Failing that, you can look it up yourself. For example, Wikipedia has an article entitled Audit Trail which might be of some interest to you.
You already understand the first steps of keeping track of votes; you laid it out in your last paragraph there. I'm sure that you can figure out the rest if you think about how to keep track of the paper after it goes into the box; then you will have worked out an audit trail system for yourself.

Customs, at least, has been known to demand the keys to a laptop, and having it obviously encrypted could delay travel significantly.
Also, there are significant problems with at least some FDE products, currently -- the "cold boot" cracks, in particular. Does she shut her laptop down every time, or only leave it on standby? Does the software actually purge the key from RAM on shutdown?
Other than that, well, do your own damned homework.
I'd suggest BitLocker, mostly because it's built-in -- kind of like, "What would you suggest for unzipping files in Windows XP?" Well, probably the "Compressed Folder" feature, right?
Under other circumstances, I'd recommend Truecrypt or dm_crypt, because you really should be using open source software for anything sensitive -- but you specifically asked for Vista, so that's fairly moot.
But I haven't done my homework.

No. Actually the original argument still works fine, and is valid. Witness the Security Theater that is UAC. For some strange reason my Linux system is far more secure than any system running Vista, XP, Win9x or any other M$ OS, and yet it accomplishes this security without ever throwing a pop-up asking me if it was really me trying to accomplish a task I initiated. Hmmm

Someone wake me up when theyÃ(TM)re selling a board which has a few GigE network ports (and can really saturate them), at least 4 SATA II ports, and one PCIe Slot. I don't really want some old inefficient 3D video accelerator either.
Here. Get yourself a Core2 capable Mini-ITX motherboard with two gigE ports, 6 SATA ports (port-multiplier capable as well) and a PCIe x16 slot.
If you need more, you're well beyond "small server". Heck, that's more than enough grunt for the average office fileserver.
Considering mATX or regular ATX motherboards as well (what 4-drive case are you considering that can't fit a mATX or ATX board ?) and you've got dozens, if not hundreds, of choices.

A lot of these "Ask Slashdot" questions are from people who would be better off being told to just fucking google it.
It's not "elitist" to say that they should do bit of basic research first; or are slashdot users mostly such low-expectation under-achieving slobs who crave any sort of interaction, even from someone who doesn't care enough about what they want to do to take the time to actually *learn* enough to ask smart questions? If they don't give enough of a shit to do some research first, I don't see why anyone should give enough of a shit to help them.
Really, this ranks right up there with people asking us to do their fucking HOMEWORK for them! "For my class project I want to do blah blah blah

While google may well tell you what E85 is, it wont necessarily tell you quickly and easily why its relation to GM trucks is relevant to the relation between Vista and otherwise perfectly good hardware.
Asking the person that used this curious simile is an excellent way to find out, and doesn't even require you to leave the confines of your existing website.
