You are very correct, we do not want to pay taxes but are quite happy to voluntarily pay for public roads, water treatment , electrical infrastructure , and education. Something my community does without coercion and 100% voluntarily. Please try to understand that we want to be productive and contributing members of society but we also do not want to fund programs like the NSA spying programs and the military industrial complex. Do we have have a right to not pay for these institutions of corruption and violence or will you support sending armed men to kidnap and torture us for not shouldering the responsibility of ignoring your own constitution's due process provisions and supporting the destruction of villages where 90% of the families killed are innocent targets - https://theintercept.com/drone...

Huge amounts of data split domestically and internationally without comment, question or any understanding flowed into a few nations security services without much wider public understanding. 24/7 collect it all was just never noticed

The fact that most gun owners are responsible is true but irrelevant. The problem is that some people ARE killers and we can't tell who they are in most cases prior to them putting bullets into people.... and groups like the NRA fight even the most reasonable efforts to contain the problem tooth and nail.
The fact that you see no contradiction between the opening and the closing of your final paragraph is telling. You can't tell who they are in most cases, but it's "reasonable" to impose all sorts of hurdles on 'irrelevant' responsible gun owners in the vain hope that you can achieve a marked reduction of gun crime. Real world efficacy be damned.
California has implemented essentially every reasonable control measure proposed to date, and advocates even admit that "[n]ot every law can prevent every gun death" (Allison Anderman, Law Center to Prevent Gun Violence), but god forbid anyone question whether yet another supposedly reasonable regulation like tying background check results to a due-process-free terrorist watch list is as reasonable and worthwhile as some believe.
This is why people outside the firearms industry buy in to the NRA's "propaganda." By which I actually mean "disagree with you" and "lobby to get their way just like everyone else."

The "news" media stated that the French authorities had been aware and watching some of the group that was responsible for the attack, so where does Snowden figure in on this?

Well we can't know. Ultimately it's speculation, but speculation informed by what little information we does become public. Via leaks, congressional hearings, info-sec researchers, etc.
Edward Snowden and other's have made statements alluding to deficiencies in the NSA's capacity to make the most of the data that's already in front of them.
Bottom line, given the size and scope of the U.S. intelligence gathering machine, why have we not thwarted any large terror attacks?

Lord Carlile was in the vanguard of demands to speed the bill into law by the end of this year, implicitly criticizing ex-NSA whistleblower Edward Snowden for having 'shown terrorists ways to hide their electronic footprints'.

These people will never let a tragedy pass without using it as an excuse ram through some ill-conceived legislation. Our own legislators are doing far more damage than terrorists could ever hope to.

Apply for security clearance or gov permits
Apply for a security clearance for work or to improve looking for gov/mil work.
Look into getting a police check or certificate for local work.
That would induce paperwork see if a person has been placed on a basic, direct national not trusted list.
The "political activists" can face a very passive surveillance just to see who a person talks to, walks with, sends emails, letters, phones, spends hours with.. IM lists, IRC, web 2.0, international VOIP, IM with a person not added to a friends list or not shared with a common third persons IM list, any contact with 1950-80's activists or their work.
A lot of advanced "charity" and "corporate" network tracking is often shared with or sold to gov, mil to see what political connections people make.
If you are a journalist, press, media expect gov backed malware crafted just for your computers, cell phone. No consumer grade protection will have any record of it and view it as normal OS like functionality. Traces of such efforts can point to gov interest in a person.
What are most Western governments looking for at this time is passive collect it all databases that show hops, links, connections, people talking politics, crypto.
Build up too much of an online reputation and have the ability to sway, protect or publish mil or gov whistleblowers material is really when the gov and mil take note.
Crypto and advance maths skills? Creating open source projects with advanced crypto skills passed on from advance university learning that was for placement for mil or gov jobs. Changing from closed source well paid private sector skills to open source crypto.. that will get a lot of gov attention and for anyone in the same project forum, IRC chats, code site.
What books a person buys online on what topics. Years of bulk non fiction can show a person deep in thought about political issues. Some more nonfiction book orders can help with that list..
Basically a person is waiting for enough of a gov database to move form a person of interest to active protest group or political group creation.
Another tracking point is *who* is reading your work, code, looking for you online. If workers with security clearances are been tracked looking up your blog, your work as a journalist, chatroom, code project, as an author...in own time, at home.. your work is an issue for a gov or mil.
University presentations on open, public papers surrounding crypto, gov, mil whistleblowers material even if your nation has freedom of the press, freedom after and of speech.

After that categorical statement to the Post, the NSA was caught spying on plainly financial targets such as the Brazilian oil giant Petrobras; economic summits; international credit card and banking systems; the EU antitrust commissioner investigating Google, Microsoft, and Intel; and the International Monetary Fund and World Bank. In response, the U.S. modified its denial to acknowledge that it does engage in economic spying, but unlike China, the spying is never done to benefit American corporations.
Director of National Intelligence James Clapper, for instance, responded to the Petrobras revelations by claiming: âoeIt is not a secret that the Intelligence Community collects information about economic and financial mattersâ¦. What we do not do, as we have said many times, is use our foreign intelligence capabilities to steal the trade secrets of foreign companies on behalf ofâ"or give intelligence we collect toâ"U.S. companies to enhance their international competitiveness or increase their bottom line.â
But a secret 2009 report issued by Clapperâ(TM)s own office explicitly contemplates doing exactly that. The document, the 2009 Quadrennial Intelligence Community Reviewâ"provided by NSA whistleblower Edward Snowdenâ"is a fascinating window into the mindset of Americaâ(TM)s spies as they identify future threats to the U.S. and lay out the actions the U.S. intelligence community should take in response. It anticipates a series of potential scenarios the U.S. may face in 2025, from a âoeChina/Russia/India/Iran centered bloc [that] challenges U.S. supremacyâ to a world in which âoeidentity-based groups supplant nation-states,â and games out how the U.S. intelligence community should operate in those alternative futuresâ"the idea being to assess âoethe most challenging issues [the U.S.] could face beyond the standard planning cycle.âor here:
According to a 2002 "Information Need" spying order [PDF], the NSA was tasked with collecting economic data from the French government, including details of business contracts, information on the state's macroeconomic policy, it's relationships with international lenders, and any dirt on "questionable trade activities."
A 2012 memo [PDF] is more explicit. It specifies that all economic deals or financing rounds worth more than $200m are to be investigated, with particular emphasis on activity relating to the IT and telecommunications industries, oil and gas production, environmental technologies, healthcare developments, and biotechnology.
This information was not just for the use of the US, the documents note, but would be shared with the other four of the "Five Eyes" nations: the UK, Canada, New Zealand, and Australia.
The new release will be a massive embarrassment to the US government, since it has long maintained that the only reason the NSA exists is to spy on evildoers online â" terrorists, organized crime, drug dealers, and the like. That the agency was specifically tasked to go after the economic interests of an ally will cause red faces all round. -
