China's 'Game of Thrones' Fans Try Torrents, VPNs For Uncensored Episodes (scmp.com)
"Winter is coming for fans of the hit television series Game of Thrones, with the final season set to hit screens around the world after a near two-year hiatus," reports the South China Morning Post. There were 96 million views for a discussion about the show on China's Twitter-like platform Weibo.
"But those watching inside China are also bracing for the chill of censorship." In recent years, Chinese authorities have ramped up the pressure on the television and film industries to clean up content they deem vulgar or politically incorrect. This has led to some serious censorship of foreign productions. Recent examples include the removal of scenes of smashed heads and bare flesh from the American superhero film Logan, and the apparent manipulation of a scene in Oscar-winner The Shape of Water so that a naked woman is made to appear to be wearing clothes...
In a bid to get around the censorship, many Chinese Game of Thrones fans have turned to virtual private networks and torrent download websites to access unexpurgated versions of their favourite episodes.
Tencent Video holds the exclusive distribution rights for the show in China, leaving one Weibo user to post "I'm begging Father Tencent not to censor too much, thank you."
Another added "This censored version is not interesting. I would pay money to watch the uncut version." -
MIT Cuts Funding Ties With Huawei, ZTE Citing US National Security Concerns (scmp.com)
Following similar moves by Stanford, University of California Berkeley and University of Minnesota, Massachusetts Institute of Technology announced that it is cutting ties with Huawei and ZTE, citing U.S. national security concerns. "At this time, based on this enhanced review, MIT is not accepting new engagements or renewing existing ones with Huawei and ZTE or their respective subsidiaries due to federal investigations regarding violations of sanction restrictions," Richard Lester, MIT's associate provost, and Maria Zuber, the school's vice-president for research, said in a letter to faculty on Wednesday. The South China Morning Post reports: MIT's move is part of a broader effort to strengthen its vetting of research partners, which may affect relationships with other entities in mainland China, Hong Kong, Russia and Saudi Arabia. "Most recently we have determined that engagements with certain countries -- currently China [including Hong Kong], Russia and Saudi Arabia -- merit additional faculty and administrative review beyond the usual evaluations that all international projects receive," the letter said.
The Protect Our Universities Act, introduced last month by Representative Jim Banks, an Indiana Republican, would establish a task force, led by the U.S. Department of Education, to maintain a list of "sensitive" research projects, including those financed by the defense and energy departments and U.S. intelligence agencies. The proposed body would monitor foreign student participation in those projects. Students with past or current Chinese citizenship would not be allowed access to the projects without a waiver from the director of national intelligence. The Act also calls for the intelligence director to create a list of foreign entities that "pose a threat of espionage with respect to sensitive research," and stipulates that Huawei and ZTE be included. -
Huawei Says It Has a Backup OS In Case It's Cut Off From Android (engadget.com)
Huawei has built its own operating system for phones, tablets and computers in case tensions between Huawei and the U.S. escalate even further than they already are. "The OS has been rumored for years, but Huawei confirmed its viability with the South China Morning Post, saying it could be used if the company were cut off from Android or Windows," reports Engadget. "It's seen as a last resort, but given the current discord between the U.S. and Huawei, it's not entirely surprising that the company has a plan B." From the report: Huawei began building the OS in 2012, after the U.S. banned Chinese telecom equipment maker ZTE from using American products and services. This was reportedly seen as a way to prepare for "worst-case scenarios." Now, with Huawei suing the U.S. government and the U.S. saying it might punish Germany if the country works with Huawei on its 5G networks, those worst-case scenarios might not be too far-fetched. At the moment, this doesn't change much. Android and Windows are still the company's first-choice. "We fully support our partners' operating systems -- we love them and our customers love them," a company spokesperson told South China Morning Post. Still, given the state of the U.S.-Huawei relationship, this contingency plan could be significant. -
You Will Soon Be Able To Pay Your Subway Fare With Your Face in China (scmp.com)
China has led the world in adoption of smartphone-based mobile payments to the point where the central bank had to remind merchants not to discriminate against cash. The next phase of development may be to pay with your face. South Morning China Post: In Shenzhen, the local subway operator is testing various advanced technologies backed by the ultra-fast 5G network, including facial-recognition ticketing. At the Futian station, instead of presenting a ticket or scanning a QR bar code on their smartphones, commuters can scan their faces on a tablet-sized screen mounted on the entrance gate and have the fare automatically deducted from their linked accounts. Currently in a trial mode, the facial-recognition ticketing service could in future help improve the efficiency of handling the up to 5 million rides per day on the city's subway network. Shenzhen Metro did not elaborate when it will roll out the facial payment service. The introduction of facial recognition-and-payment services to the public transit system marks another step by China toward integrating facial recognition and other artificial intelligence-based technology into everyday life in the world's most populous nation. Consumers can already pay for fried chicken at KFC in China with its "Smile to Pay" facial recognition system, first introduced at an outlet in Hangzhou in January 2017. -
Chinese Police Test Gait-Recognition Technology That Identifies People Based on How They Walk (scmp.com)
You can tell a lot of things from the way someone walks. Chinese artificial intelligence start-up Watrix says its softwares can identify a person from 50 meters away -- even if they have covered their face or have their back to a camera -- making it more than a match for Sherlock Holmes. From a report: Known as gait recognition, the technology works by analyzing thousands of metrics about a person's walk, from body contour to the angle of arm movement to whether a person has a toe-in or toe-out gait, to then build a database. "With facial recognition people need to look into a camera -- cooperation is not needed for them to be recognized [by our technology]," said Huang Yongzhen, co-founder and chief executive of Watrix, in an interview in Beijing. Features like this have given Watrix an edge in catching runaway criminals, who tend to avoid surveillance, said Huang. Police on the streets of Beijing, Shanghai and Chongqing, have already run trials of gait recognition technology, said Huang, and the company officially launched its 2.0 version last week, which supports analysis of real-time camera feeds at a mega-city level. -
In China, Some Teachers Are Using AI To Grade Homework (scmp.com)
A Beijing-based online education start-up has developed an artificial intelligence-powered maths app that can check children's arithmetic problems through the simple snap of a photo. Based on the image and its internal database, the app automatically checks whether the answers are right or wrong. From a report: Known as Xiaoyuan Kousuan, the free app launched by the Tencent Holdings-backed online education firm Yuanfudao, has gained increasing popularity in China since its launch a year ago and claims to have checked an average of 70 million arithmetic problems per day, saving users around 40,000 hours of time in total. Yuanfudao is also trying to build the country's biggest education-related database generated from the everyday experiences of real students. Using this, the six-year-old company -- which has a long line of big-name investors including Warburg Pincus, IDG Capital and Matrix Partners China -- aims to reinvent how children are taught in China. "By checking nearly 100 million problems every day, we have developed a deep understanding of the kind of mistakes students make when facing certain problems," said Li Xin, co-founder of Yuanfudao -- which means "ape tutor" in Chinese -- in a recent interview. "The data gathered through the app can serve as a pillar for us to provide better online education courses." -
Software Executive Exploits ATM Loophole To Steal $1 Million (zdnet.com)
An anonymous reader quotes a report from ZDNet: A Chinese software manager has been sentenced after being found guilty of stealing approximately $1 million from Huaxia Bank ATMs containing security weaknesses. The 43-year-old former manager employed in Huaxia Bank's software and technology development center spotted a "loophole" in the bank's core operating system which offered an unrecorded timeframe in which to make withdrawals, as reported by the South China Morning Post. Qin Qisheng realized that cash withdrawals made close to midnight were not recorded by the bank's systems in 2016, and in the same year, began systematically abusing the glitch.
Qin wrote a number of scripts which, once implanted in the bank's software, allowed him to probe the loophole without raising suspicion. It appears these tests were successful as the software chief then made withdrawals for over a year of between $740 and $2,965, the publication says. The money had to come from somewhere, and so Qin used a "dummy account" established by the bank for testing purposes. In total, Chinese law enforcement says that the former manager was able to steal over seven million yuan, equivalent to roughly $1 million. Huaxia Bank eventually uncovered the scheme, which Qin attempted to explain away as "internal security tests." When it came to the money, the software manager said the funds were simply "resting" in his own account but were due to be returned to the bank. The financial institution accepted his explanation and fixed the problem, but law enforcement didn't and arrested him for theft in December 2018. Qin was given a jail term of ten and a half years, and on appeal, the sentence was upheld. -
Canada's Ambassador To China Hopes US Won't Extradite Huawei Exec, Gets Fired (go.com)
First, a Canadian diplomat on Thursday contradicted what he'd said on Wednesday, according to a story shared by hackingbear: John McCallum, Canada's ambassador in China, appeared to provide legal advice to Meng Wanzhou, who is fighting extradition to the U.S. over fraud allegations. Saying she had a "strong case", McCallum outlined numerous weaknesses of the legal proceedings: political interference from Donald Trump, the extraterritorial nature of the charges and the fact that Canada is not party to American sanctions against Iran.
"I regret that my comments with respect to the legal proceedings of Ms Meng have created confusion. I misspoke," McCallum said in a statement released late on Thursday afternoon. "These comments do not accurately represent my position on the issue. As the government has consistently made clear, there has been no political involvement in this process."
But ABC News reports that the same diplomat then said Friday that it would be "great" for Canada if the U.S. dropped its extradition request, "in what seem like off script remarks again...."
"The Canadian government didn't return multiple messages in response to questions about whether McCallum is speaking for the Canadian government."

Lenovo's Chairman Says Worst is Over For PC Giant (scmp.com)
It has taken almost four years but China's Lenovo Group has begun to see some rewards from the multibillion dollar acquisitions of IBM's commodity server business and Google's Motorola Mobility smartphone unit, with the company recently regaining the crown from HP as the world's biggest personal computer (PC) maker. From a report: The company in November posted a third, straight quarter of profit growth as its Motorola business broke even operationally and as its data centre unit posted much-reduced losses of US$3 million, allowing it to say it was on track to be a "sustainable, profitable growth engine." Chairman and chief executive Yang Yuanqing believes the worst is over for Lenovo, which has spent the past few years refocusing on mobile and smart devices, as well as its data centre services, in what the company has called an "intelligent transformation" to capitalize on the rapid growth of the internet of things (IoT) market globally, as well as the wider adoption of artificial intelligence (AI) and automation. "Because of the past few years of laying the groundwork ... we have all the assets needed to now push ahead in the field of automation [where processes can be conducted with minimal human inputs]," he said in a recent interview. -
Mark Zuckerberg-Funded Researchers Test Implantable Brain Devices (scmp.com)
Mark Zuckerberg and his pediatrician wife Priscilla Chan have sold close to 30 million shares of Facebook to fund an ambitious biomedical research project, called the Chan Zuckerberg Initiative (CZI), with a goal of curing all disease within a generation. A less publicized component of that US$5 billion program includes work on brain-machine interfaces, devices that essentially translate thoughts into commands. From a report: One recent project is a wireless brain implant that can record, stimulate and disrupt the movement of a monkey in real time. In a paper published in the highly cited scientific journal Nature on Monday, researchers detail a wireless brain device implanted in a primate that records, stimulates, and modifies its brain activity in real time, sensing a normal movement and stopping it immediately. Those researchers are part of the Chan Zuckerberg Biohub, a non-profit medical research group within the CZI. Scientists refer to the interference as "therapy" because it is designed to be used to treat diseases like epilepsy or Parkinson's by stopping a seizure or other disruptive motion just as it starts.
"Our device is able to monitor the primate's brain while it's providing the therapy so you know exactly what's happening," Rikky Muller, a co-author of the new study, told Business Insider. A professor of computer science and engineering at the University of California, Berkeley, Muller is also a Biohub investigator. The applications of brain-machine interfaces are far-reaching: while some researchers focus on using them to help assist people with spinal cord injuries or other illnesses that affect movement, others aim to see them transform how everyone interacts with laptops and smartphones. Both a division at Facebook formerly called Building 8 as well as an Elon Musk-founded company called Neuralink have said they are working on the latter. -
China Forms New Body To Review Ethics Risks of Video Games (scmp.com)
China has established a new body that reviews ethical issues in video gaming, marking the country's latest attempt to tighten control over the world's biggest games market. From a report: The recently formed Online Games Ethics Committee has so far evaluated an initial batch of 20 video game titles, according to a report on Friday from state broadcaster China Central Television (CCTV). This was the first time the committee's existence was made public. Without elaborating, the CCTV report said the ethics committee rejected nine games for publication in the domestic market, while ruling that certain content be modified in the 11 other games that were reviewed.
The report neither revealed which government department the ethics committee was directly under nor identified the 20 games that the body processed. The creation of the Online Games Ethics Committee has come amid concerns over internet addiction, childhood myopia and unsuitable content in China's US$38 billion video games market, which has led Beijing to tighten its control over the industry and freeze the approval of new titles this year. -

From a report: China is planning to build a deep sea base for unmanned submarine science and defence operations in the South China Sea, a centre that might become the first artificial intelligence colony on Earth, officials and scientists involved in the plan said. The project -- named in part after Hades, the underworld of Greek mythology -- was launched at the Chinese Academy of Sciences in Beijing this month after a visit to a deep sea research institute at Sanya, Hainan province, by Chinese President Xi Jinping in April.
Xi urged the scientists and engineers to dare to do something that has never been done before. "There is no road in the deep sea, we do not need to chase [after other countries], we are the road," he said. The idea of an outpost for deep sea exploration has been a favourite of scientists, engineers and fiction writers for hundreds of years, while the Greek allegory of Atlantis has inspired many "city beneath the sea" stories. The Hadal zone that would be home to the base is the deepest part of an ocean -- typically a V-shape abyss -- at a depth of 6,000 to 11,000 metres (19,685 to 36,100 feet). The project will cost Chinese taxpayers 1.1 billion yuan (US$160 million), the scientists said. That is half as much again as the cost of the FAST radio telescope -- the world's largest -- in Guizhou province, southwest China. -
AI Mistakes Ad On a Bus For an Actual CEO, Then Publicly Shames Them For 'Jaywalking' (scmp.com)

Jaywalkers are identified and shamed by displaying their photographs on large public screens... Developments are also underway to engage the country's mobile network operators and social media platforms, such as Tencent Holdings' WeChat and Sina Weibo, to establish a system in which offenders will receive personal text messages as soon as they are caught violating traffic rules....
Making a compelling case for change is the recent experience of Dong Mingzhu, chairwoman of China's biggest maker of air conditioners Gree Electric Appliances, who found her face splashed on a huge screen erected along a street in the port city of Ningbo... That artificial intelligence-backed surveillance system, however, erred in capturing Dong's image on Wednesday from an advertisement on the side of a moving bus. The traffic police in Ningbo, a city in the eastern coastal province of Zhejiang, were quick to recognise the mistake, writing in a post on microblog Sina Weibo on Wednesday that it had deleted the snapshot. It also said the surveillance system would be completely upgraded to cut incidents of false recognition in future.
The article says the mistakenly-accused CEO's company later thanked the traffic police for their hard work, and "called on people to obey traffic rules to keep the streets safe."

From a report: The gross merchandise value surpassed last year's tally of 168.2 billion yuan ($25.3 billion) at 3:49 pm on Sunday. Also known as Double 11, the shopping extravaganza will draw to a close at midnight. Consumers spent a total of 168.5 billion yuan (US$24.3 billion) as of 3:53 pm. Sales were helped by the participation of Alibaba's Southeast Asia unit Lazada, as well as subsidiaries Ele.me, Koubei, supermarket chain Hema and other business units. Chinese News Agency Adds AI Anchors To Its Broadcast Team (engadget.com)
Two AI anchors are joining China's state-run news agency Xinhua. "The two anchors, one that speaks in English and another in Chinese, have the likeness of some of Xinhua's human anchors, but their voices, facial expressions and mouth movements are synthesized and animated using deep learning techniques," reports Engadget. From the report: "AI anchors have officially become members of the Xinhua News Agency reporting team," the agency said. "They will work with other anchors to bring you authoritative, timely and accurate news information in both Chinese and English." China's South China Morning Post reports that the AI anchors are available through Xinhua's English and Chinese apps, its TV webpage and its WeChat public account. The technology behind the anchors is being provided by search engine company Sogou.
Xinhua says its AI anchors can deliver the news with the "same effect" as that of human reporters. But if you watch the video, that isn't exactly true. It's pretty clear you're watching a non-human anchor as the mouth movements and facial expressions aren't quite human-like, and the voice can come off as a little robotic. -

Local media reports: The 27 boys and four girls, all aged 18 and under, were selected for the four-year "experimental programme for intelligent weapons systems" at the Beijing Institute of Technology (BIT) from more than 5,000 candidates, the school said on its website. The BIT is one of the country's top weapons research institutes, and the launch of the new programme is evidence of the weight it places on the development of AI technology for military use. China is in competition with the United States and other nations in the race to develop deadly AI applications -- from nuclear submarines with self-learning chips to microscopic robots that can crawl into human blood vessels. -

From the report: The BIT is one of the country's top weapons research institutes, and the launch of the new program is evidence of the weight it places on the development of AI technology for military use. "These kids are all exceptionally bright, but being bright is not enough," said a BIT professor who was involved in the screening process but asked not to be named because of the sensitivity of the subject. "We are looking for other qualities such as creative thinking, willingness to fight, a persistence when facing challenges," he said. "A passion for developing new weapons is a must ... and they must also be patriots."
Each student will be mentored by two senior weapons scientists, one from an academic background and the other from the defense industry, according to the program's brochure. After completing a short program of course work in the first semester, the students will be asked to choose a speciality field, such as mechanical engineering, electronics or overall weapon design. They will then be assigned to a relevant defense laboratory where they will be able to develop their skills through hands-on experience. -
Tencent Will Soon Require Chinese Users To Present IDs To Play Its Video Games (theverge.com)
China's Tencent will soon require gamers to prove their ages and identities against police records, according to a new official statement yesterday. Under the new system, users will need to register their Chinese national IDs in order to play any games from Tencent. The Verge reports: Ten mobile games will get the new verification system by the end of the year, and all games offered by Tencent, including PlayerUnknown's Battlegrounds and League of Legends, will get the system by 2019. Tencent has been criticized by state-run People's Daily, which called Arena of Valor "poison," after reports that students were ditching their homework to play the mobile game.
Tencent has also faced direct regulatory pressure this summer, after President Xi Jinping pointed out that too many children were nearsighted and said the government was taking action. Beijing officially ruled to ban new games, cementing an unofficial pause that started back in March, costing Tencent up to $1.5 billion in lost revenue as it was unable to launch games it had been developing. In September, Tencent imposed the new verification system on Arena of Valor and created a feature that blurs the screen if minors look too closely at it. The new system simply enforces rules that Tencent had in place since last year: barring gamers who are 12 and under from playing more than an hour a day and establishing a curfew of 9PM. Those who are 13 to 18 can play up to two hours a day. Still, the system won't prevent minors from borrowing the phones of their parents and other adults. -
China Requires Blockchain-Based Information Service Providers To Register Users Using Real Names, Censor Postings and Store User Data (scmp.com)
Chinese users will have to register their real names before they can use online information services based on blockchain, in the first set of rules specifically targeting the technology behind digital currencies like bitcoin that is known for providing anonymity for users. From a report: Under proposed new rules, companies and entities operating in China that provide blockchain-based information services will have to ask users to register their real names and national identification card numbers, censor content deemed to pose a threat to national security and store user data to allow inspection by authorities. The Cyberspace Administration of China published the draft regulations on its website on Friday for public consultation until November 2. It is not clear when the rules will come into effect. The latest rules come after an activist in China published an open letter in April about an alleged cover-up of sexual harassment at a top university more than two decades ago on the ethereum blockchain, after the post attracted censors on social media platforms such as WeChat and Weibo. The anonymous poster attached the letter to an ether transaction to himself, in a move similar to leaving a note in a bank transfer. But since all transaction records are public on ethereum, the letter can be read by anyone. -

U.K. researchers are using online resources like Flickr and Instagram to help build and strengthen a database that will eventually help track global tiger populations in real time. Once collected, the photos are analyzed by everyday people in a free app called Wildsense... The mighty lion is being surveilled too. Conservationists and wildlife teachers are using facial recognition to keep tabs on a database of over 1,000 lions... Wildlife experts are tracking elephants to protect them from encroaching poachers. Using Google's Cloud AutoML Vision machine learning software, the technology will uniquely identify elephants in the wild. According to the Evening Standard, the tech will even send out an alert if it detects poachers in the same frame.
The story of whale facial tracking is one of crowdsourcing success. After struggling to distinguish specific whales from one another on his own, marine biologist Christian Khan uploaded the photos to data-competition site Kaggle and, within four months, data-science company Deepsense was able to accurately detect individual whale faces with 87% accuracy. Since then, detection rates have steadily improved and are helping conservationists track and monitor the struggling aquatic giant.
U.S. researchers are trying to protect "the world's most endangered animal" with LemurFaceID, which is able to accurately differentiate between two lemur faces with 97% accuracy. But "In the livestock surveillance arms race China is definitely leading the charge," the article notes, citing e-commerce giant JD.com and its use of facial recognition to monitor herds of pigs to detect their age, weight, and diet.
And one Chinese company even offers a blockchain-based chicken tracking system (codenamed "GoGo Chicken") with an app that can link a grocery store chicken to "its birthplace, what food it ate and how many steps it walked during its life." -
Chinese Police Get Power To Inspect ISPs (scmp.com)
China has issued a new regulation setting out wide-ranging police powers to inspect internet service providers and users, as the government tightens its grip on the country's heavily restricted cyberspace. Local media reports: Under the new rule, effective from November 1, central and local public security authorities can enter the premises of all companies and entities that provide internet services and look up and copy information considered relevant to cybersecurity. The regulation was issued by the Ministry of Public Security last month and released on its website on Sunday. It comes more than a year after a controversial cybersecurity law was introduced that has caused widespread concern among foreign companies operating in China. Despite its broad scope, the legislation gives few details about implementation, making it all the more difficult for companies trying to avoid its repercussions. Analysts said the new regulation sheds some light on how the law will be implemented. "That's obviously how Chinese laws go. First there is a big concept, then there is a sweeping law, and then implementing regulations will come in to flesh out the details," said William Nee, a China expert with Amnesty International. -

China has shut down numerous blockchain-related news accounts on the WeChat social app, and banned hotels in downtown Beijing from hosting events promoting cryptocurrencies, in a renewed crackdown on activities related to the digital money. From a report: At least eight blockchain and cryptocurrency-focused online media outlets -- some of which raised several million dollars in venture capital -- found their official public accounts on WeChat blocked on Tuesday evening, due to violations against new regulations from China's top internet watchdog. Tencent, operator of WeChat, said in a statement that it has shut down these accounts permanently as they are "suspected of publishing information related to ICOs [initial coin offerings] and speculations on cryptocurrency trading." It cited regulations enacted earlier this month by the Cyberspace Administration of China, which, among other things, demand content providers within chat apps comply with "national interests" and "public orders." -

China surpassed the 800-million mark for the number of internet users for the first time, further cementing its position as home to the world's biggest online community, as the country kept up its investment in infrastructure and pushed to lower access fees. The number of internet users in China rose by 30 million in the first half of this year to 802 million, representing a penetration rate of 57.7 per cent, according to a report by state agency China Internet Network Information Centre (CNNIC) released this week. All but 1.7 per cent of the users access the internet through mobile devices, according to the report. -
Chinese Police Bust World Cup Gambling Ring With More Than $1 Billion In Cryptocurrency (theverge.com)
An anonymous reader quotes a report from The Verge: Chinese authorities have arrested six suspects behind a World Cup gambling ring that was hosting more than 10 billion yuan -- or $1.5 billion USD -- worth of cryptocurrency bets, according to a statement released yesterday by the police department in Guangdong province. The gambling syndicate ran on the dark web, accepting bets in the form of bitcoin, ethereum, and litecoin for an eight-month stretch before being apprehended. It attracted more than 300,000 players from different countries, and 8,000 "agents" who earned commissions for recruiting new members through a pyramid scheme-like system, according to the South China Morning Post. The bust that took down the dark web syndicate was a part of China's larger plans to stem the criminal activity -- though this was the first to involve cryptocurrency, according to Guangdong law enforcement. Thus far, they've arrested 540 suspects and frozen more than 260 million yuan as a part of their efforts. -

News agency AFP reports: After mocking censors working overtime to delete comparisons of Chinese President Xi Jinping with the cartoon bear, comedian John Oliver and now the website of TV giant HBO have fallen victim to Beijing's censorship machine. Chinese authorities blocked HBO's site in China, just days after Oliver took Xi to task, anti-censorship and monitoring group GreatFire.org said on Saturday. The website was still not accessible on Monday. HBO joins a long list of Western media outlets that have had their websites blocked in China including The New York Times, Facebook and Twitter. -
China Will Partly Lift Internet Censorship For One of Its Provinces To Promote Tourism (theverge.com)
In an effort to promote tourism, the southern tropical Chinese island of Hainan will no longer censor its internet. "Visitors to select areas of Hainan will be able to access Facebook, Twitter, and YouTube, according to a new plan authorities have put together to turn the province into a free trade port by 2020," reports The Verge. "It's not clear if other banned platforms will be uncensored." From the report: The three-year action plan was published on Thursday, but removed from the local government website by Friday, as spotted by the South China Morning Post. For Hainan, China will lift part of its censorship system, or what's known as the Great Firewall, that blocks access to most foreign social media and news sites. Tourists will be able to enter designated zones in Hainan's two major cities to access Twitter, Facebook, and YouTube. Other banned foreign social media platforms, like Google, Instagram, or WhatsApp, haven't been mentioned.
Ironically, China appears to be censoring people's reactions to the news that some censorship is being lifted. One user on Weibo commented that people weren't allowed a chance to provide any feedback on the new tourism plan. "Thousands of comments have since been deleted. As if censoring people solved the problem." -
China's Bungled Drone Display Breaks World Record (bbc.com)
Chinese company EHang has broken the Guinness World Record for the most drones flown simultaneously, despite them failing to coordinate for a light show. The company programmed a fleet of 1,374 drones to fly in set patterns, "but failed to spell out the date and the record-setting number of drones," reports the BBC. From the report: The South China Morning Post called the event an "epic fail." The record was previously held by U.S. technology company Intel, which flew 1,218 aircraft at the 2018 Pyeongchang Winter Olympic Games in February. Intel's show was pre-recorded before being aired during the opening ceremony, due to "possible freezing weather and strong winds." According to the South China Morning Post, EHang was paid 10.5 million yuan ($1.65 million) for the Labor Day performance in the north-western city of Xi'an. Chinese Government Admits Collection of Deleted WeChat Messages (techcrunch.com)
The South China Morning Post reported over the weekend that Chinese authorities have the capability of retrieving deleted messages from the WeChat app. The newspaper noted that an anti-corruption commission in Hefei province posted Saturday to social media that it has "retrieved a series of deleted WeChat conversations from a subject" as part of an investigation. TechCrunch reports: The post was deleted Sunday, but not before many had seen it and understood the ramifications. Tencent, which operates the WeChat service used by nearly a billion people (including myself), explained in a statement that "WeChat does not store any chat histories -- they are only stored on users' phones and computers." The technical details of this storage were not disclosed, but it seems clear from the commission's post that they are accessible in some way to interested authorities, as many have suspected for years. The app does, of course, comply with other government requirements, such as censoring certain topics. -
China is Now Monitoring Employees' Brainwaves and Emotions (fastcompany.com)
From a report: The Orwellian-as-all-get-out practice is being conducted using "emotional surveillance technology" by both businesses in China and the country's military, reports the South China Morning Post. The tech uses small wireless sensors embedded in employees' hats that can monitor brainwaves. That brainwave data is then analyzed by AI to tell when an employee is tired, anxious, or even full of rage. One company using the brain-monitoring tech says profits have increased by $315 million since rolling it out way back in 2014. Other uses of the tech include monitoring drivers of trains to tell if they've fallen asleep or are at risk of doing so. It's important to note the technology cannot read people's thoughts. -
Can A New HIV Drug Kill The Virus That Causes AIDS? (scmp.com)
"A team led by scientists from the University of Hong Kong has developed a new antibody drug that will not only protect people from contracting HIV but also serve as a long-acting treatment for the virus, unlike current medication that must be taken daily." Slashdot reader hackingbear shared this article from the South China Morning Post: There will need to be a further battery of tests before the drug, named "BiIA-SG", can be part of the global battle against the virus, which causes Aids. The research team has so far only tested the drug on mice but is now looking to experiment on larger animals such as monkeys, before conducting clinical trials on humans. Still, Professor Chen Zhiwei, the team leader and director of HKU's Aids Institute, stressed the scientific discovery had yielded "one of the most potent and effective antibody drugs". This is because the study showed that mice given the drug before being infected with HIV were protected from the virus for about a week.
In addition, the experiments, which also involved experts from mainland medical and research institutions, found that when mice were infected with HIV before being treated, 42 per cent had an "undetectable level" of the virus for at least four weeks after one injection of antibodies... The tests found that the drug was effective against 124 strains of HIV, including those that are commonly found in infected people from Hong Kong and mainland China. -
China Removes Four News Apps From Smartphone Stores To Tighten Control (scmp.com)
The mobile apps for four popular news apps in China, including the most popular aggregator, Jinri Toutiao, were removed from a number of Chinese smartphone app stores following reports of a crackdown by the country's media watchdog, local media reported on Monday. From the report: Toutiao, with about 120 million daily active users, was not available on the app stores of smartphone manufacturers Xiaomi and Meizu on Monday afternoon. The apps for Tiantian Kuaibao, Netease News and Ifeng News were also not found on Xiaomi. China's authorities have asked several of the country's smartphone app stores to remove the four apps by 3pm on Monday as part of efforts to "regulate order in the broadcasting environment," according to Chinese news portal Sohu.com. The apps will be removed for between three days to three weeks, with Toutiao being offline for the longest period, according to the Sohu report. [...] China has shut down more than 13,000 websites in the last three years as Beijing sought to tighten its grip on the internet. -
China, in Search of Water, is Building a Rain-Making Network Three Times the Size of Spain (scmp.com)
China is testing cutting-edge defence technology to develop a powerful yet relatively low-cost weather modification system to bring substantially more rain to the Tibetan plateau, Asia's biggest freshwater reserve. From a report: The system, which involves an enormous network of fuel-burning chambers installed high up on the Tibetan mountains, could increase rainfall in the region by up to 10 billion cubic metres a year -- about 7 per cent of China's total water consumption -- according to researchers involved in the project. Tens of thousands of chambers will be built at selected locations across the Tibetan plateau to produce rainfall over a total area of about 1.6 million square kilometres (620,000 square miles), or three times the size of Spain. It will be the world's biggest such project.
The chambers burn solid fuel to produce silver iodide, a cloud-seeding agent with a crystalline structure much like ice. The chambers stand on steep mountain ridges facing the moist monsoon from south Asia. As wind hits the mountain, it produces an upward draft and sweeps the particles into the clouds to induce rain and snow. -

An anonymous reader quotes a report from South China Morning Post: Traffic police in the southern Chinese city of Shenzhen have always had a reputation for strict enforcement of those flouting road rules in the metropolis of 12 million people. Now with the help of artificial intelligence and facial recognition technology, jaywalkers will not only be publicly named and shamed, they will be notified of their wrongdoing via instant messaging -- along with the fine. Intellifusion, a Shenzhen-based AI firm that provides technology to the city's police to display the faces of jaywalkers on large LED screens at intersections, is now talking with local mobile phone carriers and social media platforms such as WeChat and Sina Weibo to develop a system where offenders will receive personal text messages as soon as they violate the rules, according to Wang Jun, the company's director of marketing solutions.
For the current system installed in Shenzhen, Intellifusion installed cameras with 7 million pixels of resolution to capture photos of pedestrians crossing the road against traffic lights. Facial recognition technology identifies the individual from a database and displays a photo of the jaywalking offense, the family name of the offender and part of their government identification number on large LED screens above the pavement. In the 10 months to February this year, as many as 13,930 jaywalking offenders were recorded and displayed on the LED screen at one busy intersection in Futian district, the Shenzhen traffic police announced last month. Taking it a step further, in March the traffic police launched a webpage which displays photos, names and partial ID numbers of jaywalkers. These measures have effectively reduced the number of repeat offenders, according to Wang. The next step -- informing the errant pedestrians by text or Weibo instant messaging -- could have the added benefit of eliminating the cost of erecting large LED screens across the cities, he said. -

Ecuador is Fighting Crime Using Chinese Surveillance Technology (scmp.com)
Ecuador has introduced a security system using monitoring technology from China, including facial recognition, as it tries to bring down its crime rate and improve emergency management, according to state-run Xinhua news agency. From a report: A network of cameras has been installed across the South American nation's 24 provinces -- keeping watch on its population of 16.4 million people -- using a system known as the ECU911 Integrated Security Service, Xinhua reported. Used by the country's police, armed forces and fire brigade, it went into operation in November 2016 and has an emergency response and monitoring system. -
China Builds 'World's Biggest Air Purifier' That Actually Works (scmp.com)
The South China Morning Post shares an update on the status of an experimental tower in northern China, dubbed the world's biggest air purifier by its operators. According to the scientist leading the project, the tower -- which stands over 328 feet (100 meters) tall -- has brought a noticeable improvement in air quality. From the report: The head of the research, Cao Junji, said improvements in air quality had been observed over an area of 10 square kilometers (3.86 square miles) in the city over the past few months and the tower has managed to produce more than 10 million cubic meters (353 million cubic feet) of clean air a day since its launch. Cao added that on severely polluted days the tower was able to reduce smog close to moderate levels. The system works through greenhouses covering about half the size of a soccer field around the base of the tower. Polluted air is sucked into the glasshouses and heated up by solar energy. The hot air then rises through the tower and passes through multiple layers of cleaning filters. The average reduction in PM2.5 -- the fine particles in smog deemed most harmful to health -- fell 15 per cent during heavy pollution. Cao said the results were preliminary because the experiment is still ongoing. The team plans to release more detailed data in March with a full scientific assessment of the facility's overall performance. -
WeChat To Become China's Official Electronic ID System (scmp.com)
The popular mobile application WeChat is poised to become China's official electronic personal identification system. "The government of Guangzhou, capital of the southern coastal province of Guangdong, started on Monday a pilot program that creates a virtual ID card, which serves the same purpose as the traditional state-issued ID cards, through the WeChat accounts of registered users in the city's Nansha district," reports South China Morning Post. From the report: It said that trial will soon cover the entire province and further expand across the country from January next year. The program's success would mark one of the most significant milestones for WeChat after it was initially rolled out by Tencent as a mobile messaging service in 2011, and then evolved into the country's largest social network, as well as a popular online platform for payments and money transfers. Shenzhen-based Tencent has estimated that WeChat, marketed as Weixin on the mainland, recorded 980 million monthly active users in the quarter ended September 30. The WeChat ID program was co-developed by the research institute of the Ministry of Public Security and Tencent's WeChat team, and supported by various banks and several other government departments. The project is expected to help deter online identity theft, as facial recognition technology is used to verify applicants before their virtual ID cards get authorized. Those verified will be able to use their WeChat ID to register in hotels and apply for government services without the need of bringing their physical ID cards. -
Facial Recognition Algorithms -- Plus 1.8 Billion Photos -- Leads to 567 Arrests in China (scmp.com)
"Our machines can very easily recognise you among at least 2 billion people in a matter of seconds," says the chief executive and co-founder of Yitu. The South China Morning Post reports: Yitu's Dragonfly Eye generic portrait platform already has 1.8 billion photographs to work with: those logged in the national database and you, if you have visited China recently... 320 million of the photos have come from China's borders, including ports and airports, where pictures are taken of everyone who enters and leaves the country. According to Yitu, its platform is also in service with more than 20 provincial public security departments, and is used as part of more than 150 municipal public security systems across the country, and Dragonfly Eye has already proved its worth. On its very first day of operation on the Shanghai Metro, in January, the system identified a wanted man when he entered a station. After matching his face against the database, Dragonfly Eye sent his photo to a policeman, who made an arrest. In the following three months, 567 suspected lawbreakers were caught on the city's underground network. The system has also been hooked up to security cameras at various events; at the Qingdao International Beer Festival, for example, 22 wanted people were apprehended.
Whole cities in which the algorithms are working say they have seen a decrease in crime. According to Yitu, which says it gets its figures directly from the local authorities, since the system has been implemented, pickpocketing on Xiamen's city buses has fallen by 30 per cent; 500 criminal cases have been resolved by AI in Suzhou since June 2015; and police arrested nine suspects identified by algorithms during the 2016 G20 summit in Hangzhou. Dragonfly Eye has even identified the skull of a victim five years after his murder, in Zhejiang province.
The company's CEO says it's impossible for police to patrol large cities like Shanghai (population: 24,000,000) without using technology.
And one Chinese bank is already testing facial-recognition algorithms hoping to develop ATMs that let customers withdraw money just by showing their faces. -
China Will Spend $3.3 Billion to Research Molten Salt Nuclear-Powered Drones (scmp.com)
Long-time Slashdot reader WindBourne tipped us off to some news from The South China Morning Post: China is to spend 22 billion yuan (US$3.3 billion) trying to perfect a form of technology largely discarded in the cold war which could produce a safer but more powerful form of nuclear energy. The cash is to develop two "molten salt" reactors in the Gobi Desert in northern China. Researchers hope that if they can solve a number of technical problems the reactors will lead to a range of applications, including nuclear-powered warships and drones. The technology, in theory, can create more heat and power than existing forms of nuclear reactors that use uranium, while producing only one thousandth of the radioactive waste. It also has the advantage for China of using thorium as its main fuel. China has some of the world's largest reserves of the metal...
The reactors use molten salt rather than water as a coolant, allowing them to create temperatures of over 800 degrees Celsius, nearly three times the heat produced by a commercial nuclear plant fuelled with uranium. The superhot air has the potential to drive turbines and jet engines and in theory keep a bomber flying at supersonic speed for days.
One Beijing researcher says these drones "would serve as a platform for surveillance, communication or weapon delivery to deter nuclear and other threats from hostile countries." He asked not to be named, but provided one more advantage for a nuclear-powered drone flying at high-altitudes over the ocean.
"It will also have more public acceptance. If an accident happens, it crashes into the sea." -
China Builds World's Fastest Hypersonic Wind Tunnel To Simulate Flight At 27,000 MPH (scmp.com)
schwit1 quotes a report from South China Morning Post: China is building the world's fastest wind tunnel to simulate hypersonic flight at speeds of up to 12 kilometers per second (~27,000 miles per hour). Zhao Wei, a senior scientist working on the project, said researchers aimed to have the facility up and running by around 2020 to meet the pressing demand of China's hypersonic weapon development program. "It will boost the engineering application of hypersonic technology, mostly in military sectors, by duplicating the environment of extreme hypersonic flights, so problems can be discovered and solved on the ground," said Zhao. The world's most powerful wind tunnel at present is America's LENX-X facility in Buffalo, New York state, which operates at speeds of up to 10 kilometers per second -- 30 times the speed of sound. Hypersonic aircraft are defined as vehicles that travel at speeds of Mach 5, five times the speed of sound, or above.
In the new tunnel there will be a test chamber with room for relatively large aircraft models with a wing span of almost three meters. To generate an airflow at extremely high speeds, the researchers will detonate several tubes containing a mixture of oxygen, hydrogen and nitrogen gases to create a series of explosions that can discharge one gigawatt of power within a split second, according to Zhao. The shock waves, channelled into the test chamber through a metallic tunnel, will envelope the prototype vehicle and increase the temperature over its body to 8,000 Kelvins, or 7,727 degrees Celsius, Zhao said. The new tunnel would also be used to test the scramjet, a new type of jet engine designed specifically for hypersonic flights. Traditional jet engines are not capable of handling air flows at such speeds. -

China has decided to relaunch the world's fastest train service following a fatal crash in 2011, where the high speed train service reduced its upper limit from its then-record holding 350 km/h (217 miles/hour) to 250-300 km/h (155-186 miles/hour). Fortune reports: Government-controlled website Thepaper.cn reported that seven pairs of bullet trains will be operating under the name "Fuxing," meaning rejuvenation, according to the South China Morning Post. The trains will once again run at 350 km/h, with a maximum speed of 400 km/h (248 mph). It is reported that the train service will boast a monitoring system that will automatically slow the trains in case of emergency. The Beijing-Shanghai line will begin operating on 21 September and will shorten the nearly 820 mile journey by an hour, to four hours thirty minutes. Nearly 600 million people use this route each year, providing a reported $1 billion in profits . Other routes include Beijing-Tianjin-Hebei, which will begin operation today. -

That is because Chinese smartphone makers offer sophisticated functions at reasonable prices, according to Steve Wozniak, Apple co-founder and one of the pioneers of the personal computer industry. "Here is what I admire about Chinese phones: really good, intelligent decisions about how to lower the cost but keep enough of the functionality in, because I am into products that are good, well designed, nice looking, but at prices that the average person can afford," he said. Still, Wozniak believes the quality of Apple's product makes it worth the high price tag. "In life I don't believe in quantity as much as I do in quality. So you may not have the hugest share in the market or be the No 1, but you should have the best product you can possibly build and Apple qualifies for that," Wozniak, told reporters after he discussed artificial intelligence with Liu Zihong, chairman and chied executive of Royole, in a technology forum held at Tianan Cyber Park in Dongguan, Guangdong province, on Tuesday. China Makes Quantum Leap In Developing Quantum Computer (scmp.com)
hackingbear writes: Researchers at the University of Science and Technology of China created a quantum device, called a boson sampling machine, that can now carry out calculations for five photons, but at a speed 24,000 times faster than previous experiments. Pan Jianwei, the lead scientist on the project, said that though their device was already (only) 10 to 11 times faster at carrying out the calculations than the first electronic digital computer, ENIAC, and the first transistor computer, TRADIC, in running the classical algorithm, their machine would eclipse all of the world's supercomputers in a few years. "Our architecture is feasible to be scaled up to a larger number of photons and with a higher rate to race against increasingly advanced classical computers," they said in the research paper published in Nature Photonics. This device is said to be the first quantum computer beating a real electronic classical computer in practice. Scientists estimate that the current faster supercomputers would struggle to estimate the behavior of 20 photons. -
Chinese Warehouse Cut Labor Costs In Half With a Fleet of Tiny Robots (qz.com)
Many people around the world fear their job will eventually be replaced by a machine, including many Slashdotters. But workers in China may be the most fearful as Asia produces more robots than the rest of the world combined. Last week, a Chinese shipping company, called Shentong Express, showed off a mildly-dystopian automated warehouse that reportedly cut its labor costs in half using a fleet of tiny robots, according to the South China Morning Post. Quartz reports: In a video, tiny orange robots made by Hikvision ferry packages around an eastern China warehouse, taking each parcel from a human worker, driving under a scanner, and then dumping the package down a specific chute for it to be shipped. The human's main job in the video appears to be picking up packages and placing them label-up on top of the robot, a task modern robotics is only just starting to put into warehouse production. A spokesperson told the Post that Shentong is using the robot in two of its warehouses, and hopes to expand use to the rest of the country. -
South Korea Developing 'Near-Supersonic' Train Similar To Hyperloop (huffingtonpost.co.uk)
The South Korean government plans to unveil a high-speed train that can travel at near-supersonic speeds capable of cutting a five hour journey to just 30 minutes. It's reminiscent of the Hyperloop, a proposed mode of passenger and freight transportation that propels a pod-like vehicle through a near-vacuum tube at more than airline speed. Huffington Post UK reports: According to the Korea Railroad Research Institute, it plans to unveil a "hyper tube" format train in the "not too distant" future. Speaking to the South China Morning Post, the government-owned organization said: "We hope to create an ultra-fast train, which will travel inside a state-of-the-art low-pressure tube at lightning speeds, in the not-too-distant future. To that end, we will cooperate with associated institutes as well as Hanyang University to check the viability of various related technologies called the hyper-tube format over the next three years." While this sounds very similar to the low-pressure concept designed initially by Tesla founder Elon Musk it seems as though the KRRI wants to go even further and create a system that will leave Hyperloop looking like a Hornby set. By throwing all their resources at the project, South Korea is hoping to skip past maglev, a still-new propulsion system that uses electromagnets to actually levitate trains above the air. While this removes some of the friction that comes with using conventional wheels, it still doesn't remove the brick wall of friction that is air itself. By building a low-pressure tube however and placing the train inside it you can effectively create a train that could travel at eye-watering speeds. -
Seoul Considers Messaging Ban After Work Hours (thestack.com)
An anonymous reader writes: The city legislature of Seoul, South Korea, is considering implementing a law that would ban after work messaging to employees, in an effort to reduce work-related stress among employees. Members of the Seoul Metropolitan Council proposed a revision to a public ordinance that would ban after-work messaging to employees of the city's government. The new rule is an attempt to guarantee employees the right to restand states that employee privacy must not be subject to employer contact outside of work hours. If passed, it would ban managers from contacting public sector employees after work hours through phone calls, text messaging, or social networking. Kim Kwang-soo, one of the councilors who submitted the ordinance revision, said that the Seoul Metropolitan Government (SMG) must guarantee the rights of city workers by protecting them from undue stress. He said, "Of course SMG officials must always be prepared for the needs of citizens, but many of them are working under conditions that infringe on their right to rest." -
China's Expensive Super Particle Collider Jeopardized By Criticism (scmp.com)
China's plan to build a particle collider that's four times the size of the Large Hadron Collider in Europe "may be in jeopardy" after criticisms of its cost went viral. Long-time Slashdot reader hackingbear quotes the South China Morning Post: On Sunday, Dr Yang Chen-ning, co-winner of the Nobel Prize in physics in 1957...released an article on WeChat opposing the construction of the collider. He said the project would become an investment "black hole" with little scientific value or benefit to society, sucking resources away from other research sectors such as life sciences and quantum physics... Yang's article hit nearly all social media platforms and internet news portals, drawing tens of thousands of positive comments over the last couple of days...
Yang's main argument was that China would not succeed where the United States had failed. A similar project had been proposed in the U.S. but was eventually cancelled in 2012 as the construction far exceeded the initial budget... Yang said existing facilities including the Large Hadron Collider contributed little to the increase of human knowledge and was irrelevant to most people's daily lives. But Dr Wang Yifang, lead scientist of the project with the Chinese Academy of Sciences' Institute of High Energy Physics, argued research in high energy physics lead to the world wide web, mobile phone touch screens and magnetic resonance imaging in hospitals, among other technological breakthroughs.
The collider is expected to cost $21 billion, and won't be completed until 2050. -
Didi Launches Car Rental Service In China
An anonymous reader writes: Ride-hailing giant Didi Chuxing is adding a car rental service for customers in several cities, to take advantage of the enormous domestic tourism market in China. Users can reserve a car through the Didi app and have it delivered to their door within two hours. The service, which is currently in beta testing in Shanghai, is expected to expand to several more cities in China over the next year. In a statement the company said, "Didi car rental is launched in response to the boom in China's short-term and tourist car rental market as the population goes through a lifestyle revolution." In 2015, 2.34 billion cars were rented for domestic tourists in China. That number is expected to more than double, reaching 5.8 billion by 2020.The move comes weeks after Uber announced it was selling its Chinese operation to Didi.
