My Nokia phone already has a "battery is nearly empty mode". It shut down all useless stuff (camera, music player, any other program that might be running except phonebook/sms/call/standby and GPS) and dims the display (which is OLED in my case so already quite power friendly). It went to it once and it gave me a large amount of standby time including a few calls.
Because the 60mb PDF I just opened would not fit on my handset (Screen and internal memory). On my laptop I can use much more bandwidth then on my phone, so it costs more for the provider. $30 is still a lot though!
I always thought the reason for the non-zero max was that it is always possible to have some alcohol content in you even if you haven't been drinking. And measurement errors. The rule should be: Not drinking before driving. The upper limit is only to weed out measurement errors and other reasons you might have a higher BAC.
Why a mountain bike for city traffic? You get dirty, lights have to be detachable and you have a worse view then a standard European city bike. And you cannot take a case of beer on your mountain bike. Also, for $1500 you can get a city bike with front suspension and all gadgets you like. I pay a tenth for a second hand because it will get stolen or breaks down in a year anyway so it's to expensive for me.
And if you where to become poor and your children freaking smart then they wouldn't be able to go to school because YOU fucked up. Or you have to get medical attention because someone stupid dumped toxic waste in your backyard and you cannot afford the medical bill. You cannot go to court, because nobody pays for it.
You might be able to use a mechanical solution between the shaft of the motor and the driven shaft. Think of a spring-damper system that dampens the step movement to a smooth path.
If an university is a bit decent they provide laptops against cost at the first year and have dozens of replacements ready (and an image with the important software). You just have to keep backups. I've turned in my laptop a few times and I just got another one for loan.
As for software failure, just plug it in at the "pump-stations" scattered around the place and you have a fresh image with all things you need(matlab/maple/proE/office etc)

Just put it on a CD/USB key and leave in a public place near a large news outlet. Repeat after a month or so if nothing came of it.

Matlab and stuff can be downloaded from free over a VPN connection to my university. Just run it on your own machine.
Every phone I got with a contract was simlock free. Only the prepaid one I had had a simlock.
