., it's not too hard to do as a European.
What do you think I should do? The clock is ticking, and I find it hard to choose between the evil of not being able to be American if they choose, and the evil of unjust, lifelong pursuit by the IRS. Here are two good relevant links.

New Data Indicates Arctic-Ocean Sized Body of Water on Ancient Mars

It was probably the size of the Arctic Ocean, larger than previously estimated, the researchers reported on Thursday. The body of water spread across the low-lying plain of the planet's northern hemisphere for millions of years, they said. If confirmed, the findings would add significantly to scientists' understanding of the planet's history and lend new weight to the view that ancient Mars had everything needed for life to emerge. "We're going to hang ourselves out there and be judged," says John Carmack, chief technology officer of Oculus, describing what he calls a "nightmare scenario" that has worried him and other Oculus executives. "People like the demo, they take it home, and they start throwing up," says Carmack. "The fear is if a really bad V.R. product comes out, it could send the industry back to the '90s." In that era, virtual reality headsets flopped, disappointing investors and consumers. "It left a huge, smoking crater in the landscape," says Carmack, who is considered an important game designer for his work on Doom and Quake. "We've had people afraid to touch V.R. for 20 years." This time around, the backing for virtual reality is of a different magnitude. Facebook paid $2 billion last year to acquire Oculus. Microsoft is developing its own headset, HoloLens, that mixes elements of virtual reality with augmented reality, a different medium that overlays virtual images on a view of the real world. Google has invested more than $500 million in Magic Leap, a company developing an augmented reality headset. "The challenge is there is so much expectation and anticipation that that could fall away quite quickly if you don't get the type of traction you had hoped," says Neil Young. (More, below.) At least one company, Valve, believes it has solved the discomfort problem with headsets. Gabe Newell says Valve has worked hard on its virtual reality technology to eliminate the discomfort, saying that "zero percent of people get motion sick" when they try its system. According to Newell, the reason why no one has gotten sick yet is thanks to Valve's Lighthouse motion-tracking system, a precise motion-tracking system that is capable of accurately tracking users as they move around a space. In the meantime the next challenge will be convincing media and tech companies to create lots of content to keep users entertained. "Virtual reality has been around for 20 years, and the one thing that has been consistent throughout this is that the technology is not mature enough," says Brian Blau,. Technology's Legacy: the 'Loser Edit' Awaits Us All
An anonymous reader writes: The NY Times Magazine has an insightful article putting into words how I've felt about information-age culture for a while now. It's about a phenomenon dubbed the "loser edit." The term itself was born out of reality TV — once an outcome had been decided while the show was still taping, the producers would comb back through the footage and selectively paste together everything that seemed to foreshadow the loser's fall. When the show actually aired, it thus had an easy-to-follow narrative.
But as the information age has overtaken us, the "loser edit" is something that can happen to anyone. Any time a celebrity gets into trouble, we can immediately search through two decades of interviews and offhand comments to see if there were hints of their impending fall. It usually becomes a self-reinforcing chain of evidence. The loser edit happens for non-celebrities too, using their social media posts, public records, leaked private records, and anything else available through search.
The worst part is, there's no focal point for the blame. The news media does it, the entertainment industry does it, and we do it to ourselves. Any time the internet gets outraged about something, there are a few people who happily dig up everything they can about the person they now feel justified in hating — and thus, the loser edit begins. -
Hillary Clinton Used Personal Email At State Dept., Possibly Breaking Rules
HughPickens.com writes: The NY Times reports that Hillary Rodham Clinton exclusively used a personal email account to conduct government business as secretary of state, according to State Department officials. She may have violated federal requirements that officials' correspondence be retained as part of the agency's record. Clinton did not have a government email address during her four-year tenure at the State Department. Her aides took no actions to have her personal emails preserved on department servers at the time, as required by the Federal Records Act. "It is very difficult to conceive of a scenario — short of nuclear winter — where an agency would be justified in allowing its cabinet-level head officer to solely use a private email communications channel for the conduct of government business," said attorney Jason R. Baron. A spokesman for Clinton defended her use of the personal email account and said she has been complying with the "letter and spirit of the rules." -
Is That Dress White and Gold Or Blue and Black?

Now the Washington Post reports that a puzzling thing happened on Thursday night consuming millions — perhaps tens of millions — across the planet and trending on Twitter ahead of even Jihadi John's identification. The problem was this: Roughly three-fourths of people swore that this dress was white and gold, according to BuzzFeed polling but everyone else said it's dress was blue. Others said the dress could actually change colors. So what's going on? According to the NYT our eyes are able to assign fixed colors to objects under widely different lighting conditions. This ability is called color constancy. But the photograph doesn't give many clues about the ambient light in the room. Is the background bright and the dress in shadow? Or is the whole room bright and all the colors are washed out? If you think the dress is in shadow, your brain may remove the blue cast and perceive the dress as being white and gold. If you think the dress is being washed out by bright light, your brain may perceive the dress as a darker blue and black.
According to Beau Lotto, the brain is doing something remarkable and that's why people are so fascinated by this dress. "It's entertaining two realities that are mutually exclusive. It's seeing one reality, but knowing there's another reality. So you're becoming an observer of yourself. You're having tremendous insight into what it is to be human. Leonard Nimoy Dies At 83
Esther Schindler writes: According to the NY Times, Leonard Nimoy died on Friday morning at his home in the Bel Air section of Los Angeles. He was 83 years old. He was, and always shall be, our friend. From the article: His wife, Susan Bay Nimoy, confirmed his death, saying the cause was end-stage chronic obstructive pulmonary disease. Mr. Nimoy announced last year that he had the disease, which he attributed to years of smoking, a habit he had given up three decades earlier. He had been hospitalized earlier in the week. His artistic pursuits — poetry, photography and music in addition to acting — ranged far beyond the United Federation of Planets, but it was as Mr. Spock that Mr. Nimoy became a folk hero, bringing to life one of the most indelible characters of the last half century: a cerebral, unflappable, pointy-eared Vulcan with a signature salute and blessing: “Live long and prosper” (from the Vulcan “Dif-tor heh smusma”). -

In letters sent to seven universities, Representative Raúl M. Grijalva, an Arizona Democrat who is the ranking member of the House committee on natural resources, sent detailed requests to the academic employers of scientists who had testified before Congress about climate change. "My colleagues and I cannot perform our duties if research or testimony provided to us is influenced by undisclosed financial relationships." Grijalva asked for each university's policies on financial disclosure and the amount and sources of outside funding for each scholar, "communications regarding the funding" and "all drafts" of testimony. Meanwhile Edward J. Markey of Massachusetts, Barbara Boxer of California and Sheldon Whitehouse of Rhode Island. sent 100 letters to fossil fuel companies, trade groups and other organizations asking about their funding of climate research and advocacy asking for responses by April 3. "Corporate special interests shouldn't be able to secretly peddle the best junk science money can buy," said Senator Markey, denouncing what he called "denial-for-hire operations."
The letters come after evidence emerged over the weekend that Wei-Hock Soon, known as Willie, a scientist at the Harvard-Smithsonian Center for Astrophysics, had failed to disclose the industry funding for his academic work. The documents also included correspondence between Dr. Soon and the companies who funded his work in which he referred to his papers and testimony as "deliverables." Soon accepted more than $1.2 million in money from the fossil-fuel industry over the last decade while failing to disclose that conflict of interest in most of his scientific papers. At least 11 papers he has published since 2008 omitted such a disclosure, and in at least eight of those cases, he appears to have violated ethical guidelines of the journals that published his work. "What it shows is the continuation of a long-term campaign by specific fossil-fuel companies and interests to undermine the scientific consensus on climate change," says Kert Davies. -

The Peculiar Economics of Developing New Antibiotics
HughPickens.com writes Every year at least two million people are infected with bacteria that can't be wiped out with antibiotics but the number of F.D.A.-approved antibiotics has decreased steadily in the past two decades. Now.Ezekiel J. Emanuel writes at the NYT that the problem with the development of new antibiotics is profitability. "There's no profit in it, and therefore the research has dried up, but meanwhile bacterial resistance has increased inexorably and there's still a lot of inappropriate use of antibiotics out there," says Ken Harvey. Unlike drugs for cholesterol or high blood pressure, or insulin for diabetes, which are taken every day for life, antibiotics tend to be given for a short time so profits have to be made on brief usage. "Even though antibiotics are lifesaving, they do not command a premium price in the marketplace," says Emanuel. "As a society we seem willing to pay $100,000 or more for cancer drugs that cure no one and at best add weeks or a few months to life. We are willing to pay tens of thousands of dollars for knee surgery that, at best, improves function but is not lifesaving. So why won't we pay $10,000 for a lifesaving antibiotic?"
Emanuel says that we need to use prize money as an incentive. "What if the United States government — maybe in cooperation with the European Union and Japan — offered a $2 billion prize to the first five companies or academic centers that develop and get regulatory approval for a new class of antibiotics?" Because it costs at least $1 billion to develop a new drug, the prize money could provide a 100 percent return — even before sales. "From the government perspective, such a prize would be highly efficient: no payment for research that fizzles. Researchers win only with an approved product. Even if they generated just one new antibiotic class per year, the $2-billion-per-year payment would be a reasonable investment for a problem that costs the health care system $20 billion per year." Unless payers and governments are willing to provide favorable pricing for such a drug, the big companies are going to focus their R&D investments in areas like cancer, depression, and heart disease where the return-on-investments are much higher. -
Republicans Back Down, FCC To Enforce Net Neutrality Rules

FCC commissioners are working out the final details, and they're expected to approve the plan themselves on Thursday. "The F.C.C. plan would let the agency regulate Internet access as if it is a public good.... In addition, it would ban the intentional slowing of the Internet for companies that refuse to pay broadband providers. The plan would also give the F.C.C. the power to step in if unforeseen impediments are thrown up by the handful of giant companies that run many of the country's broadband and wireless networks." Dave Steer of the Mozilla Foundation said, "We've been outspent, outlobbied. We were going up against the second-biggest corporate lobby in D.C., and it looks like we've won." -
Obama Vetoes Keystone XL Pipeline Bill

"By saying no to the legislation, Mr. Obama retains the authority to make a final judgment on the pipeline on his own timeline. The White House has said the president would decide whether to allow the pipeline when all of the environmental and regulatory reviews are complete. ... Since 2011, the proposed Keystone pipeline, which would deliver up to 800,000 barrels daily of heavy petroleum from the oil sands of Alberta to ports and refineries on the Gulf Coast, has emerged as a broader symbol of the partisan political clash over energy, climate change and the economy." -

Law enforcement in South Carolina had no pictures or descriptions of a man who murdered a mother and her daughter, but they had some of his DNA. From this, a company named Parabon NanoLabs used a technique called DNA phenotyping to create a rough portrait of the suspect's facial features, which the police then shared with the public.
The accuracy of these portraits is still an area of hot debate — most of them look rather generic. The NY Times staff tested it with a couple of their employees, circulating the DNA-inspired portraits and seeing if people could guess who it was supposed to be. None of the ~50 employees were able to identify reporter John Markoff, and only about 10 were able to identify video journalist Catherine Spangler. But even though the accuracy for a person's entire face is low, techniques for specific attributes, like eye color, have improved greatly. Of course, the whole situation raises a slew of civil liberties questions: "What traits are off limits? Should the authorities be able to test whether a suspect has a medical condition or is prone to violence should such testing be possible?" -

What If We Lost the Sky?

But such a process could, some say, change the appearance of the sky — and that in turn could affect everything from our physical health to the way we see ourselves. "You'd get whiter skies. People wouldn't have blue skies anymore." says Alan Robock. "Astronomers wouldn't be happy, because you'd have a cloud up there permanently. It'd be hard to see the Milky Way anymore."
According to Dacher Keltner, a psychology professor at the University of California, losing the night sky would have big consequences. "When you go outside, and you walk in a beautiful setting, and you just feel not only uplifted but you just feel stronger. There's clearly a neurophysiological basis for that," says Keltner, adding that looking up at a starry sky provides "almost a prototypical awe experience," an opportunity to feel "that you are small and modest and part of something vast." If we lose the night sky "we lose something precious and sacred." "We're finding in our lab that the experience of awe gets you to feel connected to something larger than yourself, see the humanity in other people," says Paul K. Piff. "In many ways it's kind of an antidote to narcissism." And the sky is one of the few sources of that experience that's available to almost everybody: "Not everyone has access to the ocean or giant trees, or the Grand Canyon, but we certainly all live beneath the night sky."
Alan Robock says one possible upside of adding aerosols could be beautiful red and yellow sunsets as "the yellow and red colors reflect off the bottom of this cloud." Robock recommends more research into albedo modification: "If people ever are tempted to do this, I want them to have a lot of information about what the potential benefits and risks would be so they can make an informed decision. Dr. Abdalati says deploying something like albedo modification is a last-ditch effort. "We've gotten ourselves into a climate mess. The fact that we're even talking about these kinds of things is indicative of that." -
An Evidence-Based Approach To Online Dating

As it turns out, success begins with picking a user name. While men are drawn to names linked to physical traits (e.g., Cutie), the researchers found, women prefer ones that indicate intelligence (e.g., Cultured). Both sexes respond well to playful names (e.g. Fun2bwith) and shy away from ones with negative connotations (e.g., Bugg). User names that begin with letters from the first half of the alphabet do better than those from the latter half. "As human beings, we have a tendency to give things at the top of a pile more value," says Khan. 800,000 Using HealthCare.gov Were Sent Incorrect Tax Data

The Obama administration, under heavy pressure from congressional Democrats, also announced that it would give several million people more time to buy health insurance so they could comply with federal law and avoid tax penalties. The incorrect insurance information is used in computing taxes. Consumers can expect to receive corrected data in the first week of March. With the new data, officials warned, some taxpayers will owe more and some will owe less. Officials said they did not know why the error had occurred. -
US To Monitor Air Quality In India and Other Countries

FAA Proposes Rules To Limit Commercial Drone Use
An anonymous reader sends this report from the NY Times: In an attempt to bring order to increasingly chaotic skies, the Federal Aviation Administration on Sunday proposed long-awaited rules on the commercial use of small drones, requiring operators to be certified, fly only during daylight and keep their aircraft in sight. The rules, though less restrictive than the current ones, appear to prohibit for now the kind of drone delivery services being explored by Amazon, Google and other companies, since the operator or assigned observers must be able to see the drone at all times without binoculars. But company officials believe the line-of-sight requirement could be relaxed in the future to accommodate delivery services. -

Bank Hackers Steal Millions Via Malware
An anonymous reader writes: When cybersecurity firm Kaspersky Lab was called in to investigate ATMs that had begun dispensing cash without input from users, they expected to find a simple problem. Instead, they found the ATMs were just the tip of the iceberg. The bank's internal computer systems were completely compromised, and in addition to the slow but steady siphoning of funds through physical machines, a criminal group was quietly transferring millions of dollars into foreign bank accounts. A report set to be published on Monday shows the attack extended to over 100 banks in 30 nations.
"Kaspersky Lab says it has seen evidence of $300 million in theft from clients, and believes the total could be triple that. But that projection is impossible to verify because the thefts were limited to $10 million a transaction, though some banks were hit several times. In many cases the hauls were more modest, presumably to avoid setting off alarms." Kaspersky Lab is unable to name the banks involved because of non-disclosure agreements, and no banks have come forward to acknowledge the breach. "The silence around the investigation appears motivated in part by the reluctance of banks to concede that their systems were so easily penetrated, and in part by the fact that the attacks appear to be continuing." -
Smoking Is Even Deadlier Than Previously Thought

A new study has found that in addition to the well-known hazards of lung cancer, artery disease, heart attacks, chronic lung disease and stroke, researchers found that smoking was linked to significantly increased risks of infection, kidney disease, intestinal disease caused by inadequate blood flow, and heart and lung ailments not previously attributed to tobacco. "The smoking epidemic is still ongoing, and there is a need to evaluate how smoking is hurting us as a society, to support clinicians and policy making in public health," says Brian D. Carter, an author of the study. "It's not a done story." Carter says he was inspired to dig deeper into the causes of death in smokers after taking an initial look at data from five large health surveys being conducted by other researchers. As expected, death rates were higher among the smokers but diseases known to be caused by tobacco accounted for only 83 percent of the excess deaths in people who smoked. "I thought, 'Wow, that's really low,' " Mr. Carter said. "We have this huge cohort. Let's get into the weeds, cast a wide net and see what is killing smokers that we don't already know." The researchers found that, compared with people who had never smoked, smokers were about twice as likely to die from infections, kidney disease, respiratory ailments not previously linked to tobacco, and hypertensive heart disease, in which high blood pressure leads to heart failure. "The Surgeon General's report claims 480,000 deaths directly caused by smoking, but we think that is really quite a bit off," concludes Carter adding that the figure may be closer to 540,000. -
Study: 8 Million Metric Tons of Plastic Dumped Into Oceans Annually

Plastic waste is a global problem, and until now, there wasn't a comprehensive study that highlighted how much plastic waste was making it into the oceans. "The research also lists the world's 20 worst plastic polluters, from China to the United States, based on such factors as size of coastal population and national plastic production. According to the estimate, China tops the list, producing as much as 3.5 million metric tons of marine debris each year. The United States, which generates as much as 110,000 metric tons of marine debris a year, came in at No. 20." -
Peak Google: The Company's Time At the Top May Be Nearing Its End

Although Google has spent considerable resources inventing technologies for the future, it has failed to turn many of its innovations into new moneymakers. According to Manjoo, as smartphones eclipse laptop and desktop computers to become the planet's most important computing devices, the digital ad business is rapidly changing and Facebook, Google's archrival for advertising dollars, has been quick to profit from the shift. Here's why: The advertising business is split, roughly, into two. On one side are direct-response ads meant to induce an immediate purchase: Think classifieds, the Yellow Pages, catalogs or Google's own text-based ads running alongside its search results. But the bulk of the ad industry is devoted to something called brand ads, the ads you see on television and print magazines that work on your emotions in the belief that, in time, your dollars will follow. "Google doesn't create immersive experiences that you get lost in," says Ben Thompson. "Google creates transactional services. You go to Google to search, or for maps, or with something else in mind. And those are the types of ads they have. But brand advertising isn't about that kind of destination. It's about an experience." According to Thompson the future of online advertising looks increasingly like the business of television and is likely to be dominated by services like Facebook, Snapchat or Pinterest that keep people engaged for long periods of time and whose ads are proving to be massively more effective and engaging than banner advertisements.
In less than five years, Facebook has also built an enviable ad-technology infrastructure, a huge sales team that aims to persuade marketers of the benefits of Facebook ads over TV ads, and new ways for brands to measure how well their ads are doing. These efforts have paid off quickly: In 2014 Facebook sold $11.5 billion in ads, up 65 percent over 2013. Google will still make a lot of money if it doesn't dominate online ads the way it does now. But it will need to find other businesses to keep growing. This is why Google is spending on projects like a self-driving car, Google Glass, fiber-optic lines in American cities, space exploration, and other audacious innovations that have a slim chance of succeeding but might revolutionize the world if they do. But the far-out projects remind Thompson of Microsoft, which has also invested heavily in research and development, and has seen little return on its investments. "To me the Microsoft comparison can't be more clear. This is the price of being so successful — what you're seeing is that when a company becomes dominant, its dominance precludes it from dominating the next thing. It's almost like a natural law of business." -

According to Irwin, as long as you think about the purchase of lottery tickets the right way — purely a consumption good, not an investment — it can be a completely rational decision. "Fantasizing about what you would do if you suddenly encountered great wealth is fun, and it is more fun if there some chance, however minuscule, that it could happen," says Irwin. "The $2 price for a ticket is a relatively small one to pay for the enjoyment of thinking through how you might organize your life differently if you had all those millions."
Right now the Multi-State Lottery Association estimates the chances of winning the grand prize at about 1 in 175 million, and the cash value of the prize at $337.8 million. The simplest math points to that $2 ticket having an expected value of about $1.93 so while you are still throwing away money when buying a lottery ticket, you are throwing away less in strictly economic terms when you buy into an unusually large Powerball jackpot. "I am the type of financial decision-maker who tracks bond and currency markets and builds elaborate spreadsheets to simulate outcomes of various retirement savings strategies," says Irwin. Travis Kalanick, Uber's CEO, has publicly discussed what he sees as the inevitability of autonomous taxis, saying they could offer cheaper rides and a true alternative to vehicle ownership. "The Uber experience is expensive because it's not just the car but the other dude in the car," Kalanick said at a technology conference in 2014, referring to the expense of paying human drivers. "When there's no other dude in the car, the cost [of taking an Uber] gets cheaper than owning a vehicle." Uber is also adding engineers who are experts on mapping technology. And the company, based in San Francisco, has been in talks with Google's advertising archrival, Facebook, to find ways to work together.
Not to be outdone, Google has been experimenting with a ride-sharing app similar to Uber's and both companies have long toyed with the idea of offering same-day delivery of items like groceries and other staples. Last month Google announced it would start presenting data from third party applications inside Google Now, a service that displays useful information prominently on the screen of Android smartphones. Google said it had struck deals to draw data from such apps as Pandora, AirBnb, Zillow, and the ride-sharing service Lyft. The company most obviously missing from that list? Google's old and possibly former friend, Uber. According to Isaac, for young companies, even one as well funded as Uber, dancing with giants is a part of doing business — even if there is always a risk of getting squashed. "There are some hard lessons about the dangers of cooperation that are strongly in the memories of these companies," says John Morgan. SpaceX Launch of "GoreSat" Planned For Today, Along With Another Landing Attempt
The New York Times reports that SpaceX will again attempt to recover a Falcon 9 launch vehicle, after the recent unsuccessful try; the company believes the lessons from the earlier launch have been learned, and today's launch will be loaded with more hydraulic fluid. This evening, the rocket is to loft the satellite nicknamed "GoreSat," after Al Gore, who envisioned it as a sort of permanent eye in space beaing back pictures of Earth from afar. The purpose of the satellite has evolved, though: Writes the Times: The observatory, abbreviated as Dscovr and pronounced “discover,” is to serve as a sentinel for solar storms: bursts of high-energy particles originating from the sun. The particles from a gargantuan solar storm could induce electrical currents that might overwhelm the world’s power grids, possibly causing continent-wide blackouts. Even a 15-minute warning could let power companies take actions to limit damage. -
Canadian Climate Scientist Wins Defamation Suit Against National Post
Layzej writes A leading Canadian climate scientist has been awarded $50,000 in a defamation suit against The National Post newspaper. Andrew Weaver sued the Post over four articles published between December 2009 and February 2010. The articles contain "grossly irresponsible falsehoods that have gone viral on the Internet," and they "poison" the debate over climate change, Weaver asserted in a statement at the time the suit was filed. The judge agreed, concluding "the defendants have been careless or indifferent to the accuracy of the facts. As evident from the testimony of the defendants, they were more interested in espousing a particular view than assessing the accuracy of the facts."
This is the first of several law suits launched by climate scientists against journalists who have published alleged libels and falsehoods. Climate scientist Ben Santer suggests the following explanation for these types of defamations: "if you can't attack the underlying science, you go after the scientist." -
MPAA Considers Major Changes After Sony Hack

Mississippi - the Nation's Leader In Vaccination Rates

Only children with medical conditions that would be exacerbated by vaccines may enroll in Mississippi schools without completing the immunization schedule, which calls for five vaccines. With a vaccination rate of greater than 99.7%, Mississippi leads the national median by five percentage points and has the country's highest immunization rate among kindergarten students.
However, in recent weeks, the nearly unbending nature of Mississippi's law requiring students to be vaccinated has been in jeopardy, with two dozen lawmakers publicly supporting an exemption for "conscientious beliefs" turning Mississippi into one more battleground between medical experts who champion vaccinations and parents who fear the government's role in medical decision-making. "We have been a victim of our success, and people don't realize how bad these diseases are," said Mississippi state epidemiologist, Dr. Thomas E. Dobbs III, before lawmakers met to consider a bill that would have expanded exceptions to the vaccine requirement. Members of the education committee for the House of Representatives, in effect, endorsed the state's current approach. By a voice vote, they advanced a heavily amended version of the bill that now calls for only technical changes to Mississippi's law, which has been largely untouched since the late 1970s. The amended version of House Bill 130 puts into law the state's existing practice of granting medical waivers to children whose physicians request them, and in doing so, removes the Mississippi Department of Health's ability to deny such requests. MojoKid writes: With limited choice and often dismal upstream speeds, it's no wonder many people are excited to hear that newcomers like Google Fiber are expanding super-fast gigabit internet across the country. But some Americans also have access to other high-speed fiber internet options that compete with the big guys like Comcast and Time Warner Cable: municipal internet. In the case of the small town of Wilson, NC, town officials first approached Time Warner Cable and Embarq, requesting faster Internet access for their residents and businesses. Both companies, likely not seeing a need to "waste" resources on a town of just 47,000 residents, rebuffed their demands. So what did Wilson do? It spent $28 million dollars to build its own high-speed Internet network, Greenlight, for its residents, offering faster speeds and lower prices than what the big guys could offer. And wouldn't you know it; that finally got the big telecoms to respond.
However, the response wasn't to build-out infrastructure in Wilson or compete on price; it was to try and kill municipal broadband efforts altogether in NC, citing unfair competition. NC's governor at the time, Bev Perdue, had the opportunity to veto the House bill that was introduced, but instead allowed it to become law. However, a new report indicates that the FCC is prepared to side with these smaller towns that ran into roadblocks deploying and maintaining their own high-speed Internet networks. The two towns in question include aforementioned Wilson, and Chattanooga, TN. Action by the FCC would effectively strike down the laws — like those that strangle Greenlight in Wilson — which prevent cities from undercutting established players on price. The FCC is also expected to propose regulating internet service as a utility later this week. -
Don't Sass Your Uber Driver - He's Rating You Too
HughPickens.com writes David Streitfeld reports at the NYT that people routinely use the Internet to review services from plumbers to hairdressers, but now the tables are turned as companies like Uber are rating their customers, and shunning those who do not make the grade. "An Uber trip should be a good experience for drivers too," says an Uber blog post. "Drivers shouldn't have to deal with aggressive, violent, or disrespectful riders. If a rider exhibits disrespectful, threatening, or unsafe behavior, they, too, may no longer be able to use the service." It does not seem to take much to annoy some Uber drivers. On one online forum, an anonymous driver said he gave poor reviews to "people who are generally negative and would tend to bring down my mood (or anyone around them)." Another was cavalier about the process: "1 star for passengers does not do them any harm. Sensible drivers won't pick them up, but so what?" In response, some consumers are becoming more polite and prompt. "The knowledge that they may be rated is also encouraging people to submit more upbeat reviews themselves, even if the experience was less than stellar," writes Streitfeld. "When services choose whom to serve, no one wants to be labeled difficult." -

This is one of those rare times when the jocks turn to the nerds, so fellow fans of molecules and momentum — climb out of that gym locker you were stuffed into — this is our moment. Stand tall. And do the wave....They want to talk to a physicist, I presume, to help determine if a drop in temperature — a slowing of the air molecules inside the football — can explain the low pressure that was found in some of the balls used in the A.F.C. championship game two weeks ago between the New England Patriots and the Indianapolis Colts." -
Can Students Have Too Much Tech?
theodp writes: In a NY Times Op Ed, developmental psychologist Susan Pinker goes against the conventional White House wisdom about the importance of Internet connectivity for schoolchildren and instead argues that students can have too much tech. "More technology in the classroom has long been a policy-making panacea," Pinker writes. "But mounting evidence shows that showering students, especially those from struggling families, with networked devices will not shrink the class divide in education. If anything, it will widen it." Tech can help the progress of children, Pinker acknowledges, but proper use is the rub. As a cautionary tale, Pinker cites a study by Duke economists that tracked the academic progress of nearly one million disadvantaged middle-school students against the dates they were given networked computers. The news was not good. "Students who gain access to a home computer between the 5th and 8th grades tend to witness a persistent decline in reading and math scores," the economists wrote, adding that license to surf the Internet was also linked to lower grades in younger children. -
How, and Why, Apple Overtook Microsoft

Stewart writes in the NYT that in 1998 Bill Gates said in an interview that he "couldn't imagine a situation in which Apple would ever be bigger and more profitable than Microsoft" but less than two decades later, Apple, with a market capitalization more than double Microsoft's, has won. The most successful companies need a vision, and both Apple and Microsoft have one. But according to Stewart, Apple's vision was more radical and, as it turns out, more farsighted. Where Microsoft foresaw a computer on every person's desk, Apple went a big step further: Its vision was a computer in every pocket. "Apple has been very visionary in creating and expanding significant new consumer electronics categories," says Toni Sacconaghi. "Unique, disruptive innovation is really hard to do. Doing it multiple times, as Apple has, is extremely difficult." According to Jobs' biographer Walter Isaacson, Microsoft seemed to have the better business for a long time. "But in the end, it didn't create products of ethereal beauty. Steve believed you had to control every brush stroke from beginning to end. Not because he was a control freak, but because he had a passion for perfection." Can Apple continue to live by Jobs's disruptive creed now that the company is as successful as Microsoft once was? According to Robert Cihra it was one thing for Apple to cannibalize its iPod or Mac businesses, but quite another to risk its iPhone juggernaut. "The question investors have is, what's the next iPhone? There's no obvious answer. It's almost impossible to think of anything that will create a $140 billion business out of nothing." -

In a finding that could have implications for the 2016 presidential campaign, the poll also found that two-thirds of Americans say they are more likely to vote for political candidates who campaign on fighting climate change. They are less likely to vote for candidates who question or deny the science of human-caused global warming.
Among Republicans, 48 percent said they are more likely to vote for a candidate who supports fighting climate change, a result that Jon A. Krosnick, a professor of political science at Stanford University and an author of the survey, called "the most powerful finding" in the poll. Many Republican candidates either question the science of climate change or do not publicly address the issue. -

Fixing Verizon's Supercookie
New submitter ferro lad sends a story about Verizon's so-called supercookie, a unique identifier they add to web traffic going across their network to help advertisers target their ads better. A new article at Slate demonstrates how Verizon could fix the identifier so that ad companies would have a harder time misusing it — something they've already been shown to do. "...with just a tiny amount of effort, Verizon could maintain its current business while substantially preventing the misuse of its UID headers." Of course, for privacy-conscious users, the ability to get rid of them altogether would be preferable. Fortunately, Verizon now says users will soon have the ability to opt out of the identifiers. Previously, users could opt out of having their data shared with advertisers, but the unique identifier itself remained with their web traffic. It's not a complete solution — the tracking should be opt-in to begin with — but it's a step in the right direction. -
Tech Companies Worried Over China's New Rules For Selling To Banks
An anonymous reader writes: China is putting into place a new set of regulations for how banks interact with technology, and it has many companies worried. While the rules might enhance security for the Chinese government, they devastate it for everyone else. For example, not only will China require that companies turn over source code for any software sold to banks, the companies building the software (and hardware) must also build back doors into their systems. The bad news for us is that most companies can't afford to simply refuse the rules and write China off. Tech industry spending is estimated to reach $465 billion in 2015, and it's projected for a huge amount of growth. -
New Study Says Governments Should Ditch Reliance On Biofuels
HughPickens.com writes The NYT reports on a new study from a prominent environmental think tank that concludes turning plant matter into liquid fuel or electricity is so inefficient that the approach is unlikely ever to supply a substantial fraction of global energy demand. They add that continuing to pursue this strategy is likely to use up vast tracts of fertile land that could be devoted to helping feed the world's growing population. "I would say that many of the claims for biofuels have been dramatically exaggerated," says Andrew Steer, president of the World Resources Institute, a global research organization based in Washington that is publishing the report. "There are other, more effective routes to get to a low-carbon world." The report follows several years of rising concern among scientists about biofuel policies in the United States and Europe, and is the strongest call yet by the World Resources Institute, known for nonpartisan analysis of environmental issues, to urge governments to reconsider those policies.
Timothy D. Searchinger says recent science has challenged some of the assumptions underpinning many of the pro-biofuel policies that have often failed to consider the opportunity cost of using land to produce plants for biofuel. According to Searchinger, if forests or grasses were grown instead of biofuels, that would pull carbon dioxide out of the air, storing it in tree trunks and soils and offsetting emissions more effectively than biofuels would do. What is more, as costs for wind and solar power have plummeted over the past decade, and the new report points out that for a given amount of land, solar panels are at least 50 times more efficient than biofuels at capturing the energy of sunlight in a useful form. "It's true that our first-generation biofuels have not lived up to their promise," says Jason Hill said. "We've found they do not offer the environmental benefits they were purported to have, and they have a substantial negative impact on the food system."
