    The reason we let the federal government take care of the finance for this kind of stuff is because the federal government has access to all of america, where there are people of varying levels of income. I've heard from someone that in New Orleans, 28% of the population lives below the poverty line. Could they very well pay for those levee's by themselves?

    but homework is only a symptom of the problem. We've all had bad teachers before, teachers that assign us busywork and don't truly teach. What's the point of being in that class if your not learning? My best time in class was when I was in American Literature with a teacher who did know how to teach, to make the books at least somewhat relevant, to help those who needed help and to show that there was a point to it. My worst experience was with a physics teacher who was the opposite. I can honestly say I doubt he grasped what he was teaching us, but he piled on the worthless work. Hours and hours on projects that didn't help us grasp any physics concepts. Homework is a symptom in this case of bad teachers IMO, who pile it on without thought.
