The woman was high and drunk and hit a light pole at 45mph. Seems pretty simple to me.
Point is someone saw a pretty bad accident and thought the car was on fire and attempted a rescue and was sued and the courts agreed with the lawsuit. Stands to reason you're better off just staying out of it, last time I checked there's no law against watching people burn to death.

Why, so I can get sued? Fat chance. I'll save my children and wife, but the rest of you can burn... sorry, I'd like to help but I don't want to risk a lawsuit. If you die nothing happens to me, if I rescue you I might be sued. Very simple decision. Maybe that's why these kids watched a child get beat and did nothing. -

I don't think it's worth obsessing about date approximations when > 95% of the fleet is affected and we're approaching a time when only 'antique' cars are not vulnerable.

Compelling arguments, but your facts are entirely wrong.
Cows have reasonable thoughts too. They just aren't as intricate or intelligent as ours. When it's cold and the wind is blowing into the cow's face, sometimes it will turn around to keep its face warm, and sometimes it will decide to keep eating its hay. Point being, if non-human animals behavior was based purely on instinct, then they would do exactly the same thing, every time, in a given set of conditions. And they don't.
Just because a life form is not as smart as you does not mean that it does not have thoughts.
And we'd run into the same problem with highly advanced species. If we were as dumb to them as cows are to us, then the same intelligence gap would exist. And it's extremely likely that, unless the aliens were non-aggressive and prone to study everything in-depth, they'd treat us similarly to the way we treat cattle - -namely, we're dumb animals unless someone's hungry, in which case we taste pretty good.
BTW, chimpanzees act violently for "no reason" as well. As do cats, dogs, and many other species. And I put "no reason" in quotes because there's always a reason for the violence. We may not understand it, but there is a reason.
I'm really not sure where you got the idea that animals only ever act instinctively except in cases of sickness. Why would they suddenly acquire the capacity for rational thought just because they get a virus?
All animals act instinctively, including humans. Many animals also add a rationality component to their actions. Not to the degree that humans do, but it is there. You can see it all over. Even squirrels are capable of problem solving:

My point is that the quick drawing hired gun pulled his gun, shot his victim and the whole thing was over in 20 milliseconds. You could have a loaded gun pointed right at him with your finger on the trigger and still lose by a wide margin. Watch the video. Especially that last one.

I concur! Women know full well what cleavage, tight pants, short skirts, etc. does to men. The whole argument of dressing up for themselves to "feel pretty" that I hear over and over is kind of moot. Not that it's not all good to fix yourself up to feel good about yourself, but the satisfaction of being content with what the mirror shows pales in comparison to having people notice or even complement ones looks. Now think about the amount of attention a hot woman gets when she wears clothing that is, undeniably, designed to arouse men and invoke thoughts of what said man and said woman could be doing (tear off that barely concealing top, flip up the miniskirt and.. well, you get the idea).
Getting slapped because you check out a womans cleavage is bullshit. It's like a guy buying an awesome sports car and slapping a woman for showing interest in the car! If he didn't want to get attention for the car, he could damn well drive something less attention-grabbing!
