Silicon Valley's Saudi Arabia Problem (nytimes.com)
An anonymous reader shares a report: Somewhere in the United States, someone is getting into an Uber en route to a WeWork co-working space. Their dog is with a walker whom they hired through the app Wag. They will eat a lunch delivered by DoorDash, while participating in several chat conversations on Slack. And, for all of it, they have an unlikely benefactor to thank: the Kingdom of Saudi Arabia. Long before the dissident Saudi journalist Jamal Khashoggi vanished, the kingdom has sought influence in the West -- perhaps intended, in part, to make us forget what it is. A medieval theocracy that still beheads by sword, doubling as a modern nation with malls (including a planned mall offering indoor skiing), Saudi Arabia has been called "an ISIS that made it." Remarkably, the country has avoided pariah status in the United States thanks to our thirst for oil, Riyadh's carefully cultivated ties with Washington, its big arms purchases, and the two countries' shared interest in counterterrorism. But lately the Saudis have been growing their circle of American enablers, pouring billions into Silicon Valley technology companies.
While an earlier generation of Saudi leaders, like Prince Alwaleed bin Talal, invested billions of dollars in blue-chip companies in the United States, the kingdom's new crown prince, Mohammed bin Salman, has shifted Saudi Arabia's investment attention from Wall Street to Silicon Valley. Saudi Arabia's Public Investment Fund has become one of Silicon Valley's biggest swinging checkbooks, working mostly through a $100 billion fund raised by SoftBank (a Japanese company), which has swashbuckled its way through the technology industry, often taking multibillion-dollar stakes in promising companies. The Public Investment Fund put $45 billion into SoftBank's first Vision Fund, and Bloomberg recently reported that the Saudi fund would invest another $45 billion into SoftBank's second Vision Fund. SoftBank, with the help of that Saudi money, is now said to be the largest shareholder in Uber. It has also put significant money into a long list of start-ups that includes Wag, DoorDash, WeWork, Plenty, Cruise, Katerra, Nvidia and Slack. As the world fills up car tanks with gas and climate change worsens, Saudi Arabia reaps enormous profits -- and some of that money shows up in the bank accounts of fast-growing companies that love to talk about "making the world a better place." -

Cars, door locks, contact lenses, clothes, toasters, refrigerators, industrial robots, fish tanks, sex toys, light bulbs, toothbrushes, motorcycle helmets -- these and other everyday objects are all on the menu for getting "smart." Hundreds of small start-ups are taking part in this trend -- known by the marketing catchphrase "the internet of things" -- but like everything else in tech, the movement is led by giants, among them Amazon, Apple and Samsung. [American cryptographer and computer security professional Bruce Schneier] argues that the economic and technical incentives of the internet-of-things industry do not align with security and privacy for society generally. Economics Nobel Laureate Paul Romer Is a Python Programming Convert (qz.com)
Economist Paul Romer, a co-winner of the 2018 Nobel Prize in economics, uses the programming language Python for his research, according to Quartz. Romer reportedly tried using Wolfram Mathematica to make his work transparent, but it didn't work so he converted to a Jupyter notebook instead. From the report: Romer believes in making research transparent. He argues that openness and clarity about methodology is important for scientific research to gain trust. As Romer explained in an April 2018 blog post, in an effort to make his own work transparent, he tried to use Mathematica to share one of his studies in a way that anyone could explore every detail of his data and methods. It didn't work. He says that Mathematica's owner, Wolfram Research, made it too difficult to share his work in a way that didn't require other people to use the proprietary software, too. Readers also could not see all of the code he used for his equations.
Instead of using Mathematica, Romer discovered that he could use a Jupyter notebook for sharing his research. Jupyter notebooks are web applications that allow programmers and researchers to share documents that include code, charts, equations, and data. Jupyter notebooks allow for code written in dozens of programming languages. For his research, Romer used Python -- the most popular language for data science and statistics. Importantly, unlike notebooks made from Mathematica, Jupyter notebooks are open source, which means that anyone can look at all of the code that created them. This allows for truly transparent research. In a compelling story for The Atlantic, James Somers argued that Jupyter notebooks may replace the traditional research paper typically shared as a PDF. -
London's Radio Pirates Changed Music. Then Came the Internet. (nytimes.com)
Earlier this month, The New York Times ran a story which looks at the ways a network of illegal radio stations changed British music, and wonders where young people are going to make culture now, now that the internet is killing off the pirate radio. An excerpt from the story: Ofcom, the British communications regulator, estimated there are now just 50 pirate stations in London, down from about 100 a decade ago, and hundreds in the 1990s, when stations were constantly starting up and shutting down. Ofcom considers this good news, because illegal broadcasters could interfere with radio frequencies used by emergency services and air traffic control, a spokesman said.
But pirate radio stations also offered public services, of a different sort: They gave immigrant communities programming in their native languages, ran charity drives and created the first radio specifically for black Britons. Pirate radio was also the site of some of Britain's most important musical innovations, introducing pop to the airwaves in the 1960s and incubating the major underground British music trends of recent decades, up to and including dubstep and grime: Dizzee Rascal, Wiley and Skepta all launched their careers on the pirates. -
Tech Workers Now Want to Know: What Are We Building This For? (nytimes.com)
Across the technology industry, rank-and-file employees are demanding greater insight into how their companies are deploying the technology that they built. An anonymous reader shares a report: At Google, Amazon, Microsoft and Salesforce, as well as at tech start-ups, engineers and technologists are increasingly asking whether the products they are working on are being used for surveillance in places like China or for military projects in the United States or elsewhere. That's a change from the past, when Silicon Valley workers typically developed products with little questioning about the social costs. It is also a sign of how some tech companies, which grew by serving consumers and businesses, are expanding more into government work. And the shift coincides with concerns in Silicon Valley about the Trump administration's policies and the larger role of technology in government.
"You can think you're building technology for one purpose, and then you find out it's really twisted," said Laura Nolan, 38, a senior software engineer who resigned from Google in June over the company's involvement in Project Maven, an effort to build artificial intelligence for the Department of Defense that could be used to target drone strikes. All of this has led to growing tensions between tech employees and managers. In recent months, workers at Google, Microsoft and Amazon have signed petitions and protested to executives over how some of the technology they helped create is being used. At smaller companies, engineers have begun asking more questions about ethics. -
IPCC Climate Change Report Calls For Urgent Action To Phase Out Fossil Fuels (bbc.com)
The United Nation's Intergovernmental Panel on Climate Change (IPCC) has issued a report that says global temperatures are heading towards 3 degrees C, and that the original goal of keeping the rise under 1.5 degrees C will require "rapid, far-reaching and unprecedented changes in all aspects of society." While the window of opportunity is not yet closed, the prospect looks unlikely and hugely expensive. BBC reports: The critical 33-page Summary for Policymakers certainly bears the hallmarks of difficult negotiations between climate researchers determined to stick to what their studies have shown and political representatives more concerned with economies and living standards. Despite the inevitable compromises, there are some key messages that come through loud and and clear. "The first is that limiting warming to 1.5C brings a lot of benefits compared with limiting it to 2 degrees. It really reduces the impacts of climate change in very important ways," said Prof Jim Skea, who is a co-chair of the IPCC. "The second is the unprecedented nature of the changes that are required if we are to limit warming to 1.5C -- changes to energy systems, changes to the way we manage land, changes to the way we move around with transportation."
"Scientists might want to write in capital letters, 'ACT NOW IDIOTS,' but they need to say that with facts and numbers," said Kaisa Kosonen, from Greenpeace, who was an observer at the negotiations. "And they have." The researchers have used these facts and numbers to paint a picture of the world with a dangerous fever, caused by humans. We used to think if we could keep warming below 2 degrees this century then the changes we would experience would be manageable. Not any more. This new study says that going past 1.5C is dicing with the planet's liveability. And the 1.5C temperature "guard rail" could be exceeded in just 12 years in 2030. We can stay below it but it will require urgent, large-scale changes from governments and individuals, plus we will have to invest a massive pile of cash every year, around 2.5% of global GDP, for two decades. Even then, we will still need machines, trees and plants to capture carbon from the air that we can then store deep underground. Forever! In order to get to 1.5C, the report says the following will be necessary: Global emissions of CO2 need to decline by 45% from 2010 levels by 2030; Renewables are estimated to provide up to 85% of global electricity by 2050; Coal is expected to reduce to close to zero; Up to 7 million sq km of land will be needed for energy crops (a bit less than the size of Australia); and Global net zero emissions by 2050. As if this wasn't demanding enough, the report says that to limit warming to 1.5C, it will involve "annual average investment needs in the energy system of around $2.4 trillion" between 2016 and 2035.
If the planet reaches 2C of warming, coral reefs would be almost entirely wiped out and global sea-levels will rise around 10 centimeters more. "There are also significant impacts on ocean temperatures and acidity, and the ability to grow crops like rice, maize and wheat," reports The Guardian.

National Theater In London Offers Glasses With Live Subtitles (nytimes.com)
The National Theater in London has introduced "smart caption glasses" that display dialogue on the lenses as actors speak (Warning: source may be paywalled; alternative source). The glasses should drastically improve the experience for audience members who have hearing difficulties. According to The New York Times, "The glasses can be used without charge for the play 'War Horse' and for the musical 'Hadestown,' and they will be available for all of the theater's 2019 season." From the report: Jonathan Suffolk, the theater's technical director, said that the glasses had taken two years to develop. "We could have offered the scripts on a phone, but we wanted a technology that was much more discreet and immersive and wouldn't disturb anyone," he said. The biggest challenge was creating software that allowed the words to be displayed in real time so that people wearing the glasses reached important moments -- such as jokes -- along with everyone else, Mr. Suffolk added. It is easy to load a script into a subtitling system and hit "ego" at the start of the play, he said, but problems would then arise if actors spoke quicker or slower than expected.
The software used by the theater follows live speech and recognizes certain stage directions, like lighting changes, to ensure the subtitles appear in the right place. The words are then transmitted to the glasses over Wi-Fi. According to Andrew Lambourne, a professor at Leeds Beckett University who worked on the project, a major obstacle that the software had to overcome was recognizing speech even when actors were talking over each other or being bombarded by sound effects. Mr. Suffolk said it was difficult to know how many people would use the equipment. The theater has bought 50 pairs, at a cost of around $1,050 per pair. The National Theater will make the glasses available to some other British venues next year, including during a touring production of "Macbeth." The Barbican Theater in London said in a statement that it was in talks about using them. -
Democrats Draft an 'Internet Bill of Rights' To Regulate Big Tech (geekwire.com)
An anonymous reader quotes a report from GeekWire: Democrats in the House of Representatives are promising to push for federal regulation of tech companies if they retake the House in November. Rep. Ro Khanna, who represents Silicon Valley, has drafted an Internet Bill of Rights and shared it with influential tech journalist Kara Swisher. It includes liberties like the right to access and transport personal data collected about you, an opt-in framework for data collection, and net neutrality protections. Rep. Nancy Pelosi charged Khanna with drafting the principles, according to an essay by Swisher published in the New York Times.
The list includes the right to obtain, correct, or delete personal data "where context appropriate and with a fair process." That's not nearly as sweeping as the "right to be forgotten" included in Europe's landmark General Data Protection Regulation, which took effect earlier this year. The Bill of Rights would also require companies that collect personal data to notify users of breaches in "a timely manner" and mandate "reasonable business practices and accountability to protect your privacy." Swisher calls it "an admirable list" but is concerned that codifying the principles "will be like pushing back the ocean." Many big tech companies have business models built entirely on collecting as much user data as possible. -
Police Use Fitbit Data To Charge 90-Year-Old Man In Stepdaughter's Killing (nytimes.com)
An anonymous reader quotes a report from The New York Times: The last time Anthony Aiello spoke to his stepdaughter, he took homemade pizza and biscotti to her house in San Jose, Calif., for a brief visit. Mr. Aiello, 90, told investigators that she then walked him to the door and handed him two roses in gratitude. But an unnoticed observer in the house later revealed that their encounter ended in murder, a police report said. Five days afterward, Mr. Aiello's stepdaughter, Karen Navarra, 67, was discovered by a co-worker in her house with fatal lacerations on her head and neck. She had been wearing a Fitbit fitness tracker, which investigators said showed that her heart rate had spiked significantly around 3:20 p.m. on Sept. 8 (Warning: source may be paywalled; alternative source), when Mr. Aiello was there. Then it recorded her heart rate slowing rapidly, and stopping at 3:28 p.m., about five minutes before Mr. Aiello left the house, the report said. Mr. Aiello was arrested last week on murder charges and booked into the Santa Clara County Jail, the San Jose Police Department said. On Thursday, he will appear in court in the Hall of Justice in San Jose, according to the Santa Clara County district attorney's office. "[T]he police said their investigation used a combination of video surveillance and data from Ms. Navarra's Fitbit, an Alta HR device, which she wore on her left wrist and synchronized with a computer in her home, where she lived alone," reports NYT. When asked for comment, Fitbit shared a copy of its privacy policy, stating in part that they comply with legal processes, including search warrants and court orders, when it shares data. -
Psychedelic Mushrooms Are Closer To Medicinal Use (nytimes.com)
Researchers from Johns Hopkins University have recommended that psilocybin, the active compound in hallucinogenic mushrooms, be reclassified for medical use, potentially paving the way for the psychedelic drug to one day treat depression and anxiety and help people stop smoking. The New York Times: The suggestion to reclassify psilocybin from a Schedule I drug, with no known medical benefit, to a Schedule IV drug, which is akin to prescription sleeping pills, was part of a review to assess the safety and abuse of medically administered psilocybin [Editor's note: the story may be paywalled; alternative source]. Before the Food and Drug Administration can be petitioned to reclassify the drug, though, it has to clear extensive study and trials, which can take more than five years, the researchers wrote. The analysis was published in the October print issue of Neuropharmacology, a medical journal focused on neuroscience.
The study comes as many Americans shift their attitudes toward the use of some illegal drugs. The widespread legalization of marijuana has helped demystify drug use, with many people now recognizing the medicinal benefits for those with anxiety, arthritis and other physical ailments. Psychedelics, like LSD and psilocybin, are illegal and not approved for medical or recreational use. But in recent years scientists and consumers have begun rethinking their use to combat depression and anxiety. -
Leon Lederman, 96, Explorer and Explainer of the Subatomic World, Dies (nytimes.com)
Leon Lederman, whose ingenious experiments with particle accelerators deepened science's understanding of the subatomic world, died early Wednesday in Rexburg, Idaho. He was 96. From a report: His wife, Ellen Carr Lederman, confirmed the death, at a care facility. She and Dr. Lederman, who had long directed the Fermi National Accelerator Laboratory outside Chicago, had retired to eastern Idaho. Early in his career Dr. Lederman and two colleagues demonstrated that there are at least two kinds of particles called neutrinos (there are now known to be three), a discovery that was honored in 1988 with a Nobel Prize in Physics. He went on to lead a team at the Fermi laboratory, in Batavia, Ill., that found the bottom quark, another fundamental constituent of matter.
For those baffled by such esoterica, Dr. Lederman was quick to sympathize. "'The Two Neutrinos' sounds like an Italian dance team," he remarked in his Nobel banquet speech. But he was determined to spread the word about the importance of the science he loved: "How can we have our colleagues in chemistry, medicine, and especially in literature share with us, not the cleverness of our research, but the beauty of the intellectual edifice, of which our experiment is but one brick?" -
Cellphones Across the US Will Receive a 'Presidential Alert' at 2:18 pm Eastern Today (nytimes.com)
At 2:18 p.m. Eastern on Wednesday, cellphones across the United States will emit the ominous ring of an emergency presidential alert. From a report: It will be the first nationwide test of a wireless emergency alert system, designed to warn people of a dire threat, like a terror attack, pandemic or natural disaster. There is no opting out, which has already prompted a lawsuit. "THIS IS A TEST of the National Wireless Emergency Alert System," it will read. "No action is needed." Two minutes later, televisions and radios will show test alerts. There is no notification plan for landlines. Officials say they believe that the wireless test will reach about 75 percent of the cellphones in the country, though they hope the number is higher. It could take up to 30 minutes for the alerts to be transmitted to all devices.
Some things that could interfere: ongoing phone calls or data transmission, a device that is turned off or out of range, and smaller cellphone providers that are not participating in the program. The test, originally planned for last month but delayed by Hurricane Florence, is the culmination of many years of work. The federal government developed a system to issue the alerts, which are scripted in coordination with numerous government agencies. They are limited to 90 characters, but will be expanded to 360 in the future. The Communications Act of 1934 gives the president the power to use communications systems in case of an emergency, and a 2006 law called for the Federal Communications Commission to work with the wireless industry to transmit such messages. -
Trump Administration Prepares a Major Weakening of Mercury Emissions Rules (nytimes.com)
The Trump administration has completed a detailed legal proposal to dramatically weaken a major environmental regulation covering mercury, a toxic chemical emitted from coal-burning power plants, The New York Times reports, citing a person familiar with the matter. From the report: The proposal would not eliminate the mercury regulation entirely, but it is designed to put in place the legal justification for the Trump administration to weaken it and several other pollution rules, while setting the stage for a possible full repeal of the rule. Andrew Wheeler, a former coal lobbyist who is now the acting administrator of the Environmental Protection Agency, is expected in the coming days to send the proposal to the White House for approval. The move is the latest, and one of the most significant, in the Trump administration's steady march of rollbacks of Obama-era health and environmental regulations on polluting industries, particularly coal. The weakening of the mercury rule -- which the E.P.A. considers the most expensive clean air regulation ever put forth in terms of annual cost to industry -- would represent a major victory for the coal industry. Mercury is known to damage the nervous systems of children and fetuses. -
Rechargeable Zinc-Air Battery Nears Commercial Release (phys.org)
Long-time Slashdot reader necro81 writes: Reported in the NYTimes and in Phys.org: NantEnergy, a company backed by California billionaire Patrick Soon-Shiong, announced Wednesday that it has developed a rechargeable zinc-air battery that can store energy at far less cost than lithium-ion. The technology avoids some of the downsides of li-ion, like flammability and the use of cobalt.
Unlike many battery-related announcements, this one is backed by real-world use. Over the past several years, NantEnergy has deployed their batteries for stationary, micro-grid and cell-tower use in nine countries — about 55 MWh of capacity so far. They claim they can now take commercial orders, for delivery next year, at less than $100/kWh of capacity, which is one-half to one-fifth the cost of available lithium-ion grid storage. -
Uber Settles Data Breach Investigation For $148 Million (nytimes.com)
An anonymous reader quotes a report from The New York Times: Uber will pay $148 million to settle a nationwide investigation into a 2016 data breach (Warning: source may be paywalled; alternative source), in which a hacker managed to gain access to information belonging to 57 million riders and drivers. The breach included names and driver's license numbers for 600,000 drivers. Rather than disclosing the breach when it occurred, Uber paid the hacker $100,000 through its bug bounty program. [...] The ride-hailing company persuaded him to delete the data and stay quiet about it with a nondisclosure agreement. The incident became public a year later when Uber's chief executive, Dara Khosrowshahi, announced it as a "failure" and fired the two employees who had signed off on the payment.
Tony West, Uber's chief legal officer, said the settlement was part of a larger effort inside Uber to remake the company's image. He said the company had recently hired a chief privacy officer and a chief trust and security officer. The $148 million settlement announced Wednesday will be divided among all 50 states and the District of Columbia. "Companies in California and throughout the nation are entrusted with customers' valuable private information," Xavier Becerra, California's attorney general, said. "This settlement broadcasts to all of them that we will hold them accountable to protect that data." -
Google CEO Sundar Pichai Is Headed To Washington This Week To Discuss Censorship, China (theverge.com)
An anonymous reader quotes a report from The Verge: Google CEO Sundar Pichai will be present at a private meeting with top Republican lawmakers this Friday to discuss the company's controversial plans to relaunch a search product in China and perceived liberal bias of search results, according to a report from The Wall Street Journal. According to the WSJ, Attorney General Jeff Sessions plans to meet with state attorneys general on Tuesday to discuss Google's alleged censorship of conservatives. Tech firms have denied the existence of liberal bias in products, and Google has pushed back against key Trump inaccuracies, but it sounds as if Pichai will be forced to answer questions nonetheless. The meeting is being organized by House Majority Leader Kevin McCarthy (R-CA). Late last week, Pichai sent an email to employees, which was obtained by The New York Times, in which he stated outright that Google has never influenced search results for political purposes and has no plans to do so in the future.
Pichai also plans to attend a public hearing later this year held by the House Judiciary Committee following the November midterm elections, after Google co-founder and Alphabet CEO Larry Page notably declined to show up to a Senate Intel Committee hearing on election interference earlier this month. In addition to mending relationships over Page's absence, Pichai will also be addressing Google's plans to relaunch a search product for the Chinese market, a move that has resulted in widespread criticism given the likelihood such a product would be heavily censored and would aid in China's use of information control to maintain social and political order. -
Facebook Will Open a 'War Room' Next Week To Monitor Election Interference (theverge.com)
An anonymous reader quotes a report from The Verge: Sheera Frankel and Mike Isaac [write from The New York Times]: "Sandwiched between Building 20 and Building 21 in the heart of Facebook's campus, an approximately 25-foot by 35-foot conference room is under construction. Thick cords of blue wiring hang from the ceiling, ready to be attached to window-size computer monitors on 16 desks. On one wall, a half dozen televisions will be tuned to CNN, MSNBC, Fox News and other major cable networks. A small paper sign with orange lettering taped to the glass door describes what's being built: "War Room."
Set to open next week, the conference room is in keeping with Facebook's nick-of-time approach to midterm election preparedness. (It introduced a "pilot program" for candidate account security on Monday.) It's a big project. Samidh Chakrabarti, who oversees elections and civic engagement, told the Times: "We see this as probably the biggest companywide reorientation since our shift from desktops to mobile phones." Of course, the effort extends beyond the new conference room. Chakrabarti showed the Times a new internal tool "that helps track information flowing across the social network in real time," helping to identify misinformation as it goes viral or a surge in the creation of new (and likely fake) accounts. -

In California I was joining a growing team of reporters covering Silicon Valley, which had quickly become the new engine of the economy. Just like Wall Street before it lost its luster, the tech industry had become the destination of choice for the top college graduates. I would be writing about a place where everyone was focused more on the future than on the past.
Now, just two years after getting here, and a decade after the start of the financial crisis, I have a creeping sense of deja vu as I go about my job. Admiration of the tech world has, in the wake of a growing list of scandals, quickly soured into an intense suspicion that manages to cross partisan lines, similar to what Wall Street faced after 2008 [Editor's note: the link may be paywalled]. As I have watched the recent parade of tech executives being grilled by Washington lawmakers from across the political spectrum, it has been eerily reminiscent of the combative hearings the big banks faced back in 2009 and 2010. As was true after the financial crisis, the backlash against tech rises out of a public awakening to the integral role that these huge companies occupy in our society -- with Facebook, Uber and Twitter playing the part that Goldman Sachs and JPMorgan Chase did a decade ago. -

Antarctica has become the best-mapped continent on Earth with a new high-resolution terrain map showing the ice-covered landmass in unprecedented detail. From a report: According to the scientists at Ohio State University and the University of Minnesota who created the imagery, Antarctica is now the best-mapped continent on Earth. The Reference Elevation Model of Antarctica (REMA) was constructed using hundreds of thousands of satellite images taken between 2009 and 2017, Earther reports. A supercomputer assembled the massive amounts of data, including the elevation of the land over time, and created REMA, an immensely detailed topographical map, with a file size over 150 terabytes. The new map has a resolution of 2 to 8 meters, compared to the usual 1,000 meters, says an Ohio State press release. According to The New York Times, the detail of this new map is the equivalent of being able to see down to a car, or smaller, when before you could only see the whole of Central Park. Scientists now know the elevation of every point of Antarctica, with an error margin of just a few feet. -
Giant Trap Is Deployed To Catch Plastic Littering the Pacific Ocean (nytimes.com)
A nonprofit has deployed a multimillion-dollar floating boom designed to corral plastic debris littering the Pacific Ocean (Warning: source may be paywalled; alternative source). The 2,000-foot-long structure left San Francisco Bay on Saturday. According to The New York Times, Ocean Cleanup "aims to trap up to 150,000 pounds of plastic during the boom's first year at sea." From the report: Within five years, with the creation of dozens more booms, the organization hopes to clean half of the Great Pacific Garbage Patch. Over the next several days, the boom will be towed to a site where it will undergo two weeks of testing. If everything goes as planned, the boom will then be brought to the garbage patch, nearly 1,400 miles offshore, where it is expected to arrive by mid-October, said Boyan Slat, 24, the Dutch inventor and entrepreneur who founded Ocean Cleanup.
The cleanup system is supposed to work like this: After the boom detaches from the towing vessel, the current is expected to pull it into the shape of a "U." As it drifts along, propelled by the wind and waves, it should trap plastic "like Pac-Man," the foundation said on its website. The captured plastic would then be transported back to land, sorted and recycled. The boom has an impenetrable skirt that hangs nearly 10 feet below to catch smaller pieces of plastic. The nonprofit said marine life would be able to pass underneath. -
Trump Tells Apple To Make Products In the US To Avoid China Tariffs (thehill.com)

While Apple et al are still making their products in China, Trump didn't offer Apple a place to find the millions of laborers needed to make their products, given that the official unemployment rate is at a historic low of 3.9%. Manufacturers also need to compete in the labor market with garbage companies who need to find American laborers willing to recycle their own trash -- a job once imposed upon China as a condition to enter the World Trade Organization and enjoy advantageous tariff rates. China is gracefully giving back those jobs as the U.S. is complaining of unfair trades. -

From the report: A former English teacher, Mr. Ma started Alibaba in 1999 and built it into one of the world's most consequential e-commerce and digital payments companies, transforming how Chinese people shop and pay for things. He is revered by many Chinese, some of whom have put his portrait in their homes to worship in the same way that they worship the God of Wealth.
In an interview, Mr. Ma said his retirement is not the end of an era but "the beginning of an era." He said he would be spending more of his time and fortune focused on education. "I love education," he said. Mr. Ma will remain on Alibaba's board of directors and continue to mentor the company's management. Mr. Ma turns 54 on Monday, which is also a holiday in China known as Teacher's Day. Blockchains Are Not Safe For Voting, Concludes NAP Report (nytimes.com)
The National Academies Press has released a 156-page report, called "Securing the Vote: Protecting American Democracy," concluding that blockchains are not safe for the U.S. election system. "While the notion of using a blockchain as an immutable ballot box may seem promising, blockchain technology does little to solve the fundamental security issues of elections, and indeed, blockchains introduce additional security vulnerabilities," the report states. "In particular, if malware on a voter's device alters a vote before it ever reaches a blockchain, the immutability of the blockchain fails to provide the desired integrity, and the voter may never know of the alteration."
The report goes on to say that "Blockchains do not provide the anonymity often ascribed to them." It continues: "In the particular context of elections, voters need to be authorized as eligible to vote and as not having cast more than one ballot in the particular election. Blockchains do not offer means for providing the necessary authorization. [...] If a blockchain is used, then cast ballots must be encrypted or otherwise anonymized to prevent coercion and vote-selling." The New York Times summarizes the findings: The cautiously worded report calls for conducting all federal, state and local elections on paper ballots by 2020. Its other top recommendation would require nationwide use of a specific form of routine postelection audit to ensure votes have been accurately counted. The panel did not offer a price tag for its recommended overhaul. New York University's Brennan Center has estimated that replacing aging voting machines over the next few years could cost well over $1 billion. The 156-page report [...] bemoans a rickety system compromised by insecure voting equipment and software whose vulnerabilities were exposed more than a decade ago and which are too often managed by officials with little training in cybersecurity.
Among its specific recommendations was a mainstay of election reformers: All elections should use human-readable paper ballots by 2020. Such systems are intended to assure voters that their vote was recorded accurately. They also create a lasting record of "voter intent" that can be used for reliable recounts, which may not be possible in systems that record votes electronically. [...] The panel also calls for all states to adopt a type of post-election audit that employs statistical analysis of ballots prior to results certification. Such "risk-limiting" audits are designed to uncover miscounts and vote tampering. Currently only three states mandate them. -

An anonymous [coward] shares the response from the White House: White House Press Secretary Sarah Sanders ripped the anonymous senior White House staffer who wrote an op-ed for The New York Times slamming President Trump's conduct. "The individual behind this piece has chosen to deceive, rather than support, the duly elected President of the United States," she said in a statement. "He is not putting country first, but putting himself and his ego ahead of the will of the American people. This coward should do the right thing and resign," she added. The New York Times op-ed page editor Jim Dao described the process behind publishing the op-ed, telling CNN that the official contacted him "through an intermediary." He said that the New York Times also spoke with the anonymous individual but there are only a "very small number of people within the Times who know this person's identity." Dao didn't provide a gender for the person, but the author was described in a New York Times tweet as a "he" earlier Wednesday. [The Times later said that the tweet was a mistake and that it "was drafted by someone who is not aware of the author's identity."] Furthermore, Dao "said there was no special effort to disguise the person's writing style, for example by rewriting the piece in some fashion," reports CNN. "'There's editing in everything we do,' he said, but it's based on making the person's views 'clearer' and adhering to style standards."

YouTube is the favorite video platform and Amazon is the No. 2 online retailer. For some Indian political leaders, it is as if their nation --which was ruled by Britain for a century until 1947 -- is being conquered by colonial powers all over again. And they are determined to stop it. From a report: "As a country, we have to all grow up and say that, you know, enough of this," Vinit Goenka, a railways official who works on technology policy for India's governing Bharatiya Janata Party, said at a conference last week. Justice Department Warns It Might Not Be Able To Prosecute Voting Machine Hackers (vice.com)
An anonymous reader quotes a report from Motherboard: After more than a decade of headlines about the vulnerability of U.S. voting machines to hacking, it turns out the federal government says it may not be able to prosecute election hacking under the federal law that currently governs computer intrusions. Per a Justice Department report issued in July from the Attorney General's Cyber Digital Task Force, electronic voting machines may not qualify as "protected computers" under the Computer Fraud and Abuse Act, the 1986 law that prohibits unauthorized access to protected computers and networks or access that exceeds authorization (such as an insider breach).
The report says the law generally only prohibits against hacking computers "that are connected to the Internet (or that meet other narrow criteria for protection)" and notes that voting machines generally do not meet this criteria "as they are typically kept off the Internet." Consequently, "should hacking of a voting machine occur, the government would not, in many conceivable circumstances, be able to use the CFAA to prosecute the hackers." Aside from the fact that the assertion about voting machines not being connected is incorrect -- many voting machines are connected in that they use cellular and landline modems that connect with cell towers and backend telecom networks to transmit results on election night -- the government's assertion that the CFAA applies only to connected machines is news to legal experts. -
Rideshare Boycott Sparked By Murders In China (theatlantic.com)
Following a string of murders by drivers of China's top ridesharing app, Didi Chuxing, users are deleting the app in large numbers and calling for others to boycott the service. According to The Atlantic, "the hashtag #BoycottDidi on Weibo has garnered more than 1 million views." From the report: Over the weekend, the driver confessed to local police to raping and stabbing his 20-year-old passenger on her way to a friend's birthday party. The murder is the second in three months -- this May, a young flight attendant was killed by her Didi driver. It is the third in a year -- last May, according to Caixin Global, another woman was strangled and killed by her driver. And it is the fourth in two years -- the year before that, a female teacher was robbed and killed after threats from her driver.
"As a platform, we have disappointed the public's trust in us and cannot shirk this responsibility," Didi said in a statement, admitting to failing to react quickly to another passenger's complaint filed against the driver the day before the murder. The rideshare company has suspended its Hitch services (as it did after the last murder) and fired two senior executives, one in charge of Hitch, its intercity carpooling service, and the other in charge of customer service. The Didi president, Jean Liu, oft-regarded as a hero for Chinese women in business, issued an apology on Tuesday. China's government is now cracking down on reform across the transportation sector. -
Silicon Valley Takes a (Careful) Step Toward Autonomous Flying (nytimes.com)
Last week, at a tiny airport in the dusty flatlands east of San Francisco, a red-and-white helicopter lifted gently into the air, hovering a few feet over the tarmac. It looked like any other helicopter, except for the small black cube attached to its nose. From a report: Local officials spent the week testing this aircraft for a new emergency service, due for launch in January, that will respond to 911 calls via the air. But as this helicopter moves police officers and medical workers over the San Joaquin Valley, it will feed a more ambitious project. That black cube is part of a growing effort to build small passenger aircraft that can fly on their own. Today, the helicopter is flown by seasoned pilots. But the new emergency service will be operated by SkyRyse, a Silicon Valley start-up that intends to augment small helicopters and other passenger aircraft with hardware and software that allow for autonomous flight, leaning on many of the same technologies that power driverless cars. These include the 360-degree cameras and radar sensors built into the nose of the aircraft.
"There are many things that must come to fruition before autonomous aircraft start flying people," said Mark Groden, a co-founder and the chief executive of SkyRyse. "But we are developing the technology that can take us there." Sikorsky, a subsidiary of the defense contractor Lockheed Martin, and Xwing, another Silicon Valley start-up, are fashioning similar technology. Others, including Aurora, a company now owned by Boeing, are exploring autonomous flight as they build a new kind of electrical aircraft for "flying taxi services." The initial business plan for Uber's air taxi service, which it hopes to start in five to 10 years, said it would eventually remove pilots from the aircraft. -

From a report: This insight is crucial for anyone concerned about the insecurity and other shortcomings of the gig economy. For it reminds us that far from being an unavoidable consequence of technological progress, the nature of work always remains a matter of social choice. It is not a result of an algorithm; it is a collection of decisions by corporations and policymakers. Consider the Industrial Revolution. Well before it took place, in the 19th century, another revolution in work occurred in the 18th century, which historians call the "industrious revolution." Before this revolution, people worked where they lived, perhaps at a farm or a shop. The manufacturing of textiles, for example, relied on networks of independent farmers who spun fibers and wove cloth. They worked on their own; they were not employees.
In the industrious revolution, however, manufacturers gathered workers under one roof, where the labor could be divided and supervised. For the first time on a large scale, home life and work life were separated. People no longer controlled how they worked, and they received a wage instead of sharing directly in the profits of their efforts. This was a necessary precondition for the Industrial Revolution. While factory technology would consolidate this development, the creation of factory technology was possible only because people's relationship to work had already changed. A power loom would have served no purpose for networks of farmers making cloth at home. The same goes for today's digital revolution. -

Evidence is Piling Up That Facebook Can Incite Racial Violence (technologyreview.com)
Higher use of the world's dominant social network has now been strongly linked with more attacks on refugees in Germany. From a report: Greater use, greater violence: Specifically, in towns where "per-person Facebook use rose to one standard deviation above the national average," attacks on refugees "increased by about 50 percent," the New York Times reported today, citing a University of Warwick study. Researchers there carried out a detailed analysis of more than 3,000 incidents in Germany over a two-year period. Crucially, the link held true regardless of the city's size, political leanings, or economic status -- and didn't correlate with general patterns of internet use. Those findings strengthen the case that using Facebook in particular can be a driving mechanism of greater violence.
Greater scrutiny: That's more bad news for the embattled social network, which has long portrayed itself as a benevolent company driven by a mission to draw the world closer together. But researchers recently found that coordinated hate speech and propaganda on the site helped fuel violence in Myanmar. And last year, Facebook itself eventually acknowledged that Russian agents had posted tens of thousands of inflammatory posts -- which reached tens of millions of people -- before and after the 2016 presidential election, in a massive campaign to deepen divisions in the United States. -
Vitamin D, the Sunshine Supplement, Has Shadowy Money Behind It (nytimes.com)
The New York Times tells the story of Dr. Michael Holick, a Boston University endocrinologist "who perhaps more than anyone else is responsible for creating a billion-dollar vitamin D sales and testing juggernaut." From the report: Dr. Holick's role in drafting national vitamin D guidelines, and the embrace of his message by mainstream doctors and wellness gurus alike, have helped push supplement sales to $936 million in 2017. That's a ninefold increase over the previous decade. Lab tests for vitamin D deficiency have spiked, too: Doctors ordered more than 10 million for Medicare patients in 2016, up 547 percent since 2007, at a cost of $365 million. But few of the Americans swept up in the vitamin D craze are likely aware that the industry has sent a lot of money Dr. Holick's way. A Kaiser Health News investigation for The New York Times found that he has used his prominent position in the medical community to promote practices that financially benefit corporations that have given him hundreds of thousands of dollars -- including drug makers, the indoor tanning industry and one of the country's largest commercial labs.
In an interview, Dr. Holick acknowledged he has worked as a consultant to Quest Diagnostics, which performs vitamin D tests, since 1979. Dr. Holick, 72, said that industry funding "doesn't influence me in terms of talking about the health benefits of vitamin D." There is no question that the hormone is important. Without enough of it, bones can become thin, brittle and misshapen, causing a condition called rickets in children and osteomalacia in adults. Google Employees Protest Secret Work On Censored Search Engine For China (nytimes.com)
According to The New York Times, "Hundreds of Google employees, upset at the company's decision to secretly build a censored version of its search engine for China, have signed a letter demanding more transparency to understand the ethical consequences of their work (Warning: source may be paywalled; alternative source)." In the letter, the employees wrote that the project and Google's apparent willingness to abide by China's censorship requirements "raise urgent moral and ethical issues." They added, "Currently we do not have the information required to make ethically-informed decisions about our work, our projects, and our employment." From the report: The letter is circulating on Google's internal communication systems and is signed by about 1,000 employees, according to two people familiar with the document, who were not authorized to speak publicly. The letter also called on Google to allow employees to participate in ethical reviews of the company's products, to appoint external representatives to ensure transparency and to publish an ethical assessment of controversial projects. The document referred to the situation as a "code yellow," a process used in engineering to address critical problems that impact several teams. -

When you're browsing a website and the mouse cursor disappears, it might be a computer glitch -- or it might be a deliberate test to find out who you are. The way you press, scroll and type on a phone screen or keyboard can be as unique as your fingerprints or facial features. To fight fraud, a growing number of banks and merchants are tracking visitors' physical movements as they use websites and apps. From a report: Some use the technology only to weed out automated attacks and suspicious transactions, but others are going significantly further, amassing tens of millions of profiles that can identify customers by how they touch, hold and tap their devices. The data collection is invisible to those being watched. Using sensors in your phone or code on websites, companies can gather thousands of data points, known as "behavioral biometrics," to help prove whether a digital user is actually the person she claims to be. To security officials, the technology is a powerful safeguard. Major data breaches are a near-daily occurrence. Cyberthieves have obtained billions of passwords and other sensitive personal information, which can be used to steal from customers' bank and shopping accounts and fraudulently open new ones. -

An anonymous reader shares a report: Martin Vassilev makes a good living selling fake views on YouTube videos. Working from home in Ottawa, he has sold about 15 million views so far this year, putting him on track to bring in more than $200,000, records show. Mr. Vassilev, 32, does not provide the views himself. His website, 500Views.com, connects customers with services that offer views, likes and dislikes generated by computers, not humans. When a supplier cannot fulfill an order, Mr. Vassilev -- like a modern switchboard operator -- quickly connects with another. "I can deliver an unlimited amount of views to a video," Mr. Vassilev said in an interview. "They've tried to stop it for so many years, but they can't stop it. There's always a way around."
[...] Just as other social media companies have been plagued by impostor accounts and artificial influence campaigns, YouTube has struggled with fake views for years. The fake-view ecosystem of which Mr. Vassilev is a part can undermine YouTube's credibility by manipulating the digital currency that signals value to users. Faces Are Being Scanned At US Airports With No Safeguards on Data Use (nytimes.com)
schwit1 writes: The program makes boarding an international flight a breeze: Passengers step up to the gate, get their photo taken and proceed onto the plane. There is no paper ticket or airline app. Thanks to facial recognition technology, their face becomes their boarding pass.... The problem confronting thousands of travelers, is that few companies participating in the program, called the Traveler Verification Service, give explicit guarantees that passengers' facial recognition data will be protected.
And even though the program is run by the Department of Homeland Security, federal officials say they have placed no limits on how participating companies -- mostly airlines but also cruise lines -- can use that data or store it, opening up travelers' most personal information to potential misuse and abuse such as being sold or used to track passengers' whereabouts.
The Department of Homeland Security is now using the data to track foreigners overstaying their visas, according to the Times. "After passengers' faces are scanned at the gate, the scan is sent to Customs and Border Protection and linked with other personally identifying data, such as date of birth and passport and flight information."
But the face scans are collected by independent companies, and Border Protection officials insist they have no control over how that data gets used. -
PSA: NASA's Parker Solar Probe Is Launching Saturday Morning; Here's How To Watch (pbs.org)
In the early hours of Saturday morning, NASA is scheduled to launch the Parker Solar Probe for a seven-year mission to study the sun and its atmosphere. The spacecraft will take off from NASA's Kennedy Space Center in Florida, traveling up to 430,000 miles per hour towards the star -- that will make it the fastest spacecraft ever. Assuming you're reading this story around the time it's published, you still have time to watch the launch via NASA's livestream. The launch window for the Parker Solar Probe opens at 3:33 a.m. ET Saturday, but the exact launch time is unknown.
The New York Times has published a story about Eugene N. Parker, the professor that the spacecraft was named after. It is the first time that NASA has named a mission for a living person. Here's an excerpt from the report: In a foundational paper published in The Astrophysical Journal, Dr. Parker described how charged particles streamed continuously from the sun, like the flow of water spreading outward from a circular fountain. Almost no one believed him. EPA Staff Objected To Agency's New Rules on Asbestos Use, Internal Emails Show (nytimes.com)
Top officials at the Environmental Protection Agency pushed through a measure to review applications for using asbestos in consumer products, and did so over the objections of E.P.A.'s in-house scientists and attorneys, internal agency emails show. From a report: The clash over the proposal exposes the tensions within the E.P.A. over the Trump administration's efforts to roll back environmental rules and rewrite other regulations that industries have long fought. Asbestos, a naturally occurring mineral and known carcinogen, was once common in insulation and fireproofing materials, but today most developed countries ban it. The United States still allows limited use in products including gaskets, roofing materials and sealants. The proposed new rule would create a new process for regulating uses of asbestos, something the E.P.A. is obliged to do under a 2016 amendment to a toxic substances law. -
WhatsApp Flaw Could Allow Hackers To Modify, Send Fake Messages (nytimes.com)
A recently discovered flaw in WhatsApp could allow hackers to modify and send fake messages (Warning: source may be paywalled; alternative source). Researchers at the Israeli cybersecurity firm Check Point said the vulnerability gives a hacker the possibility "to intercept and manipulate messages sent by those in a group or private conversation" as well as "create and spread misinformation." The New York Times reports: WhatsApp acknowledged that it was possible for someone to manipulate the quote feature, but the company disagreed that it was a flaw. WhatsApp said the system was working as it had intended, because the trade-offs to prevent such a deception by verifying every message on the platform would create an enormous privacy risk or bog down the service. The company said it worked to find and remove anyone using a fake WhatsApp application to spoof the service. "We carefully reviewed this issue and it's the equivalent of altering an email," Carl Woog, a spokesman for WhatsApp, said in a statement. What Check Point discovered had nothing to do with the security of WhatsApp's so-called end-to-end encryption, which ensures only the sender and recipient can read messages, he said.
For now, the issue appears limited to a discussion among security experts. Both WhatsApp and Check Point Software said they had not seen regular users creating fake quote messages in chats. Check Point said it also discovered a way within group chats to send a message to a specific individual within the discussion. That individual is tricked into believing that the whole group saw the message and responds accordingly. WhatsApp played down the concerns raised by Check Point, saying most people know the person who they are messaging on the service. The company said 90 percent of all messages on the service are sent in one-on-one conversations, and the majority of groups are six people or less -- making it less likely that an unknown person can infiltrate a conversation to trick other users. -
Cities' Offers For Amazon Base Are Secrets Even To Many City Leaders (nytimes.com)
The location for Amazon's second headquarters is shrouded in secrecy, so much so that many city leaders are unaware of the financial incentives their cities used to entice Amazon (Warning: source may be paywalled; alternative source). The New York Times reports: Across the country, the search for HQ2, as the project has been nicknamed, is shrouded in secrecy. Even civic leaders can't find out what sort of tax credits and other inducements have been promised to Amazon. And there is a growing legal push to find out, because taxpayers could get saddled with a huge bill and have little chance to stop it. A primary reason for the information blackout is that, in many cases, the bids were handled by local private Chamber of Commerce affiliates or economic development groups that aren't required to make their negotiations public. Many of the groups are also not covered by Freedom of Information Act or state open-records requests.
But another reason is gamesmanship. Some cities say they want their Amazon proposals to remain confidential to avoid showing their hand to rivals. And Amazon required the finalists to sign nondisclosure agreements that forbid the local groups to release proprietary information about the company. With so much secrecy -- and bids like Austin's that involve unelected officials making promises -- there is the risk that taxpayers and their civic leaders will be forced to accept the proposed terms or live with turning down an enormously lucrative opportunity. Amazon, which is expected to make $235 billion in revenue this year, promises to bring the winning location up to 50,000 high-paying jobs and a $5 billion investment in construction. -

This spring, it was suddenly rebranded on Google Maps to a name few had heard: the East Cut. The peculiar moniker immediately spread digitally, from hotel sites to dating apps to Uber, which all use Google's map data. The name soon spilled over into the physical world, too. Real-estate listings beckoned prospective tenants to the East Cut. And news organizations referred to the vicinity by that term.
"It's degrading to the reputation of our area," said Tad Bogdan, who has lived in the neighborhood for 14 years. In a survey of 271 neighbors that he organized recently, he said, 90 percent disliked the name. The swift rebranding of the roughly 170-year-old district is just one example of how Google Maps has now become the primary arbiter of place names. With decisions made by a few Google cartographers, the identity of a city, town or neighborhood can be reshaped, illustrating the outsize influence that Silicon Valley increasingly has in the real world. -

Facebook was "probably," he admitted, "too focused on just the positives and not focused enough on some of the negatives." Fair enough. But it was impossible to get him to acknowledge any personal pain as both the creator and the destroyer. "I mean, my emotion is feeling a deep sense of responsibility to try to fix the problem," said Mr. Zuckerberg. "In running a company, if you want to be innovative and advance things forward, I think you have to be willing to get some things wrong. But I don't think it is acceptable to get the same things wrong over and over again."
It was a classic Silicon Valley engineer's roll-up-your-sleeves answer, which leaves many cold when it comes to, say, the manipulation of democracy. Fending off bad actors like the Russians has been and will be increasingly expensive; it may even be impossible. But Facebook could have done much more than it did, and it certainly needs to do more than it's doing. Mr. Zuckerberg is now trying to fend off talk in Washington of regulating his company like the thing he once told me it was: a utility. He has also spent the last month meeting over dinners with a range of academic experts on free speech, propaganda and more to try to understand where to go from here. Call it the education of Mark Zuckerberg and Silicon Valley, but on the world's dime. How much that has -- and will -- cost is probably immeasurable. -

Fields Medals Awarded To 4 Mathematicians (nytimes.com)
Every four years, at an international gathering of mathematicians, the subject's youngest and brightest are honored with the Fields Medal, often described as the Nobel Prize of mathematics. The New York Times: This year's recipients, announced on Wednesday at the International Congress of Mathematicians in Rio de Janeiro, include one of the youngest ever: Peter Scholze, a professor of mathematics at the University of Bonn who is 30 years old. Two weeks ago, Peter Woit, a professor at Columbia University who blogs about mathematics and physics, was among those who anticipated that Dr. Scholze would receive the medal. Dr. Woit said Dr. Scholze was "by far the most talented arithmetic geometer of his generation." By custom, Fields medals are bestowed to mathematicians 40 years old or younger. That means Dr. Scholze would have still been eligible for another two rounds of medals. The medal, first awarded in 1936, was conceived by John Charles Fields, a Canadian mathematician. The youngest winner, Jean-Pierre Serre in 1954, was 27. The other Fields medalists this year are Caucher Birkar, 40, of the University of Cambridge in England; Alessio Figalli, 34, of the Swiss Federal Institute of Technology in Zurich; and Akshay Venkatesh, 36, of the Institute for Advanced Study in Princeton and Stanford University in California. Peter Scholze's award cites "the revolution that he launched in arithmetic geometry," the study of shapes that arise from the rational-number solutions to polynomial equations (like xy3 + x2 = 1 or x2 â" y3z = 3). As a mathematician, Caucher Birkar has helped bring order to the infinite variety of polynomial equations -- those equations that consist of different variables raised to various powers. No two equations are exactly alike, but Birkar has helped reveal that many can be neatly categorized into a small number of families. [As a reader pointed out, Birkar's award was stolen within minutes of him receiving it.] UPDATE (8/4/18): Organizers have announced they'll provide an identical replacement medal.
Once a classics student with no particular affinity for mathematics, Alessio Figalli has gone on to shake the venerable mathematical discipline of analysis, which concerns the properties of certain types of equations. Figalli's results have provided a refined mathematical understanding of everything from the shape of crystals to weather patterns, to the way ice melts in water. Akshay Venkatesh, a former prodigy who struggled with the genius stereotype, has won a Fields Medal for his "profound contributions to an exceptionally broad range of subjects in mathematics." -
San Francisco Officials Are Planning To Ban Corporate Cafeterias, Force Tech Workers To Eat Out At Local Restaurants (nytimes.com)
"According to The New York Times, San Francisco officials are planning to ban corporate cafeterias to force tech workers to eat out at local eateries," writes Slashdot reader The Original CDR. Here's an excerpt from the report: Two San Francisco supervisors introduced an ordinance last week that would forbid employee cafeterias in new corporate construction. It is not clear whether the measure will pass, but it is a direct attack on one of the modern tech industry's most entrenched traditions. The ordinance, which seeks to force tech workers out of their subsidized cafeterias and into neighborhood restaurants, is the latest attempt by San Francisco leaders to make the tech companies that are migrating north from Silicon Valley adapt to life in the city.
"These tech companies have decided to leave their suburban campuses because their employees want to be in the city, and yet the irony is, they come to the city and are creating isolated, walled-off campuses," said Aaron Peskin, a city supervisor who is co-sponsoring the bill with Ahsha Safai. "This is not against these folks, it's for them. It's to integrate them into the community." Mr. Peskin's ordinance is also aimed at getting more out of a tax deal given to tech companies that would agree to move into a troubled area called Mid-Market. In 2011, the companies were given tax breaks on payroll and stock options with the hope that they would bring jobs and investment to the neighborhood, just a short walk from San Francisco's City Hall. Within a few years, a number of companies like Twitter, Square and Uber moved into Mid-Market. But despite initial excitement over the opening of a number of restaurants and shops, the neighborhood has not yet flourished the way many had hoped.
