Report: Nuclear Plants Should Focus On Risks Posed By External Events
mdsolar (1045926) writes "Engineers at American nuclear plants have been much better at calculating the risk of an internal problem that would lead to an accident than they have at figuring the probability and consequences of accidents caused by events outside a plant, a report released Thursday by the National Academy of Science said. Accidents that American reactors are designed to withstand, like a major pipe break, are "stylized" and do not reflect the bigger source of risk, which is external, according to the study. That conclusion is one of the major lessons from the Fukushima Daiichi nuclear accident in Japan in 2011, which began after an earthquake at sea caused a tsunami. -
Amazon's Ambitious Bets Pile Up, and Its Losses Swell

The company brought in over $19 billion in revenue last quarter, but reported a net loss of $126 million. The company warned of even greater losses this quarter. Amazon officials exude a serene if vague confidence. "We're not trying to optimize for short-term profits," Thomas J. Szkutak, the chief financial officer, said in a conference call. "We're investing on behalf of customers and share owners," he said. "We're fortunate to have these opportunities." But even the analysts, who are generally enthusiastic about the company and its global ambitions, are asking slightly more pointed questions these days. For all these investments, one analyst asked Mr. Szkutak, why are sales not increasing even faster? His answer: Just wait. ... Amazon, which is based in Seattle, long ago transcended its roots as a simple retailer. In recent weeks it introduced Zocalo, a document storage and sharing service that grew out of its fast-growing web services division. It began a program to allow readers to consume as many e-books as they want for a set monthly fee. And it is starting to ship its long-awaited entry in the smartphone sweepstakes. The phone, the result of years of development by thousands of Amazon programmers and designers, is meeting some resistance from reviewers. -

Why Are the World's Scientists Continuing To Take Chances With Smallpox?
Lasrick writes: MIT's Jeanne Guillemin looks at the recent blunders with smallpox and H5N1 at the Centers for Disease Control and the National Institutes of Health to chronicle the fascinating history of smallpox eradication efforts and the attempts (thwarted by Western scientists) to destroy lab collections of the virus in order to make it truly extinct. "In 1986, with no new smallpox cases reported, the World Health Assembly, the decision-making body of the WHO, resolved to destroy the strain collections and make the virus extinct. But there was resistance to this; American scientists in particular wanted to continue their research." Within a few years, secret biological warfare programs were discovered in Moscow and in Iraq, and a new flurry of defensive research was funded. Nevertheless, Guillemin and others believe that changes in research methods, which no longer require the use of live viruses, mean that stocks of the live smallpox virus can and should finally be destroyed. -

US Senator Blasts Microsoft's H-1B Push As It Lays 18,000 Off Workers

Malaysian Passenger Plane Reportedly Shot Down Over Ukraine
An anonymous reader writes The Russian newswire service Interfax is reporting that a Malaysian passenger plane carrying 295 people was shot down with a Buk ground-to-air missile over Ukraine near the Russian border. The Associated Press cites an adviser to Ukraine's Interior Minister as the source. First reports are that it was mistaken for a Ukrainian AN-26. Malaysia airlines confirms they lost contact with the plane (last known position), but there's no confirmation it was shot down (yet). The Ukrainian government accused Russia of shooting down a fighter jet in Ukrainian airspace last night. Reports indicate there are no survivors. -
Time Warner Turns Down Takeover Bid From Rupert Murdoch
Dave Knott (2917251) writes The media giant 21st Century Fox, the empire run by Rupert Murdoch, made an $80 billion takeover bid in recent weeks for Time Warner Inc. but was rebuffed. Time Warner on Wednesday confirmed that it had rejected a cash and stock offer from 21st Century Fox, saying that it was not in the company's best interests. Time Warner's board discussed the proposal at length and early this month it sent a terse letter rejecting the offer, saying the company was better off remaining independent. A Time Warner statement pointed to its own strategic plan, what it said was "uncertainty" over the value of 21st Century Fox stock and regulatory risks as among the reasons for its rebuff. The company said that 21st Century Fox had offered a premium of roughly 22 percent to Time Warner's closing price on Tuesday. Shares of Time Warner were up about 20 percent in premarket trading on Wednesday morning. The combined company would have total revenue of $65 billion. -
Fighting Climate Change With Trade

The United States, the European Union, China and 11 other governments began trade negotiations this week to eliminate tariffs on solar panels, wind turbines, water-treatment equipment and other environmental goods. If they are able to reach an agreement, it could reduce the cost of equipment needed to address climate change and help increase American exports. Global trade in environmental goods is estimated at $1 trillion a year and has been growing fast. (The United States exported about $106 billion worth of such goods last year.) But some countries have imposed import duties as high as 35 percent on such goods. That raises the already high cost of some of this equipment to utilities, manufacturers and, ultimately, consumers. Taken together, the countries represented in these talks (the 28 members of the E.U. negotiate jointly, while China and Hong Kong are represented by separate delegations) account for about 86 percent of trade in these products, which makes the potential benefit from an agreement substantial. Other big countries that are not taking part in these talks, like India, South Africa and Brazil, could choose to join later. -
CDC Closes Anthrax, Flu Labs After Potentially Deadly Mix-Ups Come to Light
In the wake of two potentially deadly accidents, the CDC yesterday announced the temporary closure of both the anthrax and flu research labs at the agency's Atlanta headquarters. The New York Times reports: In one episode last month, at least 62 C.D.C. employees may have been exposed to live anthrax bacteria after potentially infectious samples were sent to laboratories unequipped to handle them. Employees not wearing protective gear worked with bacteria that were supposed to have been killed but may not have been. All were offered a vaccine and antibiotics, and the agency said it believed no one was in danger. “We have a high degree of confidence that no one was exposed,” said Dr. Thomas Frieden, the C.D.C. director. Credit David Goldman/Associated Press In a second accident, disclosed Friday, a C.D.C. lab accidentally contaminated a relatively benign flu sample with a dangerous H5N1 bird flu strain that has killed 386 people since 2003. Fortunately, a United States Agriculture Department laboratory realized that the strain was more dangerous than expected and alerted the C.D.C. ... The anthrax and flu labs will remain closed until new procedures are imposed, Frieden said. For the flu lab, that will be finished in time for vaccine preparation for next winter’s flu season, he said. -

Within about 15 years every new car sold in the United States will be electric. ... Up to 60 percent of power might come from nuclear sources. And coal's footprint will shrink drastically, perhaps even disappear from the power supply. This course, created by a team of energy experts, was unveiled on Tuesday in a report for the United Nations (PDF) that explores the technological paths available for the world's 15 main economies to both maintain reasonable rates of growth and cut their carbon emissions enough by 2050 to prevent climatic havoc. It offers a sobering conclusion: We might be able to pull it off. But it will take an overhaul of the way we use energy, and a huge investment in the development and deployment of new energy technologies. Significantly, it calls for an entirely different approach to international diplomacy on the issue of how to combat climate change. -

The article notes that this is true across the political/religious spectrum and "factual and scientific evidence is often ineffective at reducing misperceptions and can even backfire on issues like weapons of mass destruction, health care reform and vaccines." So what is to be done? The article suggests that "we need to try to break the association between identity and factual beliefs on high-profile issues – for instance, by making clear that you can believe in human-induced climate change and still be a conservative Republican." -
Gov't Censorship Pushing Users To More Private Messaging In China

Users start migrating to more private options, naturally. Microblogging service Sina Weibo is bleeding users, while the semiprivate WeChat is growing expansively. It's growing so quickly that the government is stepping up its efforts to monitor and delete conversations that don't meet its exacting standards. The site's posting rules have developed in an interesting way, given the lack of free speech: "WeChat allows the creation of public accounts that anyone can follow, but limits posts to one a day. In addition, access to public accounts is not possible on cellphones, making it more difficult, for instance, to launch an incriminating photo of a public official into the blogosphere. Comments are also deleted after a few days, making long-term discussions challenging and erasing a historical record." Is this the natural result of government meddling in online conversations? What will chat services in China (and other speech-stifling nations) look like in another five or ten years? -
Facebook Fallout, Facts and Frenzy
redletterdave (2493036) writes Facebook chief operating officer Sheryl Sandberg said the company's experiment designed to purposefully manipulate the emotions of its users was communicated "poorly". Sandberg's public comments, which were the first from any Facebook executive following the discovery of the one-week psychological study, were made while attending a meeting with small businesses in India that advertise on Facebook. "This was part of ongoing research companies do to test different products, and that was what it was," Sandberg said. "It was poorly communicated. And for that communication we apologize. We never meant to upset you." anavictoriasaavedra points out this article that questions how much of this outrage over an old press release is justified and what's lead to the media frenzy. Sometimes editors at media outlets get a little panicked when there's a big story swirling around and they haven't done anything with it. It all started as a largely ignored paper about the number of positive and negative words people use in Facebook posts. Now it's a major scandal. The New York Times connected the Facebook experiment to suicides. The story was headlined, Should Facebook Manipulate Users, and it rests on the questionable assumption that such manipulation has happened. Stories that ran over the weekend raised serious questions about the lack of informed consent used in the experiment, which was done by researchers at Cornell and Facebook and published in the Proceedings of the National Academy of Sciences. But to say Facebook’s slight alteration of news feeds caused people to suffer depression seems to be unsupported by any kind of data or logic. -

The winners are unknown, and Bitcoin has bumped from trading at ~$600 to $650 (USD). First Barry Silbert, Founder of SecondMarket and BitcoinTrust has tweeted that they were outbid on all blocks. Since then Alex Walters (a former core Bitcoin developer and the then chief technology officer of Bitinstant) has posted on reddit saying 'I Lost' in his $400 to $500 per coin. That post was closely followed by another reddit user saying that his bid of $451.13 per coin was also unsuccessful. ... Meanwhile the actual price of bitcoins of the various exchanges has risen close to 15% from just under $600 a coin to close to $650. In the end, we may never know who bought the confiscated coins or how much they bought them for but it does seem that it will be a pivotal point in Bitcoin's evolution. -
Larry Page: Healthcare Data Mining Could Save 100,000 Lives a Year

Speaking to the NY Times, Larry Page said, "We get so worried about these things that we don't get the benefits Right now we don't data-mine healthcare data. If we did we'd probably save 100,000 lives next year." By "these things," he means privacy concerns and fear that the data might be misused. But he also pointed to Street View as a case where privacy concerns mostly melted away after people used it and found it helpful. "In the early days of Street View, this was a huge issue, but it's not really a huge issue now. People understand it now and it's very useful. And it doesn't really change your privacy that much. A lot of these things are like that." -
Toyota's Fuel Cell Car To Launch In Japan Next March

It's expected to cost about $68,700, and Toyota plans to bring it to the U.S. and European markets later that summer. With two of Japan’s three biggest automakers going all in on fuel cells, the country’s long-term future as an automotive powerhouse could now hinge largely on the success of what they hope will be an important technology in the next few decades. ... Japan’s governing party is pushing for ample subsidies and tax breaks for consumers to bring the cost of a fuel-cell car down to about $20,000 by 2025. The government is also aiming to create 100 hydrogen fuel stations by the end of March 2016 in urban areas where the vehicles will be sold initially. ... Supreme Court Rules Cell Phones Can't Be Searched Without a Warrant

Today, the Supreme Court unanimously ruled that the police need warrants to search the cellphones of people they arrest. "Chief Justice John G. Roberts Jr., writing for the court, said the vast amount of data contained on modern cellphones must be protected (PDF) from routine inspection." Phones may still be searched under limited circumstances (imminent threats), but this looks like a clear win for privacy. Quoting the decision: "We cannot deny that our decision today will have an impact on the ability of law enforcement to combat crime. Cell phones have become important tools in facilitating coordination and communication among members of criminal enterprises, and can provide valuable incriminating information about dangerous criminals. Privacy comes at a cost." -
Workplace Surveillance Becoming More Common

These tools are being used to measure and monitor employees, with the promise changing how people work. "Through these new means, companies have found, for example, that workers are more productive if they have more social interaction. So a bank's call center introduced a shared 15-minute coffee break, and a pharmaceutical company replaced coffee makers used by a few marketing workers with a larger cafe area. The result? Increased sales and less turnover." Of course, this kind of monitoring raises privacy concerns. "Whether this kind of monitoring is effective or not, it's a concern," said Lee Tien, a senior staff lawyer at the Electronic Frontier Foundation in San Francisco. -
Why Amazon Might Want a Big Piece of the Smartphone Market

According to a new article in The New York Times, Amazon's willing to take such enormous risks because a smartphone will help it sell more products via its gargantuan online store. In theory, a mobile device would allow customers in the midst of their daily routines to order products with a few finger-taps, allowing Amazon to push back against Google and other tech companies exploring similar instant-gratification territory. But a smartphone also plays into Amazon's plans for the digital world. Over the past several years, the company has become a popular vendor of cloud services and used that base to expand into everything from tablets to a growing mobile-app ecosystem. A smartphone could prove a crucial portal for all those services. If an Amazon smartphone proves a hit, however, it could become a game-changer for mobile developers, opening up a whole new market for apps and services. Amazon CEO Jeff Bezos has succeeded in the digital space largely by opening up various platforms—whether Kindle self-publishing or the Amazon app store—to third-party wares. It'll be interesting to see whether he does something similar with the smartphone. Early reports suggest Amazon's phone will be exclusive to AT&T. -

US Agency Aims To Regulate Map Aids In Vehicles

Like it or not, the US government may settle that debate before long. The proposed Grow America Act would let the National Highway Traffic Safety Administration (NHTSA) set rules for dash-mounted GPS units, smartphone mapping apps and anything else you'd use for driving directions. While it's not clear what the NHTSA would do with its power, the Department of Transportation's voluntary guidelines ask for limits on eye-catching visuals (think videos) and interaction times; don't be surprised if these enter the rulebooks. -
Artificial Pancreas Shows Promise In Diabetes Test

From the article: "Currently about one-third of people with Type 1 diabetes rely on insulin pumps to regulate blood sugar. They eliminate the need for injections and can be programmed to mimic the natural release of insulin by dispensing small doses regularly. But these pumps do not automatically adjust to the patient's variable insulin needs, and they do not dispense glucagon. He's less volatile, for one thing, whether you think that means he's less passionate or just more circumspect. A small slice: Lower-level employees praise Mr. Cook’s approachability and intellect. But some say he is less hands-on in developing products than his predecessor. They point to the development of the so-called iWatch — the “smartwatch” that Apple observers are eagerly awaiting as the next world-beating gadget. Mr. Cook is less involved in the minutiae of product engineering for the watch, and has instead delegated those duties to members of his executive cabinet, including Mr. Ive, according to people involved in the project, who spoke on condition of anonymity because they were not authorized to speak to press. Apple declined to comment on the watch project. ... Mr. Cook has also looked outside of Apple for experienced talent. The geek in me is really curious about this concept of a digital orchestra (with the ability to change tempos, placement of speakers in an orchestra pit, possibly delaying some to line them up ...). I understand that instrumentalists feel threatened, but why not let free enterprise decide the fate of this endeavor instead of trying to kill it by using blackmail and misrepresentation? Isn't there a place for this, even if maybe it is not called opera ... maybe iOpera? -
Teacher Tenure Laws Ruled Unconstitutional In California
An anonymous reader writes "Tenure laws one of the most controversial aspects of education reform, and now the tide seems to be turning against them. A California judge has handed down a ruling that such laws are unconstitutional, depriving students of an education by sometimes securing positions held by bad teachers. The judge said, "Substantial evidence presented makes it clear to this court that the challenged statutes disproportionately affect poor and/or minority students. The evidence is compelling. Indeed, it shocks the conscience." The plaintiff's case was that "California's current laws make it impossible to get rid of the system's numerous low-performing and incompetent teachers; that seniority rules requiring the newest teachers to be laid off first were harmful; and that granting tenure to teachers after only two years on the job was farcical, offering far too little time for a fair assessment of their skills." This is a precedent-setting case, and there will likely be many similar cases around the country as tenure is challenged with this new ammunition." -
Fixing China's Greenhouse Gas Emissions For Them
mdsolar writes: 'Paul Krugman, who won a Nobel Prize for understanding world trade, has proposed carbon tariffs as a way to get China to cut greenhouse gas emissions. He wrote, "China is enormously dependent on access to advanced-country markets — a lot of the coal it burns can be attributed, directly or indirectly, to its export business — and it knows that it would put this access at risk if it refused to play any role in protecting the planet. More specifically, if and when wealthy countries take serious action to limit greenhouse gas emissions, they're very likely to start imposing "carbon tariffs" on goods imported from countries that aren't taking similar action. Such tariffs should be legal under existing trade rules — the World Trade Organization would probably declare that carbon limits are effectively a tax on consumers, which can be levied on imports as well as domestic production. Furthermore, trade rules give special consideration to environmental protection. So China would find itself with strong incentives to start limiting emissions." As I read it, Article XX of the General Agreement on Tariffs and Trade does indeed allow us to unilaterally impose tariffs on China.' mdsolar continues, "I'd suggest that there should be a ramped approach. First, we should acknowledge that dangerous climate change has come early and we are already suffering damages. The growth in Federal crop and flood insurance payouts is owing to the effects of climate change. Instead of increasing premiums, we should use climate damage tariffs to cover this increase. That amounts to a pretty small tariff, but it firmly establishes the liability connection. Non-Annex I countries (as listed in the Kyoto Protocol) are becoming the main contributors to cumulative emissions just as climate change has turned dangerous, that makes their emissions the cause of dangerous climate change. An accident of timing? Yes. But deliberately increasing emissions, as China is doing, eliminates safe harbor as well.
This small tariff could be used as a stepping stone to larger tariffs imposed cooperatively with other Annex I countries if China does not turn around. The larger tariffs could be used to assist with adaptation costs in countries with low per capita emissions where vulnerability to dangerous climate change is high. Lack of a clear funding mechanism for this sort of thing has been a sticking point at climate negotiations. This would essentially get funds from those who are causing the damage." -

Vodafone Reveals Warrantless Wiretapping

They say, "In a small number of countries, agencies and authorities have direct access to communications data stored within an operator’s network. In those countries, Vodafone will not receive any form of demand for communications data access as the relevant agencies and authorities already have permanent access to customer communications via their own direct link." Scientists Find Method To Reliably Teleport Data

Now, their goal is to extend the range over a distance of a kilometer. '[R]eliability of quantum teleportation has been elusive. For example, in 2009, University of Maryland physicists demonstrated the transfer of quantum information, but only one of every 100 million attempts succeeded, meaning that transferring a single bit of quantum information required roughly 10 minutes. In contrast, the scientists at Delft have achieved the ability "deterministically," meaning they can now teleport the quantum state of two entangled electrons accurately 100 percent of the time. They did so by producing qubits using electrons trapped in diamonds at extremely low temperatures. According to Dr. Hanson, the diamonds effectively create 'miniprisons' in which the electrons were held. FCC Gets Go-Ahead For Plan To Expand Rural Internet Access
The FCC's plan to use fees collected from big telecom companies to expand Internet infrastructure in rural parts of the U.S. was given a green light yesterday in Denver, by the 10th Circuit Court of Appeals. Those telecoms maintained that the FCC's mandate did not extend to using the money to pay for Internet service, but a three-judge panel dismissed their challenge. From The Verge: "The FCC originally pitched the program as part of the Universal Service Fund in 2011, noting in a report a year earlier that approximately 14 million people did not have access to broadband. The Connect America Fund aimed to use a portion of customer bills in other areas of the country to build out broadband infrastructure, including cellular data networks in those areas. That would begin with $300 million at the start, and up to $500 million as part of an annual budget." -

Four Weeks Without Soap Or Shampoo

The bacteria is Nitrosomonas eutropha, and it's generally harmless. Its main use is that it oxidizes ammonia, and the start-up's researchers suspect it used to commonly live on human skin before we began washing it away with soaps and other cleaners. Such bacteria are an area of heavy research in biology right now. Scientists know that the gut microbiome is important to proper digestion, and they're trying to figure out if an external microbiome can be similarly beneficial to skin. A journalist for the NY Times volunteered to test the product, which involved four straight weeks of no showers, no soap, no shampoo, and no deodorant. The sprayed-on bacteria quickly colonized her skin, along with other known types of bacteria — and hundreds of unknown (but apparently harmless) strains. She reported improvements to her skin and complexion, and described how the bacteria worked to curtail (but not eliminate) the body odor caused by not washing. AT&T Buying DirecTV for $48.5 Billion
AT&T is acquiring satellite TV provider DirecTV in a deal worth $48.5 billion. This will bring 20 million more U.S. television subscribers under AT&T's roof, making it the second biggest TV provider, behind Comcast. The deal is subject to regulatory approval, and to help that along, AT&T says it will sell its 8% stake in America Movil, which is a competitor to DirecTV in some areas. "By acquiring the country’s biggest satellite television operator, AT&T will help bolster its competitive position against Comcast. Though pay television is considered a mature market whose subscriber growth has slowed dramatically in recent years, the business nonetheless generates billions of dollars in cash. ... Part of the attraction may be DirecTV’s ample cash flow. While its business has shown little growth in recent years, it generated about $8 billion in earnings last year. Robbery Suspect Tracked By GPS and Killed
New submitter Lew Lorton notes a NY Times story about a thief in New York City who was tracked and located using a GPS device inside a decoy pill bottle he had stolen (along with other pill bottles) from a pharmacy. When police confronted the thief, he raised a gun to shoot at an officer, and was killed "The decoy bottles were introduced last year by the police commissioner at the time, Raymond W. Kelly, who announced that the department would begin to stock pharmacy shelves with decoy bottles of painkillers containing GPS devices. The initiative was in response to a sharp increase of armed and often deadly pharmacy robberies across the state, frequently by people addicted to painkillers. ... The bottles are designed to be weighted and to rattle when shaken, so a thief does not initially realize they do not contain pills. You are one -- if not 'the' -- most notable environmentalist to 'break ranks' on the topic of nuclear energy. On this topic you are a great orator, for you do not merely have the gift of calmly and diplomatically dispelling myths, at the same time you clearly communicate a love for people and a love for the most awesome aspects of modern technology, the 'keepers' such as rural electrification. I am also an staunch advocate for LFTR and my heart is gladdened to hear you mention it. My question is, has your position and persistence on the topic of nuclear energy brought you joy... or grief?
Brand: Interesting question— where is the pleasure and where is the pain in taking a public heretical position?
For me the main delight came with rethinking my previous knee-jerk opposition to nuclear.. Once I decided to research the topic on my own, I had the pleasure of finding out that EVERYTHING that most environmentalists and liberals thought about nuclear energy was wrong— radiation risk, finances, waste storage, Chernobyl, etc. I discovered the same thing with GMOs (though as a biologist I had been mildly for them anyway; once I studied the subject I became fiercely for them.)
Piercing an illusion for oneself is a pleasure. Piercing an illusion for the public gives the satisfaction of being a responsible citizen.
Grief hmm. I was annoyed that what is probably my best book, Whole Earth Discipline, got roundly shunned in American media—most likely because of the pro-nuclear position in it. (In the UK the book got a huge public reception, being seriously reviewed in every major medium.)
Impossible, Impractical or Unpopular?

I've been a fan of your eclectic perspective and rational style since I bought the "Last Whole Earth Catalog". I know you were a early proponent and popularizer of space-based solar power and space colonies (at least in late 70's as I recall). Have you changed your views on those? Can I hope that my children will see an O'Neill Cylinder in space (or at least a Bernal Sphere)? I know faster than light travel is impossible. I know personal jet packs are impractical. Do building those space colonies we dreamed about in the 70's fall in the impractical category -- or just unpopular?
Brand: I defer to Elon Musk on satellite-based solar. He claims that even if getting the apparatus into orbit were free, the economics still would not work out. I figure the head of SpaceX and Solar City knows what he’s talking about.
Re: space colonies - There needs to be an economic reason to have humans in space, and we’re hugely expensive and easily bored compared to robots. Maybe asteroid mining will justify something.
We do have a fair amount of experience of people living in artificial structures in hostile environments—big ships at sea. Sailors are pretty eager to cycle off of the aircraft carriers. Even luxurious cruise ships could not retain passengers if they had to stay aboard indefinitely.
LSD and technology

How have your experiences with LSD affected your later work? (For those unaware, Ken Kesey and the Merry Pranksters went around turning people onto the substance, as documented in Tom Wolfe's "Electric Kool-Aid Acid Test"). Many participants in the counterculture speak of having new spiritual perspectives after taking LSD, but has it given you any special insights into working with new computer technology?
Brand: LSD was a swell way for my generation in the ‘60s to establish a generational specialty. And it was an intriguing way to discover one’s own mental apparatus at work. The main effect I would call consciousness-contracting rather than consciousness expansion. You would obsess. I got my “Why Haven’t We Seen a Photograph of the Whole Earth Yet?” campaign of 1966 from an afternoon of that kind of obsession.
As for spiritual perspective, it went various directions for various people. I lost interest in “mystical experience,” once it became routine and chemically inducible. My friend Kevin Kelly, a Christian, got roundly God-smacked on LSD, and loved it.
Computer tech stuck me as better than drugs, because it kept getting better almost daily, whereas drugs and drug experiences stayed the same, so I switched my interest to computers and hackers. The upshot was that I had my last acid trip in 1969 and was pushing personal computers in “CoEvolution Quarterly” before they existed (1974) and co-organized the first Hackers Conference in 1984.
As for now, I agree with something Danny Hillis said to Brian Eno on the Long Now stage earlier this year. (Danny has invented no end of standard computer usages, from massive parallel processing to the “pinch” you use to change the size of images on your smart phone.) He told Eno that if he was a grad student now, he wouldn’t study computer science, he would study synthetic biology.

What is the most surprising thing you have learned from working on the 10,000 Year Clock, and Revive & Restore? (Thanks for building the Clock, by the way. I can't wait to visit.)
Brand: An early surprise for us was discovering that the Clock is perceived by many people as an embodiment of optimism about the future---rational and emotionally persuasive optimism. And that many young people are attracted to it for that reason.
Remember, the Clock is neutral, content-free. All it does is give permission to think long-term. If people use that permission to think well of the future, that’s pretty interesting.
Captive Breeding programs and viability

What are your thoughts regarding captive breeding and has any work gone into determining population size to get a good spread of genetics so that in the future, if a reintroduction effort is raised, would help ensure the species' continued survival?
I, along with a few dozen people worldwide, work with endangered/threatened/extirpated fishes in our fishrooms. Some of the fish I work with, for example, were once found in a single location (a temporary/annual pool in Brazil), only to be found to be destroyed by human encroachment the following season (condos built on the site). No other locations have been found in the area, and as far as we can tell, the fish in our tanks are the last ones available. Others have been completely lost, and some of us are working hard to keep others that are precariously situated from meeting similar fates. We regularly swap eggs/fish to try and keep the gene pool varied, but I do wonder how we're effecting the genetic viability over many generations.
Similarly, on the one hand, the .gov organizations in these countries can be very heavy-handed in the 'trafficking" of these species. Rightfully so, I might add, as the environments are rather marginal (sometimes, in a pool less than a few meters across and less than a quarter meter in depth), and well-intentioned hobbyists could inadvertently destroy/fish out the habitat, but part of me thinks that instead of implementing a ban, organize it so a certain number of fish can be taken while monitoring conditions to be distributed into the captive programs. The Devil's Hole Pupfish, for example would definitely benefit from a few specialists working with it for captive breeding.

Your idea of people adopting endangered creatures sounds promising. Mike Archer in Australia (working on de-extincting thylacines and gastric-brooding frogs) notes that no species that humans have taken on as pets or as non-commercial game animals have gone extinct.
You’re right to worry about the “extinction vortex” that small populations get into, where each generation can suffer from increased inbreeding and genetic drift. At Revive & Restore we’re researching with black-footed ferrets to see if biotech can help bring about “genetic rescue” for the species. We might be able to detect and reverse homozygosity of deleterious genes, for example, or even revive “extinct alleles” from the DNA of museum specimens. If it works, it might work with some of your fishes.
Should we start with Threatened Species?

Shouldn't we first try to transplant elephants and rhinos to Texas, and Siberian tigers to Canada, and Rwandan gorillas to central America? It has been politically incorrect to risk "invasive species", and in the 1970s we thought this would backfire. But if we are going to revive extinct species, it seems we've given up on the habitat specialization anyway, and perhaps should save species while they still have genetic diversity by relocating them to stable and law enforced environments.
Brand: What you’re describing is usually referred to as “rewilding.” The idea surfaced in a big way around 2005, encountered ferocious “pre-emptive constraint of vision,” got buried, and now is reviving wholesomely, partly in context of de-extinction. The main thing happening is that conservation biologists increasingly are focussing on ecosystem health and ecological function of species. Thus they (and the public) had no problem replacing America’s east coast peregrine falcons---who all perished from DDT and such—with a hybrid mix of falcons from elsewhere. Likewise the Bolson land tortoise is being reintroduced in the Southwest.
I think you’ll see versions of what you propose turning up increasingly. It will help the public take ecosystem health seriously and focus less on species “purity.”
Which Species, and Why?

This leads to a follow-on question: What criteria does one give when determining whether a species should be revived or not?
Personally, not every species should be revived, no matter how cute it may or may not be, or its perceived usefulness, or some misguided idea that all species must be saved no matter what (in spite of species having gone extinct since the dawn of time with no help from mankind whatsoever, and many of whom would have prevented mankind from rising up had they not gone extinct, etc...) Now if it's clearly mankind's fault that one dies off, sure - let's see if we can bring it back. Otherwise, well...
Brand: The IUCN has given a lot of thought (and writing) to criteria for protecting endangered species. They are now developing similar material for de-extincting species. At Revive & Restore we’ve got some opening thoughts on the subject.
One consideration is habitat. There would be no point for now in bringing back the extinct Chinese river dolphin because there are no healthy Chinese rivers near the coast to receive them, but there is plenty of habitat for woolly mammoths, passenger pigeons, great auks, Carolina parakeets, and Tasmanian tigers (thylacine). But Tasmanian tigers would be difficult because they are genetically remote from living species. I think they will be brought back eventually—they’re a fine apex predator for Tasmania—but not until a lot of technique has been discovered and refined.
There is no thought or possibility of bringing back all extinct species. Fossils older than 500,000 years have no readable DNA—so forget dinosaurs. Nearly all of the extinctions that happened in the last 10,000 years were caused by us, directly or indirectly. And they have recoverable DNA.

If particular species have gone extinct, then I would assume their environment could no longer support them. If we manage to bring back those species, and introduce them into environments that could support them, it seems that we have the potential to unbalance that ecosystem by introducing an invasive species which has no natural predator there. How would you manage this risk?
Brand: The whole process of alien invasive species is pretty well studied now, including how to head it off. No species returned to its former habitat will behave like an alien (cane toads in Australia, brown tree snakes in Guam) because they aren’t alien. Returning passenger pigeons to the eastern deciduous forest would be slotting an animal back into the gap it left when we killed it off. Ditto the great auk in the north Atlantic.
In the unlikely event of the restored animals proving unwelcome for some reason, we know exactly how easy it is to back them off or kill them off because we did it before. Their vulnerability to human overhunting is part of who they are.
Reintroductions are pretty common in conservation now. Wolves were returned to Yellowstone Park after being absent for 100 years. They did fine, and the park improved ecologically with their return.

How long is a revived creature going to last in an environment full of toxins and biological hazards against which it has dubious amounts of defense?
Brand: Nature is more robust and rich than many give it credit for. Life abounds out there. Adaptation, even to climate change, is increasing its pace. The main challenge that revived species face is other creatures competing and predating and infecting, not human impacts so much.
You are right, though, to call attention to biological hazards—exotic diseases that have been inadvertently introduced by traveling humans and cargo. Chytrid fungus in frogs, white-nose syndrome in bats, avian malaria mosquitoes in Hawaii, sylvatic plague in black-footed ferrets. We’re organizing a conference next spring to see if there might be genetic solutions for some of those problems.
It’s not a universal situation. Mammoths should be fine. But the beloved ‘o’o bird in Hawaii should not be brought back until the avian malaria problem is solved.

We are currently having problems preserving species with populations of only a few hundred members, (Ridley sea turtles, Right Whales, etc). What will happen when we develop a species with only 1 or 2 members? Will these deextincted species have priority over the existing near extinct species? It appears that the goal is to create more 'almost extinct' species.
Brand: Genetic variability certainly is essential for a healthy population. So you don’t bring back just two animals, and you don’t rebuild their genomes from just one or two museum specimens or fossils. Passenger pigeons, for example, can draw on the DNA from 1,500 specimens. In reality, DNA from a dozen or so would give plenty of variety for the population to work with. You’re also drawing on the genetic variability in the genomes of the close-relatives. You can edit genes from various mammoth genome files into the living genomes of various Asian elephants.
Plenty of animals, plenty of alleles, plenty of SNPs—single-nucleotide polymorphisms.
The goal is enhancing biodiversity. Restore healthy wild populations of endangered species. Restore healthy wild populations of some extinct species. Use the most advanced genetic tools not just for human health but for ecological health as well. -
Plaintiff In Tech Hiring Suit Asks Judge To Reject Settlement
An anonymous reader writes with news that Michael Devine, one of the plaintiffs in a lawsuit accusing tech firms including Apple and Google of conspiring to keep salaries low, has asked the court to reject a $324 million settlement. "Apple has more than $150 billion in the bank, eclipsing the combined cash reserves of Israel and Britain. Google, Intel and Adobe have a total of about $80 billion stored up for a rainy day. Against such tremendous cash hoards, $324 million is chump change. But that is what the four technology companies have agreed to pay to settle a class action brought by their own employees. The suit, which was on track to go to trial in San Jose, Calif., at the end of May, promised weeks if not months of damaging revelations about how Silicon Valley executives conspired to suppress wages and limit competition. Details of the settlement are still under wraps. 'The class wants a chance at real justice,' he wrote. 'We want our day in court.' He noted that the settlement amount was about one-tenth of the estimated $3 billion lost in compensation by the 64,000 class members. In a successful trial, antitrust laws would triple that sum. 'As an analogy,' Mr. Devine wrote, 'if a shoplifter is caught on video stealing a $400 iPad from the Apple Store, would a fair and just resolution be for the shoplifter to pay Apple $40, keep the iPad, and walk away with no record or admission of wrongdoing? Of course not.' 'If the other class members join me in opposition, I believe we will be successful in convincing the court to give us our due process,' Mr. Devine said in an interview on Sunday. He has set up a website, Tech Worker Justice, and is looking for legal representation. Any challenge will take many months. The other three class representatives could not be reached for comment over the weekend."
