Try this : "Debaptise Yourself - making it official", which gives the procedure for getting removed from the Catholic Church in Britain. Since they have a procedure, then it's safe to assume that the hierarchical nature of the whole Catholic edifice means that there is a procedure in all other Catholic Churches.
Write a letter to âthe competent ecclesiastical authorityâ(TM) at the Diocesan Offices giving the details of your baptism (date and place) and include at least the following paragraphs:
"I wish to declare my formal defection from the Catholic Church in accordance with canons 1086, Â 1, 1117 and 1124 of the Code of Canon Law as mentioned in notification Prot. N. 10279/2006 from the Pontifical Council for Legislative Texts."

:)I might go so far as to call your premise ridiculous. The rant itself was entertaining and raised a few interesting points (and I hasten to say that I am a third party voter, in general), but there seems to be this idea going around that because neither of two major US parties is ideal, they're both equally bad, and that's a steaming pile of crap (usually offered, as far as I can tell, by apologists for the more evil of the parties and/or the more evil elements of both parties).

The financial crisis is a strong indictment of Sarah Palin's inexperience.
Why, if she were making policy, the bailout would be at least twice the size of the GDP, instead of the mere $700 billion-ish that was the last "conservative" estimate I saw.
Furthermore, if she were in office, the house of cards would have come tumbling down in nine months at most, instead of the several decades it took to brew under various regimes since 1977, despite all of the calls for reform.
Yep, bringing in somebody from outside to do some house cleaning is the last thing we need now.
Which is why, this year, I will not vote for the lesser evil.
Cthulhu is beyond questions of gender or race: all will be devoured. Now that is a moral exquivalency we can all feel, briefly. -

No, you got it wrong.
The fact that each church is contradictory about which is the "saving-one", means only one thing :
there's no way to be safe. The only question that matters is who is going to be eaten first once the older gods come as the stars predicted.

If a person gives money to his candidate in order that the candidate can furnish other supporters with soap boxes and megaphones, is it right to take that right away? Where do we draw the line? Why do we draw the line?
If I take out an ad saying "Cops are great", we understand that as free speech. If a cop pulls me over and I say, "Hey, let me give you $50 towards your `Cops are great' ad campaign, wink wink nudge nudge," we know that for bribery.
If I take out an ad saying "Vote Cthulhu! (Why settle for the lesser of two evils?)", we understand that as free speech. If I say, "Oh great Elder One, let me sacrifice to you $50 that you may use it towards your `Vote Cthulhu!' ad campaign, by the way, wink wink nudge nudge, my soul isn't all that tasty..." we should understand that as bribery. (Or rather, in this case, a pathetic attempt at bribery that will get my soul eaten...)

On the specifics of this report's premise, it seems to me to be a hell of a lot cheaper (and more realistic at the present) to ensure humanity's survival by being able to "Go Deep". If the we could harness geothermal power down deep, we could power lights that could grow plants in our subterranean cities, etc. and keep ourselves going.
Sure we'd end up living on glowing fungus in the end, and evolve big giant eyes and go all pasty-white pale, but then when we travel back in time to visit Earth in the 1960s-80s we'll look like we're supposed to.
