    No... Salaries are determined the same way in Canada as they are in the US. Offer and demand. More educated people and fewer jobs requiring them => salaries lower than in the US.

    No if you are talking about disposable income, that's another story... Taxes of all kind (income taxes, municipal taxes, sales taxes...) gnaw at about 60%-70% of your income if you are in the middle class.

    One big factor in this are the unionized workers working for the government. These guys get paid crazy money for little (and sometimes no) work. These unions are well entranched and can influence the next election (by their number of voters), so nobody wants to piss them off by cutting their salary to a level proportional to their qualifications.

    I used to think that was the reason my ideas were always rejected at work (whenever I'd suggest an open source alternative to commercial products). Now I just realize that the people on top of me don't want to be obsoleted and want to keep business as usual.

    The risk factor always come up, but the real reason is that managers don't like it when they understand something less than their personnel. It's a way to keep control and maintain their relevance to a project.

    4. Another party tested one of their suitcase nuke in Korea making it look like NK tested something.

    4.a. The other party is a terrorist organization. This gives them a testing opportunity while making NK suspect a US intervention. The US thinks NK is testing a nuke. Overall, this inflates the stalemate.

    4.b. The other party is the US. They blast one of their suitcase nuke, taking out NK millitary installations and get to claim the NK was testing something or had an accident (Which they have not so far)

    Overall, I think 4.a is plausible, and would explain why everybody is prudent about claiming anything. I mean, it's an actual treat, so it's always better to keep it quiet consistently with Bush's policies.
