This Was America's Warmest Winter On Record (slate.com)
hondo77 writes: On Tuesday, the National Oceanic and Atmospheric Administration released its official assessment of December, January, and February's temperatures across the United States, and the results are striking: Not a single state in the U.S. had a cooler than average winter. (NOAA treats Alaska and Hawaii separately, due to shorter weather data records there -- though both states were significantly warmer than normal this winter. Weather records for the contiguous United States go back to 1895.) NOAA blames the recent warm weather on a record-strength El Nino "and other climate patterns," most notably, global warming. As a whole, this winter in the lower 48 was about 4.6 degrees Fahrenheit warmer than the 20th century average: a sharp contrast to the previous back-to-back frigid polar vortex winters, especially in the Northeast. -
The Case Against Algebra
HughPickens.com writes: Dana Goldstein writes at Slate that political scientist Andrew Hacker proposes replacing algebra II and calculus in the high school and college with a practical course in statistics for citizenship. According to Hacker, only mathematicians and some engineers actually use advanced math in their day-to-day work and even the doctors, accountants, and coders of the future shouldn't have to master abstract math that they'll never need. For many math is often an impenetrable barrier to academic success. Algebra II, which includes polynomials and logarithms, and is required by the new Common Core curriculum standards used by 47 states and territories, drives dropouts at both the high school and college levels. Hacker's central argument is that advanced mathematics requirements, like algebra, trigonometry and calculus, are "a harsh and senseless hurdle" keeping far too many Americans from completing their educations and leading productive lives. "We are really destroying a tremendous amount of talent—people who could be talented in sports writing or being an emergency medical technician, but can't even get a community college degree," says Hacker. "I regard this math requirement as highly irrational." According to Hacker many of those who struggled through a traditional math regimen feel that doing so annealed their character while critics says that mathematics is used as a hoop, a badge, a totem to impress outsiders and elevate a profession's status. "It's not hard to understand why Caltech and M.I.T. want everyone to be proficient in mathematics. But it's not easy to see why potential poets and philosophers face a lofty mathematics bar. Demanding algebra across the board actually skews a student body, not necessarily for the better." -

When the repair involves a tractor's computer, it actually takes an army of copyright lawyers, dozens of representatives from U.S. government agencies, an official hearing, hundreds of pages of legal briefs, and nearly a year of waiting. Waiting for the Copyright Office to make a decision about whether people like me can repair, modify, or hack their own stuff. why do people need to ask permission to fix a tractor in the first place? It's required under the anti-circumvention section of the Digital Millennium Copyright Act. Even unlocking your cellphone required an act of Congress to make it legal. -
Gardasil Cleared of Anti-Vax Nonsense (slate.com)
New submitter Zane C. writes: A new study once again shows vaccines have no link with yet another batch of medical disorders. The vaccine in question is a relatively new HPV vaccine called Gardasil, mainly targeting preteens to reduce infection. Phil Plait has more on this, debunking anti-vax claims and explaining why you should receive the vaccine: "It’s another typical anti-vax call to arms due to a complete and gross misunderstanding of how reality works. To them, if something happens after something else, it was caused by that first thing. This is the classic post hoc, ergo propter hoc fallacy. But the Universe doesn’t work that way. And this kind of bad thinking has consequences. In the U.S. alone, 79 million people are infected with HPV. That’s more than a quarter of the entire population. Fourteen million new cases crop up every year. Gardasil can substantially cut those numbers back—it’s working, and working well, in the U.S. and Australia—but not if the fearmongering falsehoods by anti-vaxxers get traction." -
Why Won't T-Mobile Let Us Binge On All Of It?
Bennett Haselton writes: T-Mobile has been accused of violating Net Neutrality by providing "Binge On" plans that come with unlimited data, but only from select streaming websites such as Hulu and Netflix streamed at low-quality speeds (while excluding Youtube and Google Play). Why not just duck the whole net neutrality debate by providing Binge On as a medium-bandwidth pipe, which has a limited data streaming speed, but can stream at that speed from any website? Read on for more on this question, and T-Mobile's stilted rationale for its provider-specific system.Previously I had argued that any violations of Net Neutrality could not exist in a setting where the marketplace was (1) transparent and (2) competitive. Under conditions of transparency and competitiveness, if ISP X were providing Internet connections which blocked certain websites, then ISP Y could offer Internet connections at the same speed and the same price but without the browsing restrictions (competitiveness), and if users knew about this (transparency), they would all switch to ISP Y. (The exception would be if a provider blocks high-bandwidth sites in a scarce-bandwidth setting, e.g. when an in-flight wifi blocks Netflix. In this case it's not true that another provider could step in and provide the same service at the same cost with no filtering, so it's not a case of abusing monopoly power.)
So, the argument goes, any prolonged violation of Net Neutrality could only take place either due to lack of transparency (e.g., the board members of a major backbone provider silently blocking their downstream customers from reaching websites whose content they disagreed with -- yes, this really happened), or, lack of competition (the Comcast monopoly throttling BitTorrent and just generally sucking). So, the argument goes, anything that can survive only by exploiting those market-unfriendly conditions is a Bad Thing, and should be prohibited, by rules that require Net Neutrality for all content. Q.E.D.
But T-Mobile's Binge On service would appear to prove me dead wrong. There's no lack of transparency -- they freely admit that they provide unmetered data access only from certain whitelisted video providers (at downgraded speeds so that the video only plays in 480p quality). And there's no lack of competitiveness, with the Big 4 mobile providers pulling out all the stops to steal each other's customers. So why are normal market forces not having the expected result here?
In other words: Assuming that it would cost T-Mobile the same to provide a low-bandwidth unlimited-data connection to the entire Internet, (as opposed to a low-bandwidth unlimited-data connection to just their whitelisted sites), and given that customers would obviously prefer this, why would they not do that?
T-Mobile's official response is that they want to make sure that a video provider's content is "supported" -- so that T-Mobile can detect when video is streaming, and then request for the content provider to downgrade the video quality to 480p so that it uses less bandwidth. (Users still have the option of switching to high-resolution video, but then it counts against their monthly data quota.) This sounds at first like it makes sense, but there's something missing here -- why not just provide the Binge-On connection as a rate-limited connection, and let the streaming website detect the lower speed, and downgrade to lower-quality video automatically? This is in fact what happens with Youtube and Google Play video, if you try to stream from a connection that is only fast enough to support the lower-quality stream. If the connection is rate-limited, it's not possible for the video provider to stuff too much data into the user's connection and cause them to incur overage charges.
So, why not let Binge On users stream from any site, at the low-quality stream rate? In the best-case scenario, the third-party site will detect the user's slow connection and downgrade to low-quality video, as Youtube and Google Play can already do. In the worst-case scenario, if the streaming provider can't downgrade the stream, then it just won't play (unless the user plays the higher-bandwidth version that eats into their data plan) but then the user is no worse off than they are under Binge On's current implementation anyway.
I did hear back from T-Mobile's PR team, but our emails back and forth tended to go in circles. Repeatedly, they told me: The reason we have a whitelist is because those are the providers where we know we can automatically request for them to downgrade to low-res video. And repeatedly, I would say back: I understand that, but why not just provide Binge On as just a simple data pipe at a fixed low speed, and then any video provider will automatically be able to use Binge On if they can detect the low-speed connection and downgrade their video automatically? You can let users switch between a fixed low-speed pipe which doesn't count against the data quota, or a high-bandwidth pipe which does -- but why not let the low-speed pipe access all sites equally?
So, this is a genuinely puzzling question to me. Assuming it would not cost them anything additional for the Binge-On pipe to offer low-speed access to all video sites, why hasn't T-Mobile done this, and why haven't market forces more or less compelled them to do it? Before one of the other Big 3 providers swoops in and offers a low-speed unlimited data plan that works with all websites which are able to downgrade to low-res video?
Perhaps the explanation is that even in the mobile data industry, what looks like cutthroat "competition" is not actually that competitive. T-Mobile is stuck with the reputation of having coverage not quite as good as the other Big 3, so they've carved out niches in other ways -- calling themselves "the Un-carrier" and selling phones at full price without locking users into a contract, or offering pricey but really actually unlimited data plans (something none of the other Big 3 are doing yet). In their new niche, "unlimited data for $60/month as long as you can live with low-res video", there is currently no competition, and hence no competitive penalty for not broadening the service to include all video streaming sites. Can you think of a better answer?
If that's the case, then competitive forces may work, albeit slowly, as the other Big Three eventually offer some form of "unlimited data for low-speed content," and some of them will offer low-speed unmetered access to the entire Internet, and then all of them will have to follow suit in order to remain competitive. In the meantime, Binge On customers can get their favorite shows on Hulu with no data overages, but cannot do the same thing on Google Play. This will annoy and even outrage some people, but it's also a reminder that "market forces" do not necessarily solve the problems that Net Neutrality legislation is intended to solve -- at least, not very quickly.

According to new research from Carnegie Mellon University, following the USDA recommendations to consume more fruits, vegetables, dairy and seafood is more harmful to the environment because those foods have relatively high resource uses and greenhouse gas emissions per calorie. "There's a complex relationship between diet and the environment," Ph.D. student Michelle Tom said. "What is good for us health-wise isn't always what's best for the environment. That's important for public officials to know and for them to be cognizant of these tradeoffs as they develop or continue to develop dietary guidelines in the future." As you might suspect some find the study dubious at best. -
Go To Jail For Visiting a Web Site? Top Law Prof Talks Up the Idea (slate.com)
David Rothman writes: Eric Posner, the fourth most-cited law professor in the U.S., says the government may need to jail you if you even visit an ISIS site after enough warnings. He says, "Never before in our history have enemies outside the United States been able to propagate genuinely dangerous ideas on American territory in such an effective way—and by this I mean ideas that lead directly to terrorist attacks that kill people. The novelty of this threat calls for new thinking about limits on freedom of speech.
The law would provide graduated penalties. After the first violation, a person would receive a warning letter from the government; subsequent violations would result in fines or prison sentences. The idea would be to get out the word that looking at ISIS-related websites, like looking at websites that display child pornography, is strictly forbidden" There would be exemptions for Washington-blessed journalists and others. Whew! Alas, this man isn't Donald Trump — he is a widely respected University of Chicago faculty member writing in Slate. -

Fake Bomb Detector, Blamed For Hundreds of Deaths, Is Still In Use
HughPickens.com writes: Murtaza Hussain writes at The Intercept that although it remains in use at sensitive security areas throughout the world, the ADE 651 is a complete fraud and the ADE-651's manufacturer sold it with the full knowledge that it was useless at detecting explosives. There are no batteries in the unit and it consists of a swivelling aerial mounted to a hinge on a hand-grip. The device contains nothing but the type of anti-theft tag used to prevent stealing in high street stores and critics have likened it to a glorified dowsing rod.
The story of how the ADE 651 came into use involves the 2003 U.S. invasion of Iraq. At the height of the conflict, as the new Iraqi government battled a wave of deadly car bombings, it purchased more than 7,000 ADE 651 units worth tens of millions of dollars in a desperate effort to stop the attacks. Not only did the units not help, the device actually heightened the bloodshed by creating "a false sense of security" that contributed to the deaths of hundreds of Iraqi civilians. A BBC investigation led to a subsequent export ban on the devices.
The device is once again back in the news as it was reportedly used for security screening at hotels in the Egyptian resort city of Sharm el-Sheikh where a Russian airliner that took off from that city's airport was recently destroyed in a likely bombing attack by the militant Islamic State group. Speaking to The Independent about the hotel screening, the U.K. Foreign Office stated it would "continue to raise concerns" over the use of the ADE 651. James McCormick, the man responsible for the manufacture and sale of the ADE 651, received a 10-year prison sentence for his part in manufacture of the devices, sold to Iraq for $40,000 each. An employee of McCormick who later became a whistleblower said that after becoming concerned and questioning McCormick about the device, McCormick told him the ADE 651 "does exactly what it's designed to. It makes money." -
What the Sony Hack Looked Like To Employees (slate.com)
An anonymous reader writes: The cyber attack on Sony was one of the highest profile hacks in the past several years. Slate tracked down two dozen people who worked there at the time, and asked them what it was like on the inside while it was happening. Quoting: "The telephone directory vanished. Voicemail was offline. Computers became bricks. Internet access on the lot was shuttered. The cafeteria went cash-only. Contracts—and the templates those contracts were based on—disappeared. Sony's online database of stock footage was unsearchable. It was near impossible for Sony to communicate directly with its employees—much less ex-employees, who were also gravely affected by the hack—to inform them of what was even happening and what to do about it. 'It was like moving back into an earlier time,' one employee says." Some employees had their workloads doubled, some had nothing to do. While the hack brought the company together at the beginning, it eventually descended into recriminations and lawsuits. -
Crime Lab Scandals Just Keep Getting Worse (slate.com)
Many people are convicted in American courts on the basis of drug lab analysis. Just how accurate or accountable are the people and labs? schwit1 writes with an excerpt that gives a good reminder of how people can land in jail based on fake data, with the example (an outlier, surely) of Annie Dookhan, a chemist who worked at a Massachusetts state lab drug. Dookhan was sentenced in 2013 to at least three years in prison, after pleading guilty in 2012 to having falsified thousands of drug tests. Among her extracurricular crime lab activities, Dookhan failed to properly test drug samples before declaring them positive, mixed up samples to create positive tests, forged signatures, and lied about her own credentials. Over her nine-year career, Dookhan tested about 60,000 samples involved in roughly 34,000 criminal cases. Three years later, the state of Massachusetts still can't figure out how to repair the damage she wrought almost single-handedly. -
Mysteriously Variable Star Causes Speculation About Dyson Sphere (slate.com)
gurps_npc writes: Phil Plait just wrote an interesting article about a star that is extremely variable. We generally look for cyclical, minute (1%) variations in star light to detect planets. But we found one that has a variation in starlight of over 20%. We don't have a very good explanation for this, and some people are speculating that such variation could be caused by a civilization building a Dyson Sphere around the star. From the article: "Such a sphere would be dark in visible light, but emit a lot of infrared. People have looked for them, but we've never seen one (obviously). Which brings us back to KIC 8462852 (PDF). What if we caught an advanced alien civilization in the process of building such an artifact? Huge panels (or clusters of them) hundreds of thousands of kilometers across, and oddly-shaped, could produce the dips we see in that star's light." Plait says it's overwhelmingly unlikely, but interesting nonetheless. -
Selfies Kill More People Than Shark Attacks
HughPickens.com writes: The Independent reports that so far this year more people have died while trying to take a 'selfie' than from shark attacks. So far, 12 people have lost their life while trying to take a photo of themselves but the number of people who have died as a result of a shark attack was only eight. Some recent selfie-fatalities: A 66-year-old tourist from Japan recently died after falling down some stairs while trying to take a photo at the Taj Mahal in India, a Mississippi woman was gored to death by a bison while visiting Yellowstone National Park, and in August a man trying to take a selfie was gored to death during a running of the bulls in Villaseca de la Sagra, Spain. Some groups have been trying to get on top of the wave. In June Disney banned selfie sticks in its amusement parks. And foreseeing the selfie crisis in a very specific way, New York State passed a bill in June 2014 to prohibit people from having their photo taken (or taking it themselves) while "hugging, patting or otherwise touching tigers." -
How Wind and Politics Pushed the Price of Texas Electricity Below Zero
Slate dissects the strange circumstances that led the price of electricity in Texas to briefly dip not just to zero, but into negative territory, reaching at one point negative $8.52 per megawatt hour. Why? A combination of being an "electricity island" with only weak ties to the surrounding state's grids; strong wind in a state that's sprouted thousands of windmills; and infrastructure design that means the only real buyer for most electricity producers' output is ERCOT, the Electric Reliability Council of Texas. (One of the comments attached to the story notes that Texas is not completely isolated from the national grid, but it's still markedly isolated.) A slice: Demand fell—at 4 a.m., the amount of electricity needed in the state was about 45 percent lower than the evening peak. The wind was blowing consistently—much later in the day Texas would establish a new instantaneous wind generation record. At 3 a.m., wind was supplying about 30 percent of the state’s electricity, as this daily wind integration report shows. And because the state is an electricity island, all the power produced by the state’s wind farms could only be sold to ERCOT, not grids elsewhere in the country. -
You Don't Have To Be Good At Math To Learn To Code
HughPickens.com writes: Olga Khazan writes in The Atlantic that learning to program involves a lot of Googling, logic, and trial-and-error—but almost nothing beyond fourth-grade arithmetic. Victoria Fine explains how she taught herself how to code despite hating math. Her secret? Lots and lots of Googling. "Like any good Google query, a successful answer depended on asking the right question. "How do I make a website red" was not nearly as successful a question as "CSS color values HEX red" combined with "CSS background color." I spent a lot of time learning to Google like a pro. I carefully learned the vocabulary of HTML so I knew what I was talking about when I asked the Internet for answers." According to Khazan while it's true that some types of code look a little like equations, you don't really have to solve them, just know where they go and what they do. "In most cases you can see that the hard maths (the physical and geometry) is either done by a computer or has been done by someone else. While the calculations do happen and are essential to the successful running of the program, the programmer does not need to know how they are done." Khazan says that in order to figure out what your program should say, you're going to need some basic logic skills and you'll need to be skilled at copying and pasting things from online repositories and tweaking them slightly. "But humanities majors, fresh off writing reams of term papers, are probably more talented at that than math majors are." -
When Should Cops Be Allowed To Take Control of Self-Driving Cars?
HughPickens.com writes: A police officer is directing traffic in the intersection when he sees a self-driving car barreling toward him and the occupant looking down at his smartphone. The officer gestures for the car to stop, and the self-driving vehicle rolls to a halt behind the crosswalk. This seems like a pretty plausible interaction. Human drivers are required to pull over when a police officer gestures for them to do so. It's reasonable to expect that self-driving cars would do the same. But Will Oremus writes that while it's clear that police officers should have some power over the movements of self-driving cars, what's less clear is where to draw the line. Should an officer be able to do the same if he suspects the passenger of a crime? And what if the passenger doesn't want the car to stop—can she override the command, or does the police officer have ultimate control?
According to a RAND Corp. report on the future of technology and law enforcement "the dark side to all of the emerging access and interconnectivity (PDF) is the risk to the public's civil rights, privacy rights, and security." It added, "One can readily imagine abuses that might occur if, for example, capabilities to control automated vehicles and the disclosure of detailed personal information about their occupants were not tightly controlled and secured." -
Calls For Funding NASA Commercial Crew Grow
MarkWhittington writes: As summer starts to give way to fall and the end of the current fiscal year draws nigh, demands that NASA's commercial crew program be fully funded are being heard with greater frequency and urgency. Astronaut Scott Kelly took time off from his year-long sojourn on the International Space Station to entreat Congress to pony up. IO9 was a little more caustic, stating "Dammit, Congress: Just Buy NASA its Own Space Taxi, Already." Monday, Slate became the latest media outlet to take up the cause
The situation is depressingly familiar to those who have followed the fortunes of the space program since the Apollo moon landings. When President Obama started the commercial crew program in 2010, NASA estimated that it would take a certain amount of money to get government funded and commercially operated spacecraft running by 2015. Then the space agency would no longer be dependent on Russia for rides to the International Space Station.
Congress has decided to allocate less money than NASA feels it needed for commercial crew. This situation is not unusual, as Congress often does this to space projects. However, the politics surrounding the creation of the commercial crew program, which featured the abrupt cancellation of the Constellation space exploration program, has exacerbated the conflict between NASA's will and Congress' won't. President Obama did not consult Congress when he cancelled President Bush's return to the moon program. Congress has displeased ever since. -
Virginia Ditches 'America's Worst Voting Machines'
Geoffrey.landis writes: Computerized voting machines are bad news in general, but the WINVote machines used in Virginia might just have earned their reputation as the most insecure voting machine in America. They feature Wi-Fi that can't be turned off (protected, however, with a WEP password of "abcde"), an unencrypted database, and administrative access with a hardcoded password of "admin." According to security researcher Jeremy Epstein, if the machines weren't hacked in past elections, "it was because nobody tried." But with no paper trail, we'll never know.
Well, after ignoring the well-documented problems for over a decade, Virginia finally decided to decommission the machines... after the governor had problems with the machines last election and demanded an investigation. Quoting: "In total, the vulnerabilities investigators found were so severe and so trivial to exploit, Epstein noted that 'anyone with even a modicum of training could have succeeded' in hacking them. An attacker wouldn't have needed to be inside a polling place either to subvert an election... someone 'within a half mile with a rudimentary antenna built using a Pringles can could also have attacked them.'" -
Wikipedia Founder Jimmy Wales Is Now Chairing Lessig's Presidential Bid
Funksaw sends a followup to Tuesday's news that Lawrence Lessig is pondering a presidential campaign: Wikipedia founder Jimmy Wales is now chairing the committee for Lessig's campaign. Wales said, "Larry's run for President is different. He's crowdfunding his campaign instead of seeking out rich donors. He's showing people that we can change the rigged political system. ... The Internet community came together to fight back against SOPA and we were successful. Now we’re behind Lessig to fight for citizen equality." Lessig's goal is to raise a million dollars by September 7, and they're already at roughly $300,000. Relatedly, Newsweek had a brief interview with Lessig over his potential campaign, and Eric Posner wrote an insightful piece about it at Slate. -
Time Runs Out On Sweden's Sexual Assault Charges Against Julian Assange
As the Guardian and many other sources report, the clock has run out on the three 2010 charges of sexual assault on which Swedish authorities had hoped try Wikileaks founder Julian Assange. Assange has been waiting out those charges since 2012 in London, inside the Ecuadorian embassy, claiming that he feared extradition to the U.S. in connection to this Wikileaks work if he were first extradicted to Sweden. He was recently rebuffed after suggesting that he'd be interested in living in France as a political refugee. The linked Guardian story notes that the expiry of the Swedish prosecutors' time doesn't mean that Assange is no longer under scrutiny, as does CNN. -
Pictures of a Comet From 9 Meters Away
An anonymous reader writes: Back in November, the European Space Agency triumphantly put a lander on the surface of a comet and then tragically lost contact with it when it failed to anchor and couldn't harvest enough energy to stay operational. In June, the lander awoke and for a short time was able to send more data back. Now the ESA has published a bunch of pictures and scientific papers about the data gleaned from Philae's short windows of activity, including images of its descent to the surface. Phil Plait summarizes and analyzes the release. The most impressive image is from a mere 9 meters over the surface of comet 67P/Churyumov-Gerasimenko. An animated gif shows the lander's descent near the surface through a handful of pictures. Two shots of the same area from the Rosetta probe show where Philae bounced off the surface, ejecting an estimated 180kg of material in the process. It's a fascinating, close-up look at a very distant and unusual world. -
Don't Bring Your Drone To New Zealand
NewtonsLaw writes: Personal drones are changing the way some people experience vacations. Instead of toting along a camcorder or a 35mm DSLR, people are starting pack a GoPro and, increasingly, a drone on which to mount it. This is fine if you're going to a drone-friendly country, but be warned that your drone will get you into big trouble in Thailand (where all use of drones by the public is banned outright) and now in New Zealand, where strict new laws regarding the operation of drones (and even tiny toys like the 20g Cheerson CX10) come into effect on August 1.
Under these new rules, nobody can operate a drone or model aircraft without getting the prior consent of the owner over which property it is intended to fly — and (this is the kicker) also the permission of the occupiers of that property. So you can effectively forget about flying down at the local park, at scenic locations or just about any public place. Even if you could manage to get the prior permission of the land-owner, because we're talking "public place," you'd also have to get the permission of anyone and everyone who was also in the area where you intended to fly.
Other countries have produced far more sane regulations — such as limiting drone and RC model operators to flying no closer than 30m from people or buildings — but New Zealand's CAA have gone right over the top and imposed what amounts to a virtual death-sentence on a hobby that has provided endless, safe fun for people of all ages for more than 50 years. Of course if you are prepared to pay a $600 fee to become "Certified" by CAA then the restrictions on where you can fly are lifted and you don't need those permissions. -
Google Staffers Share Salary Info With Each Other; Management Freaks
Nerval's Lobster writes: Imagine a couple of employees at your company create a spreadsheet that lists their salaries. They place the spreadsheet on an internal network, where other employees soon add their own financial information. Within a day, the project has caught on like wildfire, with people not only listing their salaries but also their bonuses and other compensation-related info. While that might sound a little far-fetched, that's exactly the scenario that recently played out at Google, according to an employee, Erica Baker, who detailed the whole incident on Twitter. While management frowned upon employees sharing salary data, she wrote, "the world didn't end everything didn't go up in flames because salaries got shared." For years, employees and employers have debated the merits (and drawbacks) of revealing salaries. While most workplaces keep employee pay a tightly guarded secret, others have begun fiddling with varying degrees of transparency, taking inspiration from studies that have shown a higher degree of salary-related openness translates into happier workers. (Other studies (PDF) haven't suggested the same effect.) Baker claims the spreadsheet compelled more Google employees to ask and receive "equitable pay based on data in the sheet." -
The Frozen Plains of Pluto's 'Heart'
New Horizons has sent back new images of Pluto, including a close-up view of the "Tombaugh Regio," which resembles a giant, pale heart stretching 1,600 km across the dwarf planet's surface. The new images show a broad plain free of any craters, broken into irregular segments by shallow troughs. Scientists don't know how they formed, but here are two leading theories: "The irregular shapes may be the result of the contraction of surface materials, similar to what happens when mud dries. Alternatively, they may be a product of convection, similar to wax rising in a lava lamp." This image comes alongside new data on Pluto's extended atmosphere.
NASA has released other new findings from the Pluto region, as well. Pluto is trailed by a region of cold, ionized gas ripped away from its atmosphere by the solar wind. We've also gotten a close look at Charon, Pluto's biggest moon. One unusual feature is a sizable mountain rising from an even larger depression in the moon's surface. On top of that, NASA has released the first look at Nix, a tiny satellite of Pluto roughly 40 km in diameter. The image is highly pixelated, but we should get a better image tomorrow, during New Horizon's Saturday downlink. The NY Times has a gallery of images, which also includes pictures of Hydra (another small moon) and a different shot of the Pluto's plains area. -

The deal, which President Obama had long sought as the biggest diplomatic achievement of his presidency, culminates 20 months of negotiations.' Not everyone approves. -
J.J. Abrams On "Star Wars" Cast's Racial and Sexual Diversity
Yesterday at Comic-Con, director J.J. Abrams held forth on the racial and sexual diversity of the actors portraying the characters of the Star Wars franchise. From CNET's article: For Star Wars, it's a complex debate. The franchise has included prominent and strong female characters, like Princess Leia, as well as central characters played by black actors, such as Cloud City administrator Lando Calrissian, played by Billy Dee Williams, and Jedi Mace Windu, played by Samuel L. Jackson. On the other hand, Jar Jar Binks, a computer-generated alien in 1999's "Star Wars Episode I: The Phantom Menace," drew fire from some critics, who said he called to mind demeaning black film characters such as those played by Stepin Fetchit in the 1930s. 'Warm Neptune' Exoplanets May Have Lots of Helium

Throughout the galaxy, astronomers have been finding exoplanets they call "warm Neptunes" — bodies about the size of Neptune, but which orbit their parent star more closely than Mercury orbits the Sun. When astronomers looked at spectra for these planets, they found something surprising: no methane signature (PDF). Methane is made of carbon and hydrogen, and it's generally assumed that most large, gaseous planets will have a lot of hydrogen. But this class of exoplanet, being significantly smaller than, say, Jupiter, may not have the mass (and thus the gravity) to hold on to its hydrogen when it's heated by the close proximity to the star. The result is that the atmosphere may be largely made up of helium instead. If so, the planet would look oddly colorless to our eyes, very unlike the planets in our solar system. -

Elon Musk Establishes a Grade School
HughPickens.com writes with news that Elon Musk has established "Ad Astra," a small, private school for grade-school-age kids. His goal for the school is to eliminate actual differences between the grades. The school had only 14 students for the past year, but will likely expand to 20 next September. Musk says, "It's important to teach problem solving, or teach to the problem and not the tools." As an example, he says teaching kids about tools should be more about taking an engine apart and learning about neccessary tools as the need arises, rather than just dumping information on them about a bunch of tools in an abstract way. "Musk's approach to delete grade level numbers and focus on aptitude may take the pressure off non-linear students and creates a more balanced assessment of ingenuity." -
Greenland's Glaciers Develop Stretch Marks As They Accelerate
New submitter dywolf writes: NASA-run Operation IceBridge has been monitoring and mapping ice sheets for the past eight years. They develop these maps in 3D using laser equipped aircraft to measure ice thickness. As glaciers reach the coast, they begin to accelerate, which causes crevasses to appear, which are essentially stretchmarks in the glacial strata. While a natural part of glaciers as they travel to sea, the glaciers of Greenland have increased in speed by 30% in the past decade. Jakobshavn Isbrae is Greenland's fastest glacier, and is now moving four times faster than it did 20 years ago. -
Hubble Turns 25
Taco Cowboy points out that the Hubble Space Telescope turns 25 today. Hubble was launched on April 24, 1990, aboard the Space Shuttle Discovery from Kennedy Space Center, Florida. Currently, it is flying about 340 miles over the Earth and circling us every 97 minutes. While the telescope itself is not really much to look at, that silver bucket is pure gold for astronomers. Scientists have used that vantage point to make ground-breaking observations about planets, stars, galaxies and to reveal parts of our universe we didn't know existed. The telescope has made more than a million observations and astronomers have used Hubble data in more than 12,700 scientific papers, "making it one of the most productive scientific instruments ever built," according to NASA. ... NASA aims to keep Hubble operating through at least 2020 so that it can overlap with its successor. The James Webb Space Telescope is due to launch in October 2018 and begin observations in mid-2019. NASA celebrated by releasing a new, epic image from Hubble titled "Celestial Fireworks." It is accompanied by an impressive flythrough video. Columbia University Doctors Ask For Dr. Mehmet Oz's Dismissal
circletimessquare writes Dr. Mehmet Oz serves as vice chairman of Columbia University Medical Center's department of surgery. He is a respected cardiothoracic surgeon but his television show has been accused of pushing snake oil. Now other doctors at Columbia University want Dr. Oz kicked off the medical school faculty. Dr. Oz has responded on his Facebook account: "I bring the public information that will help them on their path to be their best selves. We provide multiple points of view, including mine which is offered without conflict of interest. That doesn't sit well with certain agendas which distort the facts. For example, I do not claim that GMO foods are dangerous, but believe that they should be labeled like they are in most countries around the world." In their letter, the doctors accuse Dr. Oz of quackery: "Dr. Oz has repeatedly shown disdain for science and for evidence-based medicine, as well as baseless and relentless opposition to the genetic engineering of food crops. Worst of all, he has manifested an egregious lack of integrity by promoting quack treatments and cures in the interest of personal financial gain." -
Daredevil TV Show Debuts; Early Reviews Positive
An anonymous reader writes: Daredevil has been a staple of Marvel's superhero lineup since the 1960s. But Daredevil's most recent on-screen legacy was a terrible film in 2003 starring Ben Affleck. Since then, Marvel has gotten a lot better at adapting comics to the big and small screen. Yesterday saw the debut of a new Daredevil television series. It's a Netflix original, which means the whole first season went up at once. Early reviews of the show are quite complimentary. Slate praises the acting, and adds, "Daredevil is a bloody show that also bleeds: It has more interest in human bodies than much recent Marvel fare, and more interest in human beings as well. It's remarkably patient, resisting the urge to tell its viewers everything at once, a restraint largely enabled by the binge-y sprawl of the Netflix format." Ars Technica says the violence can be a bit over-the-top at times, but praises how the choreography and cinematography reflect the main character's blindness. The Verge simply says Daredevil raises the bar for superhero television, even though many new shows have found success recently. -
SeaWorld and Others Discover That a Hashtag Can Become a Bashtag
HughPickens.com writes Alison Griswold writes that in an effort to improve its tanking image, SeaWorld launched a new advertising campaign this week to educate the public about its "leadership in the care of killer whales" and other work to protect whales in captivity and in the wild. As part of that head-on initiative, someone at SeaWorld decided to invite Twitter users to pose their questions to the company directly using the hashtag #AskSeaWorld. That was not a good idea as twitter users bashed Sea World relentlessly.. "As easy as it is to make fun of SeaWorld here, the real question is why any company still thinks hosting an open Twitter forum could be good for public relations," writes Griswold. "So maybe SeaWorld's social and PR folks just really have no idea what they're doing. Even so, you'd think they'd have learned from the corporate failures before them."
Let's review some of the times this has backfired, starting with the infamous McDonald's #McDStories Twitter campaign of January 2012. Rather than prompting customers to share their heart-warming McDonald's anecdotes, the hashtag gave critics a highly visible forum to share their top McDonald's horror stories. MacDonalds pulled the campaign within two hours but they discovered that crowd-sourced campaigns are hard to control. Three years later the #McDStories hashtag is still gathering comments. "Twitter Q&As are a terrible idea.," concludes Griswold. "A well-meaning hashtag gives critics an easy way to assemble and voice their complaints in a public forum. Why companies still try them is a great mystery. Maybe they'll all finally learn from SeaWorld and give this one horrible PR trick up for good." -
How 'Virtual Water' Can Help Ease California's Drought
HughPickens.com writes Bill Davidow And Michael S. Malone write in the WSJ that recent rains have barely made a dent in California's enduring drought, now in its fourth year. Thus, it's time to solve the state's water problem with radical solutions, and they can begin with "virtual water." This concept describes water that is used to produce food or other commodities, such as cotton. According to Davidow and Malone, when those commodities are shipped out of state, virtual water is exported. Today California exports about six trillion gallons of virtual water, or about 500 gallons per resident a day. How can this happen amid drought? The problem is mispricing. If water were priced properly, it is a safe bet that farmers would waste far less of it, and the effects of California's drought—its worst in recorded history—would not be so severe. "A free market would raise the price of water, reflecting its scarcity, and lead to a reduction in the export of virtual water," say Davidow and Malone. "A long history of local politics, complicated regulation and seemingly arbitrary controls on distribution have led to gross inefficiency."
For example, producing almonds is highly profitable when water is cheap but almond trees are thirsty, and almond production uses about 10% of California's total water supply. The thing is, nuts use a whole lot of water: it takes about a gallon of water to grow one almond, and nearly five gallons to produce a walnut. "Suppose an almond farmer could sell real water to any buyer, regardless of county boundaries, at market prices—many hundreds of dollars per acre-foot—if he agreed to cut his usage in half, say, by drawing only two acre-feet, instead of four, from his wells," say the authors. "He might have to curtail all or part of his almond orchard and grow more water-efficient crops. But he also might make enough money selling his water to make that decision worthwhile." Using a similar strategy across its agricultural industry, California might be able to reverse the economic logic that has driven farmers to plant more water-intensive crops. "This would take creative thinking, something California is known for, and trust in the power of free markets," conclude the authors adding that "almost anything would be better, and fairer, than the current contradictory and self-defeating regulations." -
Politics Is Poisoning NASA's Ability To Do Science

As expected when we heard that Ted Cruz would be made head of the committee in charge of NASA's funding, the Texas senator is pushing hard for NASA to stop studying Earth itself. Plait writes, "Over the years, NASA has had to beg and scrape to get the relatively small amount of money it gets—less than half a percent of the national budget—and still manages to do great things with it. Cruz is worried NASA's focus needs to be more on space exploration. Fine. Then give them enough money to do everything in their charter: Explore space, send humans there, and study our planet. Whether you think climate change is real or not—and it is— telling NASA they should turn a blind eye to the environment of our own planet is insanity." He concludes, "[T]he politics of funding a government agency is tying NASA in knots and critically endangering its ability to explore." -
Ask Slashdot: Why Does Science Appear To Be Getting Things Increasingly Wrong?
azaris writes: Recent revelations of heavily policy-driven or even falsified science have raised concern in the general public, but especially in the scientific community itself. It's not purely a question of political or commercial interference either (as is often claimed when it comes to e.g. climate research) — scientists themselves are increasingly incentivized to game the system for improved career prospects, more funding, or simply because they perceive everyone else to do it, too. Even discounting outright fraud or manipulation of data, the widespread use of methodologies known to be invalid plagues many fields and is leading to an increasing inability to reproduce recent findings (the so-called crisis of reproducibility) that puts the very basis of our reliance on scientific research results at risk. Of course, one could claim that science is by nature self-correcting, but the problem appears to be getting worse before it gets better.
Is it time for more scientists to speak out openly about raising the level of transparency and honesty in their field? -

Unearthing Fraud In Medical Trials

So when NYU professor Charles Seife found out the FDA is not forthcoming about misconduct in the scientific trials it oversees, he and his class set out to bring it to light. As a result, nobody ever finds out which data is bogus, which experiments are tainted, and which drugs might be on the market under false pretenses. The FDA has repeatedly hidden evidence of scientific fraud not just from the public, but also from its most trusted scientific advisers, even as they were deciding whether or not a new drug should be allowed on the market. Even a congressional panel investigating a case of fraud regarding a dangerous drug couldn't get forthright answers." Seife suggests the FDA is trapped in a co-dependent relationship with the pharmaceutical industry, and needs strong legislative support to end its bad behavior. -
Peak Google: The Company's Time At the Top May Be Nearing Its End

Although Google has spent considerable resources inventing technologies for the future, it has failed to turn many of its innovations into new moneymakers. According to Manjoo, as smartphones eclipse laptop and desktop computers to become the planet's most important computing devices, the digital ad business is rapidly changing and Facebook, Google's archrival for advertising dollars, has been quick to profit from the shift. Here's why: The advertising business is split, roughly, into two. On one side are direct-response ads meant to induce an immediate purchase: Think classifieds, the Yellow Pages, catalogs or Google's own text-based ads running alongside its search results. But the bulk of the ad industry is devoted to something called brand ads, the ads you see on television and print magazines that work on your emotions in the belief that, in time, your dollars will follow. "Google doesn't create immersive experiences that you get lost in," says Ben Thompson. "Google creates transactional services. You go to Google to search, or for maps, or with something else in mind. And those are the types of ads they have. But brand advertising isn't about that kind of destination. It's about an experience." According to Thompson the future of online advertising looks increasingly like the business of television and is likely to be dominated by services like Facebook, Snapchat or Pinterest that keep people engaged for long periods of time and whose ads are proving to be massively more effective and engaging than banner advertisements.
In less than five years, Facebook has also built an enviable ad-technology infrastructure, a huge sales team that aims to persuade marketers of the benefits of Facebook ads over TV ads, and new ways for brands to measure how well their ads are doing. These efforts have paid off quickly: In 2014 Facebook sold $11.5 billion in ads, up 65 percent over 2013. Google will still make a lot of money if it doesn't dominate online ads the way it does now. But it will need to find other businesses to keep growing. This is why Google is spending on projects like a self-driving car, Google Glass, fiber-optic lines in American cities, space exploration, and other audacious innovations that have a slim chance of succeeding but might revolutionize the world if they do. But the far-out projects remind Thompson of Microsoft, which has also invested heavily in research and development, and has seen little return on its investments. "To me the Microsoft comparison can't be more clear. This is the price of being so successful — what you're seeing is that when a company becomes dominant, its dominance precludes it from dominating the next thing. It's almost like a natural law of business." -
Canadian Climate Scientist Wins Defamation Suit Against National Post
Layzej writes A leading Canadian climate scientist has been awarded $50,000 in a defamation suit against The National Post newspaper. Andrew Weaver sued the Post over four articles published between December 2009 and February 2010. The articles contain "grossly irresponsible falsehoods that have gone viral on the Internet," and they "poison" the debate over climate change, Weaver asserted in a statement at the time the suit was filed. The judge agreed, concluding "the defendants have been careless or indifferent to the accuracy of the facts. As evident from the testimony of the defendants, they were more interested in espousing a particular view than assessing the accuracy of the facts."
This is the first of several law suits launched by climate scientists against journalists who have published alleged libels and falsehoods. Climate scientist Ben Santer suggests the following explanation for these types of defamations: "if you can't attack the underlying science, you go after the scientist." -
New Jersey Gov. Christie: Parents Should Have Choice In Vaccinations
kwyjibo87 writes: New Jersey Governor and self-appointed public health expert Chris Christie weighed in on the public debate over whether or not parents should have a choice in vaccinating their children, telling reporters in the U.K., "I also understand that parents need to have some measure of choice in things as well, so that's the balance that the government has to decide." He added, "Not every vaccine is created equal and not every disease type is as great a public health threat as others." These statements from Gov. Christie follow President Obama commenting in an interview with NBC: "There is every reason to get vaccinated — there aren't reasons to not."
Gov. Christie quickly backpedaled on his "vaccine choice" comments, with the Governor's office stating, "The Governor believes vaccines are an important public health protection and with a disease like measles there is no question kids should be vaccinated," but amending: "At the same time different states require different degrees of vaccination, which is why he was calling for balance in which ones government should mandate." -
Police Stations Increasingly Offer Safe Haven For Craigslist Transactions

This follows a trend begun by police stations in Virginia Beach, East Chicago and Boca Raton. Internet listings like Craigslist are, of course, a quick and convenient way to buy, sell, barter, and generally deal with junk. But tales of Craigslist-related assaults, robberies, and murders where victims are lured to locations with the promise of a sale, aren't uncommon. Also, an item being sold could be broken or fake, and the money being used to buy it could be counterfeit.
"Transactions should not be conducted in secluded parking lots, behind a building, in a dark location especially when you're dealing with strangers. Someone you've never met before – you have no idea what their intentions are – whether they have evil intent or the best of intentions," says Officer James Cason Jr. With surveillance cameras running 24 hours a day, plus the obvious bonus of a constant police presence, meeting in the lobby of the police department can help weed out people trying to rip others off. "People with stolen items may not want to meet at the police department," says Bryana Maupin. -
Fixing Verizon's Supercookie
New submitter ferro lad sends a story about Verizon's so-called supercookie, a unique identifier they add to web traffic going across their network to help advertisers target their ads better. A new article at Slate demonstrates how Verizon could fix the identifier so that ad companies would have a harder time misusing it — something they've already been shown to do. "...with just a tiny amount of effort, Verizon could maintain its current business while substantially preventing the misuse of its UID headers." Of course, for privacy-conscious users, the ability to get rid of them altogether would be preferable. Fortunately, Verizon now says users will soon have the ability to opt out of the identifiers. Previously, users could opt out of having their data shared with advertisers, but the unique identifier itself remained with their web traffic. It's not a complete solution — the tracking should be opt-in to begin with — but it's a step in the right direction. -

To Avoid Detection, Terrorists Made Messages Seem Like Spam
HughPickens.com writes: It's common knowledge the NSA collects plenty of data on suspected terrorists as well as ordinary citizens, but the agency also has algorithms in place to filter out information that doesn't need to be collected or stored for further analysis, such as spam emails. Now Alice Truong reports that during operations in Afghanistan after 9/11, the U.S. was able to analyze laptops formerly owned by Taliban members. According to NSA officer Michael Wertheimer, they discovered an email written in English found on the computers contained a purposely spammy subject line: "CONSOLIDATE YOUR DEBT."
According to Wertheimer, the email was sent to and from nondescript addresses that were later confirmed to belong to combatants. "It is surely the case that the sender and receiver attempted to avoid allied collection of this operational message by triggering presumed "spam" filters (PDF)." From a surveillance perspective, Wertheimer writes that this highlights the importance of filtering algorithms. Implementing them makes parsing huge amounts of data easier, but it also presents opportunities for someone with a secret to figure out what type of information is being tossed out and exploit the loophole. -
LAPD Orders Body Cams That Will Start Recording When Police Use Tasers
HughPickens.com writes: Lily Hay Newman reports that the LAPD has ordered 3,000 Tasers which, when discharged, will automatically activate cameras on officers' uniforms, creating visual records of incidents at a time of mounting concern about excessive force by U.S. law enforcement officers. The new digital Taser X26P weapons record the date, time, and duration of firing, and whether Taser wires actually strike suspects and how long the thousands of volts of electricity pulse through them. "This technology gives a much better picture of what happens in the field," says Steve Tuttle.
The idea of using a Taser discharge as a criterion for activating body cams is promising, especially as more and more police departments adopt body cams and struggle to establish guidelines for when they should be on or off. Police leadership — i.e., chiefs and upper management — is far more supportive of the technology and tends to view body-worn cameras as a tool for increasing accountability and reducing civil liability. On the other hand, the patrol officer culture is concerned that the technology will be an unfair intrusion into their routine activities — for instance, it might invite over-managing minor policy violations. "In addition to these new Taser deployments, we plan to issue a body-worn camera and a Taser device to every officer," says Police Chief Charlie Beck. "It is our goal to make these important tools available to every front line officer over the next few years."
