Dragons, Nuclear Weapons, and Game of Thrones (thebulletin.org)
Slashdot reader Dan Drollette shared this article from the Bulletin of Atomic Scientists where a specialist in nuclear security analyzes Game of Thones, citing dragons "as living, fire-breathing metaphors for nuclear weapons." Despite the fantasy setting, the story teaches a great deal about the inherent dangers that come with managing these game-changing agents, their propensity for accidents, the relative benefits they grant their masters, and the strain these weapons impose upon those wielding them. "Dragons are the nuclear deterrent, and only [Daenerys Targaryen, one of the series' heroines] has them, which in some ways makes her the most powerful person in the world," George R. R. Martin said in 2011. "But is that sufficient? These are the kind of issues I'm trying to explore.
"The United States right now has the ability to destroy the world with our nuclear arsenal, but that doesn't mean we can achieve specific geopolitical goals. Power is more subtle than that. You can have the power to destroy, but it doesn't give you the power to reform, or improve, or build."
It makes for a bleak outlook. Or, as a character repeatedly warns in the first episode: "Winter is coming." -
Do Social Media Bots Have a Right To Free Speech? (thebulletin.org)
One study found that 66% of tweets with links were posted by "suspected bots" -- with an even higher percentage for certain kinds of content. Now a new California law will require bots to disclose that they are bots.
But does that violate the bots' freedom of speech, asks Laurent Sacharoff, a law professor at the University of Arkansas. "Even though bots are abstract entities, we might think of them as having free speech rights to the extent that they are promoting or promulgating useful information for the rest of us," Sacharoff says. "That's one theory of why a bot would have a First Amendment free speech right, almost independent of its creators." Alternatively, the bots could just be viewed as direct extensions of their human creators. In either case -- whether because of an independent right to free speech or because of a human creator's right -- Sacharoff says, "you can get to one or another nature of bots having some kind of free speech right."
In previous Bulletin coverage, the author of the new California law dismisses the idea that the law violates free speech rights. State Sen. Robert Hertzberg says anonymous marketing and electioneering bots are committing fraud. "My point is, you can say whatever the heck you want," Hertzberg says. "I don't want to control one bit of the content of what's being said. Zero, zero, zero, zero, zero, zero. All I want is for the person who has to hear the content to know it comes from a computer. To me, that's a fraud element versus a free speech element."
Sacharoff believes that the issue of bots and their potential First Amendment rights may one day have its day in court. Campaigns, he says, will find that bots are helpful and that their "usefulness derives from the fact that they don't have to disclose that they're bots. If some account is retweeting something, if they have to say, 'I'm a bot' every time, then it's less effective. So sure I can see some campaign seeking a declaratory judgment that the law is invalid," he says. "Ditto, I guess, [for] selling stuff on the commercial side." -
Climate Change Report Actually Understates Threats (thebulletin.org)
"Dire as it is, the latest IPCC report is actually too optimistic," writes Slashdot reader Dan Drollette. "It ignores the risk of self-reinforcing climate feedbacks pushing the planet into chaos beyond human control. So says a team of climate experts, including the winner of the 1995 Nobel for his work on depletion of the ozone layer." From their article: These cascading feedbacks include the loss of the Arctic's sea ice, which could disappear entirely in summer in the next 15 years. The ice serves as a shield, reflecting heat back into the atmosphere, but is increasingly being melted into water that absorbs heat instead. Losing the ice would tremendously increase the Arctic's warming, which is already at least twice the global average rate. This, in turn, would accelerate the collapse of permafrost, releasing its ancient stores of methane, a super climate pollutant 30 times more potent in causing warming than carbon dioxide.
By largely ignoring such feedbacks, the IPCC report fails to adequately warn leaders about the cluster of six similar climate tipping points that could be crossed between today's temperature and an increase to 1.5 degrees -- let alone nearly another dozen tipping points between 1.5 and 2 degrees. These wildcards could very likely push the climate system beyond human ability to control. As the UN Secretary General reminded world leaders last month, "We face an existential threat. Climate change is moving faster than we are.⦠If we do not change course by 2020, we risk missing the point where we can avoid runaway climate change, with disastrous consequences."
In related news, a court in The Hague "has upheld a historic legal order on the Dutch government to accelerate carbon emissions cuts, a day after the world's climate scientists warned that time was running out to avoid dangerous warming. Appeal court judges ruled that the severity and scope of the climate crisis demanded greenhouse gas reductions of at least 25% by 2020 -- measured against 1990 levels -- higher than the 17% drop planned by Mark Rutte's liberal administration. The ruling -- which was greeted with whoops and cheers in the courtroom -- will put wind in the sails of a raft of similar cases being planned around the world, from Norway to New Zealand and from the UK to Uganda."
Meanwhile, a new article in GQ cites estimates that more than 70 percent of global emissions come from just 100 companies, complaining that "there is no 'free market' incentive to prevent disaster." -
Will Future Nuclear Power Plants Float? (thebulletin.org)
Russia isn't the first country to launch a floating nuclear power plant. 50 years ago America's army built a floating nuclear power plant to supply energy to the Panama Canal Zone. Even though it's now being dismantled in Texas -- a four-year job -- China has plans to build as many as 20 floating nuclear power plants.
Gayle BAS quotes the Bulletin of the Atomic Scientists: Proponents say that floating nuclear plants have major advantages over land-based power plants: They have easy access to cooling water and can be quickly installed near coastal cities with rapidly growing energy demands. And unlike other types of energy that produce relatively few climate-altering emissions, nuclear power plants can run 24/7.
But as with onshore nuclear reactors, the closely related issues of safety and economics could be showstoppers. -
Anti-GMO Activists Slow Scientists Breeding a CO2-Reducing Superplant (thebulletin.org)
The Bulletin of Atomic Scientists calls it "a plant that could save civilization, if we let it." Slashdot reader meckdevil writes: A "super chickpea plant" now in development could remove huge amounts of excess atmospheric carbon dioxide and fix it in the soil, greatly diminishing the impacts of climate change (not to mention producing large amounts of tasty hummus). But fear of anti-GMO activists has so far deterred her from using the CRISPR gene-editing tool to speed work on the plant.
The effort is led by Joanne Chory, director of the Plant Molecular and Cellular Biology laboratory at the Salk Institute for Biological Sciences -- who according to the article will make much slower progress without CRISPR. "Even with advanced breeding techniques, Chory estimates that developing a super plant in this fashion would take around 10 years..."
"She estimates that if 5 percent of the world's cropland, approximately the total area of Egypt, were devoted to such super plants, they could capture about 50 percent of current global carbon dioxide emissions." -
'Don't Fear the Robopocalypse': the Case for Autonomous Weapons (thebulletin.org)
Lasrick shares "Don't fear the robopocalypse," an interview from the Bulletin of the Atomic Scientists with the former Army Ranger who led the team that established the U.S. Defense Department policy on autonomous weapons (and has written the upcoming book Army of None: Autonomous Weapons and the Future of War). Paul Scharre makes the case for uninhabited vehicles, robot teammates, and maybe even an outer perimeter of robotic sentries (and, for mobile troops, "a cloud of air and ground robotic systems"). But he also argues that "In general, we should strive to keep humans involved in the lethal force decision-making process as much as is feasible. What exactly that looks like in practice, I honestly don't know."
So does that mean he thinks we'll eventually see the deployment of fully autonomous weapons in combat? I think it's very hard to imagine a world where you physically take the capacity out of the hands of rogue regimes... The technology is so ubiquitous that a reasonably competent programmer could build a crude autonomous weapon in their garage. The idea of putting some kind of nonproliferation regime in place that actually keeps the underlying technology out of the hands of people -- it just seems really naive and not very realistic. I think in that kind of world, you have to anticipate that there are, at a minimum, going to be uses by terrorists and rogue regimes. I think it's more of an open question whether we cross the threshold into a world where nation-states are using them on a large scale.
And if so, I think it's worth asking, what do we mean by"them"? What degree of autonomy? There are automated defensive systems that I would characterize as human-supervised autonomous weapons -- where a human is on the loop and supervising its operation -- in use by at least 30 countries today. They've been in use for decades and really seem to have not brought about the robopocalypse or anything. I'm not sure that those [systems] are particularly problematic. In fact, one could see them as being even more beneficial and valuable in an age when things like robot swarming and cooperative autonomy become more possible. -

Project Maven Brings AI To the Fight Against ISIS (thebulletin.org)
Dog of the South writes: When the Pentagon -- famous for its painful procurement process and its penchant for producing tech systems that are obsolete before they're fielded -- decided to develop and deploy artificial intelligence to a combat zone within just six months, the idea sounded like a failure waiting to happen. Remarkably, Project Maven has met its goals and won rave reviews -- and may have changed the Pentagon's whole approach to tech innovation. But is the Defense Department ready for the enormous challenges that lie at the intersection of military power and artificial intelligence?
The project "focuses on analysis of full-motion video data from tactical aerial drone platforms," according to Bulletin of the Atomic Scientists , which reports that the Pentagon has already spent "tens of billions of dollars" developing them.
"A single drone with these sensors produces many terabytes of data every day. Before AI was incorporated into analysis of this data, it took a team of analysts working 24 hours a day to exploit only a fraction of one drone's sensor data." -
What Happens When Geoengineers 'Hack The Planet'? (thebulletin.org)
Dan Drollette shares an article by an Oxford physics professor who's concerned about the popularity of radical new proposals to fight global warming. The Christian Science Monitor wonders if it's time to re-engineer our climate. MIT's Technology Review basically thinks the answer is "yes," having described it earlier as "cheap and easy." The Atlantic seems quite smitten with Economist writer Oliver Morton's vision of remaking the planet, which geoengineering booster Jane Long breathlessly called "geopoetry." The idea received recent coverage (much of it favorable) by New Scientist, NBC, and in TED talks; I myself have recently participated in an NPR panel discussion on the subject... But what has really catapulted the idea into the public eye is Harvard's reckless plan for a privately-funded field trial testing some of the key elements needed... Proceeding to field experimentation crosses a thin red line beyond which lies the slippery slope down to ever-larger field trials and ultimately deployment.
Harvard's experiment -- which is partially funded by Bill Gates -- is "subject to no governance save what Harvard chooses to impose upon itself," according to the article. The experiment involves "putting something in the atmosphere to reflect more sunlight back out into space," which the article warns will create "enduring" effects -- and require humanity to commit to maintaining the same atmospheric conditions forever. -
North Korea Parades Hybrid 'Frankenmissile', Then Fails Yet Another Missile Launch Test (cnn.com)
First, an anonymous reader quotes Inverse: On Saturday, the North Korean military paraded an unprecedented array of weapons through Kim Il-sung Square in the center of Pyongyang... "We're totally floored right now," Dave Schmerler of the Middlebury Institute of International Studies in Monterey, California, tells the Wall Street Journal. "I was not expecting to see this many new missile designs." Schmerler tells The Journal that the large missiles -- the "frankenmissiles," as he calls them -- in the parade appear to be hybrids of the North Korean KN-08 and KN-14 missiles, both of which are ICBMs.
But at least one arms control expert noted that while the parade included ICBM-sized canisters, "what's inside is anyone's guess" -- and there's still mixed results for the country's missile program. "An attempted missile launch by North Korea on Sunday failed, US and South Korean defense officials told CNN... At this point, US military officials don't believe the missile had intercontinental capabilities, a US defense official told CNN." The official said there was limited data -- because the missile blew up so quickly -- prompting CNN.com to run the story under the headline "Show of Strength a Flop."

Can We Really Stop Climate Change By 'Capturing' Carbon? (vox.com)
An anonymous Slashdot reader writes: The recently-ratified Paris Climate Accord calls on countries to keep the rise in average global temperatures under 2 degrees Celsius (a threshold which would bring extreme weather, water shortages and reduced agricultural production). But a recent article on Vox warns that "the world has to zero out net carbon emissions...for a good chance of avoiding 2 degrees, by around 2065. After that, emissions have to go negative... We are betting our species' future on our ability to bury carbon."
That's why everyone's watching the W.A. Parish Generating Station in Texas, which came online this week -- on schedule, and under budget. "The plant will use a newly installed system to capture 90 percent of the carbon dioxide created during combustion."
Alas, Slashdot reader Dan Drollette brings bad news from the Bulletin of the Atomic Scientists: To fight climate change with carbon capture and storage technology, we'd have to complete one new carbon capture facility every working day for the next 70 years. It's better to switch to a diet of energy conservation, efficiency, and renewables, rather than rely on this technology as a kind of emergency planetary liposuction. -
Forget "Bottom-up" Reporting of Emissions; Try an Atmospheric Monitoring System (thebulletin.org)
Lasrick writes: Ray Weiss at the Scripps Institution of Oceanography describes how countries report greenhouse gas emissions -- a 'bottom-up' approach that can result in inventories that differ from those determined by measuring the actual increases of emitted gases in the atmosphere. Weiss proposes a 'top-down" atmospheric monitoring system for greenhouse gases, and goes into the technology that already exists for doing so. -
Debating a Ban On Autonomous Weapons (thebulletin.org)
Lasrick writes: A pretty informative debate on banning autonomous weapons has just closed at the Bulletin of the Atomic Scientists. The debate looks at an open letter, published In July, 2015, in which researchers in artificial intelligence and robotics (and endorsed by high-profile individuals such as Stephen Hawking) called for 'a ban on offensive autonomous weapons beyond meaningful human control.' The letter echoes arguments made since 2013 by the Campaign to Stop Killer Robots, which views autonomous weapons as 'a fundamental challenge to the protection of civilians and to international human rights and humanitarian law.'
But support for a ban is not unanimous. Some researchers argue that autonomous weapons would commit fewer battlefield atrocities than human beings—and that their development might even be considered morally imperative. The authors in this debate focus on these questions: Would deployed autonomous weapons promote or detract from civilian safety; and is an outright ban the proper response to development of autonomous weapons? -
Kite Power: The Latest In Green Technology (thebulletin.org)
New submitter Dan Drollette writes: The solution to producing energy without contributing to global warming may be to go fly a kite. Literally. Researchers in Switzerland and Italy — high-altitude places where the winds are strong, steady and predictable — have been working on ways to generate electricity from kites that fly hundreds or thousands of meters high. The scientists already have a prototype cranking out 27 megawatts; they expect to have a 100-megawatt plant big enough to power 86,000 households. And they say that they can produce electricity for less that 4 cents per kilowatt-hour, which is better than fossil fuel. Plus, the kites look really cool (as does the "Darrieus rotor vertical axis wind turbine" at the base of the St Bernard Pass, on the Swiss side, which I've seen in operation in person). -

Park's analysis pretty much destroy's the North Korean claim that they detonated a hydrogen bomb, and he postulates that P'yongyang is desperate for attention during the US presidential election cycle.
Siegfried Hecker, one of the world's top experts on the North Korea nuclear program, is nonetheless concerned that the DPRK has now completed its fourth test, and with it a greater sophistication in their bomb design. Hecker is also skeptical that the test was an H-bomb. However, as he says, "We know so little about North Korea's nuclear weapons design and test results that we cannot completely rule it out." -

A Push To Ratify the Comprehensive Nuclear Test Ban Treaty? (thebulletin.org)
Lasrick writes: Hugh Gusterson thinks a symposium sponsored by the U.S. Energy Department was the first sign that the Administration is readying a push to finally ratify the Comprehensive Nuclear Test Ban Treaty (CTBT). "Conceding that the earlier drive to ratify the treaty in 1999 ended in a humiliating defeat for the Clinton Administration, [Secretary of State John Kerry] said that "the factors that led some senators to oppose the treaty have changed, so [senators'] choices should change too." The article goes into the technology that has developed over the last 15 years that make testing unnecessary. -
How Nukes Were Almost Launched From Okinawa During Cuban Missile Crisis (thebulletin.org)
Lasrick writes: Aaron Tovish is calling on the U.S. government to release documents pertaining to one of the scarier incidents of the Cuban Missile Crisis. According to an Air Force airman, the system designed to prevent an accidental launch of nuclear weapons failed as the codes ordering a launch were given in each of the three transmissions required for a launch: "By Bordne's account, at the height of the Cuban Missile Crisis, Air Force crews on Okinawa were ordered to launch 32 missiles, each carrying a large nuclear warhead. Only caution and the common sense and decisive action of the line personnel receiving those orders prevented the launches -- and averted the nuclear war that most likely would have ensued." -
Technology's Role In a Climate Solution (thebulletin.org)
Lasrick writes: If the world is to avoid severe, widespread, and irreversible impacts (PDF), carbon emissions must decrease quickly. Achieving such cuts, according to the Intergovernmental Panel on Climate Change, depends in part on the availability of "key technologies." But arguments abound against faith in technological solutions to the climate problem. Electricity grids may be ill equipped to accommodate renewable energy produced on a massive scale. Many technological innovations touted in the past have failed to achieve practical success. Even successful technologies will do little good if they mature too late to help avert climate disaster. In this debate in the Bulletin of the Atomic Scientists, experts from India, the United States, and Bangladesh address the following questions: To what extent can the world depend on technological innovation to address climate change? Should Japan Restart More Nuclear Power Plants? (thebulletin.org)
Lasrick writes: Seth Baum, executive director of the Global Catastrophic Risk Institute, writes in the Bulletin of the Atomic Scientists that Japan should restart more of its nuclear reactors (the Sendai nuclear plant was restarted in August). According to him, despite Freedom of Information Act requests, the federal government is not sharing its plan for the waste once it gets to Idaho. This is a disturbing tale of government secrecy and stonewalling, and the problem with nuclear waste: no one wants it in their backyard. -

Flash From the Past: Why an Apparent Israeli Nuclear Test In 1979 Matters Today
Lasrick writes: Stanford's Leonard Weiss writes about growing evidence that Israel and South Africa cooperated on nuclear weapons testing in the 1970s, and in fact conducted a test: "On September 22, 1979, a US satellite code-named Vela 6911, which was designed to look for clandestine atmospheric nuclear tests and had been in operation for more than 10 years, recorded a double flash in an area where the South Atlantic meets the Indian Ocean, off the coast of South Africa. The detection immediately triggered a series of steps in which analysts at national labs in the United States informed their superiors that the recorded signal had all the earmarks of a nuclear test... The event has been a subject of controversy ever since, but is now recognized by most analysts as the detection of an Israeli nuclear test with South African logistical cooperation." Weiss goes through the history of the investigation and new evidence that has come to light, and relates it to the rhetoric surrounding Iran's nuclear energy program and the recent agreement Iran struck with the P5+1, as well as to efforts for a nuclear weapons free zone in the Middle East. The Paris Climate Talks: Negotiating With the Atmosphere
Lasrick writes: The Paris climate change talks are in December, but what negotiators plan to propose will only be part of non-legally-binding pledges—and they represent only what is achievable without too much difficulty. 2009's Copenhagen Accord say 114 countries agree that global temperature increases should be held below 2 degrees Celsius. "Paradoxically, an accord that should have spurred the world to immediate action instead seemed to offer some breathing room. Two degrees was meant to be a ceiling, but repeated references to an internationally agreed-upon “threshold” led many people to believe that nothing really bad could happen below 2 degrees—or worse yet, that the number itself was negotiable." Congressional Testimony: A Surprising Consensus On Climate
Lasrick writes: Many legislators regularly deny that there is a scientific consensus, or even broad scientific support, for government action to address climate change. Researchers recently assessed the content of congressional testimony related to either global warming or climate change from 1969 to 2007. For each piece of testimony, they recorded several characteristics about how the testimony discussed climate. For instance, noting whether the testimony indicated that global warming or climate change was happening and whether any climate change was attributable (in part) to anthropogenic sources. The results: Testimony to Congress—even under Republican reign—reflects the scientific consensus that humans are changing our planet's climate. -

The Missile Impasse In the Iran Negotiations

Cool Tool: The Nuclear Fuel Cycle Cost Calculator
Lasrick writes: The Bulletin of the Atomic Scientists has launched a very cool new tool that will excite anyone interested in understanding the per kilowatt cost of nuclear energy. Developed over the last two years in a partnership between the Bulletin and the University of Chicago, the Nuclear Fuel Cycle Cost Calculator estimates the cost of electricity produced by three configurations of the nuclear fuel cycle:
1. The once-through fuel cycle used in most US nuclear power plants, in which uranium fuel is used once and then stored for later disposal.
2. A limited-recycle mode in which a mix of uranium and plutonium (that is, mixed oxide, or MOX) is used to fuel a light water reactor.
3. A full-recycle system, which uses a fast neutron spectrum reactor that can be configured to 'breed' plutonium that can subsequently be used as either nuclear fuel or weapons material.
This online tool lets users test how sensitive the price of electricity is to a full range of components—more than 60 parameters that can be adjusted for the three configurations of the nuclear fuel cycle considered. The results provide nuanced cost assessments for the reprocessing of nuclear fuel and can serve as the basis for discussions among government officials, industry leaders, and public interest groups. -
The Marshall Islands, Nuclear Testing, and the NPT
Lasrick writes: Robert Alvarez, a senior scholar at the Institute for Policy Studies and a former senior policy adviser to the Energy Department's secretary and deputy assistant secretary for national security and the environment, details the horrific consequences of nuclear weapons testing in the Marshall Islands and explains the lawsuits the Marshallese have filed against the nuclear weapons states. Navy's New Laser Weapon: Hype Or Reality?
Lasrick writes: MIT's Subrata Ghoshroy deconstructs the Navy's recent claim of successful testing with the Laser Weapon System. It seems the test videos released to the press in December were nothing more than a dog-and-pony show with scaled-down expectations so as to appear successful: "When they couldn't get a laser lightweight enough to fit on a ship while still being powerful enough to burn through the metal skin of an incoming nuclear missile, they simply changed their goal to something akin to puncturing the side of an Iranian rubber dinghy." Ghoshroy is an entertaining writer and an old hand in the laser research industry. He gives a explanation here of the history of laser weapons, and how the search for combat-ready tech continues: 'At the end of the day, good beam quality and good SWAP—size, weight and power—still determine the success or failure of a given laser weapon, and we're just not anywhere near meeting all those requirements simultaneously.' -
The United States Just Might Be Iran's Favorite New Nuclear Supplier
Lasrick writes: Nick Gillard from Project Alpha points out that for more than 3 decades, Iran has purchased goods for its nuclear program largely from the shadows. With the Framework Agreement, that will almost certainly change: "According to the US State Department, one of the agreement's provisions creates a dedicated procurement channel for Iran's nuclear program. This channel will monitor and approve, on a case-by-case basis, the supply, sale, or transfer to Iran of certain nuclear-related and dual-use materials and technology." That is terrific news for US companies, because Iran is known to covet US-made parts required for their program, most of which are "dual-use." -
Killer Robots In Plato's Cave
Lasrick writes Mark Gubrud writes about the fuzzy definitions used to differentiate autonomous lethal weapons from those classified as semi-autonomous: "After all, if the only criterion is that a human nominates the target, then even The Terminator...might qualify as semi-autonomous." Gubrud wants a ban against autonomous hunter-killer weapons like the Long-Range Anti-Ship Missile and the canceled Low-Cost Autonomous Attack System, and vague definitions surrounding autonomous and semi-autonomous weapons that will allow weapons that should be classified as autonomous but aren't. Existing definitions draw a "distinction without a difference" and "will not hold against the advance of technology." Gubrud prefers a definition that reduces autonomy to a simple operational fact, an approach he calls "autonomy without mystery." In the end, Gubrud writes, "Where one draws the line is less important than that it is drawn somewhere. If the international community can agree on this, then the remaining details become a matter of common interest and old-fashioned horse trading." -
The Myth of Going Off the Power Grid
Lasrick writes: Dawn Stover uses Elon Musk's announcement that Tesla will soon be unveiling plans for a battery that could power your home as a starting point to explore the idea that "going off the grid" is going to solve climate change. "The kind of in-house energy storage he is proposing could help make renewables a bigger part of the global supply. But headlines announcing that a Tesla battery 'could take your home off the grid' spread misconceptions about what it takes to be self-sufficient — and stop global warming." Stover worries that shifting responsibility for solutions to climate change from governments to individuals creates an 'every-man-for-himself' culture that actually works against energy solutions and does little to reduce overall greenhouse gas emissions. Instead, "smart grid" technology would be much more efficient: "With a smarter grid, excess electricity generated by solar panels and wind turbines could be distributed to a network of on-the-grid home and car batteries. Some utilities have also experimented with using home water heaters as an economical substitute for batteries." -
Why the Framework Nuclear Agreement With Iran Is Good For Both Sides

It appears to be better than most analysts expected, with positive outcomes for both sides. It truly seems historic: "A number of these steps will, in effect, be irreversible. They will not just limit Iran's nuclear capability for 10 to 15 years, but will reshape it entirely and indefinitely. ... [B]oth sides stand to gain from the framework agreement, which should also be considered a victory for the global nonproliferation regime. Ahead of the Nuclear Non-Proliferation Treaty Review Conference that begins in late April, where no major achievements in nonproliferation are likely to be announced, the framework agreement is a very important success." -

Lasrick writes You probably know the hand on the Doomsday Clock now rests at 3 minutes to midnight. The Bulletin of the Atomic Scientists has launched a pretty cool little interactive Dashboard that lets you see data that the Bulletin's Science and Security Board considers when making the decision on the Clock's time each year. There are interactive graphs that show global nuclear arsenals, nuclear material security breaches, and how much weapons-grade plutonium and uranium is stored (and where). The climate change section features graphs of global sea level rise over time, Arctic sea ice minimums. atmospheric carbon dioxide levels, and differences in global temperature. There's also a section for research on biosecurity and emerging technologies. -
