Considering that PC stands for Personal Computer I would say some standard intel hardware slapped together without a keyboard or a mouse won't make a "PC" since it is not used in the same manner.

Hmh, quite odd considering that all RFID-type ID badges I have used require usually going real near the reader. You can just require to keep photo IDs visible at all times and have them "scanned" without your knowledge too.

You are missing the point. The whole point is that GSM was developed in Europe well AFTER cell phones were in widespread use in the US with a different technology.
