To dismiss individuals concerns and medicate them for such claims without hearing them out is heinous, yet that is what psychiatrists do. I mean, here's a patent for mind influencing device. Is it really that far fetched? Even when the citizenry has trans-cranial tech that can keep people from speaking? It's safe to assume the government has more advanced tech than this... right?
Sure, there are probably more schizophrenic people than those targeted by their own governments, but I put it to you that it is no longer correct to assume by default that a person hearing voices, having strange sensations, and emotions, etc. is insane. At least LOOK for evidence of manipulation. Often these individuals attempt to present a video of a sweeping AM radio tuned to static which can detect EM interference signals along the nonlethal energy weapon beams (just as you get when you put the radio near a microwave). However, such evidence it is summarily dismissed out of hand and not sought in the least by our medical "professionals" despite the growing complaints and demonstrations of such technology's use. A massive disinformation campaign has been ongoing since the mid 70's to keep the use of such tech against the citizens under wraps, and it is now a widely used tool in anti-extremist / anti-protester response forces.
Just like they were right about the government spying on everyone and even seeing through walls the conspiracy theorists were right about tinfoil hats. Yet, the average person still dismisses even the possibility that some people wearing them aren't crazy.
Who's the one that's brainwashed by media? It just might be the psychiatrists.

...Not exactly a new idea - it's been touted (to the extent of respectable corporations making product available for purchase - which implies that to some degree the product is fit for purpose, at least in this country) since 2006, as far as the first page of Google results goes. Including, unsurprisingly, here.
Carbon fibre or woven copper mesh would probably look classier, to my eye at least.

At about $404 for five liters, that's an unreasonable cost. He's just trying to get an injunction having the neighbor turn it off until the case can be heard. At that point, he could potentially get the neighbor to foot the costs for the paint.

Re:Can this be reflected ?When an RF technician climbs a live radio tower, the power is usually turned down and an RF attenuation suit is worn. The suit has stainless steel fibers in the fabric and comes with a hood, gloves and even RF socks. I'm not sure it would work for the extremely high frequencies this weapon uses, but I'm sure it would be a lot better then nothing.

Seriously, though, did anyone bother to check out Leo Sheridan? This investigator is noteworthy for his declaring that any dead dolphins, whether on a Mediterranean beach, in San Diego, or the Gulf of Mexico, were killed to cover up the existence of a secret government program. In one case he even claimed the dolphins were deserters and were killed by explosive collars.

The Defend Air people don't give any data I can find on the dB-vs-MHz effectiveness of their product, but plenty of competitive technologies do. I wish they did, because I want to line my laundry room with the stuff! The washing machine makes a terrible racket in my radio.
There's Hospital Quality shielding done with aluminum foil, and more serious shielding of both E and H fields for MRI machines. I won't even go into the RF-sealed doors...
If you're concerned about magnetic fields, then Mu Metal is the stuff. Just don't bend any of the Hydrogen-annealed variety. You can get sheet and tape in small quantifies from these folks, who by the way also offer "Personal Protection Devices (silver-impregnated fiber baseball caps, not tinfoil hats, please) ...and their own copper paint which is startlingly more expensive than the DefendAir product...they even have the same window film that keeps out the sun, but also makes your cell phone not work.
For sealing over the gaps, don't forget 3M 1181 Copper Tape, which features electrically-conducting adhesive, but only specifies 80dB isolation at 30MHz-1GHz.
But my favorite so far is Metal Foam, which reminds me of the almost weightless foamed glass Aerogel that was a announced a few years ago... Foamed aluminum is available commercially in 2x2ft sheets from from Austria, Alulight. In any case, a quick google for "shielded wallet" turned up several that are for sale now. Here's a site that sells them and assorted items of shielding clothing. The wallet is down the page a bit.
This has all been available for some years, actually. As mentioned in this site's blurbs, there are a lot of environments where one might want your wallet's contents to be shielded from the sort of EM fields that can damage things like magnetic stripes. The same shielding will prevent anyone from reading RFID tags embedded in your cards.
I don't have any association with this site, and didn't even know it existed until now. It does give you a clue that people have been thinking of this sort of problem for some time, and for several reasons. But it's not new at all. Back in the 70's, I knew some CS people for several computer vendors who had shielded clothing. They worked around a lot of equipment that produced stray magnetic fields, which could have unpleasant effects on things like a mag tape in your pocket.
