Apparently there is some sort of key held in RAM that indicates it's been tested and meets certification criteria. You can get it re-certified but I've heard it's a costly process because they have to inspect the cabling.
You may think this is somehow unfair but remember how much power is flowing through the cables to recharge all those batteries. It's not a stretch to think that minor damage to a cable could go unnoticed and then set your car and the whole supercharger station on fire.
If they are merely shrinking the existing architecture then that means they still haven't fixed the fundamental issue behind the Meltdown vulnerability. Anybody that wants fast I/O rates should avoid Intel like the plague until further notice.

Sounds like a great argument for mandatory system isolation. Instead of networking directly to the system, the systems should be isolated and only provide a standard interface which a simple computer terminal could interface with. Something like TCP over serial using a variant of X11. When you minimize the attack surface to basic keyboard and mouse input validation then it becomes much easier to build a defensible system.
Will these still need to have Meltdown and Spectre patches? If Intel are just pooping out new chips with no fix for the root cause then it's kind of a moot point to talk about it's speed.

Avoid getting death threats in the first place by not deceiving the public about the completeness of your game.
The key question is if this process can be done cheaply enough that it's cheaper to recycle lithium-ion batteries than to just make new ones.
That is a short-term concern.
Of course the process could be government-subsidized/mandated for environmental reasons.
