China Launches New Search Engine

stupidfoo writes "With all those nasty pro-democracy websites that Google keeps turning up, what's a communist country supposed to do? Well, create their own search engine of course! According to the AP, 'Bill Clinton on Monday helped launch a new Internet search company backed by the Chinese government which says its technology uses artificial intelligence to produce better results than Google Inc.' Accoona Corp. was one of the Chinese companies that donated an 'undisclosed amount' to the recently opened Clinton Library. Using the search engine from inside the US doesn't show any noticeable amount of censorship, but it also doesn't show how it's anywhere near the level of Google."

    No mention of it on Accoona at all, plenty on Google.

      The deal gives Accoona data on some 5 million Chinese companies, which Accoona sees as a lucrative opportunity as U.S. businesses seek to do business in China
      Although I seriously doubt the folks at Google are shuddering over this new "rival", you can't overlook the potential benefit to American companies who are looking to do business in the world's largest consumer market.

      Only in terms of actual dollars spent per capita. China has *BY FAR* the fastest growing consumer growth in spending in the world. You can't ignore 1.3 billion people who have increased discretionary spending who wanna buy stuff.

      Thanks for pointing out this basic fact: Accoona is developed by a *US COMPANY* that simply does a lot of business with China. The header remark:

Accoona was developed by China Communication Corp of Hoboken, New Jersey. Last I checked, New Jersey isn't in China. Do a whois on accoona.com, also - it's adminstrative contract, its technical contact, everything is in New Jersey.

      Blah. I'll bugger off now and let this thread turn to Clinton bashing, as the article submitter was undoubtedly intending.

      Not just per capita, largest outright. Now China's IS growing much faster, but that doesn't mean it is the largest NOW, it means it may (probably will...) become the largest at some point in the future.

      Not in 5-10 years

      American corporations have been salivating over "The World's Largest Market" for how many years now? And the promises are always 5-10 years out.

      All that has happened is the Chinese government has used promises like this to extract intellectual capital as a price for access to this super market.

      Net result- Global corporations have sold out America for some never-to-be-realized promise of 100 billion Chinese buying their cell phones.

      This will go down as the scam of the ages whenever that 5-10 year promise expires...probably in about 300 years...or maybe 305-310 years.

      Nike being a prime example - it's also quite difficult when the Chinese government decides to ban Nike Commercials because having Lebron James defeating cartoons of "a kung fu master, two women in traditional Chinese attire and a pair of dragons", were all "insulting" to their country's image.

      Good point - the parent was comparing apples and oranges, since their search was about current news, which is an additional feature that accoona never claimed to support at the present time. Lets compare real searches on controversial topics.

      Search for: uranium enrichment

      Google top hits: A lay-person article from the US nuclear regulatory commission; A more detailed, although still not technical article from the australian Uranium Information Centre; 6 old news articles about controversy about Iran's nuclear intentions; a completely nondescriptive page of a company that deals in uranium enrichment equipment; and an article nearly identical to the second one, from the World Nuclear Association.

      Accoona top hits: A whole bunch of spammy sponsored links, right at the top of the page instead of on a side bar (booo!). The WISE project (World Information Service on Energy)'s links (some quite technical) about the entire uranium production and enrichment cycle, although from an environmentalist standpoint. The American Nuclear Society front page (useless, without further search on the site). 2 bloggers writing about Iran's nuclear program. A PDF (no convert to HTML option) of an investor factsheet about an enrichment company (no technical details at all). A blogger, whose site shows nothing relevant that I can see (and there is no cache option). Another front page to an inapplicable site (Riodejanero.com - apparently at some time in the past it had an article about getting approval for an enrichment plant). 2 old news articles about Iran's program controversy. The homepage of the Nuclear Information and Resource Service (no good information visible in apparent links; apparently the group is related to WISE).

      Summary:
      While google returned a lot of results tangential to actual uranium enrichment (for example, about the fact that one particular country, Iran, has been enriching uranium; if a person wanted those results, they realistically would have added Iran to their search), it performed far better than Accoona. Accoona returned a lot of "front pages" to websites instead of links to actual articles; many links to sources that no longer had the relevant article linked; and links to many poor quality sources (such as blogs). All in all, Google clearly wins top marks.

      The Chinese suicide rate is indeed high (note: i grew up in China), but the reasons aren't easily guessed.

      First, obviosly, China has 4-5 times the population. That makes China's about twice the percent.

      Second, China has a very high rural suicide rate. Many of the people who commit suicide are women. While men in America successfully kill themselves more than women do, women attempt it twice as frequently as men. Imagine if America had the same poor heathcare and readily available means of suicide (deadly pesticides are commonly used, as I understand it. those are available in rural China in a way that they are not available here in the U.S.)

      I don't know these numbers but I'd like to check out suicide attemp rates in the U.S. I can't really guess which would be higher. As much as I love both countries (and an American who was raised in China might), both have serious problems that could lead to high suicide rates.

      Having grown up in China finding such high levels of depression in America was a surprise. After all, we're supposedly leading the lives everyone wants to emulate...

      Gives a list of websites that explain and inform about Robert's Rules of Order, the basis of western parlimentary procedure.

      Links on were to buy a book about Robert's rules, than a bunch of links for un-related things like "Julia Roberts" and "Norah Roberts".

      Consumerism over substance, looks like to me.

      BMW and Mercedes are already doing a good business there, and cell phones ARE a booming market because the country lacks the copper infrastructure of the US and Western Europe.

      If we chose to ignore it the rest of the so-called Asian Tigers will be overjoyed to take the business we ignore, not to mention the Europeans.

      Take Toronto for example (as a relatively small large city). Lots of violence, and you hear about extremely brutal and hard to explain murders now and then (like the one in the news now).

      My believe is that not everyone can handle densely populated areas. It can literally make you crazy if you're not suited to it. I would bet that many of these murderers could have led normal lives if placed in a different environment. I know someone who left the downtown area just because they realized what it was doing to them emotionally. It took time, but what a difference it had on them as a person. You could just see it.

      Now imagine a *huge* city and multiply the effects.

      i have a great (female) friend who has many scars on her wrist. many were "nothing," but once her life was saved by someone who didn't think it was a joke and took her to the hospital after finding her unconscious, bleeding to death -- me. i wouldn't call slitting wrists a joke.

      First 5 results are sponsored links it appears.. "sponsored results" link to this page: http://www.content.overture.com/d/USm/ays/bjump/. So unless you want to pay to have your site on top, I bet it won't get there at first.

      Because he's a popular public figure. Obviously, the strategy worked, as the company is getting a ton of free publicity in the form of news reports that they would not have gotten without a big name attached to the announcement.

      I searched for "tiananmen massacre". Amazingly, a few sites actually came up that mention the 1989 shootings of students in Tiananmen Square, but the top 10 also includes Texas chainsaw massacre and a few other irrelevancies. There were almost no major news sites in the search results.

      Conversely, Google returns a lot more relevant hits on this subject many of which are major, reputable news sites with "Tiananmen Massacre" shown prominently in the summaries.

      I would say, stick to Google.

      It figures that Bill Clinton would endorse this crummy Google wannabe. Whatever one may think of Clinton, his China policy was rather undistinguished and ineffectual.

      I guess it depends on how one defines "better". Perhaps "better" in this case means "omits a lot of pesky political stuff that no searcher really wants to hear about".

      I'd suspect that "AI" means they have a system for repressing information delivered to Chinese customers, but can use a separate algorithm for delivering to the rest of the world. Hence, the Chinese citizens receive sanitized results, while the rest of the world doesn't see what gets sanitized because the results aren't touched. Not a bad move, because more non-Chinese users will use this if there's no censorship.

      Yea if you check in the article tords the bottom you'll see that the define the AI. It is not Artificial Intelegence, it is Accountable Information. Meaining that it is able to filter out information not accountable to the Chinese government.

    It not only dispenses only happy news articles about China, it also makes sure that you only see articles that are appropriate.

    If you are found searching for inappropriate terms, you will be visited by a reeducation specialist who will diagnose your condition and recommend appropriate treatment.

    This is for your own protection. Only people that are ill would be interested in things that are not good for them. Thus, by tracking people with this illness and fixing them, we are making a better China!

      Actually, they describe it as being better than google because of the SuperTarget feature. This appears to be roughly the same as putting a "+" in front of a search term in your Google search, but Accoona has a GUI for it.

    What did I get? I got a bunch of ads for game retailers, not reviews or fan sites showing up at the top of the list. It sucks, but what should I have expected from China and Bill Clinton?

    Submitting your site for indexing requires you to send them an email with the URL. I'm wary about sending my email address to an unknown chinese company. No thanks.

    This is obviously part of China's oppressive "great firewall of China". Its disappointing to see Clinton involved in something like this. While I know he made it a point in his administration to maintain good relations with China, this kind of encouragement of their censorship activities shouldn't happen.

      There ought to be some watchdog group that picks out companies that are willing to actively thwart basic human rights and democratic freedoms in other countries in the pursuit of a quick buck, and organizes boycotts and divestment campaigns against them. I'd say there should be legal provisions against them too, but I know those laws would be heavily misapplied.

      We've got to be friends with them, or we'll be enemies. Clinton knows that the Right in the US would love to demonize China, especially once we run out of middle eastern countries again. So he pre-empts that by publicly cooperating with them. So what if they've violated international human rights agreements? If we hate them for that we'd better stop turning our eyes from our own self-abuse. All large organizations prey on the populace, governments included, the US government included. Clinton is as sharp as he always was. He knows, as you should, that the general policies of a large country are dictated not only by necessity but by ugly politics. If he goes over there and makes nice, just like Bush Sr. did, then we can talk with them about their politics.       Accoona has created their own search engine and needed seed money. Accoona donated money to Clinton's Library. Riffing off what someone posted further up, the inclusion of "Chinese backed" could be considered unethical in terms of journalistic integrity because
      a) the reader assumes that Clinton's library is being financed directly by the Chinese.
      b) this "Chinese company" mentioned in the second sentence isn't Chinese, but actually an American company in New Jersey.

      Therefore, this breaks down to the chicken and the egg--which came first? Accoona's donation or China's seed money? But does this last question matter if the core tech of their search engine is benign and will only be used for evil when the Chinese receive shipment of the final product? I would assume that it is benign technology (It seems startups might be looking at China for startup money, though!).

      Finally, there are plenty of companies that made money from doing business with the Chinese government and dontated money to other presidential libraries. Should we condemn Carter, Ford, Bush Sr., and Reagan, too?

    I have been throwing some very general queries of things I am interested in. Google returns results with information, acoona search tends to return results for where you can buy something.

    We already have those search engines, they are prolific and generally suck.

    I used "Battletech" and "Half Life" as searches, you can see the massive difference.

    Google returns with classicbattletech.com, and patrics battletech archive. Though it does return fasa.com, though this actually shows the strength of google, since fasa is the one that has/had rights to battletech, linking a site called fasa.com is not bad.

    Half life... well try it yourself, the google search comes up with planethalflife, the official home page, etc. etc..

    Acoona? No real good from it.

    Perhaps when they say "better" results than google, they mean "better" in the term that someone might better sell a product?

      You picked a good one to search for. I finally found Google on page 7 of the results. (though it isn't www.google.com, just news.google.com and images.google.com) I just scanned through 20 pages of results, and never came across the American Google homepage. Though when I did a search for Yahoo, www.yahoo.com was the 10th result.

I thought of this because a few weeks ago was the 30th or 40th anniversary of the Soviet Union's invasion and brutal supresion of the a nascent anti-communist revolt. The Google result has the CIA world factbook as the second result. That's one data point, I'm sure you can find your own.

      Any company dependent on money from China is going to have to let them censor their statements. You should ignore what your enemy says, because it's usually a waste of your time. I'm going to not worry about this new search engine and be happy for it.

They tried to do some minimal censorship but if that wasn't enough, why not just drop out entirely and put up a non-offensive message letting the chinese people know what they're missing. If that gets blocked too, so be it. I've talked to a few students from China in the US and they say that the public apathy over censorship is downright frightening. If your content is being censored, put up a message and withhold it all. Nothing they can do about that.

      You're right, these entities are all about making money. How about a UN resolution then? I'm sure the talks alone would be enough to make China take notice.

      Imagine if Microsoft suddenly placed an embargo on China. Then Google blocked them. Then the whole western world started pressuring them to ease up on censorship. They'd have two options: loosen censorship laws or try to replace all of those services themselves.

      If they choose to do things the hard way, I'm certain that their people will take notice. It's all about getting the message out. Many Chinese don't even know to the degree that their information is being censored.

(Not that good, I have no chance of a job there and the tech talk just repeated the stuff about pagerank, GFS, spelling variations of Britney Spears and the number of querys at 2am on chrismas day a few years ago that anyone interested will already have read on the web)

      Urs Hoelzle, VP Of Operations claimed that they don't censor Chineese search results at all and they are sometimes blocked in China as a result.

      He also mentioned that they guess what country you are in by ip and return different result depening on which area of the work you are in you are in.

      Public apathy, period. Really, it's complacency ... we've never had to live with totalitarianism, and so don't recognize the signs. But, they're there, and I have to say the trend long predates George Bush. Sure, 9/11 accelerated the process dramatically but we've been steadily losing ground, civil-liberties-wise, since the signing of the Constitution. Actually, things really began to go sour after World War II: that war (and the massive tax base that resulted from it) turned our relatively small government into a monster of Biblical proportions. Whatever you want to say about Bush (or Clinton, or Reagan or anyone else since Roosevelt) the unfortunate fact is that this has been going on for a long time. The reason I resent all of the Presidents since that time is that they did nothing to try and halt (or even slow) this incremental encroachment upon our freedoms.

    Accoona shows a lot of tourist-related information on Tibet and pro-Chinese links on Tibet, that considers Tibet as any another region inside China.

    Google, in the other hand, shows a lot of pages related to the movement to free Tibet from Chinese domination. Note the link to the Tibetan Government in Exile's website, which ranked #3 in Google. Also, note that the #3 match in Accoona (under "sponsored links"), shows the Chinese government's page on Tibet.

    Isn't this undeniable proof that Accoona's filtering works?

      Not really. If you say the word "Tibet" to somebody, they will think of a geographic region. If you say the phrase "Free Tibet" to somebody, they will think of a specific political issue.

      If a search engine delivers different results for the two searches, then it's almost certainly doing the right thing.

      For a Chinese person, Tibet is a popular tourist destination that has been a part of China for 1300 years or so. It's quite possible that people are interested in an aspect of Tibet besides its brief CIA-supported revolt in the 50's. The recent Chinese movie "Zhou Yu's Train" has a character dilly-dallying about in Tibet as a tourist and teacher, with no reference to the revolution 50 years ago.

      For most Americans, Tibet is merely part of a slogan commonly found on bumper stickers, and they don't really know anything about its history or current situation, and have no reason or interest in viewing related web pages. They seem to think of Tibet as an area where people are constantly in revolt and have nothing else going on in their lives or their region. It would make sense that a search engine aimed at Americans and Chinese would yield different results.

      No. This is only proof that Google Pagerank algorithm tends to favour the anti-chinese sites since they are more linked to on the web. Accoona may not have a page rank algorithm at all to decide which sites to show first. For instance if I put http://www.accoona.com/search?col=mc&qt=Tibetan+go vernment+in+exile as the search query then the exiled government website does appear as the 3rd result listed. Theres no controversy here.. Just different technologies.

      Why on earth should a search on Tibet yield "free Tibet" pages first-hand? The fine article clearly states that Accona uses a different, AI-based technology, whereas Google primarily ranks by popularity (linked pages) and precise search terms.

      An Accona search on "tibet human rights" gives four sponsored "human rights" links, and therafter the whole enchilada of Tibetan movement pages, for instance http://www.savetibet.org/ (which btw turns up just fine here in Shanghai, another oppressed Chinese city).

      From my humble perspective, the obligatory anti-China bashing that is intermittently going on here on ./ and elsewhere is getting tiresome. Tibet has been Chinese for over a thousand years, and the cultural intertwining goes back even further in time. There are plenty of reasons to press the Chinese government on many issues, but it would be wise to do so in an informed and intelligent way.

      Furthermore, Google is far from prefect. Searching my Chinese name (I'm European, residing in China) on Accona yields results, whereas it doesn't on Google, even if Google has indexed my homepage. Google has a lot more pages indexed, however, which is both good and bad. Google's link popularity "algorithm" is widely abused, and so is the "precise search term" criterion; a gazillion pR0n sites regularly fill pages with nonsensical sentences made up of key words just to get a good search engine ranking. This doesn't happen as easily with AI algorithms.

      I for one welcome another search engine. Google's monpoly must be broken. And of course you can't beat the king using the king's methods, right?

    This isn't too surprising. Bill Clinton sold China our multi-stage missile technology for satellite launching. China is using this to build ICBMs to target the western United States.

    The claim is perhaps debatable, but after all the accusations about it (I too remember all the hubbub about it years ago), Clinton would have been wise to stear clear of any business dealings related to the Chinese government. It does not "look good". It would be like doing business with Monica's family. Let it be, Bill.

      Yes, but it was their targeting that really had problems. Part of this is due to the complexities of multi-stage rockets. What was transfered to China (through Lorral) was the targeting technology so that austensibly they could place satelites into exact orbits. This same technology is used to target warheads so that theey don't explode in your general vacinity but right on top of you.

China demonstrates that well; for most of the past half-century it was basically communist and totalitarian; now it is rapidly moving towards capitalism, but the totalitarianism shows few signs of abating, unfortunately.

    As someone downthread mentioned, the actual quote is In the end you care more about Los Angeles than you do about Taipei. which comes with a very different posture than we'll nuke LA if you help Taiwan. What they're saying is that if we interfer in a mainland attack on Taiwan, they'll send some nukes over our way.

    Would they do it? I'm not sure. What they've done with the policy, however, is akin to what we did with the Soviets during the cold war. They've established standard operating procedure and announced them publicly (our CW one was something to the effect of "if you roll tanks outside of the COMECON or Warsaw Pact, they get nuked"), and have placed the imperitus for security on the US. Strategically, not a bad move.

    Would they loft a few nukes if we interveened in their efforts to retake Taiwan? I think they probably would. If we entered the fray, we would win (thanks mainly to our friend Aegis). This would be quite the affront to several thousand years of Chinese pride, being beaten by this upstart 200-year old state. So in response, they'd win they only way they can - launching on LA and the west coast.

    Could they hit something? I think so. The most recently developed Russian nukes could probably beat our "missle shield" assuming it works, as the warheads are essentially cruise missles (that get delivered on an ICBM). Common knowledge is that they've allready started seling these to the Chinese. I suspect enough of them would get through to make a difference.

    The other thing to remember is that in nuclear war, China considers its population to be much less significant than we do. There's over a billion of them, and their country is bigger - they can deal with 300 million deaths.

    Ever eager to hop on the next technological bandwagon, upon reading the article, I went to this Accoona.com and tried a few searches. The results shocked me. None of the four items I searched for were even on the first page! (except for AOL and Slate, which were found as a sponsored link). Most of the results were not even close to what I was looking for.

    Here are the first four Accoona searches I did:

    MSN

    SLATE

    AOL

    BAY AREA RIDERS FORUM (this is a very popular bay area-centric motorcycle forum that I regularly visit)

    Compare and contrast this with the results I received from Google:

    Very, very different. After searching with these very common, popular queries, I've come to the conclusion that this new Accoona search engine isn't worth it's weight in salt. Really, it's a great testimony to how good Google really is.

    Of lesser importance, the time it takes to obtain said search results is significantly longer than for Google.

      Well thank GOD we were smart enough to elect a great man like GW. He has really pulled this nation together ... under a cloud of fear and propaganda ... and made this world a better place ... by breaking century-old precedent and attacking a sovereign national pro-actively. But thats OK, because Iraq was a bigger threat to us than those silly Iranians or North Koreans with their New-Que-Ler bombs. Nucs are overrated, I mean, seriously, the President told a bald-face lie about atomic weapons in Iraq, and no one seems to mind. Thank god, i mean really, thank GOD he is protecting us.

Hell no, that is just silly to ask of a GOP President with a GOP controlled congress.

      While we are on the subject, how is that outsourcing incentive going for you? Over here it is great. Oregon really got a boost from all those tech jobs suddenly taking a red eye the f!*$ out of here.

      All is well, though. I can't complain. Even with the oil crisis we are in(and out of, and in again) that is entirely unaffected by Iraq and Afghanistan's turmoil... Wait, whatever happen to Afghanistan... WAIT, what the fuck ever happened to Osama? Oh, thats right, Bush said he wasn't worried about him anymore. With all the oil shit going on, it is goo that the President has close financial/business/personal ties with the Royal Saudi family. And hey, if all that mid-east stuff doesn't work, Bush still can go tap the oil in Alaska... nevermind that it only contains, theoretically, about 6 months worth of US oil at the rate we consume. Those big paved roads, oil equipment, pipelines and foot/heavy machinery traffic will have a nice backdrop of a destroyed national forest...

      I ask you, what the hell is the point of a natural forest if not to preserve the natural beauty?

    This is stupid. Why on earth would I want some hunk of metal using "artificial intelligence" to determine which keywords I want to search for? That's my job. I have real intelligence, and I'm perfectly capable of determining which keywords to search for myself. What I'm not capable of is searching through a few billion webpages in under a second. That's its job.

    Also, the name is stupid. They tried a little too hard on that one.

    Also, the search engine sucks. If I search for "Fat Tire Beer", nowhere do I find New Belgium, the manufacturer. This result is first on Google.

    Also, they're evidently afraid of competition. If I search for Accoona on Google, www.accoona.com is the top result. If I search for Google on Accoona, I get a lot of non-printing characters. But no link to Google.

It didn't list any more, even though the top of the page said "Results 11 - 21 of 87173". Going to the next ten showed no links, while the top of the page said "Results 21 - 31 of 87173". This could just be due to server overload or some other slashdot effect, though.

    #1 is called "scored OR" and has been around since the 1960s. In fact, every major web search engine used to use this approach until the web got really big.

    #2 is called term weighting, and has also been around since the 1960s. These days it's generally not exposed to users, but most search engines have this capability under the hood.

    #3 is found in any metasearch engine.

    So how is this AI, exactly?

    I hate to distract from all the discussion about China, but the search engine itself is a mess.

    I tried my standard test keyword, which is obscure enough to not get too many responses but real enough to get a good set (kw is "medienkunst" which is german for "media art" and also one of my domains, medienkunst.com).

    On Accoona I got a bunch of sites, mostly domains I registered at some point, some active and some not. All of them have this "info" button that shows info about "my" company (some true some obvious crap).

    It would appear that they just trolled whois and grouped domains together by who registered them, and then made a bunch of wild-monkeys-flying-out-of-their-asses assumptions about that connection.

    So, if that's their "AI" I don't think G has to worry, Clinton or no Clinton.

      They are all bought. It was this action early in his first term that really shed light on the dark corners of politics. He had just spent months actively campaigning against giving trade perks to China (which the GOP really wanted). Then he turns around and gives them most favored trading status without getting anything in terms of improved human rights from them.

      But as much as I didn't like Clinton I'd take him over Bush any day.
