LinkedIn Testing 1970's-Style No-CS-Degree-Required Software Apprenticeships (mercurynews.com)
theodp writes: The Mercury News reports on REACH, a new software apprenticeship program that LinkedIn's engineering team started piloting this month, which offers people without Computer Science degrees an opportunity to get a foot in the door, as Microsoft-owned LinkedIn searches for ways to help diversify its workforce. For now, the 29 REACH participants are paid, but are only short-term LinkedIn employees (for the duration of the 6-month program). LinkedIn indicated it hopes to learn if tech internships could eventually be made part of the regular hiring process, perhaps unaware that no-CS-degree-required hiring for entry-level permanent positions in software development was standard practice in the 70's and 80's, back when women made up almost 40% of those working as programmers and in software-related fields, nearly double the percentage of women in LinkedIn's global 2016 tech workforce. Hey, even in tech hiring, everything old is new again! -
In Costly Bay Area, Even Six-Figure Salaries Are Considered 'Low Income' (mercurynews.com)

That's according to the U.S. Department of Housing and Urban Development, which recently released its 2017 income limits -- a threshold that determines who can qualify for affordable and subsidized housing programs such as Section 8 vouchers. San Francisco and San Mateo counties have the highest limits in the Bay Area -- and among the highest such numbers in the country. A family of four with an income of $105,350 per year is considered "low income." A $65,800 annual income is considered "very low" for a family the same size, and $39,500 is "extremely low." The median income for those areas is $115,300. Other Bay Area counties are not far behind. In Alameda and Contra Costa counties, $80,400 for a family of four is considered low income, while in Santa Clara County, $84,750 is the low-income threshold for a family of four. -
Bay Area Tech Executives Indicted For H-1B Visa Fraud (mercurynews.com)
New submitter s.petry quotes a report from The Mercury News: Two Bay Area tech executives are accused of filing false visa documents through a staffing agency in a scheme to illegally bring a pool of foreign tech workers into the United States. An indictment from a federal grand jury unsealed on Friday accuses Jayavel Murugan, Dynasoft Synergy's chief executive officer, and a 40-year-old Santa Clara man, Syed Nawaz, of fraudulently submitting H-1B applications in an effort to illegally obtain visas, according to Brian Stretch, U.S. attorney for the Northern District of California. The men are charged with 26 counts of visa fraud, conspiracy to commit visa fraud, use of false documents, mail fraud and aggravated identity theft, according to prosecutors. Each charge can carry penalties of between two and 20 years in prison. Prosecutors say the men used fraudulent documents to bring workers into the U.S. and create a pool of H-1B workers to hire out to tech companies. The indictment charges that from 2010 to 2016, Dynasoft petitioned to place workers at Stanford University, Cisco and Brocade, but the employers had no intention of receiving the foreign workers named on the applications. Nawaz submitted fake "end-client letters" to the government, falsely claiming the workers were on-site and performing jobs, according to the indictment.

Math Teacher Solves Adobe Semaphore Puzzle (mercurynews.com)
linuxwrangler writes: For over 4 years, lights atop Adobe's office building in San Jose have flashed out a secret message. This week, the puzzle was solved by Tennessee math teacher Jimmy Waters. As part of the winnings, Adobe is donating software and 3D printers to Waters' school in his name. "The semaphore had been transmitting the audio broadcast of Neil Armstrong's historic moon landing in 1969," reports The Mercury News. "That's right, not the text but the actual audio." The report provides some backstory: "Waters discovered the project, San Jose Semaphore, last summer while he was looking up something about Thomas Pynchon's 1966 novel, 'The Crying of Lot 49.' The text of that work was the code originally programmed by New York-based artist Ben Rubin in 2006. Seeing there was a new message, Waters began trying to decipher it while watching and writing down the sequences online from Tennessee. He discovered a pattern that led him to believe it could represent a space -- or a silence -- in an audio file, and when he graphed the results it looked like an audio wave. He dismissed that as being too difficult but came back to it and eventually ran his results into a program that would convert his numbers to audio. The first results came back sounding like chipmunks squeaking. So he tweaked things and found himself listening to the historic broadcast, which ends with Armstrong's famous line, 'That's one small step for man, one giant leap for mankind.'" Will Montana Become America's Third State To Ditch Daylight Savings Time? (missoulian.com)
"Okay...twice every year Slashdot disses Daylight savings time," writes turkeydance, bringing a story from Montana, where lawmakers are proposing that the state should stop setting their clocks forward by one hour every spring. Similar legislation in several past sessions...failed to advance even out of committee. But SB206 passed committee unanimously and once on the floor, more than twice as many senators voted for it as against it. Now the House will take up SB206 during the session's second half, and likely with a renewed focus on the history of daylight saving time and what it would mean for Montana to become only the third state in the country not to observe it.
Daylight savings time has been opposed by a grassroots group of Montana farmers and ranchers, who have to sync their work schedule to the sun rather than the time on the clock, but similar legislation has also been introduced in Texas, California, Iowa, New Mexico, Michigan, Rhode Island, Wisconsin, and Washington. Daylight savings time was originally introduced as an energy-saving measure during World Wars I and II, and returned during the 1970s energy crisis. There's just one problem, reports Live Science. "No one really knows whether daylight saving time saves energy at all. Research is decidedly mixed on the subject, with some studies actually finding that daylight saving time boosts energy consumption." -
Uber Says It Will Apply For Self-Driving Permit In California (mercurynews.com)
An anonymous reader quotes a report from The Mercury News: Uber will apply for a state permit to test its self-driving cars on public roads [in California], the company said Thursday, more than a month after the California Department of Motor Vehicles shut down Uber's autonomous vehicle pilot program. The DMV already has reinstated the registrations for two of Uber's self-driving Volvos, which are back on the road in San Francisco, an Uber spokeswoman said. The cars will not go into self-driving mode until the permit is issued, she said. "These cars are legally registered and are being driven manually," an Uber spokeswoman said. "We are taking steps to complete our application to apply for a DMV testing permit. As we said in December, Uber remains 100 percent committed to California." DMV spokeswoman Jessica Gonzalez confirmed that regulators have been working with Uber on the application process. "Uber hasn't formally submitted their autonomous vehicle tester program application," Gonzalez wrote in an email, "but just as we would with any other manufacturer, the DMV is providing assistance with the steps necessary to apply for and receive a test permit." -
Bay Area Tech Job Growth Has Rapidly Decelerated (mercurynews.com)
An anonymous reader shares a MercuryNews report: Job growth in the tech industry used to zoom like a race car, but these days, hiring by this principal driver of the Bay Area's economy chugs along more like a family SUV. The technology industry's job growth in the nine-county region has dramatically decelerated, according to this newspaper's analysis of figures released by state labor officials and Beacon Economics. Tech's annual job growth throttled back to 3.5 percent, or 26,700 new jobs, in 2016. That's much slower than the 6 percent annual gain of 42,300 jobs in 2015, or the 6.4 percent gain in 2014. And while the industry's 3.5 percent growth last year is still a sturdy annual pace, Bay Area technology companies have already disclosed plans to slash about 2,000 jobs in the first three months of 2017. -
More NFL Players Attack Microsoft's $400M Surface Deal With The NFL (yahoo.com)
An anonymous reader writes; "These tablets always malfunction," complained one NFL offensive lineman in January, foreshadowing a growing backlash to Microsoft's $400 million deal with the NFL to use Surface tablets. Friday the coach of the San Francisco 49ers and their controversial quarterback Colin Kaepernick both complained they've also experienced problems, with Kaepernick saying the screen freezes "every once in a while and they have to reboot it."
Friday Microsoft called their tablet "the center of the debate on the role of technology in the NFL," saying they deeply respect NFL teams "and the IT pro's who work tirelessly behind the scenes to help them succeed." It included quotes from NFL quarterbacks -- for example, "Every second counts and having Microsoft Surface technology on sidelines allows players and coaches to analyze what our opponents are trying to do in almost real time." But Yahoo Finance wrote that "The quotes read like they were written by the Microsoft public relations team," arguing that Microsoft's NFL deal "has been a disaster... The tablets failed to work during a crucial AFC Championship game last January -- again for the New England Patriots... sports media interpreted that the malfunction benefited the Broncos on the field, giving the team an unfair advantage -- the very last thing Microsoft's tablets, meant to aid coaches in their play calling, should be doing."
The NFL issued a statement calling Microsoft "an integral, strategic partner of the NFL," adding "Within our complex environment, many factors can affect the performance of a particular technology either related to or outside of our partner's solutions." -
More Lithium Battery Product Recalls Predicted (mercurynews.com)
While "the vast majority" of lithium-ion batteries will never malfunction, lithium itself "is highly combustible and batteries made with it are subject to 'thermal runaway'," which can be triggered by damage -- or by bad design. An anonymous reader quotes the San Jose Mercury News: Battery and electronics manufacturers take numerous steps to try to mitigate such dangers... But while the industry has tried to make lithium-ion batteries safer, 'the technology itself isn't foolproof,' said Ravi Manghani, director of energy storage research at GTM Research... And there's reason to think that the problem could get worse before it gets better. Consumer demand for devices that are ever more powerful and longer lasting has encouraged manufacturers to make batteries that can hold even more charge. To do that, they typically pack the battery cells closer and closer together...
Since June of this year, educational toy company Roylco recalled 1,400 light tables designed for kids... Razor, Swagway and some eight other manufacturers recalled a total of 500,000 hoverboards. And HP and Sony between them recalled more than 42,000 notebook computers. All for similar reasons -- lithium-ion batteries that either had caught fire or which have posed a fire hazard... Other notorious examples include the several different Tesla Model S's that have caught fire, typically after crashes compromised their battery packs, and Sony's wide-scale recall a decade ago of the batteries that powered its Vaio and other laptop computers.
In a related story, Samsung's recall of their Note 7 is now expected to cost $5.3 billion. -
Are Tech Firms Liable For What Their Users Post? (mercurynews.com)
Thursday Texas police officers arrested the CEO of Backpage.com, a web site allowing escorts to post classified ads, on a felony charge accusing him of pimping. Slashdot reader whoever57 writes: It is likely that the charges will not stick because of section 230 of the Communications Decency Act, under which publishers are protected from liability for the postings of their users. However, this could just be the first shot in the battle to weaken section 230. This could endanger other sites, such as Craigslist, and ultimately, any site with user-written content.
Backpage calls the prosecution "frivolous," arguing that the site's classified ads for escorts are protected by the First Amendment. But a law professor at the University of Santa Clara suggests prosecutors may argue that the site had been "optimized to facilitate online prostitution ads," establishing some level of complicity. -
Yahoo CEO Marissa Mayer Led Illegal Purge of Male Employees, Lawsuit Charges (mercurynews.com)
A prominent local media executive fired from Yahoo last year has filed a lawsuit accusing CEO Marissa Mayer of leading a campaign to purge male employees. "Mayer encouraged and fostered the use of (an employee performance-rating system) to accommodate management's subjective biases and personal opinions, to the detriment of Yahoo's male employees," said the suit by Scott Ard filed this week in federal district court in San Jose. From a MercuryNews article: Ard, who worked for Yahoo for 3 and a half years until January 2015, is now editor-in-chief of the Silicon Valley Business Journal. His lawsuit also claims that Yahoo illegally fired large numbers of workers ousted under a performance-rating system imposed by Mayer. That allegation was not tied to gender. Yahoo spokeswoman Carolyn Clark said Yahoo couldn't comment on pending litigation, but she defended the company's performance-review process, which she said was guided by "fairness." "Our performance-review process was developed to allow employees at all levels of the company to receive meaningful, regular and actionable feedback from others," Clark said. "We believe this process allows our team to develop and do their best work. Our performance-review process also allows for high performers to engage in increasingly larger opportunities at our company, as well as for low performers to be transitioned out." -
HP Hit With Age-Discrimination Suit Claiming Old Workers Purged (mercurynews.com)
Hewlett-Packard started laying off workers in 2012, before it separated into HP Inc. and HP Enterprise last year. The company has continued to cut thousands of jobs since. As a result of the "restructuring," an age discrimination lawsuit has been filed by four former employees of HP alleging they were ousted amid a purge of older workers. The Mercury News reports: "The goal 'was to make the company younger,' said the complain filed Aug. 18 in U.S. District Court in San Jose. 'In order to get younger, HP intentionally discriminated against its older employees by targeting them for termination [...] and then systematically replacing them with younger employees. HP has hired a disproportionately large number of new employees under the age of 40 to replace employees aged 40 and older who were terminated.' Arun Vatturi, a 15-year Palo Alto employee at HP who was a director in process improvement until he was laid off in January at age 52, and Sidney Staton, in sales at HP in Palo Alto for 16 months until his layoff in April 2015 at age 54, have joined in the lawsuit with a former employee from Washington, removed at age 62, and one from Texas, out at age 63. The group is seeking class-action status for the court action and claims HP broke state and federal laws against age discrimination." The lawsuit also alleges that written guidelines issued by HP's human resources department mandated that 75 percent of all hires outside of the company be fresh from school or "early career" applicants. -
Bill Gates Has Spent $1+ Million To Get Mark Zuckerberg's Software In Schools
theodp writes: "Today is a milestone for personalized learning," boasted Mark Zuckerberg in a Facebook post Tuesday. "For the first time, more than 100 new schools will adopt personalized learning tools this school year. [...] A couple of years ago, our engineering team partnered with Summit [a Zuckerberg, Facebook, and Gates Foundation supported charter school network] to build out their personalized learning software platform so more schools could use it. [...] Congratulations to the Summit team, the new Basecamp schools and the entire personalized learning community on an exciting milestone!" Perhaps Zuckerberg should have also given a shout-out to the Bill and Melinda Gates Foundation, which awarded a $1.1 million grant last year "to support the Summit BaseCamp Program that will bring Next Generation learning at no cost to all partner schools that are accepted into the program." The New York Times characterized the Facebook-Summit partnership as "more of a ground-up effort to create a national demand for student-driven learning in schools." Before you scoff at that idea, consider that an earlier Gates-Zuckerberg collaboration helped give rise to a national K-12 Computer Science crisis! -
Almost Half Of All TSA Employees Have Been Cited For Misconduct (mercurynews.com)
Slashdot reader schwit1 writes: Almost half of all TSA employees have been cited for misconduct, and the citations have increased by almost 30 percent since 2013... It also appears that the TSA has been reducing the sanctions it has been giving out for this bad behavior.
Throughout the U.S., the airport security group "has instead sought to treat the misconduct with 'more counseling and letters that explain why certain behaviors were not acceptable'," according to a report from the House Homeland Security Commission, titled "Misconduct at TSA Threatens the Security of the Flying Public". It found 1,206 instances of "neglect of duty", and also cited the case of an Oakland TSA officer who for two years helped smugglers slip more than 220 pounds of marijuana through airport security checkpoints, according to the San Jose Mercury News.
The newspaper adds that "The misconduct ranges from salacious (federal air marshals spending government money on hotel rooms for romps with prostitutes) to downright dangerous (an officer in Orlando taking bribes to smuggle Brazilian nationals through a checkpoint without questioning)." Their conclusion? "The TSA's job is to make airline passengers feel safer and, not incidentally, actually make us safer. It's failing on both." -
Tesla's New Factory Project Imported Foreign Laborers (mercurynews.com)
An anonymous reader writes: "Overseas contractors are shipping workers from impoverished countries to American factories, where they work long hours for low wages, in apparent violation of visa and labor laws," reports the Bay Area Newsgroup. For example, "About 140 workers from Eastern Europe, mostly from Croatia and Slovenia, built a new paint shop at Tesla's Fremont plant, a project vital to the flagship Silicon Valley automaker's plans to ramp up production of its highly anticipated Model 3 sedan..."
This "hidden workforce" arrives on B1/B2 visas, which federal authorities acknowledge are subject to "widespread abuse" in Silicon Valley. The newspaper reviewed visa, court, and payroll documents, and conducted dozens of interviews, identifying Tesla's small third-party Slovenian subcontractor ISM Vuzem as the company who ultimately recruited many of the workers.
While most of the imported workers were happy with their wages, one worker was earning the equivalent of $5 an hour while his American counterpart was earning as much as $52, and they worked 10-hour days -- without overtime -- up to seven days a week. -
Tech Layoffs More Than Double In Bay Area (mercurynews.com)
An anonymous reader shares an article on Mercury News: In yet another sign of a slowdown in the booming Bay Area economy, tech layoffs more than doubled in the first four months of this year compared to the same period last year (could be paywalled, here's an alternate source). Yahoo's 279 workers let go this year contributed to the 3,135 tech jobs lost in the four-county region of Santa Clara, San Mateo, Alameda and San Francisco counties from January through April, as did the 50 workers axed at Toshiba America in Livermore and the 71 at Autodesk in San Francisco. In the first four months of last year, just 1,515 Bay Area tech workers were laid off, according to mandatory filings under California's WARN Act. For that period in 2014, the region's tech layoffs numbered 1,330. The jump comes amid a litany of other signs that the tech economy may be taking a breather: disappointing earning reports from stalwarts like Apple, an IPO market that has come to a near standstill, a volatile stock exchange and uncertainty in China. -
Why BART Is Falling Apart
HughPickens.com writes: Matthias Gafni writes in the San Jose Mercury News that the engineers who built BART, the rapid transit system serving the San Francisco Bay Area that started operation in 1972, used principles developed for the aerospace industry rather than tried-and-true rail standards. And that's the trouble. "Back when BART was created, (the designers) were absolutely determined to establish a new product, and they intended to export it around the world," says Rod Diridon. "They may have gotten a little ahead of themselves using new technology. Although it worked, it was extremely complex for the time period, and they never did export the equipment because it was so difficult for other countries to install and maintain." The Space Age innovations have made it more challenging for the transit agency to maintain the BART system from the beginning. Plus, the aging system was designed to move 100,000 people per week and now carries 430,000 a day, so the loss of even a single car gets magnified with crowded commutes, delays and bus bridges. For example, rather than stick to the standard rail track width of 4 feet, 8.5 inches, BART engineers debuted a 5-foot, 6-inch width track, a gauge that remains to this day almost exclusive to the system. Industry experts say the unique track width necessitates custom-made wheel sets, brake assemblies and track repair vehicles.
Another problem is the dearth of readily available replacement parts for BART's one-of-a-kind systems. Maintenance crews often scavenge parts from old, out-of-service cars to avoid lengthy waits for orders to come in; sometimes mechanics are forced to manufacture the equipment themselves. "Imagine a computer produced in 1972," says David Hardt. "No one is supporting that old equipment any longer, but those same microprocessors are what we have controlling our logic systems." Right now BART needs 100 thyristors at a total cost of $100,000. BART engineers said it could take 22 weeks to ship them to the San Francisco Bay Area to replace in BART's "C" cars, which make up the older cars in the fleet. Right now, the agency has none. Nick Josefowitz says it makes no sense to dwell on design decisions made a half-century ago. "I think we need to use what we have today and build off that, rather than fantasize what could have been done in the past. The BART system was state of the art when it was built, and now it's technologically obsolete and coming to the end of its useful life." -
Self-Driving Cars Should Be Legal Because They Pass Safety Tests, Argues Google (theverge.com)

The plan appears to be pretty straightforward: Urmson argues that if a self-driving car can pass standardized federal safety tests, they should be road-legal. Urmson adds that regulators could 'set conditions that limit use based on safety concerns.' -
Tokyo Rose 2.0: White House Asks Silicon Valley For Terrorism Help

On Friday, U.S. national security officials met with leaders in Silicon Valley seeking ideas for ways to curtail terrorists' use of social media and to use technology to "disrupt paths to radicalization to violence." The closed door meetup, which included Apple CEO Tim Cook and top execs from Facebook, Twitter and Google, occurred on the same day the White House also announced the creation of the Countering Violent Extremism Task Force, which will focus on using social media to counter online propaganda by Islamic State and other terrorist groups, and the State Department promised to revamp its online counter-messaging campaign. -
White House Expected To Announce Big Computer Science Push
theodp writes: Politico reports that the White House is talking to groups about a push for computer science education in the coming weeks, possibly in mid-January, which could involve commitments from outside groups or companies. Code.org CEO Hadi Partovi recently credited a 2013 push from the White House for inspiring Code.org to dream up and team up with Big Tech on the wildly-successful Hour of Code, an event that brought teachers, schools, computer scientist volunteers, and other organizations together with the goal of bringing hands-on CS learning to 10 million K-12 students. Coincidentally, the Hour of Code event bears more than a passing similarity to the less-successful and now-abandoned National Lab Day (school flyer), an annual event announced by President Obama in 2009 that brought teachers, schools, computer scientist volunteers, and other organizations together with the goal of bringing hands-on STEM learning to 10 million K-12 students. -

Unlike gas stations, charging stations are not yet in great supply, and that has led to sharp-elbowed competition. According to Richtel, electric-vehicle owners are unplugging one another's cars, trading insults, and creating black markets and side deals to trade spots in corporate parking lots. The too-few-outlets problem is a familiar one in crowded cafes and airports, where people want to charge their phones or laptops. But the need can be more acute with cars — will their owners have enough juice to make it home? — and manners often go out the window. "Cars are getting unplugged while they are actively charging, and that's a problem," says Peter Graf. "Employees are calling and messaging each other, saying, 'I see you're fully charged, can you please move your car?'"
The problem is that installation of electric vehicle charging ports at some companies has not kept pace with soaring demand, creating thorny etiquette issues in the workplace. German software company SAP installed 16 electric vehicle charging ports in 2010 at its Palo Alto campus for the handful of employees who owned electric vehicles. Now there are far more electric cars than chargers. Sixty-one of the roughly 1,800 employees on the campus now drive a plug-in vehicle, overwhelming the 16 available chargers. And as demand for chargers exceeds supply, there have been notorious incidents of "charge rage." Companies are finding that they need one charging port for every two of their employees' electric vehicles. "If you don't maintain a 2-to-1 ratio, you are dead," said ChargePoint CEO Pat Romano. "Having two chargers and 20 electric cars is worse than having no chargers and 20 electric cars. If you are going to do this, you have to be willing to continue to scale it." -

They've now reached the point where they want to actively test a machine that shoots water droplets into the sky in order to supplement existing clouds and increase the planet's albedo. The group is not aiming for full deployment — in fact, it's not even unanimous in support for prevailing theories in climate science. But they all agree that it's important to learn about such technologies before the situation becomes a crisis. "We need to understand whether this approach is even possible and what the risks are, in the event that we find ourselves looking for ways to extend time and mitigate warming damage."
If we're eventually forced to deploy large-scale geoengineering projects to combat climate change, it's not a good idea to grab whatever technology is cheapest or most readily available without knowing how well it works. The group is aware of the ethical concerns surrounding such research, but its director notes, "The fact is humanity is already engaged in unplanned climate engineering. We're doing it through coal plant and shipping emissions every day without understanding it very well." -
San Jose May Put License Plate Scanners On Garbage Trucks

They're considering a proposal to install plate readers on their fleet of garbage trucks. This would give them the ability to blanket virtually every street in the city with scans once a week. San Jose officials made this proposal ostensibly to fight car theft, but privacy activists have been quick to point out the unintended consequences. ACLU attorney Chris Conley said, "If it's collected repeatedly over a long period of time, it can reveal intimate data about you like attending a religious service or a gay bar. People have a right to live their lives without constantly being monitored by the government." City councilman Johnny Khamis dismissed such criticism: "This is a public street. You're not expecting privacy on a public street." -
Mystery Woman Recycles $200,000 Apple I Computer
Dave Knott writes: A recycling centre in the Silicon Valley is looking for a woman who dropped off an old computer for recycling. The computer was apparently inside boxes of electronics that she had cleaned out from her garage after her husband died. This would be nothing unusual, except that the recycled computer was an Apple I. The recycling firm eventually sold the Apple I for $200,000 to a private collection, and because the company gives 50 per cent of the proceeds from sold items back to the original owner, they wish to split the proceeds with the mystery donor. -
Santa Clara County Opts Against Buying Stingray Due To Excessive Secrecy
An anonymous reader writes: The Santa Clara County (California) Board of Supervisors voted in February to acquire a Stingray device for the sheriff's office. However, the subsequent negotiations with Harris Corp. required such a level of secrecy that the county announced that it will forego the $500,000 grant and not buy the device. In a memo released Wednesday, the County Executive's Office said "after lengthy negotiations regarding contract terms, including business and legal issues," an agreement could not be reached with the manufacturer, the Harris Corp. As a result, "the system will not be purchased at this time," and the work group focused on drafting a use policy will be disbanded. -
Scientists Locate Sunken, Radioactive Aircraft Carrier Off California Coast
HughPickens.com writes: Aaron Kinney reports in the San Jose Mercury News that scientists have captured the first clear images of the USS Independence, a radioactivity-polluted World War II aircraft carrier that rests on the ocean floor 30 miles off the coast of Half Moon Bay. The Independence saw combat at Wake Island and other decisive battles against Japan in 1944 and 1945 and was later blasted with radiation in two South Pacific nuclear tests. Assigned as a target vessel for the Operation Crossroads atomic bomb tests, she was placed within one-half-mile of ground zero and was engulfed in a fireball and heavily damaged during the 1946 nuclear weapons tests at Bikini Atoll. The veteran ship did not sink, however (though her funnels and island were crumpled by the blast), and after taking part in another explosion on 25 July, the highly radioactive hull was later taken to Pearl Harbor and San Francisco for further tests and was finally scuttled off the coast of San Francisco, California, on 29 January 1951. "This ship is an evocative artifact of the dawn of the atomic age, when we began to learn the nature of the genie we'd uncorked from the bottle," says James Delgado. "It speaks to the 'Greatest Generation' — people's fathers, grandfathers, uncles and brothers who served on these ships, who flew off those decks and what they did to turn the tide in the Pacific war."
Delgado says he doesn't know how many drums of radioactive material are buried within the ship — perhaps a few hundred. But he is doubtful that they pose any health or environmental risk. The barrels were filled with concrete and sealed in the ship's engine and boiler rooms, which were protected by thick walls of steel. The carrier itself was clearly "hot" when it went down and and it was packed full of fresh fission products and other radiological waste at the time it sank. The Independence was scuttled in what is now the Gulf of the Farallones sanctuary, a haven for wildlife, from white sharks to elephant seals and whales. Despite its history as a dumping ground Richard Charter says the radioactive waste is a relic of a dark age before the enviornmental movement took hold. "It's just one of those things that humans rather stupidly did in the past that we can't retroactively fix."" -
Teamsters Seek To Unionize More Tech Shuttle Bus Drivers In Silicon Valley

"Shuttle bus drivers for five prominent tech companies will decide whether to unionize on Friday in a vote that has the potential to dramatically expand organized labor's territory in Silicon Valley and embolden others in the tech industry's burgeoning class of service workers to demand better working conditions. Drivers who ferry Yahoo, Apple, Genentech, eBay and Zynga workers -- all employed by contractor Compass Transportation -- will decide whether to join the Teamsters union in an election overseen by the National Labor Relations Board. Union leaders say they want to bring the drivers into the fold so they can negotiate better pay and benefits -- as well as relief from a split shift that has the drivers working morning and evening shifts with no pay in between. A contract the Teamsters struck over the weekend for Facebook's shuttle bus drivers, who work for Loop Transportation, offers a glimpse of what may be possible: paid sick and vacation time, full health care coverage and wages of up to $27.50 an hour." -
Building a Good Engineering Team In a Competitive Market

That can make it difficult for companies (both large ones and startups) to find good talent for their developer and engineering ranks. According to Ron Pragides, who rode the wave of IPOs at Salesforce and Twitter before joining Bigcommerce, the trick to hiring good tech people isn't necessarily a matter of offering the best perks, or the most money, or even an office with all sorts of fun stuff (although those can help). Instead, it's often a matter of selling them on a vision of the company's future. "It is about presenting the opportunity and the potential of what it could be if we have the right attitude, the right focus, the right work ethic," he said in an interview, "It's about making people feel like this is your company and making them understand they are going to help the culture and will have a big direction in how the office develops. I tell them, 'This is your company, this is your startup.'" But even that might not be enough in places like Silicon Valley, where lots of companies offer that "vision thing." So what does it take to pull in good people to work on your projects? Or does it really just come down to money in the end? -
Google Motion Denied In Lawsuit Against Mississippi Attorney General

"A federal judge has denied Google's motion to block enforcement of a subpoena issued by Mississippi Attorney General Jim Hood that seeks information from Google about parts of its operations, including information about advertising for imported prescription drugs. Federal court records also show U.S. District Judge Henry T. Wingate put Google's response to the subpoena on hold until after the new year. Wingate scheduled a Feb. 13 hearing for further discussions on Google's motion. He asked attorneys for both sides to file new briefs in January." -
Google "Evicted" the Berlin Wall From Property It Bought
theodp writes Sunday marks the 25th Anniversary of the Fall of the Berlin Wall, which Google commemorates in today's Doodle. "Seeking inspiration for this doodle," notes the Google Doodle Team, "we took a short bike ride from our Mountain View, California headquarters to our local public library to study an actual piece of the Berlin Wall" (the Berlin Wall segments are featured in the Doodle). Interestingly, the post doesn't mention Google's connection to how the two sections of the Berlin Wall wound up at the library. After Google bought the Bayside Business Plaza in 2012, where the 12-foot-tall remnants had been kept for decades by German-born businessman Frank Golzen before his death, it reportedly gave the Golzen family until summer 2013 to get the Berlin Wall off its lawn. "Although the donating family has until next summer to remove the installation from the current location," reads a 2012 City of Mountain View Staff Report, "their preference (and the preference of the new owner of the property) is to remove it sooner." A recommendation to relocate the seven ton concrete slabs to remote Charleston Park, adjacent to the Googleplex, was nixed by the City Council, who voted instead to move the Berlin Wall sections to its current home in front of a downtown public library. -
Tech Firm Fined For Paying Imported Workers $1.21 Per Hour
An anonymous reader sends in news about a company that was fined for flying in "about eight employees" from India to work 120-hour weeks for $1.21 per hour. Electronics for Imaging paid several employees from India as little as $1.21 an hour to help install computer systems at the company's Fremont headquarters, federal labor officials said Wednesday. "We are not going to tolerate this kind of behavior from employers," said Susana Blanco, district director of the U.S. Labor Department's wage and hour division in San Francisco.... An anonymous tip prompted the U.S. Department of Labor to investigate the case, which resulted in more than $40,000 in back wages paid to the eight employees and a fine of $3,500 for Electronics for Imaging. -
FBI Chief: Apple, Google Phone Encryption Perilous

Small Restaurant Out-Maneuvers Yelp In Reviews War
An anonymous reader writes Yelp has, for the past year or so, garnered a reputation for extorting businesses into paying for advertising on their site. Allegations include incessant calls for advertising contracts, automatic listing of a business, and suppressing good reviews should a business decide to opt out of paying Yelp for listing them. One small Italian trattoria, however, may have succeeded in flipping Yelp's legally sanctioned business practices in its favor. The owners of Botto Bistro in Redmond, CA, initially agreed to pay for advertising on Yelp one year ago apparently because they were tired of getting calls from Yelp's sales team. But even after buying advertising, the owners claim that they kept receiving calls. So they started a campaign to get as many one-star reviews as they could, even offering 25% discounts to customers. As of this writing they have 866, and a casual perusal of them reveals enthusiastic tongue-in-cheek support for the restaurant. One-star reviews, once Yelp's best scare tactic, is now this particular business's badge of quality. And they didn't even have to pay Yelp for it. -

Not only is there a growing number of industrial robots (about 1.5 million today), there are 10 million Roombas in our homes, porter-bots in our hospitals and hotels, social robots in our nursing homes and even robot spectators at baseball games in Japan, tele-operated by remote fans.
Theater is not an arena that we typically associate with robots, however, artists, musicians and producers are often early adopters and innovative users of emerging technologies. In fact, robots got their name from the 1920 play, R.U.R., by the Czech playwright, Karel Capek. An article in the Huffington Post describes a panel discussion at the National Academy of Science in June that featured the producers of three recent plays that starred robots. The plays highlight our robot anxieties, while offering new visions for human-robot interactions in the future. -

"Chicago's hardworking public school teachers are doing all that they can-and more-to support their students, but they need more help," said Rob Biederman, head of Chicago Public Affairs at Google. "We jumped at the chance to join with DonorsChoose.org and Staples to make Chicago's local classroom wishes come true." So what kind of dreams did Google make possible? Ironically, a look at Google Chicago's Giving Page shows that the biggest project funded by Google was to outfit a classroom with 32 Microsoft Surface RT tablets for $12,531, or about 6.5% of the $190,091 Google award. Other big ticket projects funded by Google included $5,931 for a personal home biodiesel kit and $5,552 for a marimba (in the middle of the spectrum was $748 for "Mindfulness Education"). In addition to similar "flash-funding" projects in Atlanta (paper towels!) and the Bay Area, Google and DonorsChoose have also teamed up this year to reward teachers with $400,000 for recruiting girls to learn to code (part of Google's $50 million Made With Code initiative) and an unknown amount for AP STEM teachers who passed Google muster (part of Google's $5 million AP STEM Access grant)." -
NASA Releases Footage of "Flying Saucer" Braking Test, Declares Success
According to the AP, in a story carried by the San Jose Mercury News, NASA engineers insisted Friday that a test of a vehicle they hope to one day use on Mars achieved most of its objectives, despite a parachute that virtually disintegrated the moment it deployed. The engineers laid out at a news conference what they've learned in the six weeks since the $150 million high-altitude test of a vehicle that's designed to bring spacecraft -- and eventually astronauts -- safely to Mars. Engineers said they achieved the main objective: getting a flying saucer-shaped craft to 190,000 feet above the Earth at more than four times the speed of sound under test conditions that matched the Martian atmosphere. Suddenly Visible: Illicit Drugs As Part of Silicon Valley Culture
The recent death by overdose of Google executive Timothy Hayes has drawn attention to the phenomenon of illegal drug use (including abuse of prescription painkillers) among technology workers and executives in high-pay, high-stress Silicon Valley. The Mercury News takes a look at the phenomenon; do the descriptions of freely passed cocaine, Red Bull as a gateway drug, and complacent managers match your own workplace experiences? From the Mercury News article: "There's this workaholism in the valley, where the ability to work on crash projects at tremendous rates of speed is almost a badge of honor," says Steve Albrecht, a San Diego consultant who teaches substance abuse awareness for Bay Area employers. "These workers stay up for days and days, and many of them gradually get into meth and coke to keep going. Red Bull and coffee only gets them so far." ... Drug abuse in the tech industry is growing against the backdrop of a national surge in heroin and prescription pain-pill abuse. Treatment specialists say the over-prescribing of painkillers, like the opioid hydrocodone, has spawned a new crop of addicts -- working professionals with college degrees, a description that fits many of the thousands of workers in corporate Silicon Valley. Increasingly, experts see painkillers as the gateway drug for addicts, and they are in abundance. "There are 1.4 million prescriptions ... in the Bay Area for hydrocodone," says Alice Gleghorn with the San Francisco Department of Public Health. "That's a lot of pills out there." -
No Shortage In Tech Workers, Advocacy Groups Say

According to the San Jose Mercury News: Last month, three tech advocacy groups launched a labor boycott against Infosys, IBM and the global staffing and consulting company ManpowerGroup, citing a "pattern of excluding U.S. workers from job openings on U.S soil." They say Manpower, for example, last year posted U.S. job openings in India but not in the United States." "It's getting pretty frustrating when you can't compete on salary for a skilled job," said Rich Hajinlian, a veteran computer programmer from the Boston area. "You hear references all the time that these big companies ... can't find skilled workers. I am a skilled worker." -
California Whooping Cough Cases "an Epidemic"
As reported by the San Jose Mercury News, the state of California is "in the throes of a whooping cough epidemic, state health department officials announced Friday. Dr. Ron Chapman, director of the California Department of Public Health, said 3,458 cases of whooping cough have been reported since Jan. 1 -- including 800 in the past two weeks. That total is more than all the cases reported in 2013." Public broadcaster KPBS notes that of the 621 people known to have come down with whooping cough in San Diego county, the vast majority (85 percent) were up to date on their immunizations. -

Silicon Valley Billionaire Takes Out $201 Million Life Insurance Policy
Hugh Pickens DOT Com writes "The Mercury News reports that somewhere in Silicon Valley, a 'mystery billionaire' has bought what the Guinness Book of World Records says is the most valuable life insurance policy in history — a policy that will pay his survivors a cool $201 million. Was it Larry Ellison? Eric Schmidt? Elon Musk? Zuck? Nobody knows because the name of the buyer is a closely guarded secret. 'We don't want hit men running around Palo Alto trying to find him — or members of his own estate,' joked Dovi Frances, the Southern California financial services provider who sold the policy. By last count, California boasts 111 billionaires with more than a third of them in tech, while San Francisco has 20 billionaires alone so it could be any of them. But why does a billionaire even need to take out life insurance when he or she has so many other assets. The most likely answer to this question is taxes and estate planning.
Upon death, an estate would be liable to pay off loans on any leveraged properties, plus a lot of money as part of the death taxes owed. This could force the estate to liquidate holdings to raise the money to pay off these liabilities even if it weren't the most opportune time to sell the assets. By taking out the life insurance policy, it would give the estate more flexibility in paying off the taxes and other debts owed, without necessarily having to sell assets to do so. 'In California, there are state death taxes that are exceptionally high (45 percent),' says Frances adding that the policy is actually a combination of more than two dozen policies, underwritten by 19 different insurers because if any single company had to pay out such a lavish benefit, it could be crippling. 'If your properties are leveraged then those loans are called immediately and need to be paid off, you want to hedge yourself against such a risk so [your beneficiary] can receive the proceeds without being exposed to taxes.'" -

Will Peggy the Programmer Be the New Rosie the Riveter?

'The dearth of women in computing,' writes Cassidy, 'has the potential to slow the U.S. economy, which needs more students in the pipeline to feed its need for more programmers. It harms women by excluding them from some of the best jobs in the country. And it damages U.S. companies, which studies show would benefit from more diverse teams.' The promise of better financial results, says Anita Borg Institute Director Denise Gammal, is making diversity a business imperative. It's 'the sort of imperative that cries out for a movement,' argues Cassidy, 'maybe this time one led not by Rosie the Riveter, but by Peggy the Programmer.' So, where will Peggy the Programmer come from? Well, Google is offering $100 to girls attending U.S. public high schools who complete a Codecademy JavaScript course. 'Currently only 12% of computer science graduates are women,' explains Codecademy, 'and great tech companies like Google want to see more smart girls like you enter this awesome profession!' Google joins tech giant-backed Code.org in incentivizing teachers to bring the next generation of girls to the CS table.
But Silicon Valley claims the talent crisis is now (although there are 19 billion reasons to question SV's hiring acumen). So, what about the women who are here now, asks Dr. AnnMaria De Mars. 'If you are overlooking the women who are here now,' De Mars writes, 'what does that tell the girls you are supposedly bringing up to be the next generation of women in tech that you can overlook 15 years from now? Why do we hear about 16-year-old interns far more than women like me? If it is true, as the New York Times says, that in 2001-2 28% of computer science degrees went to women compared to the 10% or so now — where are those women from 12 years ago? It seems to me that when people are looking at minorities or women to develop in their fields, they are much more interested in the hypothetical idea of that cute 11-year-old girl being a computer scientist someday than of that thirty-something competing with them for market share or jobs. If there are venture capitalists or conference organizers or others out there that are sincerely trying to promote women who code, not girls, I've never met any. That doesn't mean they don't exist, but it means that whoever they are seeking out, it isn't people like me.'" -

Government To Require Vehicle-to-vehicle Communication

But now the focus has shifted to avoiding crashes by developing technology to make future vehicles 'smart' enough to detect and respond to threats, such as an oncoming vehicle. The technology, known as 'vehicle-to-vehicle,' or "V2V," lets cars 'talk' to each other and exchange safety data, such as speed and position. If a nearby car abruptly changes lanes and moves into another car's blind spot, the car would be alerted. Federal transportation officials did not announce when the new regulations would go into effect but said they hope to propose the new V2V rules before President Barack Obama leaves office in January 2017." Google Co-Opts Whale-Watching Boat To Ferry Employees

Inconveniencing whale-seeking visitors to The Aquarium of the Pacific, however, is apparently not considered evil. Are High MOOC Failure Rates a Bug Or a Feature?
theodp writes "In 'The Online Education Revolution Drifts Off Course,' NPR's Eric Westervelt reports that 2013 might be dubbed the year that online education fell back to earth. Westervelt joins others in citing the higher failure rate of online students as evidence that MOOCs aren't all they're cracked up to be. But viewed another way, the ability to try and fail without dire debt or academic consequences that's afforded by MOOCs could be viewed as a feature and not a bug. Being able to learn at one's own pace is what Dr. Yung Tae Kim has long argued is something STEM education sorely lacks, and MOOCs make it feasible to allow students to try-try-again if at first they don't succeed.
