A recent leak of the Windows 10 Creators Update build 14997 suggest an option to "pause" updates for up to 35 days is coming. It's not yet clear, though, whether this will be an Enterprise only update or if it'll also be coming to the consumer versions.
Considering the advance of lightweight materials, CPU's, and software, it's only a matter of time before we can build an unmanned fighter that, like the fictitious Peacemaker, can fly rings around F-22's.
With the pk (probability-of-kill) of modern air-to-air missiles being so high, if you've merged into a "knife fight in a phone booth" scenario then you've most likely screwed up. Air combat today is basically sniper-v-sniper with the advantage going to the pilot who sees his enemy's aircraft first. "First look, first kill," is the term of the art.
Iraq lost its sovereignty back in 1991 with the establishment of the northern no-fly zone (Operation Provide Comfort). The United States returned Iraq's sovereignty back in 2004. If Iraq claims soveriegnty (it does) and the US recognizes it and is willing to help Iraq enforce it (it does and is) then Iraq IS sovereign.
Unless some power manages to invade Iraq while preventing the US from acting in its defense, Iraq is a sovereign nation.

We used to have "Selective Availability". That meant that the US military GPS signal was much more accurate than those found on civilian receivers. President Clinton had SA turned off worldwide meaning the civilian GPS signal is now as accurate as US military systems. Since GPS is so integrated into society now it will probably never be turned on again.
I don't think (I seldom ever do any thinking) that the current system can currently be shut off by region but SA can be turned back on regionally.

The average user isn't about to install an entire OS and probably doesn't know they'll need to: "I bought a computer that supposedly runs Windows. I turn it on; no Windows. That's false advertising!"

"I'm sure it receives a lot of special modifications." One of those modifications is the ability for air-to-air refueling, a not insignificant mod.

US weapons are guided by INS with GPS augumenting that. Turn of GPS and you've still got a pretty accurate INS system to rely on.
