The Struggle to Build a Massive 'Biobank' of Patient Data (nytimes.com)
An anonymous reader shares a report: This spring, the National Institutes of Health will start recruiting participants for one of the most ambitious medical projects ever envisioned. The goal is to find one million people in the United States, from all walks of life and all racial and ethnic groups, who are willing to have their genomes sequenced, and to provide their medical records and regular blood samples. They may choose to wear devices that continuously monitor physical activity, perhaps even devices not yet developed that will track heart rate and blood pressure. They will fill out surveys about what they eat and how much. If all goes well, experts say, the result will be a trove of health information like nothing the world has seen. The project, called the All of Us Research Program, should provide new insights into who gets sick and why, and how to prevent and treat chronic diseases.
The All of Us program joins a wave of similar efforts to construct gigantic "biobanks" by, among others, the Department of Veterans Affairs, a British collaboration and private companies like Geisinger Health Systems and Kaiser Permanente. But All of Us is the only one that attempts to capture a huge sample that is representative of the United States population. "It will be transformative," said Dr. Francis Collins, director of the National Institutes of Health. It will also be expensive. In 2017 alone, the budget for All of Us was $230 million, of which $40 million came from the 21st Century Cures Act. Congress has authorized an astounding $1.455 billion over 10 years for the project.
While supporters say the results will be well worth the money and effort, others have begun to question whether All of Us is just too ambitious, too loaded with cumbersome bureaucracy -- and too duplicative of smaller programs that are moving much more quickly. In the three years since the All of Us program was announced, not a single person's DNA has been sequenced. Instead, project leaders have signed up more than 17,000 volunteers as "beta testers" in a pilot phase of the program. They supplied blood and urine samples, had measurements taken, and filled out surveys. -

Did Cambridge Analytica Harvest 50 Million Facebook Profiles? (theguardian.com)
Slashdot reader umafuckit shared this article from The Guardian: The data analytics firm that worked with Donald Trump's election team and the winning Brexit campaign harvested millions of Facebook profiles of U.S. voters, in one of the tech giant's biggest ever data breaches, and used them to build a powerful software program to predict and influence choices at the ballot box... Christopher Wylie, who worked with a Cambridge University academic to obtain the data, told the Observer: "We exploited Facebook to harvest millions of people's profiles. And built models to exploit what we knew about them and target their inner demons. That was the basis the entire company was built on."
Documents seen by the Observer, and confirmed by a Facebook statement, show that by late 2015 the company had found out that information had been harvested on an unprecedented scale. However, at the time it failed to alert users and took only limited steps to recover and secure the private information of more than 50 million individuals... On Friday, four days after the Observer sought comment for this story, but more than two years after the data breach was first reported, Facebook announced that it was suspending Cambridge Analytica and Kogan from the platform, pending further information over misuse of data. Separately, Facebook's external lawyers warned the Observer on Friday it was making "false and defamatory" allegations, and reserved Facebook's legal position...
The evidence Wylie supplied to U.K. and U.S. authorities includes a letter from Facebook's own lawyers sent to him in August 2016, asking him to destroy any data he held that had been collected by GSR, the company set up by Kogan to harvest the profiles... Facebook did not pursue a response when the letter initially went unanswered for weeks because Wylie was travelling, nor did it follow up with forensic checks on his computers or storage, he said. "That to me was the most astonishing thing. They waited two years and did absolutely nothing to check that the data was deleted. All they asked me to do was tick a box on a form and post it back."
Wylie worked with Aleksandr Kogan, the creator of the "thisisyourdigitallife" app, "who has previously unreported links to a Russian university and took Russian grants for research," according to the article. Kogan "had a licence from Facebook to collect profile data, but it was for research purposes only. So when he hoovered up information for the commercial venture, he was violating the company's terms...
"At the time, more than 50 million profiles represented around a third of active North American Facebook users, and nearly a quarter of potential U.S. voters." -
US Says Russia Hacked Energy Grid, Punishes 19 for Meddling (apnews.com)
Associated Press: Pushing back harder on Russia, the Trump administration accused Moscow on Thursday of a concerted hacking operation targeting the U.S. energy grid, aviation systems and other infrastructure, and also imposed sanctions on Russians for alleged interference in the 2016 election. It was the strongest action to date against Russia by the administration, which has long been accused of being too soft on the Kremlin, and the first punishments for election meddling since President Donald Trump took office. The sanctions list included the 13 Russians indicted last month by special counsel Robert Mueller, whose Russia investigation the president has repeatedly sought to discredit. U.S. national security officials said the FBI, Department of Homeland Security and intelligence agencies had determined that Russian intelligence and others were behind a broad range of cyberattacks beginning a year ago that have infiltrated the energy, nuclear, commercial, water, aviation and manufacturing sectors. A Brief History of Stephen Hawking (newscientist.com)
New Scientist: The most recognisable scientist of our age, Hawking holds an iconic status. [...] He was routinely consulted for oracular pronouncements on everything from time travel and alien life to Middle Eastern politics and nefarious robots. He had an endearing sense of humour and a daredevil attitude -- relatable human traits that, combined with his seemingly superhuman mind, made Hawking eminently marketable.
But his cultural status -- amplified by his disability and the media storm it invoked -- often overshadowed his scientific legacy. That's a shame for the man who discovered what might prove to be the key clue to the theory of everything, advanced our understanding of space and time, helped shape the course of physics for the last four decades and whose insight continues to drive progress in fundamental physics today. The New York Times: 1970 Dr. Hawking shows that the area of a black hole's event horizon -- a spherical surface marking the point of no return -- can only increase, never decrease, as stuff falls into a black hole or it collides and merges with other black holes.
1971 He suggests that mini black holes much smaller than stars created in the Big Bang could be peppering the universe.
1974 He shocks his colleagues and the world by showing that black holes will leak and explode when quantum effects -- the weird laws that describe subatomic behavior -- are taken into account.
1976 Dr. Hawking says exploding black holes add randomness and unpredictability to the universe, forever erasing information about what might have fallen into a black hole.
Quantum physicists object, saying the universe can't forget, initiating a 40-year argument about the fate of information. Dr. Hawking concedes in 2004, but does not say how information is preserved in a black hole, and the argument continues to this day.
1982 Using a mathematical conceit called imaginary time, Dr. Hawking and James Hartle, a theoretical physicist at the University of California, Santa Barbara, propose a model of a self-contained universe that has no boundary in space or time, and thus no place or time when the laws of physics break down. Stephen Hawking, Who Examined the Universe and Explained Black Holes, Dies at 76 (nytimes.com)
Stephen W. Hawking, the Cambridge University physicist and best-selling author who roamed the cosmos from a wheelchair, pondering the nature of gravity and the origin of the universe and becoming an emblem of human determination and curiosity, has died at his home in Cambridge, England. He was 76. From a report: A family spokesman announced the death in a statement to several news media outlets. "Not since Albert Einstein has a scientist so captured the public imagination and endeared himself to tens of millions of people around the world," Michio Kaku, a professor of theoretical physics at the City University of New York, said in an interview. Dr. Hawking did that largely through his book "A Brief History of Time: From the Big Bang to Black Holes," published in 1988. It has sold more than 10 million copies and inspired a documentary film by Errol Morris.
The 2014 film about his life, "The Theory of Everything," was nominated for several Academy Awards and Eddie Redmayne, who played Dr. Hawking, won the best-actor Oscar. Scientifically, Dr. Hawking will be best remembered for a discovery so strange that it might be expressed in the form of a Zen koan: When is a black hole not black? When it explodes. New York's Subway Is Slow Because They Slowed Down the Trains After A 1995 Accident
According to the Village Voice, New York City's subway trains are running slower because the Metropolitan Transportation Authority (MTA) is deliberately running the trains slower. The Village Voice obtained MTA internal documents, discovering that the decision to run the trains slower was made following a fatal 1995 crash on the Williamsburg Bridge. From the report: The subway's performance has been steadily deteriorating for many years. The authority's own internal data shows that delays due to "incidents," such as broken signals and tracks or water damage, have only marginally increased since 2012. But there is one type of delay that's gotten exponentially worse during that time: a catchall category blandly titled "insufficient capacity, excess dwell, unknown," which captures every delay without an obvious cause. From January 2012 to December 2017, these delays increased by a whopping 1,190 percent -- from 105 per weekday to 1,355. In December, one out of every six trains run across the entire system experienced such a delay. The increase has been steady and uninterrupted over the past six years.

In 1995, a Manhattan-bound J train crossing the Williamsburg Bridge rear-ended an M train that was stopped on the bridge, killing the J train operator and injuring more than fifty passengers. The National Transportation and Safety Board investigation placed most of the blame on the J train operator, who the NTSB suspected had been asleep. But the NTSB also identified potential issues with the signal system that contributed to the accident, which it found didn't guarantee train operators enough time to apply the emergency brakes even when awake. "They slowed the trains down after the Williamsburg Bridge crash," a veteran train operator who asked not to be identified told the Village Voice. "The MTA said the train was going too fast for the signal system." As a result, the MTA, quite literally, slowed all the trains down, issuing a bulletin informing employees in April 1996 that their propulsion systems would be modified so they could achieve a maximum speed of 40 miles per hour, down from the previous high of 50 to 55 miles per hour on a flat grade. But the MTA didn't stop there, internal documents show. One of the NTSB's safety recommendations was to set speed limits. As a result, the MTA began a still-ongoing process of changing the way many signals work to meet modern safety standards. -
China's Anti-Pollution Initiative Produces Stellar Results (popularmechanics.com)

Popular Mechanics reports: "Over the past four years, pollution in China's major cities has decreased by an average of 32 percent, with some cities seeing an even bigger drop, according to professor Michael Greenstone of the Energy Policy Institute. This decline comes after several aggressive policies implemented by the Chinese government, including prohibiting the building of new coal plants, forcing existing plants to reduce their emissions, lowering the amount of automobile traffic, and closing down some steel mills and coal mines. Some cities, like Beijing, have achieved even greater reductions in air pollution. Beijing has seen a 35 percent drop in particulates, while the city of Shijiazhuang saw a 39 percent drop. China has prioritized pollution reduction in these cities, with the government spending over $120 billion in Beijing alone." -
Larry Page's Flying Taxis, Now Exiting Stealth Mode (nytimes.com)
Google co-founder and Alphabet CEO Larry Page's autonomous flying taxi company Kitty Hawk on Tuesday unveiled its "fully electric, self-piloting flying taxi" called Cora. Since October, Cora has been seen moving through the skies over the South Island of New Zealand. It looks like a cross between a small plane and a drone, with a series of small rotor blades along each wing that allow it to take off like a helicopter and then fly like a plane. The New York Times reports: Now that project is about to go public: On Tuesday, Mr. Page's company and the prime minister of New Zealand, Jacinda Ardern, will announce they have reached an agreement to test Kitty Hawk's autonomous planes as part of an official certification process. The hope is that it will lead to a commercial network of flying taxis in New Zealand in as soon as three years. The move is a big step forward in the commercialization of this technology, which even the most optimistic prognosticators had recently bet would take another decade to achieve. The decision to embrace the commercial use of flying taxis offers New Zealand an opportunity to leapfrog many developed countries in this area, and perhaps give it a head start over Silicon Valley, where much of the most innovative work has been taking place. -

As mobile phone use exploded and the pay phone was increasingly linked to crime, the booth began to disappear. But things are appear to be changing. From a report: Now, the phone booth -- or at least a variation of it -- is making a modest comeback. When the women-only club and work space The Wing opened its first location in the Flatiron neighborhood of Manhattan in October of 2016, the interior featured marble tables, pink velvet couches, and one small, windowless, reflective glass-doored room dubbed the Phone Booth. One year later, when another location of The Wing opened in Soho, eight built-in, glass-doored call rooms were included in the design. [...]
Other companies that have recently purchased Zenbooths include Volkswagen, Lyft, Meetup and Capital One. The Berkeley, Calif., company was launched in 2016, and its products range from $3,995 (for a standard one-person booth) to $15,995 (for a two-person "executive" booth). The one-person booth is a soundproof, eco-friendly, American-made box that's about 36 inches wide and 34 inches deep, with an insulated glass door, a ventilation fan, power outlets and a skylight -- and it can be assembled in roughly an hour. (It does not, however, contain an actual phone.) Sam Johnson, a co-founder of the company, said it produced "hundreds" of Zenbooths a month in 2017. This year, it's on track to quadruple that production. But he doesn't call them phone booths. "We're manufacturing quiet spaces and privacy," he said.
Zenbooth is not the only free-standing office phone booth in the game. Companies like Cubicall, Nomad, and TalkBox, among others, are offering up solutions to the modern office's privacy problem. -
YouTube, the Great Radicalizer (nytimes.com)
Zeynep Tufekci, writing for the New York Times: Before long, I was being directed to videos of a leftish conspiratorial cast, including arguments about the existence of secret government agencies and allegations that the United States government was behind the attacks of Sept. 11. As with the Trump videos, YouTube was recommending content that was more and more extreme than the mainstream political fare I had started with. Intrigued, I experimented with nonpolitical topics. The same basic pattern emerged. Videos about vegetarianism led to videos about veganism. Videos about jogging led to videos about running ultramarathons. It seems as if you are never "hard core" enough for YouTube's recommendation algorithm. It promotes, recommends and disseminates videos in a manner that appears to constantly up the stakes. Given its billion or so users, YouTube may be one of the most powerful radicalizing instruments of the 21st century.
This is not because a cabal of YouTube engineers is plotting to drive the world off a cliff. A more likely explanation has to do with the nexus of artificial intelligence and Google's business model. (YouTube is owned by Google.) For all its lofty rhetoric, Google is an advertising broker, selling our attention to companies that will pay for it. The longer people stay on YouTube, the more money Google makes. What keeps people glued to YouTube? Its algorithm seems to have concluded that people are drawn to content that is more extreme than what they started with -- or to incendiary content in general. Is this suspicion correct? Good data is hard to come by; Google is loath to share information with independent researchers. But we now have the first inklings of confirmation, thanks in part to a former Google engineer named Guillaume Chaslot. Mr. Chaslot worked on the recommender algorithm while at YouTube. He grew alarmed at the tactics used to increase the time people spent on the site. Google fired him in 2013, citing his job performance. He maintains the real reason was that he pushed too hard for changes in how the company handles such issues. -
132-Year-Old Science Experiment Washes Ashore In Australia (npr.org)
An anonymous reader quotes a report from The New York Times (Warning: source may be paywalled; alternative source): A message in a bottle was tossed off the side of a German ship on June 12, 1886, as it sailed through the Indian Ocean, the date and location penned carefully in script on the scroll inside. In January, more than 131 years after the bottle was set adrift, an Australian woman walking on the beach noticed the thick, discolored glass of an old bottle poking through the sand. The bottle -- and the message -- had been found. It is believed to be the oldest known message in a bottle ever recovered. The woman, Tonya Illman, discovered the tokens from another era while walking on a beach near Wedge Island, in Western Australia.
The Illmans took their discovery to the Western Australian Museum, which verified that the bottle and the note date back to the 19th century. The museum contacted experts in the Netherlands and Germany for more information, and confirmed that the bottle had been dropped from a German vessel called the Paula. A search of German archives uncovered the Paula's original Meteorological Journal, and in a captain's entry from June 12, 1886, researchers discovered a reference to the bottle, thrown overboard as the ship was sailing from Cardiff, Wales, to Makassar, Indonesia. The date and the coordinates matched. The bottle had been tossed into the Indian Ocean from the ship as part of a decades-long experiment by the German Naval Observatory to understand ocean currents. Thousands of bottles were thrown into the ocean around the world from German ships between the 1860s and the 1930s, each with a form bearing the date and location where it had been tossed into the sea, the name of the ship, its home port and the travel route, the Western Australian Museum said. -
US Calls Broadcom's Bid For Qualcomm a National Security Risk (nytimes.com)
An anonymous reader quotes a report from The New York Times (Warning: source may be paywalled; alternative source): The United States government said Broadcom's proposed acquisition of rival chipmaker Qualcomm could pose a national security risk and called for a full investigation into the hostile bid. The move complicates an already contentious deal and increases the likelihood that Broadcom, which is based in Singapore, will end its pursuit of Qualcomm. Such an investigation is often a death knell for a corporate acquisition. A government panel, the Committee on Foreign Investment in the United States, or Cfius, noted, in part, that the potential risk was related to Broadcom's relationships with foreign entities, according to a letter from a United States Treasury official. It also said that the deal could weaken "Qualcomm's technological leadership," giving an edge to Chinese companies like Huawei. "China would likely compete robustly to fill any void left by Qualcomm as a result of this hostile takeover," the official said in the letter. The letter and the public call for an investigation reflects a newly aggressive stance by Cfius. In most cases, the panel operates in secret and weighs in after a deal is announced. In this instance, Cfius, which is made up of representatives from multiple federal agencies, is taking a proactive role and investigating before an acquisition agreement has even been signed. -
Google Is Selling Off Zagat (techcrunch.com)
An anonymous reader quotes a report from TechCrunch: Seven years after picking up Zagat for $151 million, Google is selling off the perennial restaurant recommendation service. The New York Times is reporting this morning that the technology giant is selling off the company to The Infatuation, a review site founded nine years back by former music execs. The company had been rumored to be courting a buyer since early this year. As Reuters noted at the time, Zagat has increasingly become less of a focus for Google, as the company began growing its database of restaurant recommendations organically. Zagat, meanwhile, has lost much of the shine it had when Google purchased it nearly a decade ago. The Infatuation, which uses an in-house team of reviewers to write up restaurants in major cities like New York, San Francisco, Los Angeles and London, is picking up the service for an undisclosed amount. The site clearly believes there's value left in the Zagat brand, even as the business of online reviews has changed significantly in the seven years sinceGoogle picked it up. -
Silicon Valley Is Over, Says Silicon Valley (nytimes.com)
An anonymous reader shares a New York Times report: In recent months, a growing number of tech leaders have been flirting with the idea of leaving Silicon Valley. Some cite the exorbitant cost of living in San Francisco and its suburbs, where even a million-dollar salary can feel middle class. Others complain about local criticism of the tech industry and a left-wing echo chamber that stifles opposing views. And yet others feel that better innovation is happening elsewhere. "I'm a little over San Francisco," said Patrick McKenna, the founder of High Ridge Venture Partners who was also on the bus tour. "It's so expensive, it's so congested, and frankly, you also see opportunities in other places." Mr. McKenna, who owns a house in Miami in addition to his home in San Francisco, told me that his travels outside the Bay Area had opened his eyes to a world beyond the tech bubble. "Every single person in San Francisco is talking about the same things, whether it's 'I hate Trump' or 'I'm going to do blockchain and Bitcoin,'" he said. "It's the worst part of the social network."

Jim Clark, the co-founder of Netscape, famously decamped for Florida during the first dot-com era, complaining about high taxes and expensive real estate. Steve Case, the founder of AOL, has pledged to invest mostly in start-ups outside the Bay Area, saying that "we've probably hit peak Silicon Valley." But even among those who enjoy living in the Bay Area, and can afford to do so comfortably, there's a feeling that success has gone to the tech industry's head. "Some of the engineers in the Valley have the biggest egos known to humankind," Mr. Khanna, the Silicon Valley congressman, said during a round-table discussion with officials in Youngstown. -
California Scraps Safety Driver Rules for Self-Driving Cars (nytimes.com)
California regulators have given the green light to truly driverless cars. From a report: The state's Department of Motor Vehicles said Monday that it was eliminating a requirement for autonomous vehicles to have a person in the driver's seat to take over in the event of an emergency. The new rule goes into effect on April 2. California has given 50 companies a license to test self-driving vehicles in the state. The new rules also require companies to be able to operate the vehicle remotely -- a bit like a flying military drone -- and communicate with law enforcement and other drivers when something goes wrong. The changes signal a step toward the wider deployment of autonomous vehicles. One of the main economic benefits praised by proponents of driverless vehicles is that they will not be limited by human boundaries and can do things like operate 24 hours in a row without a drop-off in alertness or attentiveness. Taking the human out of the front seat is an important psychological and logistical step before truly driverless cars can hit the road. "This is a major step forward for autonomous technology in California," said Jean Shiomoto, director of California's D.M.V. "Safety is our top concern and we are ready to begin working with manufacturers that are prepared to test fully driverless vehicles in California." -
The College Board Pushes To Make Computer Science a High School Graduation Requirement
theodp writes: Education Week reports that the College Board wants high schools to make it mandatory for students to take computer science before they graduate. The call came as the College Board touted the astonishing growth in its Advanced Placement (AP) computer science courses, which was attributed to the success of its new AP Computer Science Principles (AP CSP) class, a "lite" alternative to the Java-based AP CS A course. "The College Board is willing to invest serious resources in making this viable -- much more so than is in our economic interest to do so," said College Board President David Coleman. "To governors, legislators, to others -- if you will help us make this part of the life of schools, we will help fund it."
Just two days before Coleman's funds-for-compulsory-CS offer, Education Week cast a skeptical eye at the tech sector's role in creating a tremendous surge of enthusiasm for K-12 CS education. Last spring, The College Board struck a partnership with the Chan Zuckerberg Initiative with a goal of making AP CSP available in every U.S. school district. Also contributing to the success of the College Board's high school AP CS programs over the years has been tech-bankrolled Code.org, as well as tech giants Microsoft and Google. The idea of a national computer programming language requirement for high school students was prominently floated in a Google-curated Q&A session with President Obama (video) following the 2013 State of the Union address. -
Coffee Beans Are Good For Birds, Fancy Brew Or Not (sciencedaily.com)

Although coffee snobs prefer arabica beans to robusta, a new study in India found that growing coffee does not interfere with biodiversity -- no matter which bean the farmer chooses. Concussions Can Be Detected With New Blood Test Approved by FDA. (nytimes.com)
The Food and Drug Administration this week approved a long-awaited blood test to detect concussions in people and more quickly identify those with possible brain injuries [Editor's note: the link may be paywalled; alternative source]. From a report: The test, called the Banyan Brain Trauma Indicator, is also expected to reduce the number of people exposed to radiation through CT scans, or computed tomography scans, that detect brain tissue damage or intracranial lesions. If the blood test is adopted widely, it could eliminate the need for CT scans in at least a third of those with suspected brain injuries, the agency predicted. Concussion-related brain damage has become a particularly worrisome public health issue in many sports, especially football, affecting the ranks of professional athletes on down to the young children in Pop Warner leagues. Those concerns have escalated so far that it has led to a decline in children participating in tackle sports. -
FCC Chairman Ajit Pai Is Under Investigation Over $3.9 Billion Media Deal
According to a report in The New York Times (Warning: source may be paywalled), Ajit Pai and the FCC approved a set of rules in 2017 to allow television broadcasters to increase the number of stations they own. Weeks after the rules were approved, Sinclair Broadcasting announced a $3.9 billion deal to buy Tribune Media. PC Gamer reports: The deal was made possible by the new set of rules, which subsequently raised some eyebrows. Notably, the FCC's inspector general is reportedly investigating if Pai and his aides abused their position by pushing for the rule changes that would make the deal possible, and timing them to benefit Sinclair. The extent of the investigation is not clear, nor is how long it will take. However, it does bring up the question of whether Pai had coordinated with Sinclair, and it could force him to publicly address the topic, which he hasn't really done up to this point.
Legislators first pushed for an investigation into this matter last November. At the time, a spokesman for the FCC representing Pai called the allegations "baseless" and alluded to it being a partisan play by those who oppose the chairman. "For many years, Chairman Pai has called on the FCC to update its media ownership regulations," the FCC spokesman said. "The chairman is sticking to his long-held views, and given the strong case for modernizing these rules, it's not surprising that those who disagree with him would prefer to do whatever they can to distract from the merits of his proposals." -

From the report: This semester, Harvard University and the Massachusetts Institute of Technology are jointly offering a new course on the ethics and regulation of artificial intelligence. The University of Texas at Austin just introduced a course titled "Ethical Foundations of Computer Science" -- with the idea of eventually requiring it for all computer science majors. And at Stanford University, the academic heart of the industry, three professors and a research fellow are developing a computer science ethics course for next year. They hope several hundred students will enroll. The idea is to train the next generation of technologists and policymakers to consider the ramifications of innovations -- like autonomous weapons or self-driving cars -- before those products go on sale. -

Graduate-level classes this semester at Carnegie Mellon, Cornell, Duke, the Massachusetts Institute of Technology and the University of Maryland, among other places, illustrate the fascination with the technology across several academic fields, and the assumption that it will outlast the current speculative price bubble. "There was some gentle ribbing from my colleagues when I began giving talks on Bitcoin," said David Yermack, a business and law professor at New York University who offered one of the first for-credit courses on the topic back in 2014. "But within a few months, I was being invited to Basel to talk with central bankers, and the joking from my colleagues stopped after that." For a class this semester, Mr. Yermack originally booked a lecture hall that could fit 180 students, but he had to move the course to the largest lecture hall at N.Y.U. when enrollment kept going up. Facial recognition technology is improving by leaps and bounds. Some commercial software can now tell the gender of a person in a photograph. When the person in the photo is a white man, the software is right 99 percent of the time. But the darker the skin, the more errors arise -- up to nearly 35 percent for images of darker skinned women, the New York Times reported, citing a new study. From the report: These disparate results, calculated by Joy Buolamwini, a researcher at the M.I.T. Media Lab, show how some of the biases in the real world can seep into artificial intelligence, the computer systems that inform facial recognition. In modern artificial intelligence, data rules. A.I. software is only as smart as the data used to train it. If there are many more white men than black women in the system, it will be worse at identifying the black women. One widely used facial-recognition data set was estimated to be more than 75 percent male and more than 80 percent white, according to another research study. -
NSA Sent Coded Messages From Its Twitter To Communicate With Foreign Spies (gizmodo.com)
Matt Novak reports via Gizmodo: During the first Cold War, American and British spies would sometimes place coded messages in newspaper classified ads to communicate with each other. And according to new reports in the New York Times and The Intercept, the National Security Agency (NSA) has updated the tactic, using its public Twitter account to send secret messages to at least one Russian spy. That's just one relatively small detail in much more salacious articles about NSA and CIA agents traveling to Germany in an effort to recover cyberweapons that had been stolen from U.S. intelligence agencies. A Russian spy allegedly offered up the stolen cyber tools to the Americans in exchange for $10 million, eventually lowering his price to just $1 million. The Russian spy allegedly claimed to even have dirt on President Trump.
According to the reports, the unnamed Russian met with U.S. spies in person in Germany, and the NSA sometimes communicated with the Russian spy by sending roughly a dozen coded messages from the NSA's Twitter account. The one important question: Were the messages sent via direct message or were they sent out as public tweets? The New York Times report leaves some ambiguity, but according to James Risen in The Intercept they were very public. -
Maine Dairy Company Settles Lawsuit Over Oxford Comma (bostonmagazine.com)
Daniel Victor reports via The New York Times: Ending a case that electrified punctuation pedants, grammar goons and comma connoisseurs, Oakhurst Dairy settled an overtime dispute with its drivers that hinged entirely on the lack of an Oxford comma in state law. The dairy company in Portland, Me., agreed to pay $5 million to the drivers (Warning: source may be paywalled; alternative source), according to court documents filed on Thursday. The relatively small-scale dispute gained international notoriety last year when the United States Court of Appeals for the First Circuit ruled that the missing comma created enough uncertainty to side with the drivers, granting those who love the Oxford comma a chance to run a victory lap across the internet. But the resolution means there will be no ruling from the land's highest courts on whether the Oxford comma -- the often-skipped second comma in a series like "A, B, and C" -- is an unnecessary nuisance or a sacred defender of clarity, as its fans and detractors endlessly debate.
The case began in 2014, when three truck drivers sued the dairy for what they said was four years' worth of overtime pay they had been denied. Maine law requires time-and-a-half pay for each hour worked after 40 hours, but it carved out exemptions for: The canning, processing, preserving, freezing, drying, marketing, storing, packing for shipment or distribution of: agricultural produce; meat and fish products; and perishable foods. What followed the last comma in the first sentence was the crux of the matter: "packing for shipment or distribution of." The court ruled that it was not clear whether the law exempted the distribution of the three categories that followed, or if it exempted packing for the shipment or distribution of them. Had there been a comma after "shipment," the meaning would have been clear. -

Andrew Flemming and Geoff Fowler, both 29, along with their friend and business partner, Will Hamilton, 37, were pouring their creative energies into a high-tech training device the likes of which the sporting world had never seen. They were building a better broom. From a report: Not just any broom, but one that they thought could be essential to the sport of curling, which relies on the best broom handling out there as teams strategically cajole a polished granite rock across a sheet of ice. They wound up calling it the SmartBroom, and in a sport that can come across as vaguely primordial, their piece of 21st-century gadgetry could play a role in determining who wins gold at the 2018 Winter Olympics in Pyeongchang, South Korea.
Each SmartBroom has four sensors in the broom head that relay data to a small display unit. Hamilton took one for a spin down the ice, and the data was instantaneous -- line graphs along with a slew of numbers that showed his force in pounds and his stroke rate in hertz. Hamilton also pointed to a figure that he described as his "sweeping performance index," or S.P.I., a metric that combines power and speed in one easy-to-digest figure. Patrick Janssen, a world-class curler from Canada, has consistently registered an S.P.I. in the 2,800 range. The numbers by themselves might not mean much, Flemming said, but subtle changes in technique can lead to big differences in the quality of each stroke. And now curlers have that information at their disposal. They can experiment to see which stroke works best for them. -

Orb-weaving spiders, for example, keep a tally of how many silk-wrapped prey items are stashed in the "larder" segment of their web. When scientists experimentally remove the cache, the spiders will spend time searching for the stolen goods in proportion to how many separate items had been taken, rather than how big the total prey mass might have been. Small fish benefit from living in schools, and the more numerous the group, the statistically better a fish's odds of escaping predation. As a result, many shoaling fish are excellent appraisers of relative head counts. -

The marbled crayfish looks much like any other freshwater crustacean. It has two claws, ten legs, and an attractive blue-brown marbled shell. Yet this six-inch creature, found in streams and lakes around the world, is far more sinister than you might expect. From a report: Its new scientific name gives a few clues: Procambarus virginalis. Every marbled crayfish, known as a marmorkreb in German, is female -- and they reproduce by cloning themselves. Frank Lyko, a biologist at the German Cancer Research Center, first heard about the marbled crayfish from a hobbyist aquarium owner, who picked up some "Texas crayfish" at a pet shop in 1995. They were strikingly large, and they laid enormous batches of eggs -- hundreds, in a single go. Soon, the New York Times reports, the hobbyist was beset with so many crayfish he was giving them away to his friends. And soon after that, marmorkrebs were showing up in pet stores upon Europe.
There was something very strange about these crayfish. They were all female, and they all laid hundreds of eggs without mating. These eggs, in turn, hatched into hundreds more females -- with each one growing up fully able to reproduce by herself. In 2003, scientists sequenced their DNA and confirmed what many owners already believed to be the case: Each baby crayfish was a clone of its mother, and they were filling Europe's fishtanks at alarming speed. Just 25 years ago, the marbled crayfish did not exist at all. Now, they can be found in the wild by the millions in Germany, the Czech Republic, Hungary, Croatia, the Ukraine, Japan, and Madagascar. -

Lee Jae-yong, the Samsung chief found guilty of bribery and embezzlement, was freed from prison after an appeals court reduced and suspended his five-year prison sentence. Gizmodo reports: Lee had pleaded not guilty to all charges and spent nearly a year in jail, CNN reported, before the appeals court reduced his sentence to two and a half years and suspended it for four. The court reportedly found him guilty of one bribery charge, but not of hiding money offshore. It also overturned another bribery charge. It's important to understand that Samsung has a tight grip on the country's economy. Known as a "chaebol," or a (usually family-owned) business conglomerate, Samsung contributes to a little over one-fifth of the country's exports. Its businesses make up about 15 percent of the country's total economy. It is extremely rare for leaders of the country's chaebols to be justly punished for their crimes -- most convicted are ultimately pardoned or granted a commutation. Lee's father, Lee Kun-hee, has been pardoned twice for similar charges. -
Gut Microbes Combine To Cause Colon Cancer, Study Suggests (nytimes.com)

Their study, published in the journal Science, describes what may be a hidden cause of colon cancer, the third most common cancer in the United States. The research also adds to growing evidence that gut bacteria modify the body's immune system in unexpected and sometimes deadly ways. The findings suggest that certain preventive strategies may be effective in the future, like looking for the bacteria in the colons of people getting colonoscopies. If the microbes are present, the patients might warrant more frequent screening; eventually people at high risk for colon cancer may be vaccinated against at least one of the bacterial strains.
Two types of bacteria, Bacteroides fragilis and a strain of E. coli, can pierce a mucus shield that lines the colon and normally blocks invaders from entering, the researchers found. Once past the protective layer, the bacteria grow into a long, thin film, covering the intestinal lining with colonies of the microbes. E. coli then releases a toxin that damages DNA of colon cells, while B. fragilis produces another poison that both damages DNA and inflames the cells. Together they enhance the growth of tumors. Not everyone carries the two types of bacteria in their colon. Those who do seem to pick up microbes in childhood, where they simply become part of the diverse mass of bacteria in the intestinal tract -- the so-called microbiome. -

By last September, that number soared to over 6 million. In 2017 a Gallup poll revealed that 43% of 15,000 Americans say they spend at least some of their time working remotely, a 4% rise from 2012. And a 2015 YouGov study found that 30% of UK office workers say they feel more productive when they work outside their workplace. How would we feel if we never had to work with another person face-to-face again? Would we care? Have things gone so far that we might not even notice? -
Equifax Releases Credit Locking App That Doesn't Work (arstechnica.com)

The service, called Lock & Alert, is fronted by a mobile application and a Web application. It is intended to allow individuals to control access to their credit report on demand. "Lock & Alert allows You to lock and unlock your EIS credit report ('Equifax credit report')," the services' terms of service agreement states. "Locking or unlocking your Equifax credit report usually takes less than a minute." Except when it doesn't.
As Tara Siegel Bernard and Ron Lieber of the New York Times reported, the new service -- which is different from a "freeze" in some ways that are not clear from a legal and regulatory standpoint -- has not been working for some (and possibly all) mobile app users. The idea of the "lock" is that it can be undone in an instant with a swipe of the screen, without incurring a charge to freeze or unfreeze the report or having to provide a PIN number. But attempts by Siegel Bernard to lock her husband's credit report resulted in application timeouts. -

From a report: The automated companions can do everything from make and pick up deliveries to help guests find their way around. Aloft Cupertino in the Silicon Valley (rates from $150) was the first hotel in the United States to debut Savioke's Relay robot in 2014. The three foot tall autonomous robot, nicknamed Botlr, weighs 90 pounds and makes deliveries throughout the hotel using multiple sensors, 3D cameras and Wi-Fi to operate the elevators. Marriott has since begun mobile robot service at four other Aloft properties. Other hotels are following suit. H Hotel Los Angeles's Relay robot, named Hannah, made 610 front desk deliveries and 42 room service deliveries, traveling a total of 50 miles, in the first three months since the hotel opened last October (rates from $249). -
Volkswagen Admits To Testing Diesel Fumes On Monkeys (cnet.com)

The tests, which were undertaken at the Lovelace Respiratory Research Institute in Albuquerque in 2014, involved as many as 10 monkeys and had them sitting in airtight containers as they breathed exhaust fumes from a diesel-powered Volkswagen Beetle while they watched cartoons for entertainment. The tests went on for 4 hours. "We apologize for the misconduct and the lack of judgment of individuals," said a Volkswagen representative in a statement. "We're convinced the scientific methods chosen then were wrong. It would have been better to do without such a study in the first place." The Volkswagen Beetle used in the test was equipped with the same compromised emissions software that could detect when the car was being tested in a lab environment so it was running as cleanly as it could, which I guess proves that Volkswagen will waste no opportunity to be hoisted by its own oil-burning petard. -

Drawing on an estimated stock of at least 3.5 million automated accounts, each sold many times over, the company has provided customers with more than 200 million Twitter followers, a New York Times investigation found. The accounts that most resemble real people reveal a kind of large-scale social identity theft. At least 55,000 of the accounts use the names, profile pictures, hometowns and other personal details of real Twitter users, including minors, according to a Times data analysis.

Montana Becomes First State To Implement Net Neutrality After FCC Repeal (thehill.com)

Steve Bullock (D) signed an executive order on Monday requiring internet service providers with state contracts to abide by net neutrality principles. The order makes his state the first to push back on the Federal Communications Commission's decision to repeal the open internet rules last month. The order says that in order to receive a contract with the state government, internet service providers must not engage in blocking or throttling web content or create internet fast lanes. Those practices were all banned under the Obama-era 2015 net neutrality order. Bullock's office said the executive order goes into effect immediately, but there will be a six-month grace period for companies to ensure that they're in compliance. The governor said on Monday that he is encouraging his counterparts and legislators in other states to follow suit, promising to personally email a copy of his order to any who ask for it. Days After Hawaii's False Missile Alarm, a New One in Japan (nytimes.com)
An anonymous reader shares a report: Japan's public broadcaster on Tuesday accidentally sent news alerts that North Korea had launched a missile and that citizens should take shelter -- just days after the government of Hawaii had sent a similar warning to its citizens. The broadcaster, NHK, corrected itself five minutes later and apologized for the error on its evening news (Editor's note: the link may be paywalled; alternative source). The initial texts cited J-Alert, a system used by the government to issue warnings to its citizens about missiles, tsunamis and other natural disasters. But NHK later said that the system was not to blame for the false alarm. Makoto Sasaki, a spokesman for NHK, apologized, saying that "staff had mistakenly operated the equipment to deliver news alerts over the internet." -
Airbus A380, Once the Future of Aviation, May Cease Production (nytimes.com)
The days may be numbered for the world's largest passenger aircraft. The admission by John Leahy, the company's chief operating officer, was the latest indication that Airbus miscalculated more than two decades ago when it bet that clogged runways would create demand for larger planes that could deliver more people with fewer landing slots. Instead, airlines bypassed the major hubs and ordered midsize planes that could fly directly between regional airports.
[...] When Airbus started delivering the A380 a decade ago, after spending $25 billion to develop it, the company based near Toulouse, France, saw the plane as the solution to airport congestion and to increased demand for air travel. Only so many planes can land at an airport in any given day, so Airbus reasoned that planes carrying more people would allow airports to absorb more passengers. The A380 can carry more than 500 passengers while also offering amenities like showers, first-class suites and a bar. -

shanen writes: Regarding politics, is there anything that Americans agree on? If so, it's probably something negative like "The system is broken," or "The leading candidates are terrible," or even "Your state is a shithole." With all our fancy technology, what's going wrong? Our computers are creating problems, not solutions. For example, gerrymandering relies on fancy computers to rig the maps. Negative campaigning increasingly relies on computers to target the attacks on specific voters. Even international attacks exploit the internet to intrude into elections around the world. Here are three of my suggested solutions, though I can't imagine any of today's politicians would ever support anything along these lines:
(1) Guest voting: If you hate your district, you could vote in a neighboring district. The more they gerrymander, the less predictable the election results.
(2) Results-based weighting: The winning candidates get more voting power in the legislature, reflecting how many people actually voted for them. If you win a boring and uncontested election where few people vote, then part of your vote in the legislature would be transferred to the winners who also had more real votes.
(3) Negative voting: A voter could use an electronic ballot to make it explicit that the vote is negative, not positive. The candidate with the most positive or fewest negative votes still wins, but if the election has too many negative votes, then that "winner" would be penalized, perhaps with a half term rather than a full term.

North Carolina Congressional Map Ruled Unconstitutionally Gerrymandered (nytimes.com)
An anonymous reader shares a report: A panel of federal judges struck down North Carolina's congressional map on Tuesday, condemning it as unconstitutional because Republicans had drawn the map seeking a political advantage (Editor's note: the link may be paywalled; alternative source). The ruling was the first time that a federal court had blocked a congressional map because of a partisan gerrymander, and it instantly endangered Republican seats in the coming elections. Judge James A. Wynn Jr., in a biting 191-page opinion, said that Republicans in North Carolina's Legislature had been "motivated by invidious partisan intent" as they carried out their obligation in 2016 to divide the state into 13 congressional districts, 10 of which are held by Republicans. The result, Judge Wynn wrote, violated the 14th Amendment's guarantee of equal protection. The ruling and its chief demand -- that the Republican-dominated Legislature create a new landscape of congressional districts by Jan. 24 -- infused new turmoil into the political chaos that has in recent years enveloped North Carolina. President Trump carried North Carolina in 2016, but the state elected a Democrat as its governor on the same day and in 2008 supported President Barack Obama. -

The New York Times reports: One of the world's most valuable start-ups got that way by using artificial intelligence to satisfy Chinese internet users' voracious appetite for news and entertainment. Every day, its smartphone app feeds 120 million people personalized streams of buzzy news stories, videos of dogs frolicking in snow, GIFs of traffic mishaps and listicles such as "The World's Ugliest Celebrities." Now the company is discovering the risks involved, under China's censorship regime, in giving the people exactly what they want. The makers of the popular news app Jinri Toutiao unveiled moves this week to allay rising concerns from the authorities (Editor's note: the link may be paywalled; alternative source).
Last week, the Beijing bureau of China's top internet regulator accused Toutiao of "spreading pornographic and vulgar information" and "causing a negative impact on public opinion online," and ordered that updates to several popular sections of the app be halted for 24 hours. In response, the app's parent company, Beijing Bytedance Technology, took down or temporarily suspended the accounts of more than 1,100 bloggers that it said had been publishing "low-quality content" on the app. It also replaced Toutiao's "Society" section with a new section called "New Era," which is heavy on state media coverage of government decisions. -

How Do You Vote? 50 Million Google Images Give a Clue (nytimes.com)
Artificial Intelligence is now being used to scan millions of pictures taken by Google Street View to glean insights like income or voting patterns, The New York Times reports. In a Stanford project, computers scanned millions of pictures of parked cars to predict voting patterns and pollution. From the report: The Stanford project gives a glimpse at the potential. By pulling the vehicles' makes, models and years from the images, and then linking that information with other data sources, the project was able to predict factors like pollution and voting patterns at the neighborhood level. "This kind of social analysis using image data is a new tool to draw insights," said Timnit Gebru, who led the Stanford research effort. The research has been published in stages, the most recent in late November in the Proceedings of the National Academy of Sciences. In the end, the car-image project involved 50 million images of street scenes gathered from Google Street View. In them, 22 million cars were identified, and then classified into more than 2,600 categories like their make and model, located in more than 3,000 ZIP codes and 39,000 voting districts. -
Congo Shuts Down Internet Services 'Indefinitely' (nytimes.com)
On Saturday Engadget wrote: Authoritarian leaders are fond of severing communications in a bid to hold on to power, and that tradition sadly isn't going away. The Democratic Republic of Congo's government has ordered telecoms to cut internet and SMS access ahead of planned mass protests against President Joseph Kabila, whose administration has continuously delayed elections to replace him. Telecom minister Emery Okundji told Reuters that it was a response to "violence that is being prepared," but people aren't buying that argument. Officials had already banned demonstrations, and the country has history of cutting communications and blocking social network access in a bid to quash dissent.
And today in the wake of deadly protests, Congo announced that the internet shutdown will continue "indefinitely." The New York Times reports: At least eight people were killed and a dozen altar boys arrested in the Democratic Republic of Congo on Sunday after security forces cracked down on planned church protests against President Joseph Kabila's refusal to leave office before coming elections... Congolese security forces set up checkpoints across Kinshasa, and the government issued an order to shut down text messaging and internet services indefinitely across the country for what it called "reasons of state security." -
America's Doctors Are Performing Expensive Procedures That Don't Work (vox.com)
"The proportion of medical procedures unsupported by evidence may be nearly half," writes a professor of public policy at Brown University. An anonymous reader quotes his article in Vox: The recent news that stents inserted in patients with heart disease to keep arteries open work no better than a placebo ought to be shocking. Each year, hundreds of thousands of American patients receive stents for the relief of chest pain, and the cost of the procedure ranges from $11,000 to $41,000 in US hospitals. But in fact, American doctors routinely prescribe medical treatments that are not based on sound science.
The stent controversy serves as a reminder that the United States struggles when it comes to winnowing evidence-based treatments from the ineffective chaff. As surgeon and health care researcher Atul Gawande observes, "Millions of people are receiving drugs that aren't helping them, operations that aren't going to make them better, and scans and tests that do nothing beneficial for them, and often cause harm"... Estimates vary about what fraction of the treatments provided to patients is supported by adequate evidence, but some reviews place the figure at under half.
